Successfully marketing industrial minerals - the building blocks of a growing and increasingly urban world population - will depend on producers? ability to respond nimbly to a rapidly changing and regionally evolving macroeconomic environment. A renewed focus on energy conservation, sustainable agriculture and building practices and consumer demand for products with a smaller environmental footprint will drive product and market segmentation strategies. These trends will not only shape the way industrial minerals producers do business, but also the type of skills and people they will require to run those businesses.

Workers in coal preparation plants, where vibrating screens are significant noise sources, are often exposed to sound levels exceeding 90 dB(A). The National Institute for Occupational Safety and Health, a major coal company, and a vibrating screen manufacturer conducted a cooperative study of vibrating screen noise. Rubber isolators reduced sound levels by 1 dB. Urethane screen panels did not reduce sound levels in this case. Drive noise was determined to be the dominant noise source on the screen. Damped side plates reduced vibration levels on the screen sides by 1 to 7 dB(A). Detailed results of the study are presented.

As time progresses, new concerns regarding long-term post-mining effects are identified, increasing mine closure costs. Regulators responding to public interest must take a “worst case” view and require post-closure monitoring or remediation processes. Although closure costs depend on the size and type of operation, general cost categories are defined, and median values (per acre, or per unit of production) are identified. Closure cost categories, as well as amounts, have increased with time. Except for increased efficiency in earth-moving and water management (surface or subsurface), there are no apparent offsets to a steady rise in closure costs. When the historical trend of closure costs is considered, it is probable that additional cost categories will come into being. For mine operators, the challenge will be to anticipate them and devise cost-effective remedies.

Addwest Minerals' turnaround of the Gold Road Mine in 1996 proves the old adage "mines are made, not found." The underground mine, located in Arizona's San Francisco mining district, was reopened in 1995. Start-up proved difficult because the initial mining method created significant ore grade dilution. In June 1997, Mount Polley Mining Corp., a division of Imperial Metals Corp., completed an 18-kt/d (20,000 stpd) gold-copper mine in central British Columbia. Fast-track construction and extensive off-site construction were combined with an aggressive project schedule to build the mine in one year. This was three months ahead of schedule and 7% below the original budgeted cost of C$123.5 million (US$86 million). The Mount Polley Mine was the first of a crop of new open-pit mines in British Columbia. The Mount Polley deposit has been explored since the mid-1960s when it was known as the Cariboo Bell property. From 1988, Imperial Metals completed drilling and metallurgical testing on the deposit. This led to a positive feasibility study and the issuing of a Mine Development Certificate in 1991. The project was later shelved due to falling metals prices and the strength of the Canadian dollar. In late 1994, Imperial merged with Bethlehem Resources Corp., bringing a strong project team to the company. The deposit was then re-evaluated, ore reserves revised and additional metallurgical testing was performed. The result was a revised project plan. It indi¬cated that a financially feasible gold-copper mining op¬eration could be constructed at Mount Polley operat¬ing at 18 kt/d (20,000 stpd). In May 1996, an agreement was reached with Sumitomo to jointly fund and develop the project. By early 1996, final plans and permits were being prepared for construction, scheduled to begin in June 1.996. On-site work commenced on May 28th, 1996 following lifting of the road restrictions. Mount Polley Mining acted as its own project manager. Construction was completed in June 1997. Plant runup took place in July and full production began in August. Through the use of off-site construction and the careful selection of contractors who cooperated to complete some 12 major contracts, it was possible to reduce the mine and mill construction time from 16 to 13 months. Off-site construction for all possible aspects of the work and the use of used milling equipment allowed significant savings in overall capital costs of construction. Total costs for the mine, mill and tailings dam equated to C$6,100/t/d of throughput. The mill design incorporates several innovative features that will aid maintenance and allow flexibility of operation. The operation is designed as a closed system and meets the latest environmental standards. Concentrate is shipped by truck to the port of Vancouver. Revenues for the mine come from the mine's production of about 3.1 t/a (100,000 oz/year) of gold and 10.8 kt/a (24 million lbs/year) of copper during the first four years of the 12-year mine life.

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modi tying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identity and quantity operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

Hydrometallurgical processes involve the recovery of metals from ores, concentrates, calcines, mattes and scrap materials by a series of operations involving leaching or dissolution, separation, purification and reduction of metals in aqueous solutions. The underlying theoretical basis of many of these operations is electrochemical in nature and it is the purpose of this review to identify and illustrate, by way of examples from the author's experience and that of others, the central role of interfacial electrochemistry in the understanding, design and control of these operations.

This paper covers the development of the Yeelirrie Uranium Project from the discovery of the Yeelirrie deposit in 1970 to the present time, with emphasis on the mining, processing, and environmental requirements of the project. The Yeelirrie Uranium Project is managed by the "Yeelirrie Uranium Joint Venture Partnership", which, when formed, consisted of Yeelirrie Development Company Pty., Ltd., Urangesellschaft, Australia Pty. Ltd. and Esso Exploration and Production Australia Inc. The Yeelirrie Uranium Joint Venture Partnership holds mineral claims over the Yeelirrie uranium ore deposit in Western Australia. This deposit encompasses some 35 million tonnes of ore containing in excess of 50,000 tonnes of uranium as U308. Agreement has been reached with the State of Western Australia to mine and process the ore to produce uranium ore concentrate. The Project scope provides for an open-cut mine, alkaline leach hydrometallurgy plant, power plant, township, airstrip, access roads, community services and utilities. The Yeelirrie Uranium Project described herein has progressed through the stages of exploration, mine evaluation, process testing, project scope definition, environmental approval, Pilot Plant operation, preliminary engineering and the publishing of a definitive Project Feasibility Study. This article summarizes the project development through the above stages.

Networks of monitoring wells were established prior to mining at four longwall mine sites in the Appalachians to monitor the effect of mining on water levels, water quality and well yield. Two of the sites were located in stream valleys and the other two sites were located on hilltops. The depth to the mined seam ranged from 500-850 feet with the deeper cover being associated with the hilltop sites. Maximum declines in groundwater levels during and after mining were an order of magnitude less in the stream valley aquifers than in the hilltop aquifers. However, water levels in hilltop wells located outside the area immediately above the panel were unaffected. Water quality changes in wells as a result of longwall mining were negligible at all four sites. Increases in aquifer transmissivity and well yield were much more pronounced in the stream valley aquifers than in the hilltop aquifers. The significantly larger recharge area for the stream valley aquifers than that for the hilltop aquifers may partially account for the differing responses of these two classes of aquifers to longwall mining. These observations appear to be consistent with the stress-relief fracture model for Appalachian Plateau groundwater hydrology proposed by Wyrick and Borchers in 1981.

Previous studies of the Thompson and Temperly ore bodies show alteration aureoles in the Middle Ordovician host-rock limestones, dolomites and shales extending laterally as much as 60m from the ore. Thickness, texture, carbonate and clay mineralogy, major-, minor-, and trace-element contents; and carbonate carbon and carbonate oxygen Isotope compositions of the host rocks all have been significantly altered by hydrothermal processes. Organic geochemical analyses of samples from the basal 8-cm-thick carbonaceous shale bed and immediately overlying limestone bed of the Quimbys Mill Member of the Platteville Formation, collected from within the ore, the alteration aureole, and the unaltered country rock show: 1) solution of carbonates and residual concentration of organic matter, 2) decreases in the volatile (Si) and pyrolytic (S2) hydrocarbon yields In samples of the basal shale from within the ore, 3) decreases in the relative amounts of the lower molecular weight (<nC25) saturated hydrocarbons in samples from the ore, and 4) no changes in either the organic carbon isotope composition or the Rock-Eval or biomarker thermal maturation Indicators. In light of the 125-170°C depositional temperatures documented for the early marmatitic sphalerltes in these deposits by fluid Inclusion studies, the lack of thermal alteration of the organic matter suggests a relatively short mineralization episode, a conclusion supported by the relatively simple sphalerite band stratigraphy. The decreases in the volatile and pyrolytic hydrocarbon yields for shale samples from the ore supports a model for mineral deposition which obtains sulfide through reaction of brine sulfate and indigenous organic matter.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

Although the number of operating longwall mining systems has remained relatively constant, longwall production levels during the last five years have increased significantly. In the United States, longwall mining now accounts for approximately 50% of all underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust-compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face-ventilation system and the advancement of face-ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, examined several basic principles of the long wall face-ventilation system and has evaluated the effectiveness of numerous improved face-ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face-ventilation parameters on longwall mining sections and investigating the fundamental relationship between face airflow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels of using belt entry air to ventilate the longwall. Novel methods have been identified to increase the face air¬flow and to manage face airflow to effectively minimize dust exposure to face workers. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results throughout the longwall mining industry, as documented from surveys conducted in the early 1980s and 1990s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

Air-fall tuffs have been altered to zeolite via reaction of volcanic glass with local pore solutions at the six localities discussed in this paper. These are in the southern Basin and Range Province of Arizona and New Mexico, and in the Trans-Pecos and Coastal Plain regions of Texas. Zeolitization occurred in either closed- hydrologic, open-hydrologic, or hydrothermal groundwater systems. The tripping Spring Valley (DSV) chabazite in Arizona and the Buckhorn clinoptilolite in New Mexico originated in a late Cenozoic network of closed-hydrologic, lacustrine basins extending from southeast Arizona into southwest New Mexico. At DSV, two potentially commercial chabazite-rich tuffs are interbedded with lacustine mudstone. The main zeolite tuft contains up to 90 percent chabazite. The upper zeolite tuff averages approximately 67 precent chabazite. At the Buckhorn deposit, two clinoptilolite-rich tuffs are interbedded with lacustrine m udstone in the upper part of the Gila Conglomerate. The lower zeolite tuff contains up to 90 percent clinoptilolite. The upper zeolite tuff contains over 60 percent clinoptilolite. The Casa Piedra clinoptilolite is in the Trans-Pecos region of Texas. It formed during the Tertiary in a closed basin containing a playa lake. The Casa Piedra tuff averages about 60 percent clinoptilolite. Air-fall tuffs of the Cuchillo Negro, New Mexico and Tilden, Texas clinoptilolite deposits were zeolitically altered by either percolating ground waters in open-hydrologic systems or locally by ponded, saline, alkaline solutions. Cuchillo Negro tuffs are Tertiary and average approximately 50 percent clinoptilolite. Clinoptilolite-rich tuffs of Ebcene age have been mined from four quarries at the Tilden deposits. Tufts from the Kuykendall and Buck Martin quarries contain approximately 50 to 60 percent clinoptilolite. Low temperature, SiO2 - rich, hydrothermal solutions altered air-fall tuff to clinoptilolite and chabazite in the Foster Canyon area of the Tertiary Cedar Hills and Seldon Hills volcanic-vent zone in southcentral New Mexico. Poster Canyon tuffs contain up to 60 percent zeolite and average 40 to 50 percent clinoptilolite. The dominant mineral in the zeolite tufts at the six deposits studied is generally microcrystalline and either chabazite or clinoptilolite. Lithic fragments, unaltered volcanic glass, other zeolites, quartz, calcite, opal-CT, cristobalite, feldspar, evaporites, clays, and mafic minerals are also constituents of the tufts.

This paper reports on the behavior of mercury and its compounds during the thiosulfate leaching and recovery of gold. Thiosulfate solutions are shown to dissolve Hg0 and Hg2Cl2 to a similar extent as cyanide, but the leaching of HgS is significantly slower in thiosulfate solutions compared to cyanide. Hence, the use of thiosulfate may be an option for treating ores containing high levels of cinnabar, especially since the legislation concerning the discharge or sale of mercury is becoming more restrictive. The deportment of mercury during gold thiosulfate loading and recovery using a strongly basic anion-exchange resin was also studied. Although the mercury thiosulfate complex loads on the resin, the adsorption is weaker than for gold, with an equilibrium constant between gold and mercury of 51. Resin loaded with gold, mercury and copper was pre-eluted with thiosulfate (to remove copper) and eluted with a chloride and sulfite eluant. The majority of the mercury is eluted by the eluant and, hence, its deportment closely follows gold and the eluate would need to be treated to remove either mercury dur-ing or prior to gold electrowinning.

INTRODUCTION At the end of 1959, high levels of radioactivity attributed to radon and its daughter products were discovered in the fluorspar mines at St. Lawrence, Newfoundland. These levels were presumed to be the cause of an unusually high incidence of lung cancer among the fluorspar miners (deVilliers & Windish, 1964) (Parsons et al. 1964). The mining of fluorspar (calcium fluoride) began in 1933 as open pit operations but converted to standard underground mining procedures in 1936. During the second world war, production was greatly expanded as a result of increased demand for fluorspar used in the production of steel. Wet drilling was first introduced into general use in 1942. Ventilation was mainly by natural draft occasionally supplemented by small blowers. The amount of ventilation varied greatly between mines as well as over time. For example, one large mine, the Iron Springs mine, had only a single small raise to the surface some 600&apos; from the central shaft. Other mines, such as the Director mine, had a number of raises to the surface and, as a result, had far better ventilation. Mines also varied by the amount of ground-water which seeped into them. In the early 1950&apos;s, an unusually large number of lung cancer cases were diagnosed among the fluorspar miners. As a result, in 1956 and 1957, J.P. Windish of Canada&apos;s Department of Health and Welfare tested for possible causative agents in the mines. Unfortunately, radon measurements were not conducted until 1959 and 1960 when Windish tested Director mine as did the A.D. Little company in 1960. As a result of the high radon levels found, mechanical ventilation was introduced and the concentration of radon dauthers fell, on the average to well below 1 WL. During this period, lung cancer cases continued to be diagnosed with 29 lung cancer deaths recorded by 1964 and 71 by 1971. As of July 1981, 105 lung cancer cases had been identified (Hollywood, 1981). Previous reports concerning the fluorspar miners have dealt in detail with the factors in the occupational environment and discussed occupational mortality patterns. The purpose of this paper is to review further the mortality experience with particular reference to lung cancer in relation to cumulated radiation exposure and to describe briefly our ongoing study of this group. METHODS Occupational histories were prepared for men who had been employed by the mining companies at St. Lawrence during the period 1933 to 1977. The histories were compiled from company records except for the period 1933 to 1936, records for which were lost in a fire; however, the occupational histories for this period were completed by searching census records and interviewing company officials, ex-employees and others. In addition, occupational and smoking histories were also obtained for some miners during a survey conducted in 1978. Occupational records included name and date of birth as well as the type, place and hours of work by year. For each year prior to 1960, hours of work were converted to working months (1 WM = 167 hours) and were multiplied by the estimated average radon daughter concentration in working levels (WL) to yield the annual radiation exposure in working level months (WLM). Pre-1960 radiation levels were estimated on the basis of the history of mining methods employed, ventilation history of the mine, type and place of work and conditions under which the first radiation measurements were made in 1959 and 1960 (deVilliers and Windish, 1964). During the period from 1960 to 1967, the average exposure was about 0.5 WL. Beginning in 1968, radiation levels were measured more frequently, and, beginning in 1969, daily exposures for each worker were recorded based on radiation levels in the place worked on a given day. Mortality data were obtained from medical certificates of death. In a small number of cases, medically certified death certificates were unavailable. In these cases, probable cause of death were obtained from forms completed by the local clergyman (returns of death), parish records, information obtained from interviews with family members of the deceased and/or hospital information, before assigning a cause of death. Data obtained from these sources were found in Tables 1, 2 and 4, cover the time period 1933 to 1971. Data in Table 3 as well as in Figures 1 through 3 cover deaths from 1933 to 1977, and includes only those miners for whom medical certificates of death were available. Two medically certified causes of death were changed from other causes to lung cancer on the basis of pathology reports.

The Tolt Pipeline No. 2, West Snoqualmie Valley project, is part of a water supply project linking the Tolt reservoir in East King County to the City of Seattle through a nominal 2.13 m (7-ft) inside diameter conveyance. Receipt of the National, 2002Microtunnel Award provided recognition of the many challenges overcome by this project. Baseline conditions revealed in the Geotechnical Documentation included over-consolidated glacial deposits, landslide and alluvial deposits, artesian water, boulders up to 36-in in diameter, logs, heaving sands, and liquefiable soils beneath the river. Schedule constraints associated with setting the shafts in the floodplain of a salmon bearing river and the fickle performance of the river during those times it was not supposed to flood added to the challenge.
