"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."

The Duval Corporation Sierrita copper and molybdenum mining complex is located approximately twenty-three miles south of Tucson, Arizona. The original open pit mine, Esperanza, was put into operation in 1958 and utilized one tailings dam until the Sierrita operation began in 1970, and a second pond was started. Both tailings operations continued to be operated separate and independently of each other until 1977, when the Esperanza Mill was temporarily shut down, and the Esperanza Tailings Dam was retired from service. Except for short periods of use, no new tailings were put on the surface. With the reactivation of the Esperanza Mill in 1979, the Esperanza tailings were combined with the Sierrita Mill tailings and put on the Sierrita Dam, leaving the Esperanza Dam in a retired state.

Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

Several factors have caused less emphasis to be placed on geologic mapping in mineral exploration in the last 15 years. These include opportunities for "easy" discoveries of near surface gold and silver deposits in developed countries, and of base metal deposits as well in less developed countries, a decline of emphasis on geologic mapping in many universities, and a decline of useful mapping by government agencies in many areas. Geologic mapping is simply a way of recording geologic observations on volumes of rock larger than can be seen from one place. Since most geologic processes involve systems larger than this, mapping is also essential to understand the significance of observations made on smaller volumes of rock, such as thin sections and sample taken for chemical or isotopic analysis. To be useful, the observations recorded through geologic mapping are then interpreted to arrive at an understanding of the 3D geometry and geologic history of a volume of rock, which is used to direct mineral exploration, or any number of other purposes.

Equivalent-pressure ventilation is a method of balancing the air pressure between a productive face and its gob to extinguish fires and prevent the infiltration of toxic gases, so that the production of the face can be maintained. The method was successfully applied in Coal Mine No. 1 of Hebi Coal Mining Administration in north-central China. In this article, a practical application of the equivalent-pressure method to prevent carbon monoxide from entering an active longwall face adjacent to a fire breeding area is described, and four steps to achieve equivalent-pressure are discussed. The reliability of using this method and measures to maintain the equivalent-pressure are analyzed. It was observed that this method could maintain high production level while no sacrificing safety at the longwall face.

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

The Little Rocky Mountains host epithermal gold-silver bearing vein and stockwork deposits in a syenite intrusive complex. Pegasus Gold Ltd. is currently mining the oxidized deposits by open-pit methods and recovering gold and silver by heap-leach processes. A geologic program has been designed to effectively determine the basic ore characteristics; 1)mineralization; 2)oxidation; 3)structural setting; 4)lithology; 5)alteration; and ultimately, 6)the leachability of the ore. Geologic mapping, sampling, drilling, assaying, and testing are routinely used in exploration, development, production control, mine planning, and ore reserve estimations. Timely and accurate assay results are essential for the program's success.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver's side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator's field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. The increasing scarcity of bentonite coupled with the potential of improved pellet strength have created a need for understanding the effects of thorough bentonite dispersion in taconite concentrate. It has been known for more than a decade that under certain conditions substantial savings of bentonite are realizable by using thorough mixing of bentonite as compared to poor mixing. Extensive work done by J. O. Zetterstrom l at the Univer¬sity of Minnesota indicated the effect of thorough bentonite mixing in a controlled laboratory testing. Commercial hardware was not available at the time Zetterstrom1 paper was published and not much work was done until R. L. Stone, J. M. Karpinsky2, did work with Muller mixing. Nabush 3 worked with the pugmill principle, and Hoogovens 4 and Robe River 5 used the fluidized bed principle. It was very hard to convince iron ore industries to improve the mixing of Bentonite and taconite for the following reasons: A. The initial capital investment for improved mixing equipment; B. The relatively low bentonite cost a few years back, which was not enough to justify new equip¬ment investment;

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. Heretofore, underground coal mines in Alabama have operated under only 60 to 360 meters of cover: however, new mines (at least 5 in the early opening or development stages) will be operating under cover ranging from 600 to 660 meters. With increased rock confining pressures, roof stability problems will become more critical. Initial studies in two 7 ½ -minute quadrangle areas in the Warrior coal basin of Alabama indicate that the orientation of certain lineament and fracture-trace modes mapped from ERTS-1 (Earth Resources Technology Satellite) imagery correlate closely with the strike of joint and fault modes. High altitude (118,000 m) U-2 aircraft data were used to support these findings. In addition, over 50 percent of the normal faults mapped in the study area could be directly correlated with ERTS and U-2 lineaments and fracture traces. These correlations provide clues to the structural development of the Warrior coal basin and may, in turn, be used as a guide to the prediction of roof-stability conditions in advance of mining.

"Intrepid Potash, Inc.’s Carlsbad East facility has refined sylvite and produced muriate of potash (MOP) since 1965. In addition to MOP, Intrepid Potash began recovering the mineral langbeinite from a mixed ore reserve in 2005. In 2011 a new langbeinite recovery process for the coarse (+850 micron) size fraction was constructed to enhance the overall langbeinite recovery. Based on the limited mixed ore reserve and an abundance of langbeinite ore reserves the transition of the East plant to a langbeinite only facility was targeted for 2021. Due to a decreasing grade of the mixed ore reserve, declining sales pricing, and high sylvite operating costs a strategic decision was made to accelerate this transition into 2016. To enable a successful transition, a fines recovery system needed to be developed, constructed and implemented. This paper describes the advancement of langbeinite processing at Intrepid Potash and the planning, development and successful execution of the transition to a langbeinite only operation. BACKGROUND Langbeinite (K2SO4·2MgSO4) is a double salt containing potassium sulfate (K2SO4) and magnesium sulfate (MgSO4). It is used as fertilizer and in the industry is described as Sulfate of Potash Magnesia. It is attractive as a specialty fertilizer and in addition to containing a ready source of a primary nutrient potassium, it also provides two secondary essential nutrients, magnesium and sulfur. It is especially attractive for chloride sensitive crops. Langbeinite has a specific gravity of 2.8, a Mohs hardness of 4.2, and is brittle thus very friable. It is the hardest of the saline minerals, and despite its relative softness on the Mohs scale can be very abrasive in process environments and in field applications, probably due to its conchoidal cleavage. Its solubility at 240 g/l is less than the solubility of sylvite (KCl) or halite (NaCl) and due to even slower relative dissolution kinetics washing with cold water has been a common practice for upgrading langbeinite ores. The solubilization/crystallization relationship for langbeinite is different from the majority of other evaporite minerals in that once langbeinite is solubilized it does not form langbeinite again. Instead it gives up one mole of magnesium sulfate, takes on various waters of hydration and precipitates out as either schoenite (K2SO4·MgSO4·6H2O) or leonite (K2SO4·MgSO4·4H2O) depending on temperature. Due to its partial solubility and phase transitions at its surface when exposed to moisture, there is strong cohesion between wetted particles; the resulting stickiness of the upgraded products can create significant materials handling issues unless processed in slurry form or at relatively low moisture levels. Langbeinite has been produced commercially from two locations, the Kalush and Stebnik regions in the Cartpathian Mountains of former Poland and now the Ukraine and from the Permian Basin in New Mexico (Garrett, 1996; Smith 1949). Current production is from two operators in the U.S., Mosaic and Intrepid Potash."

Crystalline Flake Graphite is a strategic mineral. Since 1954 nearly all North American consumption has been imported from offshore. The Bouthillier Project in Quebec, Canada, is Orrwell Energy's bid to enter the market. Milling of flake graphite is considered easy, yet more problems have been encountered in flowsheet and plant design than in most other minerals. A fresh approach to existing technology was taken, giving results that are highly satisfactory. The key to graphite liberation without flake deterioration is found to be in autogenous grinding. In addition to producing marketable coarse graphite by such autogenous grinding, flotation and tabling, super purity fines can be produced using repeated regrinding, elutriation and flotation. This paper discusses the design of a 500 TPD plant based upon the results obtained from bench and pilot plant studies.

The design of coal-mine layouts is based on the knowledge of a broad range of geological and geotechnical parameters, which must be determined from a sequence of exploration programs. It follows that any weaknesses in selecting, determining, interpreting or utilizing these data are inevitably reflected into the mine-planning process. In this paper, the main methods of exploration are reviewed and evaluated with the emphasis on acquisition, interpretation and storage of variables pertaining to mine-design. Some common problems are highlighted and recommendations are given for improving the utilization of data and optimizing coal-mine design procedures.

A blast furnace test of approximately 5,000 tons of PelleTech Corporation (PTC) cold bond pellets was successfully run at Kaiser Steel Corporation (Kaiser) Steel Manufacturing Division at Fontana, California. The pellets were produced from mill scale, BOF dust and blast furnace flue dust. A 15 day base period, during which time the metallic burden was 2/3 heat indurated pellets and 1/3 sinter, preceeded the test. During the test period the metallic bur- den was 10% cold bond pellets, 56.7% heat indurated pellets and 33.3% sinter. A 15 day post test base period followed during which the PTC pellets were replaced by conventional pellets. The pellets were produced in the 3.C Semi-works Facility located on Kaiser property. The facility incorporates the Michigan Technological University Hydro-Thermal Agglomerating Process.

The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.
