Charleston, SC is anything but boring. The city was founded in 1670 and has played a significant role throughout the history of the United States. Located along the coast of the Atlantic Ocean in the southeastern United States, Charleston was a vital city in America?s early existence. Charleston?s coastal location has helped the city become the fourth largest cargo port in the United States and earn the 2011 designation as the number one travel destination in the United States by the Conde Nast Traveler Magazine. Part of Charleston?s charm and beauty can be attributed to its historic structures and churches that line nearly every sidewalk, roadways that were laid out based on the width of horse carriages, great weather, southern hospitality and coastal living. Now imagine the challenges of installing new, or re-placing aging infrastructure, in this setting. Every shovel full of dirt, every stick of pipe and every roadway sub-surface has its own historic story to tell. For engineering minded individuals, Charleston?s infrastructure has almost as fascinating a history as its more visible surface structures. Charleston was among one of the first American cities to construct separate sanitary and storm water drainage infrastructure. This concept has roots dating back to the city?s founding and is a credit to the foresight of its founding fathers who understood the basic health differences between sanitary and storm water.

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the three-dimensional surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. In this paper, the authors discuss the signal processing techniques used to study these relationships, as well as the related implications for mining.

Fan applications in the mining industry have changed during the last 70 years. In 1922, J.R. Robinson authored a technical volume entitled Practical Mine Ventilation. At that time, atmospheric control had only recently shifted from natural to mechanical. The large, mechanical draft fans that were used then were centrifugal. The fans ran at low speeds, about300 rpm. Most were steam-engine driven. In the late 1920s and early 1930s, mines became larger, increasing the pressure and volume requirements of the fan equipment. Axial fans were designed to run at much higher speeds (710 to 880 rpm) and were driven by electric motors. They were also smaller and less expensive to install than the cumbersome centrifugal units. However, changes in mining have resulted in progressively higher static-pressure requirements. So centrifugal fans are once again proving to be a good choice.

Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

The average global recovery rates for processing scheelite ores by physical methods are normally in the range 50 to 70%, and it is problematic to attain a minimum grade of 60% WO3 in the concentrates without penalizing further this yield. Direct hydrometallurgical processing of low-grade concentrates or medium- to high-grade ores may become an interesting global economic alternative as it allows increasing the recovery rate, avoiding major penalizations due to the grade of the concentrate and increasing the added value of the final product. Leaching of scheelite by sodium carbonate presents several advantages such as its selectivity regarding the dissolution of troubling metals like iron and aluminium, allowing for a simple and flexible process diagram. However, it has the disadvantage that it is performed at high temperature and pressure with a high consumption of reagents. The feasibility of leaching is appraised by the extraction yield and selectivity, but also by the operating cost. Considering these aspects, a relevant objective of the research was to transform alkaline pressure leaching into a feasible processing alternative directly applicable to both medium- and high-grade ores and simultaneously to low- and high-grade concentrates produced by physical methods. The research used ore samples and low-grade concentrates from a typical skarn orebody as well as high-grade concentrates from a chalcopyrite-scheelite orebody. Different operating conditions were tested. Temperature, pressure and reagent concentration showed to be fundamental, but not exclusive, in determining the leaching behaviour. The operating conditions are milder than the ones generally proposed in the literature or currently in use in industry, but with higher carbonate consumptions. The research was oriented towards potential industrial implementation allowing for the application of optimization methods and straight scale-up to pilot-plan design and project.

Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.

The electrical conductivity of rutile was optimised as a function of time, temperature and gas composition. These optimised conditions were used to treat rutile/zircon feed prep concentrate samples from a South African heavy minerals producer, prior to electrostatic separation. Enhanced separation between rutile and zircon was obtained when compared to untreated samples. Samples treated in a hydrogen atmosphere and cooled in nitrogen showed the best separation when passed through a high tension electrostatic separator using conditions of high sample temperature and high relative humidity.

The Liaoning Dahuofang Reservoir Water Transfer Project is an important development for the Department of Water Resources of Liaoning Province in northeastern China. The 85.3 km water conduit will transport water from the Hun River downstream of the Huanren Reservoir to the outlet on the Suzi River leading to the Dahuofang Reservoir. The additional water is required to sustain the growing cities of Fushun, Shen-yang, Liaoyang, Anshan, Panjin and Yingkou. The project is divided into seven contracts. Three TBM contracts comprise almost 75% of the work and the others are drill and shoot. The focus of this paper is about the creditable TBM performances achieved and some of the problems encountered by Chinese contractors; notably two having had no previous TBM experience.

The Channel Tunnel Rail Link (CTRL) is the most significant railway infrastructure development project in the United Kingdom since the construction of the Channel Tunnel between France and England. The key element of this project is the 2-mile-long(3.2-km) North Downs Tunnel, which will be the largest and deepest twin-track railway tunnel ever constructed in the United Kingdom. This paper describes the contractual agreement, the design and construction (excavation and lining) of a twin-track rail tunnel with a 166-m 2 face excavated through chalk using the New Austrian Tunnelling Method (NATM). The importance of collaborating with a tunnel contractor/designer who not only is expert in the New Austrian Tunnelling Method, but who was also responsible for the design and installation of the primary lining, will be highlighted in this paper. This paper will also deal with the benefits of partnering in tunnel design and construction, as well as the resultant added values of mechanizing conventional tunnelling methods (Value Engineering).

"Northwestern Pacific submarine seamounts are believed to be future marine mining areas of ferromanganese crusts, which contain hi-tech industrial metals, such as Co, Ni, Te, Ti, Pt, and REEs. The Takuyo No. 5 seamount is a member of the Cretaceous super-plume seamounts in the north Pacific, located within a Japanese EEZ (100 nm from the Minami- Torishima Is. or Marcus Is.), and only 300 nm away from the Japan’s Licensed area for exploration of Co-rich ferromanganese crusts under the ISA. This is an on-going program supported by independent academic communities but not a state-run program or managed by private funding.We have observed, sampled, measured, and analyzed the occurrences, distribution, physical properties, and microbiological environments at a selected flat topped seamount named Takuyo No.5 as a model area for scientific study of ferromanganese crusts within the Japanese EEZ. We then characterized crust structures, composition, age, and growth history, resulting in an understanding of the overall nature and distribution of these deposits from wide range of areas, water depths and geological environments. The study started with a ROV (Hyper-Dolphin 3K of JAMSTEC) exploration jointly with universities and national institutions (Japan Agency for Marine-Earth Science and Technology, Japan Oil, Gas, and Metal Exploration Corporation, and Geological Survey of Japan) in 2009 using marine geology vessels, remotely-operated vehicle, an oceanbottom drill machine, deep-tow TV camera, as well as conventional dredges and corers. We have been studying the topography, geology, nature of the bottom material of the seamounts using delicate sampling devices and measurement tools, and characterized the distribution patterns of the metal-rich ferromanganese deposits from chemical, mineralogical, and microbiological points of view."

The Biwabik Iron Formation is a ~1.9 billion year-old sequence of iron-rich sedimentary rocks that was metamorphosed at its eastern- most extent by ~1.1 billion year-old intrusions of the Duluth Complex. The metamorphic recrystallization of iron-formation locally produced iron-rich amphiboles and other fibrous iron-silicate minerals. The presence of these minerals in iron-formation along the eastern part of what is known as the Mesabi Iron Range, and their potential liberation by iron mining has raised environmental health concerns. We describe here the geologic setting and mineralogic composition of the Biwabik Iron Formation in and adjacent to the contact metamorphic aureole of the Duluth Complex. The effects of metamorphism are most pronounced within a few kilometers of the contact, and decrease progressively away from it. The contact aureole has been divided into four metamorphic zones?each characterized by the composition and crystal structure of the metamorphic minerals it contains. The recrystallization of iron-formation to iron-rich amphibole minerals (grunerite and cummingtonite) and iron-pyroxene minerals (hedenbergite and ferrohypersthene) is best developed in zones that are most proximal to the Duluth Complex contact. ©2007 Elsevier Inc. The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

Estimated domestic production of pumice and pumicite in 2004 increased about 23 percent since 2003, according to the U. S. Geological Survey (USGS). The USGS estimate of domestic production of 687 kt(757,000 st) for 2003 turned out to be 870 kt (959,000 st)of actual production. The USGS estimated the value of pumice and pumicite sold or used in the United States to be $26 million in 2004, up $4 million from the value in 2003. There was an estimated decrease in the mine, or mill, average price to $24.14/t ($21.90/st) in 2004 from $25.19/t ($22.85/st) in2003.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

U.S. mines are among the most efficient, productive and safest in the world. Much of that efficiency is due to the high-technology equipment and processes available to the industry. The U.S. mining industry can produce more material now with fewer people than it could a few decades ago. And that material can be produced more safely. However, the workforce is growing older and fewer young people are filling the holes created by retirements. Even though mining is one of the highest paid occupations in the United States, young people believe they can find jobs that pay almost as well without the risks and the often remote locations associated with mines.
