"With seven new applications for plans of work for exploration in the international Seabed Area approved by the Council during its twentieth session of the International Seabed Authority, 26 total approvals have been made by the Council up to date. Among them, three contracts were made with COMRA. On 8 August 2014, China Minmetals Corporation submitted another application to the Authority for approval of a plan of work for exploration for polymetallic nodules in the Area, which is also sponsored by the Government of the People’s Republic of China.China is one of the main contributors to the international seabed regime. The Presentation will describe China’s activities in the Area, such as exploration, technology development, environmental protection and policy making.JIAOLONG is a submersible with capacity of 7000 meters. JIAOLONG’s sea trials were carefully made in 4 years, from 2009 through 2012 and it successfully dove to a depth of 7062m in June 2012 at Mariana trench. A so called "Test Application Phase" started thereafter, and is planned to last for 3-4 years. Two cruises and 4 legs have already been made since then. A wide-range of findings were obtained during dives in South China Sea, and in COMRA’s Exploration Contract Areas for polymetallic nodules and cobalt-rich ferromanganese crusts. This presentation will reveal the colorful findings."

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

In mineral processing practice, flocculation is largely established as an engineering technique of waste water treatment and the study of parameters increasing the settling velocity of particles is still of great importance to improve the process. Further investigations were made using quartz (Q89) and fluorite samples (F91) which included 58.8% and 65.8% of -2.3 µm particles respectively. In all the experiments the flocculation phenomena were observed varying the pH value of the aqueous suspension. In contrast to quartz particles (Q89) which did not flocculate for all pH values, it was, noticed that fluorite particles (F91) flocculated in the alkaline range of pH over 11. With an aqueous suspension containing equal quantities of Q89 and F91, a hetero-flocculation of particles was observed at a range of pH below 10. In this case, the maximum floc size of the hetero-flocculation was 37.0-26.2 µm This size was about three times larger than when quartz (Q84) and fluorite particles (F85) were used with 32.4% and 40.4% of -2.31 µm particles respectively. Besides, in the experiments using Q89 and F91, the maximum size of hetero-flocculated single particles was found to be 6.54 µm instead of 3.27 µm as obtained with Q84 and F85.

Canada is a world class producer and exporter of minerals and mineral products. Canadian open-pit mines are highly mechanized and use state-of-the-art equipment and support technology. During the past few years, productivity improvements at Canadian open-pit mines have been achieved by taking advantage of larger equipment, in-pit crushing and conveying, truck dispatch systems and electronic management tools. The most recent developments are related to hydraulic transportation and the application of global positioning systems (GPS). Mine planning has become computerized. Environmental issues are dealt with in all phases of planning. Equipment modifications are pursued with vigor to keep the equipment functioning in the hostile Canadian north. In 1997, the mining and mineral processing sector employed 370,000 Canadians, contributing $26.2 billion to Canada's gross domestic product (GDP). The value of production of the Canadian mineral industry, including coal, amounted to $19.1 billion in 1997. Gold remained Canada's leading mineral with production valued at $2.8 billion. This was followed by copper ($2 billion), coal ($1.9 billion), zinc ($1.6 billion) and nickel ($1.9 billion). [ ] Synthetic crude oil from oil-sands mining operations in Alberta represents an important part of Canada's petroleum production. In 1997, the value of synthetic oil production was $2.87 billion. Canadian oil-sands mining has contributed significant technology developments in Canada.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

The preparation of graduate talent for the mining industry is a challenging process, given the multifaceted and complex array of decisions mining engineers make in discharging their responsibilities. As leaders, mining engineers must manage operations, lead project teams, mentor junior engineers, chart the technological directions of companies and deal with several organizations for maintaining the technical and economic feasibility of operations within strategic and tactical framework. Traditionally, the completion of the bachelor of science degree curriculum, with a minimum cumulative grade point average (CGPA), has been used as a graduation measure by Missouri University of Science and Technology (Missouri S&T). Companies have long realized the limitations of the CGPA for recruiting graduates because mining engineering is an applied engineering discipline. Company recruiters have sought to correct the limitations by factoring experience and behaviors into the selection process when recruiting knowledgeable and well-rounded graduates. In this paper, the authors introduce a new metric, which combines the current CGPA (knowledge) with experience and attribute (KEA) metrics to gauge the job readiness of graduating engineers. The KEA metric, also called the job-readiness factor (JRF), is the sum of K (50%), E (30%) and A (20%). The KEA process has been applied to a graduating class in Missouri S&T to demonstrate the value of the new metric system. The results show a fairly positive correlation between CGPA and the KEA metric, with a coefficient of determination of about 70%. Overall, the KEA metric system provides a better picture of the capacity and job readiness of graduates entering the workforce.

As a Rock Mechanics investigator, the author has, Over his career, attempted to use his best knowledge in developing better rock control fixtures. Based on the experience of nine years of development of friction rock stabilizers, in 1980 he decided to launch a new investigation to develop a unique roof support fixture which would fit the coal mining market. The largest single user of roof bolts in the world is the American coal mining industry, historically using up to 100 million fixtures per year. In 1989 they used approximately 82 million fixtures.

Past failures of coal refuse embankments have resulted in intensified efforts in inspections of coal refuse sites by the Mining. Enforcement, and Safety Administration (MESA). MESA inspections however, are mainly qualitative and are often time consuming, Therefore, in August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in MESA inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photo interpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Based on CH2M HILL results cost for monitoring by rapid system was approximately 25 percent of cost by conventional ground survey.

For many years tin mining in Bolivia has been very important to the economy of the country. In recent years the tin content of the ore reserves has been steadily declining. An improvement in concentration efficiency is highly desirable in order to increase productivity from the present-low-grade mine ores and to allow retreatment of the many millions of tons of tailings from past operations, some of which equal the present ores in tin content. A number of investigators have been or at present are working on various phases or approaches to the problem. Gravity concentration is used in Bolivia today as it has been in the past to recover tin minerals from the mine ores. An objective of the work reported in this paper was to examine the possibility of treating present low-grade ores and sink-float tailings products, at a relatively coarse grind, in order to produce a higher grade feed material to the present gravity concentration plants. The possibility of using heavy liquids in cyclones to treat large tonnages with a minimum of outlay presented itself and is of particular interest since appropriate heavy liquids are available and with physical properties which lend themselves to simple recovery methods. Tests were carried out using a closed circuit laboratory cyclone assembly. It was desirable to determine the value of using the SG50 concept and Tromp curves for analyzing the cyclone concentration test results. The effects of entrained water on the behavior of ore particles in the cyclone were examined.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

Sludge obtained during production of magnesium (Mg) metal from electrolyzing of molten MgCl2 contains entrapped magnesium particles. The sludge material containing the magnesium particles is a friable, continuous matrix of frozen salt mixture which may also contain some oxides and impurities. A dry process was developed for recovery of magnesium metal from the sludge, utilizing minerals beneficiation unit operations. The steps included selective comminution, screening, attritioning and tabling. Recovery of the high grade (+90 percent) metal was in the 70 percent range. The process is being commercially used in the U.S. The novel process was also successfully applied to a magnesium-alloy for recovery of metal from the sludges.

Abstract. The shaft was drilled on U.S. Government land in the Piceance Creek Basin and was funded by the U.S. Bureau of Mines. It was drilled to 723 meters (2 371') to provide access to rich deposits of oil shale, nahcolite and dawsonite for geotechnical test work and environmental mining research. Rotary drilling and dual string, reverse-air, jet-assist circulation methods were used. Drilling required 8 months. Site preparation, running and cementing the casing required another 4 months. A 2.44-meter (96-inch) ID steel welded casing, 5.1 cm (2 inches) thick was installed and 2 700 tonnes (63 000 sacks) of cement were slurried and pumped into the annulus.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. NIOSH has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by 9 decibels. The ?Inquiring Ears Want to Know? fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

"Heap leaching is responsible for approximately 21 percent — 3.9 million metric tonnes — of copper production and 9 percent — 270 metric tonnes or 8.7 million ounces — of gold production worldwide. Given metal price assumptions of $2.25/lb for copper and $1,250/oz for gold, these portions of global production generate revenues of $19 billion and $11 billion, respectively. For heap leaching operations, small changes in metal extraction efficiency drive substantial changes in operating cash flow margins and affect project viability. Variances in actual metal production from budgetary forecast estimates can mean the difference between success (value creation) and failure (value destruction) for a heap leach project. Despite the importance of heap leaching for copper, gold and silver production worldwide, there are no clear standards or guidelines for developing heap leach metal production forecasts. There is considerable variation among copper and gold producers that apply heap leaching technology as to how such modeling and forecasting is applied at the operational level. There are a variety of different modeling approaches that can be utilized for this purpose. However, these vary in cost, complexity, time to implement, accuracy and credibility. This paper explores the options available for heap leach modeling, discusses the advantages and disadvantages of each approach, and provides guidelines/recommendations for an effective approach to modeling metal production at existing or planned heap leach operations. The paper also provides expected ranges of variation between actual and modeled production.Introduction and backgroundHeap leaching is fundamentally different from other methods used in the processing and extraction of gold, silver, and copper and other base metals. Considered globally, the technique represents a relatively modest portion of production compared with the primary technologies applied for copper and gold recovery. Approximately 21 percent of copper production is attributable to heap leaching techniques, as opposed to 79 percent by conventional crushing, milling, flotation, smelting and refining. For gold, about 9 percent of global production is obtained from heap leaching, compared with over 90 percent by various combinations of crushing, milling, gravity concentration, flotation and/or agitated cyanide leaching processes or, in the case of placer deposits, by direct gravity concentration and/or amalgamation. In cases where heap leaching is the primary source of metal production, the ability to accurately forecast metal production may be the difference between commercial success and failure for a project or operation. Heap leaching — of crushed or run-of-mine ore — is also commonly applied as a secondary process to treat lower-grade ores from a given deposit, such as at Chuquicamata in Chile, Cerro Verde in Peru and Bagdad in Arizona for copper extraction and at Twin Creeks and Carlin, both in Nevada, for gold. In such cases, heap leaching provides incremental revenue to supplement the primary process. Variances between actual and forecast metal production from heap leaching as a secondary process are typically tolerated and absorbed within the overall site metallurgical balance. In either case, accurate production modeling and forecasting creates significant value for heap leaching projects, is essential for managing production expectations — timing and volumes — and is likely to be a critical success factor for most heap leach projects."

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006). In this study, the reactivity of enargite under alkaline sulfide leach conditions was examined."

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

The wet process is the most commonly used worldwide for phosphoric acid (PA) production, in which phosphate rock (PR) is reacted with strong acid mainly sulfuric acid. This work aims on studying the rare earth elements (REEs) distribution during the production of phosphoric acid using different qualities of phosphate through various industrial technologies. At the onset of this work, the process started with 12 samples of PR, PA, and phosphogypsum (PG) being taken simultaneously from two different Moroccan basins (Ouled Abdoun mine represented by K09 and Gantour mine depicted by G10, G20, BG) and various production lines at two processing platforms (Jorf Lasfar and Safi). Afterward, collected samples were prepared and analyzed for REE characterization using an inductively coupled plasma mass spectrometry (ICP-MS). Based on the analysis results, a transfer factor ( TFX) was introduced with the aim of gauging the REE distribution between PA and PG. The results showed that the total concentration of REEs in different phosphate qualities ranged from 411 to 631 ppm; the major part of this concentration was attributed to the four elements: Y, La, Ce, and Nd which constitute more than 77%. The REE distribution between PA and PG depends on neither the phosphate quality nor the industrial technology used since that the distribution results showed that 55 up to 66% of the initial REEs in phosphate rock ended up in the PG. The behavior of each REE was common except for the element scandium, which transferred mainly to the phosphoric acid.

"Magnetic proximity detection systems (PDSs) are used with continuous mining machines (CMMs) to protect miners from striking and pinning accidents. Generators are used in a PDS to create magnetic fields covering the space around a CMM. The PDS determines the proximity of a miner relative to the CMM based on the magnetic flux density detected by a miner-wearable component (MWC) and simultaneously alerts the miner and stops the motion of the CMM if the miner is within a proximity that creates a striking hazard. A stable magnetic field is essential to the accuracy of the proximity calculations performed by the PDS. This paper presents the results of a systematic study of the magnetic influence of two types of steel structures found near a CMM—the body of the CMM itself and the wire mesh used for roof and rib control. The results show that the steel of the CMM body can change the magnetic field distribution and also alter electrical parameters of a PDS by changing its generator current. The study also shows that, depending on the distance between the wire mesh and a generator, the magnetic field can also be altered. INTRODUCTION Continuous mining machines (CMMs) can be up to 10 m (33’) in length and more than 3 m (10’) in width. These machines perform the coal cutting operations in underground room-and-pillar coal mines. Accidents during CMM operation accounts for an average of 250 injuries every year, and 43 miners have been killed by striking or pinning accidents involving CMMs in the United States from 1984 to 2015.Because of these fatalities and injuries, the Mine Safety and Health Administration (MSHA) promulgated a regulation in 2015 that requires the use of proximity detection systems (PDSs) on all CMMs with the exception of full-face machines (Mine Safety and Health Administration, 2015). Currently, there are five different proximity detection systems that MSHA has approved as permissible for use in U.S. underground coal mines (Mine Safety and Health Administration, 2013). All of these PDSs rely on a miner-wearable component (MWC) to detect the generated magnetic fields that PDSs produce around a CMM (Schiffbauer, 2002). These systems use the magnetic field strength readings in terms of magnetic flux density from the MWC to determine whether a miner is at a safe distance from the CMM.
