About 15 years ago the debate on the reliability of sampling procedures for agricultural food and feed commodities was initiated by a few brave scientists who questioned the representativeness of what, at the time, were routine sampling procedures established exclusively on the basis of tradition and practical feasibility. Over time several national and international organisations contributed to the discussion, developing standards and publishing papers either to underline the fact that sampling is always a source of error, in itself, which cannot be overlooked, or to minimise the relevance of sampling on the basis of argumentations linked to time and money limitations. The latter dominated, but is nevertheless impossible to accept from both a scientific and a responsible management perspective. Here the author presents an historical overview of these past 15 years, illustrating the most controversial issues, reporting major achievements in food/feed sampling, highlighting milestones, as well as unresolved problems that still need the attention and contribution from the sampling community. The need to incorporate Theory of Sampling (TOS) into food/feed safety assessment (pre-market), as well as into food/feed safety monitoring (post-market) has recently been highlighted, and the practical applicability of TOS to base food/feed safety decisions on representative sampling, has been explored and documented via concrete examples of risk analysis in different areas of food/feed industrial production chains. Now it is time to move forward and ensure that TOS is fully integrated into the well-established Food and Agriculture Organization (FAO) / World Health Organization (WHO) risk assessment approach, in order to guarantee a transparent and correct universal frame for risk assessment and the subsequent management decision-making process. WCSB8 offers the ideal platform to explore the best way to do so, switching from a theoretical discussion of correct sampling principles for food and feed agricultural commodities to practical recommendations in the interest of consumers, worldwide. These 15 years have also been a personal journey of interesting dimensions, indeed a veritable roller-coaster ride in-and-out of the scientific, technological, industrial and (last but not least) regulatory worlds. The start was WCSB2 in 2004, when I flew to Australia to discover if in other areas sampling had been identified as an unavoidable issue and, if so, what the solution was. There, I found a good travel companion who today is still on my side, to assemble the puzzle and explore how to shape the future, to concretely answer to the 15 years’ quest for proper sampling in the assessment and monitoring of food/feed safety.CITATION:Paoletti, C, 2017. This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

The mining industry is cyclical, but those are more than normal business cycles. In the early 2000s the industry saw the start of China as a game changer for the mining industry which lead to catch phrases like ‘stronger for longer’ and even ‘stronger forever’. Enter the global financial crises and the more recent slow-down in the Chinese economy and confidence that the future is bright has dimmed! This paper looks at the long-term forces that are likely to impact the global mining sector and explain why the industry has an excellent future. However, the industry is not without its many challenges and while demand may be in a prolonged step change, the ability to generate profits will depend on the fitness of each asset and company.The author also discusses the hated terms of ‘boom’ and ‘bust’ and considers how the industry can reduce them, but normally exacerbates them. The ability of the junior sector to raise funds being a primary example and one that remains closed to all but the very best exploration assets. Over the last ten years geological and mining software products have evolved greatly. Software companies developing such products have focussed almost exclusively on the development of technical aspects of the applications, addressing geological, ore reserve estimation and mine planning problems. These specialist applications, and the many other new technologies that are being developed by a myriad of niche developers, are an essential part of todayÆs hi-tech mining operations. Technology is also being used in many other areas to improve the mining process and there is no doubt that tremendous advances are being made in all these fields. Yet there is something missing. The manner in which the technologies are used and implemented has led to the creation of many independent and inefficient æislands of technologyÆ where a variety of products from different vendors are used to address different, but related problems. Problems occur with unreliable information, data duplication, data redundancy and transferring data between applications that may be incompatible or even run on different computer platforms. These problems impede the flow and availability of information and hamper day-to-day decision-making by mine management. A solution to this problem is to take a holistic view of all the various technical applications and incorporate them into a single information technology solution. This solution must encompass all of the information requirements of a mining operation and must provide facilities that address much of the modern thinking about mine management, including strategic mine planning, value management, key performance indicators, and maintenance of a mineral balance sheet. Gemcom is developing an Integrated Resource Asset Management System (IRAMS), which is an enterprise-wide integrated computer system that encompasses various applications typically found at a mining operation. The core component of the system is a common, open, industry standard database that can be shared by many users from each of the different departments at a mine. Around that central repository are the primary applications that provide the mine with information it needs to operate. Ensuring that the information is reliable, accurate, shareable, timely and consistent will eliminate many inefficiencies, and provide significant benefits to mining companies. In turn these benefits will lead to significant improvements in decision-making, productivity and profitability for the operation. The initial version of the IRAMS system is currently being implemented at the De Beers Venetia Mine in South Africa. The system is being built around a core repository using the Microsoft æBack OfficeÆ architecture, and incorporates key technical applications from Gemcom, Whittle, De Beers Technical Team, Wenco and JKTech. The benefits of enterprise-wide systems have long been recognised in the commercial arena and enterprise resource planning (ERP) systems such as SAP, JD Edwards and MIMS are becoming commonplace in the mining industry. The more forward looking software developers and mining companies realise the need for efficient management of the information gathered during the mining process and can see that the concepts used in ERP systems apply equally to the technical applications as they did to commercial applications. The use of IT in the mining industry has expanded tremendously over the last five years as enabling technology and management acceptance has become more prevalent, and there is considerable room for dramatic growth over the next five years. The evolution of geological and mining software has now reached the stage where mines will yield the greatest returns by integrating the applications used in each area of their operations.

In the course of an investigation of the influence of bismuth on copper carried out some years ago, (1) the author found that phosphorus exerted a beneficial effect on bismuth-copper alloys of low bismuth and oxygen content by neutralizing the embrittling effect of the bismuth. In the intervening years, a further examination of bismuth-phosphorus-copper alloys has been canied out and the influence of other elements and combinations of elements on copper containing bismuth has been studied.The results recorded in the present paper are part of this investigation.MATERIALSAll the alloys were made from high-grade copper (KS.A. wire-bar) of the following composition: copper 99·95%, oxygen 0,040'%, iron 0·0015%, sulphur less than 0-001%, bismuth less than (j>'OOl%, other elements each less than O· 0010/<-. The bar was hot rolled and cold drawn to strip which was cut into short lengths and cleaned in nitric acid ready for melting.A piece of this 'strip was drawn to wire 0·08 in. diam., annealed at 5000 C, and measured for electrical conductivity as a check on purity. The result was 101·5% of the I.E'.C. standard.In making the alloys, phosphorus was added as 14% phosphor-copper, bismuth as 17% bismuth-copper, and the other constituents either as copper alloys or as elements of a high degree of purity.PREPARATIQN OF STRIPSThe charges were melted in plumbago crucibles (Morgan salamander brand) in an oil-fired furnace, Le;, in the manner commonly adopted in industrial practice. The copper was first melted under charcoal, well stirred with a chaned stick, and the necessary alloying elements added and stirred in with the stick. The weight of a charge varied according to requirements but generally was about 4 lb. The charges were poured into slightly tapered brass moulds heated to about 1000 C and dressed with a mixture of mineral oil and tallow. They were not only poured under charcoal through the burning mould dressing but also- through a ring of flame produced by burning kerosene on asbestos cord wrapped round the top of the mould. Experiments carried out with plain copper proved that by this means oxygen could be excluded from the stream of metal. The billets were 7·5 in. long x O·83 in. diam. x 1·3 lb. weight.The billets were cropped about 1 in. from the top, cleaned in nitric acid, and measured for density by the usual method of weighing in air and -in water. As these measurements were required only as a check on casting, technique a high degree of accuracy was not essential (accuracy = -+ 0·2%).

The procedure for operation of deluge systems installed in road tunnels is still a subject of debate. The work undertaken in this paper assists in the understanding of the effects of deluge in road tunnels, and thus aims to help inform the development of operational policy. Analysis was undertaken using computational fluid dynamics (CFD) simulations to help explore the deluge interaction with the tunnel ventilation (including smoke exhaust) and combustion products. It was found, for the scenarios considered, that: Deluge activation can decrease the required critical velocity for smoke backlayering, and this in turn can improve the effectiveness of a smoke exhaust system.The dominant parameter for deluge effectiveness is the vehicle configuration, with shielded scenarios (such as a fire in the passenger compartment) showing almost no water reaching the fire. The water delivery rate (5 mm/min versus 10 mm/min) has only a minor effect on the smoke duct damper inlet temperatures and downstream smoke temperatures for small fires (5 MW). For large fires (50 MW) the higher water delivery rate gives slightly improved performance (lower damper inlet temperatures and lower downstream smoke temperatures). A one-dimensional transient tunnel model incorporating different operational and deluge response policies (ie deluge activation times) was developed. It was used to examine the influence of different operational parameters on life safety risk and tunnel damage risk. It was found, for the scenarios considered, that: The life safety risk for different scenarios has a sensitivity to deluge activation policy with the case of delaying the deluge activation for a long time giving the worst outcomes. However, the most critical parameters for life safety risk are operator response time (for all response activities, not just deluge) and the type of fire (configuration, size and growth rate).There is a reduction in risk of tunnel damage when the deluge is activated earlier, although the fire configuration (ie whether or not the seat of the fire can be reached) has the greatest influence on the outcome. It is concluded that the deluge activation policy should be case-dependent. It will depend on the tunnel, the safety systems provided, and most particularly the vehicles involved. The current policy in Australian tunnels is for manual activation of the deluge by the tunnel operator as soon as practical after the fire is confirmed (see also PIARC, 2007). This is a good policy. However, future work may be helpful to improve the skills of operators to make the best judgement as to when deluge should be activated, balancing all risks. This work could include research to further the understanding of deluge and fire in road tunnels, training programs and consideration of historical fire events.

Evidence will be presented to show that borescope inspection of mine roofs is one of the most useful techniques available for stability assessments. ACIRL currently has four borescopes, comprising two fibre-optic units of 2.7 m and 4.5 m length and two optical rod units (introscopes) 6 m and 8 m in length. (The 8 m unit is not yet fully operational because of modifications needed to meet safety regulations). Using the fibre-optic units, photographs of hole walls or ends can be taken to record features. Roof lithology and crack patterns can be observed in roof holes from 25 - 60 mm in diameter. Several crack parameters are useful: type, location in the roof with respect to height and lithological boundaries, presence of individuals or zones containing crack clusters and the estimated amount of dilation. These data are readily computer- plotted to form "borescope logs". Provided that the holes remain open, a hole or group of holes can be re-surveyed at intervals to monitor crack development across or along a roadway, for example with respect to an advancing blind-ended roadway face.

Agnico-Eagle Mines Limited, Laronde Division, operates the deepest single-lift shaft in the western hemisphere. The initial Penna hoisting plant was designed for a production rate of 1800 tonnes per day (t/d) from a 2240 m deep shaft. Exploration success, while sinking the shaft, led to a decision in 1998 to increase the production rate to 4500 t/d of ore from a loading depth of 2200 m. The new production rate was achieved by increasing the size of the rope and reducing the rope static factor from the existing 5.0 required by regulation to a static factor using the formula 25 000/(4000 + L) contained in a draft document that would eventually become SABS 0294 in South Africa. The formula permits Laronde to use a static factor as low as 4.0. The upgraded Penna hoisting system is the first hoisting plant outside of South Africa to meet the South African requirements. This paper describes the conversion of the hoisting plant to the lower rope selection factor in the year 2000 and the operating and maintenance issues experienced since then.

South Africa has a long history of rockbursts, some 100 years. During this time much research and many developments have taken place in the country to limit the occurrence of rockbursts, and to mitigate their effects. In this paper I shall present a personal view of what I consider to be important achievements, and contributions made. Some of these are: planning of stope layouts, and the use of strike barrier pillars; recognition of energy as a key factor, the use of the energy release rate ERR as a layout planning criterion, and development of MINSIM for calculation of ERR and stope planning; sequential grid stope layouts; use of backfill for stope support; and, development yielding support elements, and dynamic testing of stope and tunnel supports. The record shows the establishment of a rock engineering research powerhouse over a 40 to 50 year period and, unfortunately, the complete breakdown of this capability in the subsequent 10 years. Discovered in 1896, the Sons of Gwalia orebody is located in a ductile mylonite zone within a sequence of Archaean pillow metabasalts and minor metasediments of greenschist facies which are variably sheared.The ore zone has good continuity, being 110 m wide and 500 m long, dipping 45 degrees east and plunging 70 degrees to the south to a depth of 1500 m downplunge. A strongly-developed foliation is present together with a prominent lineation paralleling the plunge. The mylonite zone consists of unmineralised chlorite schist and a 'U' shaped mineralised zone of chlorite-sericite schist with varying amounts of quartz-carbonate as veins parallel to foliation, boudins, and locally as massive quartz-carbonate. Pyrite is the dominant sulphide present.Grade control utilises RC holes on a 10 m x 10 m pattern, with infill blast rig holes 5 m deep where necessary.Some visual control of ore boundaries is present and, combined with good ore continuity and a knowledge of the structure of the orebody, enables cost-effective grade control to be achieved. To-date, over three million ounces of gold have been produced from the orebody.

Transport to and handling of iron ore at Port Hedland, Western Australia, results in the generation of airborne particulates that contribute to the atmospheric dust load, with concerns about potential local environmental impacts (eg mangrove swamps) and possible human health implications. Mineral and chemical characteristics of the Background soil samples were contaminated with particles of iron ore as martite octahedra and grains of micro-platy hematite as detected by scanning electron microscopy (SEM) in the 2.5 - 10 ¦m and 10 - 50 ¦m size fractions. Fossilized wood fragments similar to those observed in Yandicoogina fines ore were also detected in some background soil samples. With a predicted increase in demand of channel iron deposits (CID) ores and the inherently dusty Marra Mamba ores (eg West Angelas, MAC, OB29/30/35, Marandoo), in conjunction with particulate emissions from hot-briquetted iron and direct reduced iron (HBI/DRI) processing plants, there is the potential for additional sources of anthropogenic dust to contribute to background levels. Mineralogical and chemical characterisation of the entire range of particulates that could be produced is necessary for a complete understanding of their potential impact on the local environment.

The P49 Shaft, Hilton Mine, was sunk and equipped for Mount Ise Mines Limited by con- tractors Cementation - Thiess Joint Venture. The leached siltstones to a depth of 150m were known to contain large volumes of water. These siltstones were cored and tested in the laboratory. Field results confirmed that cement grouting was relatively ineffective but that chemical grouting was effective. The Sm diameter shaft was sunk to a depth of 1040m. Weak strata to the full depth re- quired continuous temporary support by rock bolts and mesh before the concrete lining was poured, and made sinking conditions difficult. After completion of the shaft sinking the headframe was redesigned and modified to allow shaft equipping as a combined service and hoisting shaft with seven compartments. The shaft steelwork was designed and fab- ricated for service with high speed conveyances operating under corrosive conditions. The steelwork, weighing approximately 1500 tonnes, was installed to a high degree of accuracy which required guides not to depart from true verticality by more than 2mm over any 5m, or 15mm over the full shaft depth.

Estimation of operating costs in the nickel production industry requires a detailed analysis of material flows from mine to smelter to refinery. Despite the small number of nickel producers compared to other base metals, the existence of two very different ore types (sulphide and laterite) and a wide variety of mining and processing technologies make the identification of these flows of critical importance if an accurate global picture is to be obtained. Smelting and refining processes in nickel metallurgy have evolved with a high degree of adaptation to specific operating conditions in different locations. Overall costs are calculated by combining individual cost elements for each unit in production chains from mine to saleable metal product. The average cost of western world primary nickel production in 1995 was US$2.07/lb ($4560/tonne). Average operating costs remained virtually unchanged in the three years to 1995 after an 8.5 per cent fall in 1993, but a 3.9 per cent increase to $2.15/lb is expected for 1996. A major factor in this rise results from the lower prices of copper and cobalt this year, reducing the by-product credits available to major producers.

To date, few studies have been made regarding the energy requirements of the Australian mining and mineral processing industries. This paper indicates that these industries use a substantial proportion of the total Australian energy input (32.7% in 1971-72 and 36.10% in 1974-75). With the growth orientation of these industries, this input is likely to increase. Data shows that mining energy requirementE varied from 4.22% (of total Australian energy requirements) in 1971-72 to 4.16% in 1974-75. Energy requirements for the total mineral processing industries increased from 28.49% to 31.93% for the same period. The total estimated primary energy input varied from 22.56% to 25.2%, whilst indirect energy use, in the form of electricity increased from 10.16% to 10.66%; in the same period. Analysis of primary energy input data within the processing industries (1973/4) showed that the Iron and Steel Industry consumed 15.03% of the Australian total consumption, Non-Ferrous metals, 5.43%, Cement, 1.64%, and Refractories, 1.59%. Structural, mineralogical, and textural data from the Tarnagulla Goldfield demonstrate that the area has undergone three significant phases of deformation. The first phase of deformation (Dl) predates the intrusion of the Tarnagulla pluton, which has been dated using K/Ar as 391 ¦ 5MY. We regard this pre-granite deformational event as the major regional deformation. Gold-bearing quartz veins have been deposited in dilational sites on west-dipping reverse faults. These sites demonstrate a geometry related both to faulting associated with Dl and the plunge of the Fl fold axes. This evidence, together with chronology of unmineralised ? D2 and D3 faults, the absence of quartz veining associated with D3 events, and the deformation of carbonate-quartz-biotite-sulphide aggregates within Sl by later S2, lead us to conclude that the bulk of the mineralisation was essentially syn- or late Dl. S'80 values for fluids in equilibrium with vein quartz from Central Victoria have indicated equivocal support for either a magmatic or metamorphic origin. Our evidence supports a pre-magmatic origin for mineralisation at Tarnagulla and hence tends to favour a metamorphic fluid source.

Traditionally, surface coal mines in the Western United States have been limited by economics to depths between 150 to 200 feet. Utah International Inc., however, is now planning to strip coal its San Juan Mine in Northwestern New Mexico to depths ranging up to 400 feet while uncovering 20 feet of steam coal. This method is cost-competitive with nearby shallower coal deposits and underground mining of the same property. How trucks and shovels can pre-strip for a dragline, along with results of the planning process, comparison with alternate systems, capital requirements, operating costs and comparisons with other coal sources are all detailed. Also discussed are the major problems anticipated, how they might be corrected, and potential improvements to the concept. Introduction The San Juan Deep Stripping Project will be situated at Utah International's San Jean Mine. The mine is in the Four Corners region, so-called because four states enjoy a common border point about 30 miles to the northwest.(see Figure 1). The area is a semi-arid plateau region with an average elevation of 5,200 feet, receiving an average of 6 inches of precipitation annually

The ore used in this test program was a composite sample from Waihi, New Zealand containing 2.7 g/t gold and 36 g/t silver. From the testwork it was found that a high concentration of sodium cyanide (0.1 per cent) was necessary to ensure a high recovery of both gold and silver. There appeared little chance for either differential leaching or adsorption of gold and silver. The addition of bentonite clay decreased the rates of gold and silver dissolution. The addition of 50 g/1 NaCI had little influence on the rate of silver extraction. The addition of 5 g/l carbon gave adsorptions of 70 per cent of the gold and 35 per cent of the silver, indicating the possible presence of base metal cyanides in solution. The addition of excess sodium sulphide only precipitated 70 per cent of the silver in solution, adding further evidence to the presence of base metal sulphides. The production of separate silver and gold products was not possible by either preferential leaching, preferential adsorption of gold on carbon or preferential precipitation of silver.

In July 2004 a flotation concentrate regrind circuit was commissioned in the æHigh GradeÆ Ridgeway concentrator at NewcrestÆs Cadia Valley Operations. This was the culmination of two years of project testing, process design and planning which commenced shortly after commissioning the concentrator in March 2002. During the two-year project evolution alternative grinding technologies were evaluated from conventional ball milling through to sand milling. A Detritor mill was eventually selected for the duty and the criteria on which this selection was based will be presented. As the project evolved so too did the equipment sizing with the concentrator quickly exceeding design capacity of 4 Mtpa and currently averaging 5.6 Mtpa, the process design had to accommodate this and future potential throughput increases. This paper will focus on the supporting testwork, circuit surveys and concentrate properties which were used as the design basis for the project. The economic evaluation which led to the project receiving board approval in November 2003 will also be presented. Detailed design and construction management issues will be discussed as will preliminary results and findings up to November 2004.

The Hellyer concentrator of Aberfoyle Limited commenced production in 1989 processing a fine grained, massive sulphide ore containing Zn, Pb, Ag, Cu and Au as values. Four concentrates are produced - copper/silver, lead, zinc and bulk (Pb/Zn) - with overall payable recoveries (1991) of 80 per cent Zn, 55 per cent Pb, 50 per cent Ag, 30 per cent Cu and ten per cent Au. Metallurgical development work commenced immediately after plant commissioning, and continues. The flotation response and liberation analysis on a size basis highlighted reagent balance problems associated with tower mill regrinding of sphalerite, poor conditioning of flotation pulps, poor selectivity for fine galena, and insufficient liberation. These were the main causes of values lost to tailings, values reporting to the 'wrong' concentrates and of impurities in the concentrates. Modifications to tower mill regrind circuit operation, and the use of improved conditioning techniques have greatly improved concentrator performance, particularly in the finer (-5 micron) size fractions. Studies of concentrator and laboratory flotation by size and liberation analysis are the basis of diagnostic metallurgy. The techniques used to evaluate the improved concentrator performance are discussed.
