The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. The U.S. Bureau of Hines conducted e mineral resource survey of approximately 232,000 acres in part of the Humboldt National Forest, Nevada, during 1989. About 7S percent of the study area was covered with mining claims. About 1,800 samples were collected end analyzed for 16 elements. Geologic structure, including thrust faults, is the most important factor in the localization of mineral deposits in the study area. The Independence mine (formerly Jerritt Canyon), Big Springs, and Wood Gulch are the most well known active properties, all developed on large, low-grade, disseminated gold deposits. These deposits have produced almost 3 million ounces of gold and are known to contain more than 8 million ounces of gold. At least 10 barite deposits in the south end of the range have had significant past production and contain 0.2 million tons of resources. Numerous precious and base metal targets have been identified and in some cases quantified during this study.

A large lab apparatus was designed using a scale-down methodology based on the design legacy of the current FLSmidth commercial forced air flotation machines. This new apparatus, along with a new test methodology, was used to evaluate new rapid prototype concepts. The apparatus was designed to monitor bubble size, power, pumping capacity, Jg, velocity profiles, froth character, and tip speed. The methodology developed follows a sequence that goes from hydrodynamic tests and solids suspension tests to a flotation kinetic test. This methodology has been demonstrated to be a good tool to determine the effect of machine design changes on flotation.

Precipitated calcium carbonate is used as a filler and coating material in the manufacturing of paper because of its high brightness and light scattering characteristics. However, beneficiated calcite has similar potential, given the fact that the industrial specifications are already achieved. For paper industries, the requirement is that the desired product should be pure and have a brightness of 93 to 95 percent. A very-high-grade calcite deposit of around 92 percent is located in the north of Norway, which is used as the raw material for ground calcium carbonate (GCC) feed for the paper industries. There is a substantial amount of calcite resource, which has pyrite and pyrrhotite as major impurities. These sulfides, even when present in minor concentrations, impart color to the end product (paper). Removing these minerals is estimated to increase utilization of the deposit by 10  percent, which represents several million tonnes of calcite marble. Due to the requirement for environmentally friendly reagents and chemicals by the mineral industry, fatty di-amines are being tested for pyrite and pyrrhotite flotation. The interaction mechanism of diamine with the main components of the ore were studied and optimum conditions for removal of sulfide impurities are outlined.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. Calibration of LaModel for deep coal mines begins with adjustment of overburden stiffness for load transfer distance. This calibration determines whether mining induced stresses are concentrated in the immediate abutment of the gob, or spread over a wider area. In the absence of site information, an empirically-based estimate is often used. Where data is available, a recommended calibration procedure can be followed, as is done in this case study at a deep western longwall mine, with minor modifications and extensions. In this case, data sources included borehole pressure cells, flatjacks installed in series with support Cans, and observed changes in ground conditions. Calibration was based on the first detection of mining-induced stress from the advancing longwall. Detection was found to depend on the type and sensitivity of measurement. Borehole pressure cell data with a 20-psi-increase detection threshold were chosen as the standard, in accord with data used in deriving empirical relationships. Application of this standard produced a load transfer distance estimate roughly four times the empirical relationship developed by Peng and Chiang (1984). This is a significant deviation with important implications for panel design at this site. Data from flatjacks, ground condition observations, and borehole pressure cells with higher threshold values, were tightly clustered and show load transfer distances from two to four times empirical guidance. Ratios between various measurements can be used to adjust measurements to the standard (although they may depend on mine geology). Once established, ratios can be used to adjust estimates, say from support flatjacks or ground observations, to the standard, where borehole pressure cell data is not available.`

Conventional stoping in hard rock mining is largely considered an operational environment. This paper suggests that stoping falls within the realm of a project management environment typified by uncertainty, variation, and large numbers of interdependencies. Stoping was then equated to a micro-project with many simultaneous activities that had to be executed accurately using finite resources within limited shift durations in order to reach specific goals. Critical chain project management (CCPM) principles were applied to the stoping activities, and the results showed that the number of blasts per panel can be significantly increased by successfully moving the distribution of work as close as possible to the start of shift. Critical chain principles also assisted in facilitating re-focusing and teamwork among stoping crews as well as between day- and night-shift crews. The main recorded success was in managing inherent protective capacities/local contingencies/fat/buffers that are found in all projects. The impact on mine health and safety (MHS) was significant as individual operators and crews became convinced that they could perform all stoping tasks (activities) without compromising accuracy or speed.

Data collected by the Mine Safety and Health Administration (MSHA) has shown that roof bolting machine (RBM) operators are the second most likely type of underground mining machine operator to be are over exposed to noise, per the MSHA Permissible Exposure Limit. In response to this, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has initiated a project to develop engineering noise controls for roof bolting machines. Key to this research is an evaluation of the duty cycle of a typical roof bolting machine operation and this paper presents the results of such an exercise for data collected at two cooperating coalmines. The evaluation entails a time motion study of an operators' shift, logging each activity for time (e.g., tramming the machine, drilling holes, installing the roof bolt, etc.) and the noise levels associated with each task with a Larson Davis Spark 705+ dosimeter. NIOSH post processed the data to determine which tasks the operator devotes the most time to and the noise dosage accumulated during those tasks. These results provide insight into which portion of the operators' duty cycle is the most prominent contributor to noise exposure and thus, where research activities for the development of engineering noise controls should be focused. It was determined that the task of drilling holes is the most significant source of the operators' noise exposure and project research has focused on engineering noise controls to reduce the noise emissions generated during the drilling portion of the machine duty cycle.

MINFO has been developed to serve as a frontend for three databases created to store basic minerals information gathered during the minerals resource assessment conducted by U.S. Bureau of Mines(USBM) for the Malheur and Jordan resource areas of southeastern Oregon(MJRA). The primary database is the Minerals Location Inventory (MLI.DBF) which contains of information assembled from field work performed during this project, the USBM Minerals Availability System/Mineral Information Location System(MAS/MILS) database, the Oregon Department of Geology and Mineral lndustries(DOGAMT) Mineral Information Location(MILOC) database, and the U.S. (Geological Survey(USGS) Mineral Resource Database System(MRDS), In addition, assay results are contained in the geochemical database (ELEMENTS.DBF) and modified X-ray diffraction analysis information is contained in the minerals database (MINOR.M.DBF). MINFO includes four types of program modules: ? Enter/Edit Data was developed to allow the addition of new information and to encourage correction of errors by providing a convenient means of entering and editing data and a large degree of automatic checking and filtering of entries. ? ACAD/DBF Link links each site symbol posted on the map in the drawing file to a record in the database. This provides the user with the ability to use a mouse or other pointing device to graphically select a site for viewing and editing. Edits are performed directly in the database file, ? Reports contains 7 formats of data output for creating files for printing, transfer to other database formats, and exporting to other software packages such as spreadsheets and word processing programs. ? Maps includes 5 programs for creating AutoCAD script files which can be used to create maps of selected information in conjunction with AutoCAD. Mineral location mapping files derived from MLI.DBF can be created in 2 formats. Mapping files can be generated from each of the 2 sets of geochemical analyses contained in ELEMENTS.DBF. X-ray diffraction analyses can also be translated into instructions for creating and posting piecharts at sampling sites.

Norddeutsche Affinerie?s (NA?s) primary smelter continually increased production in the past decade. The smelter?s concentrate capacity was expanded from 500,000 in 1993 to 1,000,000 t/a dry concentrate in 2000 and the goal of the present upgrade is 1,150,000 t/a. These goals were reached without erecting new equipment in the anode area, but instead by refitting the existing plant. The life-span extension of the casting moulds was absolutely necessary to increase the casting performance from 260,000 to 450,000 t anodes per year on a single casting wheel. Different mould manufacturing processes and alloys were tested in order to find the optimal mould. In the past the moulds were cast directly, now the anode mould is milled into NA copper cakes. Accompanying measures taken were the shortening of maintenance and repair times as well as improvements in the refining furnace equipment.

O aumento crescente dos requisitos de segurança a serem atingidos pela indústria automotiva vem cada vez mais exigindo a utilização de aços com maior conteúdo tecnológico, que é o caso do aço bifásico (“dual-phase”), que são caracterizados por uma microestrutura ferrítico-martensítica. Neste trabalho, estudaram-se, em escala laboratorial, os efeitos das temperaturas de encharque intercríticas (750, 800 e 850°C) e distintas taxas obtidas por dois diferentes meios de resfriamento (ar e ar forçado) na obtenção de microestrutura bifásica a partir de dois aços laminados a frio “full-hard” (produzidos industrialmente), com micro-adições de Nb e Mo e diferentes teores de C e Mn. Utilizando ensaios mecânicos de tração, microscopia óptica (MO) e eletrônica de varredura (MEV), observaram-se as influências da temperatura de encharque e da taxa de resfriamento sobre as microestruturas resultantes e as influências da presença de ferrita encruada, dos carbonetos não dissolvidos e da morfologia da segunda fase sobre as propriedades mecânicas das amostras estudadas.

Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

Underground stone mines in the United States make use of the room-and-pillar method of mining. A prerequisite for a safe working environment is that the pillars should adequately support the overburden and the pillar ribs and rooms should remain stable during mining. At present pillar dimensions are either based on experience at neighboring mines or on strength equations that were developed for metal or non-metal mines. This paper presents a pillar design methodology that was developed from a study of pillar performance in operating stone mines. Data were collected that describe the rock mass quality, pillar conditions, mining dimensions and intact rock strength. The results showed that current mining practices have resulted in generally stable pillar layouts with no recent cases of extensive pillar collapses. However, a small number of single failed or failing pillars were observed in otherwise stable layouts. Numerical analyses were used to supplement the observations and develop a pillar strength equation that describes the stable and small number of failed pillars observed. The developed strength equation can be used to design stable pillar layouts provided the factor of safety is greater than 1.8 and the width-to-height ratio of the pillars is greater than 0.8. The paper concludes with guidelines for applying the developed equation and selecting appropriate input parameters.

The pig iron nugget process is gaining in importance as an alternative to the traditional blast furnace. Throughout the process, self-reducing?fluxing dried greenballs composed of iron ore concentrate, reducing-carburizing agent (coal), flux (limestone) and binder (bentonite) are heat-treated. During the heat treatment, dried greenballs are first transformed into direct reduced iron (DRI), then to transition direct reduced iron (TDRI) and finally to pig iron nuggets. The furnace temperature and/or residence time and the corresponding levels of carburization, reduction and metallization dictate these transformations. This study involved the determination of threshold furnace temperatures and residence times for completion of all of the transformation reactions and pig iron nugget production. The experiments involved the heat treatment of self-reducing?fluxing dried greenballs at various furnace temperatures and residence times. The products of these heat treatments were identified by utilizing optical microscopy, apparent density and microhardness measurements.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

The Bathurst mining district is located near the town of Bathurst on the north shore of the province of New Brunswick in eastern Canada. This region is the northeasterly extension of the Appalachian mountain system. The area is heavily forested and covered with a fairly uniform layer of glacial gravels and boulder clay. The relief is low, increasing to a few hundred feet in the north west and several hundred feet in the extreme southwest. Thus, rock outcrops are scarce and occur mostly along streams and ridges. These factors made conventional prospecting difficult and resulted in the district becoming an excellent place for the application of regional geological studies, air photo techniques, airborne and gound geophysical methods and soil sampling. Late in 1952, The Brunswick Mining and Smelting Company discovered a very large base metal sulphide body presently known as their No. 6 orebody. Early in 1953, another and even larger sulphide body was discovered and is known as the No. 12 ore body. Mining exploration was very active thoughout 1953 and in 1954, The American Metal Company discovered the orebodies which have been developed into The Heath Steele 'Mines. The location of these deposits is shown on figure one. In the latter part of 1954, The Anaconda Company became interested in the district and decided to make a geological study of this new and promising base rrietal area. The following paper presents the story of the application of modern geological and geophysical techniques, leading to the discovery of a large sul-nhidp liodv. The Bathurst district is generally underlain by the Tetagouche group of Middle Ordovician rocks.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.
