INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. "Abstract Deep foundations of buildings using driven ductile iron micropiles TRIM solutions, leads to recognized advantages, from technical, schedule and economic points of view. High production rates together with the possibility of using conventional equipment, duly adapted, confer this solution a high versatility.The aim of this paper is to describe the main design criteria adopted for the foundations of the Church ""Nossa Senhora dos Navegantes"" building in Lisbon - Portugal. In addition, results of a full scale load test carried out at site are presented, confirming the adequacy of the solution to the geological and geotechnical scenario, which is characterized by the proximity of the Tagus River Basin as well as the presence of heterogeneous landfill material and alluvial layers of soft clay (muds).1. INTRODUCTION Located on the right bank of the Tagus River, in Lisbon, the new Church building of ""Nossa Senhora dos Navegantes"", patroness of fisherman and navigators, with three or four upper floors, is surrounded by a school and by new residential buildings.The Tagus River basin is known by its alluvial soft soils, achieving, in certain areas, more than 50m meters depth, challenging the construction of new facilities due to the significant unfavorable geotechnical conditions.With a modern an unusual architecture, allusive to the ships used by the Portuguese navigators, the building has a reinforced concrete structure, with one basement and three upper floors. A bell tower with about 40m high, emerging from the structure, marks the landscape with the presence of this religious building (figure 2).For all the reasons previously described, geotechnical engineers play a crucial role on the design of valid foundation solutions, from both technical and economic point of view. Ideally, the solutions adopted should be supported by full scale load tests, performed at site, so that design assumptions could be verified and adjusted on time."

Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

Geoscan is used for multi-elemental analysis of conveyed bulk materials in real time. It has been used for coal analysis since the 1990s, in the cement industry, and since 2003 for measuring mineral ore quality. Geoscan-M has proven performance and demonstrated paybacks of weeks or months, in iron ore, manganese, copper, zinc-lead and phosphate industries. Geoscan-M measures continuously through the full bed depth and is unaffected by belt speed, particle size, layering and dust levels. Increments of two minutes (typically one to five minutes) are accurately measured and provide the plant operators with tonnage weighted results of each element within seconds.A Geoscan installed after crushing is able to measure quality shortly after mining. The analysis results can be used to divert the increments based on composition, such as diverting waste for disposal and diverting marginal material to a stockpile for processing at a later date. The bulk sorting process allows different qualities to be placed into relevant stockpiles for subsequent blending. Material meeting product DSO (Direct Shipping Ore) quality can bypass a beneficiation circuit to prevent unnecessary treatment costs. An analyser in a blending application enables proportioning of different quality feed materials from multiple stockpiles to achieve a desired compositional consistency for process feed. The parameter used for decisions may be; a) primary metal content, e.g. Cu, Fe, P, etc. b) deleterious component content, e.g. Mg as an indicator of talc content, c) process parameter content, or a combination of these. Process parameter content may be the elemental ratio between critical components, e.g. Cu:S ratio, Fe:Si ratio, basicity, Lime Saturation Factor, etc. or the content of an “indicator” element, e.g. Si as an indicator of material hardness or grindability.Measurement of the composition in real time enables prompt feedback to the mining operators and also feed forward to the process operators. Compositional variability can be critical in the process and advance warning enables appropriate reactions prior to processing. This may include modifying the feed rate, changing the feed blend (through additives), or modifying reagent dosing in anticipation of a change in feed quality. Benefits include, but are not limited to; reducing waste processing, improved feed grade stability, reducing energy, water and grinding media consumption, producing less tailings, increasing process efficiency, higher metal recovery, better plant utilisation, reducing plant downtime, better utilising mined material, all achieved using the same process plant throughput capacity.CITATION:Kurth, H, 2015. The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

"The Johnny Mountain gold mine in northern British Columbia, owned by skyline Gold Corporation, has been in operation since August 1988. Mill operating difficulties at the start of the operation resulted in a depleted cash flow situation and quick improvements were required to generate a self-sustaining financial basis of operation. In October 1988, Melis Engineering Ltd. was contracted to identify metallurgical difficulties, implement necessary modifications, and undertake mill operations and personnel training in order to achieve production targets.This paper presents the operating difficulties which existed at start-up and describes the methodology used to overcome production problems. Metallurgical testing results are described along with the modifications made to the milling circuit to suit ore metallurgy. Plant changes led to the operation of a simple gravity/flotation circuit to recover gold as bullion and in a copper concentrate. Operation of the originally installed cyanidation circuit was discontinued. This contributed to substantial savings in operating costs and virtually eliminated environmental problems. PROPERRTY LOCATION ANR DESCRIPTIONThe Johnny Mountain mine site is located in northern British Columbia along the Iskuit River about 60 km east of Wrangell, Alaska and 275 km north of Terrace, B. C.. A location map is presented in Figure 1 and a site plan is shown in Figure 2. The complex is located on a mountain plateau about 3, 600 feet above sea level. The plateau is flanked to the north by Johnny Mountain and surrounded on the other sides by steep cliffs."

Feed slurries are typically flocculated in a thickenerÆs feedwell to increase the settling rate, underflow density and overflow clarity. High molecular weight polymeric flocculants are normally used, but present a number of challenges in terms of make up, dilution, delivery and mixing with the feed slurry.Various aspects of the flocculant dilution and delivery system have been studied with a combination of flow visualisation and computational fluid dynamics (CFD). An open topped flocculant dilution/mixing box has been developed to replace a conventional flocculant manifold, with improvements to the mixing, fault diagnosis and ease of determining the flow split to the various dosing points. The addition points to the feedwell have also been studied, both in terms of where the flocculant is added, and how. While conventional multi-hole spargers are effective in dispersing flocculant, they are prone to blocking and have been replaced by open-ended pipes. The required dispersion is provided by an efficient mixing element placed in the dilution port. Adding the flocculant into the feedwell dilution stream prior to mixing with the slurry also provides super-dilution of the flocculant that can further improve the flocculation process and reduce flocculant consumption.CITATION:Heath, A R and Arbuthnot, I, 2013. ACCORDING to recently published statistics, it is predicted that as much oil must be produced during the next 16 years as has been produced during the past 75, in order to satisfy the high rate of consumption of petroleum products. During 1934, over 17,000 oil wells were completed in the United States, and it is expected that over 20,000 additional wells will be drilled during the current year. Were it not for the remarkable progress made during recent years in the improvement of drilling technique and in the development of equipment used in the production phase of the oil industry, it is doubtful whether sufficient oil could be produced to meet present requirements. A few years ago, wells seldom were deeper than 3500 to 4000 ft., owing to the limitations of the drilling methods and equipment employed. Today, however, through the application of scientific drilling methods and the adaptation of modern equipment and improved materials, many wells range from 6000 to 8000 ft. in depth, and a few recent completions exceed 10,000 feet.

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. Phases of the Ir sub-group are present either as inclusions in or interstitially to chromite and are unaffected by (or only altered in situ during) hydrothermal processes. By contrast, almost all phases of the Pd sub-group are located in a secondary textural setting - in fractures in chromite or between fragments of brecciated chromite. The different settings indicate that the mineralisation episodes were associated with magmatic and hydrothermal stages respectively. The presence of an included Pd-group mineral in a hydrothermally Pd-group mineralised chromitite sample suggests that the hydrothermal Pd-group minerals were at least partly derived by remobilisation from magmatic deposits in the chromitite pod. These observations indicate that Pd-group elements are more mobile than Ir-group elements under hydrothermal conditions and point to the potential for hydrothermal platinum and palladium mineralisation in favourable environments

The City of Alexandria, Virginia, Public Safety Center (PSC) is a 64,000 square foot facility that houses the Police Department, Office of Sheriff and the Office of Magistrate. In addition, the center includes a detention facility for local and federal inmates, operated by the Sheriff. The PSC is composed of a 3-story building to the west and a 6-story building to the east constructed on a landfill in a wetland area in the flood plains of hunting Creek. The existing ground floor of the 3-story building is a floating slab-on-grade, with the interior and exterior columns, exterior walls and upper floors all supported on belled, drilled shafts. Portions of the floating first floor slab have undergone excessive settlement due to the apparent consolidation of the underlying organic soils. The magnitude of the settlements of the floating first floor slab is sufficient to require replacement of the slab and relocation of a portion of the facility. The rehabilitation was complex and required staged construction, consisting of constructing Auger Pressure Grouted (APG) Piles in low overhead conditions. This paper summarizes the geotechnical conditions that lead to the excessive settlement of the floor slab, the construction of the (APG) Pile foundations in low overhead conditions and the evaluation of potential future settlements.

Britain's first pressurised water reactor (PWR) Nuclear Power Station is now under construction at Sizewell on the Suffolk coast. A linear cut-off wall was proposed to ensure that the drawdown of water to some 14m below sea level in the overlying sands during construction of the new power station would not affect the existing adjacent nuclear power station. The low permeability cut-off wall was constructed by diaphragm walling techniques by excavating a continuous deep trench supported by bentonite mud and then dis­placing the bentonite by a plastic concrete to form the "impermeable" membrane. The paper describes the automated digging apparatus ("Hydrofraise") with the extensive support facilities required to achieve completion within programme, control methods used to obtain the high vertical tolerances and the properties of the plastic concrete and the production plant used for its production.

Mantoverde Division of Empresa Minera Mantos Blancos S.A., Anglo American Chile, developed an open pit mine to exploit copper oxide ore. Mantoverde mine is located in the Province of Chañaral, Northern Chile, about 1,020 Km far from Santiago. Currently, the East wall of the mine is reaching the condition of final pit. To evaluate the possibility of a pit optimization on this wall a geotechnical study was performed, including slope stability analyses by limit equilibrium and numerical methods. As a result of this geotechnical evaluation, it was decided to allow a probability of failure of 12% for instabilities affecting up to 600,000 tonnes, and use steeper slopes on the East Wall of the mine. This paper describes this geotechnical evaluation and how the results of the stability analyses were used to define a flexible slope design, which allows modification if the observed slope behaviour deviated from the expected one.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

This paper discusses the dewatering strategy adopted and the considerations and procedures required to incorporate a dewaterinq scheme into the Mt Whaleback mining operation. It concludes that in pit pre-dewaterinq has successfully allowed mining to progress below the standing water level with the minimum of disruption or radical change to the mining method. It is recognised however, that dewatering is not a static activity and there is a requirement for ongoing investigations and development. Pre-dewatering commenced in October, 1984. Purpose designed pumping trailers have been employed to minimise the loss of pump availability resulting from the frequent. need to remove and reinstall pumps when close vicinity blasts occur. To July, 1986, some 0.5 Mm' of groundwater had been pumped from the unconfined orebody aquifer. Mining has progressed to some 20 m below the standing water level without. any undue water associated problems. Ultimately, it is ,cheduled to extend some 300 in below the original water level in the West Pit. With the development of an increasing area of the mine below the standing water level, the influence of seasonal high intensity rainfall events, which had previously caused little concern, now need to be addressed. Pumping equipment has been designed to evacuate storm water at a rate consistent with mine production Considerations.

Output of sulfur in the East is relatively small, and most of the area's sulfur requirements are met by gulf coast Frasch sulfur. Over the long ten recovered elemental sulfur from sour natural gas and petroleum may become the East's major source of sulfur. In 1958 sulfuric acid manufacture consumed over 80 percent of the area's sulfur requirements. The leading uses for sulfuric acid were the manufacture of superphosphates and chemicals. Over the years, unit requirements for sulfur and acid in many major markets have been reduced through improved technology, but new markets always have been developed to keep the industry vital and growing.
