Copper has been used by man for a very long time and unlike certain other metals, it is an essential element for life. Its toxicity arises both from a deficit and excess copper exposure/intake. The focus of the current discussions in countries of the European Union (EU) and in some USA States, is based on the concerns, independent of the scientific facts and the economic status of these claims, of the negative influence of copper and other metals on health and the environment. These discussions have influenced the new regulations of copper in drinking water, and the approach to regulate the appropriate levels of copper in surface water, soils and sediments. To illustrate the challenges ahead for copper, the evidence by which the current US Environmental Protection Agency (USEPA), the World Health Organization (WHO) and EU recommendation and regulations regarding copper in drinking water have been derived is presented and discussed. The gaps between the demands for new standards of health and the environment and the practical scientific tools to achieve these goals are presented, and the need to develop new regulating paradigms is also illustrated. The introduction of methodologies for the regulation of essential elements and acute inorganic substances in drinking water is discussed, as well as the status of the present approach contained in the International Program of Chemical Safety Environmental Health Criteria, (EHC) N° 170. The impact of the possible restrictions on the use of copper in the EU because of health and environmental concerns in terms of the world market for copper is discussed.

Lance based copper-nickel matte converters have become an established technology in the field of base metal sulphide smelting and converting. An Ausmmelt® converter is currently being constructed at Anglo Platinum in South Africa to convert a nickel-copper rich matte containing platinum group metals (PGM's). The accurate prediction of the matte chemistry is required to control the composition at the endpoint which influences segregation of PGM's during the subsequent slow cooling and magnetic separation processes. A hybrid modelling approach is introduced in this paper that incorporates both the effect of thermochemistry and system dynamics. It will be shown how the model relates to fundamental conservation laws, while still providing enough flexibility to adapt to changing operating conditions. It will also show how off-line modelling can be incorporated into a robust on-line model. Based on the data from many pilot plant trials, the model prediction performance is shown to be within the accuracy requirement set by industry and therefore constitutes a reliable basis for model based control. The final generic model structure takes on the form of an thermodynamically integrated ARMAX hybrid model. The final model has the advantages of being dynamic, adaptive, robust and it can be related to thermochemical fundamentals.

To improve value metals recovery, a new operating concept for the Inco flash furnace was investigated, in which the flash furnace coke addition practice would aim at establishing a reducing barrier on the surface of the molten bath. The descending partially oxidized sulfide mineral particles would reach the supernatant coke layer prior to the formation of slag. The key for success depends on the effectiveness of the coke layer to produce a sulfur deficient matte while maintaining furnace production capacity. The mechanism and rate of carbon reduction of the phases formed in the flash flame, i.e. sulfide (matte) and oxysulfide was investigated by means of crucible graphite reduction test work. The objective of these tests was to measure the rate of solid graphite reduction of matte, oxysulfide, slag, and matte+slag mixture at different temperatures. These tests were expected to permit understanding and explaining the reduction mechanism of each material by comparing the respective reaction rates, product reaction gas compositions, reduced material assays, and other relevant parameters. Direct visual inspection of the test crucibles would provide additional information.

The tuyère flow rates of Peirce-Smith converters and bath smelting reactors are rendered particularly sensitive to accretion formation, bath depth variations and the general aerodynamic design of the blast delivery system by the limited pressure-flow properties of the conventional single stage centrifugal blower. This sensitivity is examined in terms of tuyère practice, vessel management and fixed engineering parameters for Peirce-Smith converters and the Noranda Reactor by use of the flow resistance factor, R*. New understanding of the effect of accretion growth on the flow behaviour of individual tuyères shows that blowing rates and hence throughputs could be optimised by careful attention to operating detail even within present plant constraints. The concept of the resistance vector is introduced to elucidate comparisons between different practices and to provide reference standards for optimisation. On this basis, the benefits of introducing quite moderate changes in the pressure-flow properties of the blast delivery system are considered. In view of recent developments in the flexible use of converters as hybrid bath smelting vessels for matte production, the foundation is now laid for a searching consideration of relationships between vessel volume and shape, blowing requirements, tuyère performance and production rates, the detail of which will be examined more appropriately in a forthcoming paper.

"The paper contains the results of studying about modification of pyrite and arsenopyrite specific surface and porosity at their thermal decomposition. The studying of specific surface was carry out by B.E.T. – adsorption of nitrogen at his boiling-point. In our work were using the electron-microscopical, X-ray structure analysis and chemical analysis. There was established that the decomposition of pyrite and arsenopyrite accompany by increasing of pores volume from 0.303 · 10-3 to 1.23 · 10-3 at increasing of pyrite degree of decomposition about 41 % and then decrease about 0.131 · 10-3 m3/g at degree of decomposition near 100 %. The surface area of pores increase from 0.31 to 1.085 m2/g with following lowering due to enlargement and confluence of minor, small pores. Increasing of porosity accompany with increasing of particles windage that appear the result of heightened dust-furnace partially decomposing pyrite and arsenopyrite particles by air flow from furnace reaction zone. This explains heightened contention of sulfide sulfur in roast dust of sulfide concentrate. 1. INTRODUCTION As a result of ore base exhaustion of ferrous and nonferrous metallurgy at metallurgical treatment are involving more complicated and less qualitative ores. Magnetiting ores content considerable quantity of pyrite complicative the technology of iron extraction. At the same time the pyrite concentrates wining at dressing content different nonferrous metals in industrial quantities. Extracting ores of nonferrous metals are contenting considerable quantity of arsenic at the present time. Extraction of base metals from complicated raw materials demands new technologies. Arsenic contenting in ores is necessary to utilize (waste burial) in more ecological compatible form. Arsenic on acting metallurgical and chemical enterprises from technological cycle is withdrawing in the form of arsenate – arsenite cakes, burial of their may lead to seriously ecological problems as times goes by. In Kazakh National Technical University is carry out the cycle of researching by pyrite, arsenopyrite and arsenate – arsenite cakes treatment with the object of arsenic withdrawal in sulfide form – in more ecological and safe form and with the object of preparation of initial ore raw materials to following pyro- and hydrometallurgical treatment. As a result of sulfidizing of arsenate – arsenite cakes by pyrite are forming the volatile arsenic forms and pyrrhotite of variable structure."

Mintek has developed and piloted a novel process for the treatment of nickel-copper and PGM (platinum group metal) sulphide concentrates. The ConRoast process is based on the removal of sulphur by roasting, followed by smelting of the dead-roasted concentrate in a DC arc furnace using an iron-based alloy as a collector for nickel, copper, cobalt, and PGMs. The environmental benefits with respect to sulphur emissions are considerable, in that essentially all of the sulphur is removed from the enclosed roasting equipment in a continuous stream of SO2 of an appropriate strength for feeding to a sulphuric acid plant. This process allows great flexibility with respect to the selection of ore types, and does not impose limits on the minimum quantities of contained base metals or sulphur, and can tolerate very high contents of chromite in the concentrate. The furnace alloy is water-atomized prior to leaching. Iron may be rejected from the alloy hydrometallurgically, by precipitation as hematite for example. The ConRoast process achieves very high metal recoveries, and produces high-purity metals, and a clean high- grade PGM concentrate.

In 1996, bath smelting technology for lead recovery from concentrates and secondary materials was introduced in Nordenham to replace the common sinter plant/shaft furnace operation. Since start-up, a continuous improvement of equipment and operation lead to a steady increase of capacity and plant availability. The decision to skip the reduction stage for slag treatment now allows the treatment of 200000 t/a feed materials with a secondary fraction of up to 70 %. The main feed source for the furnace is automotive battery recycling, which offers oxide paste and metallics to be molten under oxidizing conditions in the lance fired furnace. The lead bullion is transferred to the refinery, where copper, silver and other impurities are removed. Silver is recovered as doré quality. All loopings are recycled to the BSF. Inert feed material is collected in a so-called lead concentrate of metallurgical origin, the primary slag, which is sold. It is rather a valuable feed material for further processing than a slag The off-gas is cooled in a flux-flow system, entering then an electrostatic dust precipitator. Having passed a further washing and cooling system, SO2 is oxidized and collected and sold as concentrated sulphuric acid. The presentation will cover a review of the start-up phase, the development of significant production parameters over the last years and actual production routes and figures. A comparison of environmental data between new and old applied technology is made.

Today, copper production from direct leaching of oxidized copper ores followed by solvent extraction-electrowinning (SX-EW) accounts for about 15% of the total primary world output. SX-EW is a well-accepted process with an operating cost in the range 16-20 cents/lb. copper for small and medium size plants, depending on the plant size and local conditions. However, this technology presents some drawbacks that affect the operating cost and cause environmental concerns. ENGITEC and Paques Bio Systems have developed a new process that avoids the solvent extraction step and operates the copper electrowinning step at a lower cell voltage because of the depassivation of the anodic reaction. The consequence of this new concept is that the direct operating cost is in the range 10-12 cents/lb. copper. This new process is composed of the following steps: ? Selective precipitation of copper from leach solutions by biogenic H2S, yielding CuS and regenerating acid ? Leaching of the CuS with a ferric fluoborate solution to dissolve copper and produce elemental sulphur that is recycled back to the H2S biogeneration step ? Electrowinning of copper fluoborate solution in a diaphragm cell with the ECUPREX® Process, producing copper cathodes and regenerating the ferric fluoborate solution to be recycled back to the leaching step ? Biogeneration of H2S from the elemental: sulphur generated during the leaching step, with the nutrient source for the anaerobic bacteria selected form a wide range of organic substances and/or some industrial by-products containing carbon and hydrogen This paper describes all process steps with particular reference to the biological H2S generation technology. Also discussed' is the capability of the ECUPREX® Process to treat copper sulphide concentrates and copper matte.

"The METTOP-BRX-Technology is a novel manifold electrolyte inlet, which allows improved productivity and production in new and existing tankhouses by achieving higher current efficiency and cathode quality, as well as using current densities higher than 400 A/m2. Two installation examples are shown: Montanwerke Brixlegg AG, Brixlegg, Austria (upgrade of existing tankhouse) and Xiangguang Copper, Yanggu, China (new tank house). Montanwerke Brixlegg AG has been using the METTOP-BRX-Technology since 2005, and converted half of the whole tankhouse to METTOP-BRX in 2011 in order to use a current density of more than 400 A/m2. Xiangguang Copper started up their second tankhouse in May 2011. This tankhouse was constructed in the same way as the existing tankhouse, but was designed for 292,000 t/a cathode copper (existing tankhouse: 200,000 t/a) by using the METTOP-BRX-Technology. This production increase is a consequence of a much higher current density, namely 410 A/m2, compared to 280 A/m2 in the old tankhouse.IntroductionCopper electrorefining has been practised for more than hundred years, the last big change being the implementation of stainless steel cathodes in the 1980s [1], In 2005, the METTOP-BRXTechnology was first introduced. This technology was developed jointly by METTOP and Montanwerke Brixlegg, Austria, and allows improvements in productivity and production in new and existing tankhouses in an economic way. "This paper will discuss the recent situation and future of the zinc industry from the technical point of view. It includes recent problems faced by the zinc industry and technological developments. One of the biggest problems of the zinc industry is raw materials. Traditional zinc concentrate becomes much complicated with respect to its chemical and physical properties. Thus, each process faced various problems. Also, secondary resources, generating so called recycling processes, become much more important. Recycling is, of course, a very important aspect for sustainable development of society. Secondary raw material also includes a great variety of impurities not included or very low levels in traditional zinc concentrate. Some problems are caused by these impurities. To overcome these problems some technological challenges have been taking place. Details will be discussed in the symposium.IntroductionZinc is a very useful metal based on its elechtro-chemical, chemical and physical properties. The most important usage is galvernizing of steel which is used for automobile, construction and a very wide range of other indutries. Also, zinc is used for dicasting and other alloys such as brass. Smelting of zinc is different from other metal because of its electro-chemical properties. Many parameters should be controled compared with other metals such as iron and copper. Typical zinc smelting processes are the Imperial Smelting Process (ISP) and the electlolytic process. The ISP process is a pyro-metallurgical process using a blast furnace. The electrolytic process is a hydrometallurgical process. Both processes are energy intensive, and the smelting process cost is increasing because of higher energy costs. The situation of the ISP is very severe because of higher coke prices. Recently, many ISP plants have been shut down because of economic reasons"

The National Commission of Atomic Energy is investigating a suitable physicochemical process for the conditioning of spent nuclear fuel and treatment of the scrap of research reactors of the Al-UxSiy type. A possible way of processing is through dry chlorination of the cladding with the purpose of selective separation of the aluminium from the remaining elements such as Fe, Ni, Zn, Cu, etc. transforming them into volatile chlorides. Some important advantages of this method are the thermal stability of the chlorides that allow the easy separation of the halides by physical methods and the low volume of radioactive waste generated. The interactions in the following systems were studied in the range of temperature between 150º-500°C: Al-Fe, Al-Ni, Al-Cu, Al-Zn, Cu-Zn and the pure metals. We found that the reactivity was different depending on if the elements were alloyed or separated. The separation factors of the systems under study were determined. Nickel is perfectly separated from aluminium for all temperatures, whereas good conditions for copper separation were achieved below 400ºC. In the case of iron, complete isolation was never attained. However, by decreasing temperature to 150ºC it is possible to obtain aluminium chloride with less iron content. The separation of zinc from the product was also difficult. It was detected that zinc chloride volatilization decreases when other chlorides were present, for example cooper chlorides. In the Cu-Zn alloy, zinc chlorides remained in the condensed product due to interactions with copper. The samples were characterized by scanning- electron microscopy (SEM), X ray diffraction (XRD) and atomic absorption.

As one of the factors of frequent troubles on iron-making blast in recent years, increased size of the blast furnace and high-productivity operation are pointed out. Consequently, great importance is attached to deadman shape and solid flow at the lower part of furnace. In the present study, firstly, the blast furnace raceway formation under the intensive coal injection by measurement of micro wave reflection gunned through a tuyere is discussed. As the flow rate of coke as the momentum of coke into raceway decreases by combustion of coal injected into tuyeres, the depth of raceway defined as the maximum position of micro wave reflection is easy to contract. It is expected that this new technology could detect the raceway collapse phenomena in short time and that the stability of raceway in coal injection is different from that in all coke operation. Secondly, the reduced stockline surface profile was measured by the reflection intensity of microwave struck from the furnace top after blow-off with stockline reduced, and investigation was made on the countermeasures for changes in the raceway depth and furnace body profile during operation. As a result, it has been clarified that flow-down of coke into the lower part of blast furnace and inflow into the raceway are greatly subject to the existence of deadman which is the packed structure of the lower part of furnace, and further, they are closely related to dynamic behavior of the raceway, and affect changes of the furnace body profile.

APEC, the Asia Pacific Economic Cooperation is the forum of 18 economies, having a combined GDP of approximately 56% of the total world income, and over 45% of global trade. Its mining sector produces a large portion of the main minerals and metals in the world. In 1997, APEC economies produced 67% of world copper output, 55% of gold, and over 45% of other base metals. Mining in APEC captures more than 60% of the total mining investment in the world. Against this background, the Expert Group on Minerals and Energy Exploration and Development, in short GEMEED, was created in 1996, under the auspices of the APEC Energy Working Group. The sustainable development of mining activities is a main concern in APEC and GEMEED. Several programs related to the subject are actively being pursued by the Expert Group. Among them, it should be noticed the creation of an Environmental Cooperation Sub Group coordinated by Japan, whose main aim is to encourage proposals related to the environmental soundness of mining projects in the region. Also, it should be noted the existence of a Database Steering Committee whose focus is the development of an information network related to mining opportunities in the region GEMEED is a gathering of experts from all the APEC economies. As such, it represents a privileged forum to discuss policy issues related to mining. On this regard, the paper focuses on concrete actions taken by GEMEED to enhance the sustainability of the copper activity in the region.

"The primary features of ViroMine™ Technology are introduced and applications of ViroMine™ Technology to mine site remediation and the treatment of a variety of intractable waste-streams, including a technical discussion of acid neutralizing capacity, metals binding capacity and longterm stability of results. Outcomes from four applications at high-profile international mine sites are presented: 1) the superfund site at the Gilt Edge Mine, South Dakota, USA (four years of data on the treatment of acidity, TDS and metals such as Al, Co, Fe, Mn and Zn); 2) one of Australia’s most polluted sites at King River Delta in Tasmania (treatment of TAA and TPA, and metal and metalloid contaminants such as As, Cr and Hg); 3) The Aljustrel “Aqua Forte” mine site in Portugal (high acidity, metal and metalloid contaminants such as Al, As, Cu and Zn) and 4) the Ulsan Iron Ore Mine at Ulsan, South Korea (treatment of metal and metalloid contaminants such as As, Cd and Ni).IntroductionThe commercialisation of ViroMine™ Technology has resolved some of the most intractable pollution issues associated with historic mining ventures on a global scale and has facilitated the neutralisation of Acid Rock Drainage (ARD), remediation of acidic and metal contaminated impoundments (including tailings dams) and promoted revegetation on tailings deposits and waste rock dumps. ViroMine™ Technology also enables current mining ventures to manage effluent simply and efficiently to meet increasingly stringent environmental standards and is enabling the mining sector to reconceptualise the management of mine spoil. The abilities of ViroMine™ reagents to neutralise the actual and potential acidity of sulphidic mine spoil coupled with the ability to bind metal and metalloid contaminants into non-bio-available forms are the key features delivering environmental and economic benefits to the mining sector and the broader community. Due to growing .public awareness of environmental issues and greater sensitivity towards waste management, many countries around the world are implementing more stringent legislation governing the storage and disposal of hazardous wastes containing heavy metals such as As, Sb, Pb, Cd or Hg. These wastes can no longer be dumped without providing clear guarantees that the material concerned is environmentally safe and will not leach toxic elements to the surroundings. In the Netherlands the current dumping charge for chemical waste (i.e. worst category) is $280/t, and for industrial waste this cost reduces to $75/t. If the material can be reused there may be a small positive credit for selling it, for example discard slag as an aggregate to the construction industry. A number of (pyre)-metallurgical operations, mostly associated with the extraction of metals from sulphidic ores, produce arsenic residues in the form of As2O3 containing flue dusts and speises. If the flue dust is of high purity it can be sold, though many traditional uses are being substituted by other materials. In many cases upgrading the quality of the arsenical dusts is not possible for either technical or economic reasons. Traditional practice is to dissolve these dusts in acid prior to precipitation as ferric arsenate, which is at present classified by many countries as industrial waste and can be dumped. Recent work, however, has cast doubt on the stability of arsenates for disposal and alternative disposal routes have been investigated. Tests have shown that up to 10% (dm) As can be incorporated into "glassy" silicate slags with very low levels of arsenic leaching in the cooled product. Calcium arsenate was added to a range of synthetic and industrial slags from the system SiO2-FexOy-CaO-A12O3-AsmOn, under mildly oxidising conditions and quenched subsequently in water. It would appear that this represents an environmentally acceptable method for the disposal of many arsenical residues and there is some optimism that this method will be equally applicable to the disposal of other toxic metal residues.

The current wave of interest in this topic is the result of increased use of titaniferous ores or ilmenite in blast furnace burdens for the purpose of repairing hearth damage. The titanium compounds that promote deposition of ?patching? materials in blast furnaces are the cause of downstream problems in the steelmaking shops. Steelmakers historically have objected to significant amounts of titanium in hot metal (>0.10 % Ti) for several reasons: 1) accretions caused by the TiC.TiN needles that float out of the iron as it cools in transit and in transfers make the accompanying slag sticky and crusty, causing problems in desulfurization and increasing time and Fe yield loss at the subsequent raking, 2) defensive measures have been taken in treatment, such as use of argon for carrier gas, but without technical rationale for this approach, 3) difficulty in removal of the ladle slag by the raker, with subsequent sulfur addition to the vessel charge, and 4) transfer into the BOF and/or formation of a very corrosive TiO2 containing acid slag during the early part of the BOF blow which, in addition to causing lining damage, results in loss of sulfur removal capability by the vessel slag. Based on a conceptual analysis of the metal-slag-atmosphere interactions during transfer ladle desulfurization treatment, a mechanism is postulated for the apparent effectiveness of the use of argon in reducing the deleterious effect of titanium and an alternate technique, possibly more effective, is proposed. As probably the use of argon causes increased exposure to atmospheric oxidation of the titanium carbonitrides contained in the ladle slag, the same benefit can be obtained by use of either oxygen or an air blast to oxidize the noxious reaction compounds. Validity of the concept has been demonstrated in a pilot plant setting. These issues, and related effects on testing the hot metal, are examined in detail with reference to the literature and plant and laboratory experience.

The paper represents a review based on industrial applications, papers published in reputable international journals and a monograph under preparation.IntroductionThe present contribution is an overview of the activities and achievements of the Institute of process and environmental engineering (UPEI) of the Brno University of Technology (VUT). The Institute belongs to European leading teams in the field of the thermal processing of various types of waste. The research in the institute currently revolves mainly around a strategic project “Waste and Biomass Utilization focused on Environment Protection and Energy Generation” that is supported by the national government. Due to the limited space this paper is conceived as a review of papers published especially in reputable international journals.Main (strategic) target of the research is development of new, efficient processes (eventually modernized processes with novel original elements) for effective and highly efficient treatment of waste and biomass, including their maximum utilization as renewable energy sources while minimizing harmful emissions. To this purpose, highly advanced know-how for the design and construction of the related technology lines is being developed, supported by mathematical modeling (see e.g. [1]), experimental validation and optimization.Municipal and Industrial Solid Waste – Concept of Waste-to-Energy CentersThermal processing of various types of wastes is not only waste disposal and/or treatment at present. It has to be regarded as waste to energy process wherever and whenever possible and feasible. This observation was at the origin of the concept of new regional Waste-to-Energy Centers (WTEC), outlined in the following paragraphs. The proposal of the centers is based on a combination of experience, know-how and sophisticated approach. The main fact influencing the concept of WTEC is the necessity to treat different types of wastes. Typical types of wastes as well as main products of the processes in a WTEC are shown in Figure 1."

Heap bioleaching technology has become well established for the exploitation of copper sulfide ores. Still, in many operations the rate of copper extraction is rather slow, often taking two years or more to recover 80% of the copper. Chalcocite, the most common secondary copper sulfide, leaches by a two-stage mechanism. The first stage is rapid, whereas the second stage has a high activation energy and proceeds slowly at ambient temperatures. Nonetheless, this rate is still considerably faster than what is typically realized in a full-scale heap. A comprehensive column bioleaching study of a chalcocite ore has shown that the chalcocite columns are leached in a zone-wise fashion. The first zone corresponds to the first stage of chalcocite leaching, where all ferric produced by the bacteria is immediately consumed and all acid entering with the feed solution is consumed within a relatively narrow band. The second stage of chalcocite leaching proceeds much more slowly in the wake of the first stage, within a zone that grows gradually over the entire length of the column. The overall rate of leaching is thus determined by the rate of acid supply into the column rather than by mineral or bacterial kinetics, at least until the entire column is engaged in second-stage chalcocite leaching. In full scale heaps, there is evidence to suggest that solution distribution favours channelling between relatively large clusters of material which are exposed only to stagnant solution. Reagents have to migrate into such clusters by diffusion, which retards the delivery of acid dramatically. Thus, we believe that the rate of chalcocite oxidation in heaps is governed by sideways diffusion rather than downward migration. Column experimental results have been reproduced with a comprehensive heap-modelling tool. The model predicts that by simply changing the length of the average diffusion channel from column conditions (a few cm) to heap conditions (tens of cm), extraction times can change from weeks to years under otherwise identical conditions.

"Recovery of precious metals (PMs) is a present topic, as they are used almost in every electronicelectric device. Gold is the second PM in order of consumption (following silver) and it is almost ubiquitary in electronics where it mainly finds application to produce bonding wires in integrated circuits and as a coating for contacts and connectors. Given this, discontinued electronic and, with a minor role, electric devices may represent a primary source of PMs as gold mines or jewelery wastes.At present the recovery of gold from such waste is generally accomplished by two strategies: by oxidative thermal treatment followed by metallurgical or chemical processes or by cyanide chemical etching; both techniques do not represent the optimum as the first one deserves a great amount of energy and non-combustible pollutant slag and fumes are produced, while the second procedure comports the use of a highly pollutant agent as cyanide.The aim of this work is the characterization of different electronics scraps to evaluate the gold concentration, and the selective recovery of this metal using enviromentally-friendly techniques. In particular, a new process was developed in order to overcome such environmental and efficiency issues. The process reaches the goal of detach the gold film from the substrate by selective leaching of the supporting metal.IntroductionThe treatment of waste from electrical and electronic equipments is a current topic as their role in modern life is increasing. Silver is the most used, with a demand of over 5000 tonnes per year, mainly for switches and contacts in electric appliances. Gold is the second PM in order of consumption (over 250 tonnes per year and 8% of the total demand) and it is almost ubiquitous in electronics where it finds application to produce bonding wires in integrated circuits and as a coating for contacts and connectors. It is also used as solder in integrated circuits (in alloy with tin) or for wide coatings where it ensures protection against corrosion. Palladium, platinum, rhodium and iridium follow in order of consumption [1- 3]."

Under the traditional environmental paradigm, industry, stakeholders, and government impact the environment through production, consumption, and regulation. For more than twenty years, this paradigm has survived more or less unchallenged. Environmental action has followed a typical pattern: industry pollutes, the public clamors, government enacts legislation, and industry expenditures for pollution-control equipment soar. In the 1990's, many groups realize that command-and-control techniques may not be the most effective method of dealing with environmental issues in the new millennium. The need for regulatory reform became apparent in the 1980's after an accident at the Union Carbide plant in Bhopal, India. In addition, the prospects of an integrated European market and increased global trade sparked a need for common standards regarding the production of goods and services, which led to the adoption of the International Standards Organization (ISO) 9000 Quality Standards. These factors, and others, triggered the development of the Environmental Management System (EMS). Over the past decade, country-and industry- specific EMSs were developed. However, the IS0 realized the need for a single, internationally recognized standard that would be workable for any type organization. The goal of this standard is to promote economic competitiveness, remove trade barriers, and promote environmental protection. To this end, the IS0 14000 Standards were developed to provide business with a structure for managing environmental impacts. This article argues that a new paradigm has begun to transcend the old. Protection of the environment if shifting from "government drivers" to "market drivers". This shift means that industry and stakeholders, instead of government, are taking the lead to develop ways to protect the environment. This article also argues that government can use this new paradigm, in a time of declining budgets and regulatory reform, to continue to protect the environment through increased compliance monitoring and rigorous enforcement. Specifically, the IS0 14000 Standards can allow the government to reduce compliance costs, streamline permit and reporting requirements, and provide business with regulatory flexibility. Finally, this article argues that IS0 14000 will be central to the regulatory reform effort, because it can be internally implemented with little need for legislative intervention.
