The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

The materials containing copper which are refined in the United Statrs, are, for the most part, the natiye noppers of Lake Superior. A stnall aiuoiint found its way into the'niarket which was produced either as the by-product of the treatment of gold and silver ores, or as the result of the treatment of impure copper ores; but both these grades, on account of the impurities they contained, were loolced on with stlspicion, and were not sought for. There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior copper Company, and the works of C:G. Hussey & Co., in Pittsburgh. There are a few works ivhich smelt sulphuroris ores and refine their pig; bo sides these t1le1-e arc a few siuall works where gig copper is refined uuly. Some of these purcIlase blscir copper, refine scrap, or simply refine such grades of ingot copper as are found in the market, but nlostly that from Lake Superior, for the purpose of getting it into swh shapes that can be handled cpmtriercially to advantage, such as in making large plates or high grades of wire fir electrical purposes. The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance. Professionals from outside the United States were guests at the first SME International Reception.

AT the annual .meeting of the Minnesota Section in December, Dr. Leith characterized as a question still open the exact method of origin of Lake Superior iron ores and emphasized it as an important practical problem for the future. He welcomed the step taken last year by Dr. Gruner in presenting a new hypothesis, and asked Lake Superior geologists to meet the challenge of such multiple hypotheses by unbiased, study.

L H. DUSCHAK gave an interesting talk at a recent meeting of the. San Francisco Section, based -011 experimental work with a variety of ores at the laborator of the Treadwell-Yukon Co., in Berkeley, Cal. He was of the opinion that the customary "cut and try" method of flotation testing was still in evidence and that the flotation process was more of an art than an exact science. Propounded theories have enabled investigators to' classify reagents as well as to suggest new ideas both in the metallic and nonmetallic fields, but the application of theory has riot as yet been able to solve many of the unknown factors in operation.

It is proposed that a waste rock dump be constructed on slopes consisting of soft colluvium and weathered Chim Formation mudstone at the Porgera Gold Mine, in Enga Province, Papua New Guinea (PNG). Geolog- ical, geomorphological and geophysical investigations were conducted in support of geotechnical studies to assess the physical character of the 6km2 site. Geomorphological studies focused on the extent and nature of colluvium cover and landslide activity. Detailed ground traverse mapping resulted in classification and delineation of eight terrains and seven material types. Seismic refraction and resistivity profiling, combined with drilling, provided subsurface data. Results were presented as standard profiles, coloured contoured sections and plans. Subsurface features, including deep colluvial channels, buried cliffs, slump blocks and buried alluvial channels, were identified. Results of the combined investigations allowed designers to model the colluvium/ bedrock surface and identify critical areas of deep, mobile colluvium and weak bedrock. A design approach was developed which accounted for the morphology of landslide systems and distribution of colluvium types.

"A major shortcoming of the statistical back-analysis of coal pillar strength is that it relies on the asmined pillar dimensions, not taking into account time-related pillar scaling with subsequent reduction in pillar width. The paper describes an investigation where the rate of pillar scaling was applied to the pillars in the databases of failed and unfailed pillars. The reduced pillar sizes were then used in the same method of statistical back-analysis that had been used in the past.This resulted in an equation for pillar strength which predicts significantly greater pillar strength than the previous statistical analyses, which is similar to the strength which had been found earlier by direct testing of large specimens underground. It is concluded that the lower strengths found by previous statistical analyses are due to the incorrect pillar width being used and that by adjusting the pillar sizes to compensate for scaling, more credible results that correspond to direct testing are obtained.As the newly derived strength equation is time-dependent, it follows that the safety factors and probabilities of failure are likewise time-dependant. An equation to determine the probability of failure is also developed. This results in the safety factor being close to unity at a probability of failure of 50%, which is aligned to statistical expectation. IntroductionSince the Coalbrook mine disaster, caused by massive pillar collapse, there have been several attempts at analysing and defining the strength of coal pillars. It was realized in the very beginning that performing classical strength tests on coal specimens in a laboratory and then transferring those results to real coal pillars could not be successful. The scatter of results is one problem and, more seriously, there is a size effect (at least for small specimens) that made the transformation of strength results to much larger coal pillars underground all but impossible.Two main schools of thought then emerged. Some researchers preferred to perform direct strength tests on large specimens underground, while others relied on statistical back-analysis of failed and unfailed pillar cases, attempting to determine the differences in size and shape that would allow a satisfactory prediction of failure. The latter school of thought resulted in the method that was widely accepted by the South African coal mining industry, described in the landmark publication by Salamon and Munro (1967)."

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

The applicability of the beam theory in analysis of roof- pillar-weak floor interaction in partial extraction room-and-pillar mining is presented. The mine structure is modeled as an equivalent multi-indeterminate overburden elastic beam supported by elasto-plastic pillars; resting on a viscoelastic layer of immediate weak floor strata underlain by a competent rock mass. The developed analytical model was initially utilized to conduct sensitivity analyses of different variables affecting the mining system, such as the deformability of coal and weak floor strata, thickness of weak floor strata, number of pillars in a panel, width of pillars, width of panel etc. These analyses were then extended to three overburden strata - coal pillar - floor strata lithologies typical of active coal mining areas in Illinois.

Dynamic load testing is employed with ever increasing frequency to estimate the strength and elastic settlement behavior of piles of all types. For dynamic loading ram masses up to 20 Mg have been used and pile resistance forces up to 30 MN have been activated. Strains and accelerations induced by the impact are measured near the pile top and a load-set curve is computed by the so-called CAPWAP method. This paper briefly describes both the necessary equipment and other details of the dynamic tests and the available analytical tools for data interpretation. Furthermore the need for further research and the current status of standardization will be discussed. This paper also presents the results from several static and dynamic correlation tests on cast-in-situ piles of up to 2 m diameter and 64 m length. The results demonstrate the economical and technical feasibility of this test method.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

This volume describes the use of the Penn State Mine Ventilation Simulator (PSU/MVS) to model existing mine ventilation systems and, in addition, to evaluate the effect of system modifications. Ventilation survey methods designed to insure computer input data of sufficient accuracy for simulation purposes are covered in comprehensive detail, including quantity and pressure measurement and fan performance testing. The development of input data from ventilation survey results is discussed and illustrated by the use of an actual field survey. Two programs, written in FORTRAN IV with WATFIV, are presented to calculate airway head losses from altimeter pressure measurements. An existing coal mine ventilation system is analyzed and modifications to the system are simulated and evaluated. In addition the application of the PSU/MVS to non-coal mines is briefly discussed. An extensive bibliography on ventilation surveying and simulation is included.

Barrier pillars created during mine development provide additional reserves during mine closure and can be the sole access to reserves previously abandoned because of mining height or out of seam dilution limitations. The safe and successful mining of barrier pillars requires a thorough knowledge of the magnitude and distribution of the vertical stress field in addition to the strength and physical properties of the coal, immediate roof, and immediate floor strata. Quantifying the vertical stress field is complicated by the combination of the overburden stress, abutment stresses transferred onto the barrier pillar from adjacent gob areas, and in multiple seam mining, stresses transferred from abandoned subjacent mines. These variables make the extraction and development of barrier pillar reserves a site specific consideration. Three case histories are presented in which barrier pillar development and extraction provides; i) an access point and the means to ventilate a large area of low seam reserves left by a prior operator after developing only the thicker areas of a multiple split reserve, ii) the means to increase total recovery of a deep, thick seam longwall reserve, and iii) opportunities for the development and retreat mining of a two mile long barrier pillar in thick seam reserves.
