The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. The attempt has been made to manufacture high nitrogen austenitic stainless steels by pressurized electro-slag remelting furnace with maximum nitrogen pressure of 7MPa. To obtain high nitrogen content in steels, the compound electrodes with different nitrogen sources (FeCrN, Si3N4) were prepared. Using the Si3N4 as the nitrogen alloying source, the silicon contents in ingots were prone to be out of the specification range, and the electric current fluctuated greatly and the surface qualities of the ingots were poor. The surface qualities of the ingots were improved using FeCrN as nitrogen alloying source. The sound and compact macrostructure ingot with the maximum nitrogen above 1.0wt% could be obtained. A series of high nitrogen austenitic stainless steels have been successfully developed by this method. The mechanical and pitting corrosion resistance properties of high nitrogen austenitic stainless steels were investigated. The results show that the steels exhibit excellent mechanical and pitting corrosion resistance properties.

The massive use of deep foundations had a remarkable influence in the building industry in the 20th century. Piles and micropiles made possible to erect thousands of civil structures around the world, changing quintessentially the urban and rural landscapes. Especially in urban areas, the ongoing development requires not only new infrastructure, but also to increase the capacity and/or to extend the serviceability of existing structures (buildings, bridges, etc.). Factors such as the change of use of existing facilities or the requirement to comply with updated building regulations confront Civil Engineers with the question, whether to tear down and build new structures, or to reinforce the existing structures from their foundations. Micropiling has enabled designers to come up with technical feasible solutions to retrofit the existing deep foundations, making the structural reinforcement a real option, even under considerable changes in the loading conditions. The following article presents an overview of an intervention project, where micropiles were designed to reinforce the original pile foundation of an existing building, enabling it to be reused with a different structural function. This paper will focus mainly on the analysis of the interaction between the existing piles and the reinforcing micropiles, especially in terms of settlements’ compatibility. Finally, the adopted solution, with its correspondent design considerations and execution process will be presented.

"Highland Valley Copper is a conventional truck-shovel mining and flotation concentrator operation located 75 km southwest of Kamloops, British Columbia (Fig. 1).The ore is situated within a porphyry copper deposit and is mined at a rate of 135,000 mt/day from two separate open pits. The nearby mill produces concentrates containing 375 million pounds of copper and 5 million pounds of molybdenum metal yearly. In the Valley pit, head grades are roughly 0.40% Cu at a 0.23% Cu equivalent cut-off. The Valley pit strip ratio currently sits at 0.55:1 with waste quantities made up of separate rock and unconsolidated overburden units. From the mill, concentrates are trucked to nearby Ashcroft and then hauled by rail to ocean port facilities in Vancouver. The mine employs 950 people and is planned to operate until 2009. The operation is a partnership between Teck Cominco (63.9%), BHP Billiton (33.6%), and others (2.5%). Management is shared by the two principal owners and directed by a management committee."

The early history of the mine is traced from the beginning of shaft sinking in 1886 to the purchase by the Broken Hill Proprietary Co. Ltd. in 1949. A necessary preliminary to mechanisation of the Borehole Seam was development of the Young Wallsend seam, andthis development is described. Surface reorganisation and coal handling arrangements are dealt with in detail. Then follows a description of the Borehole Seam mechanisation, the provision of power supply for this purpose, arid pumping arrangements in themine.INTRODUCTIONStockton Borehole Colliery is in the Parish of Teralba, between the townships of Teralba and Boolaroo, and about 12 miles from Newcastle. The colliery holding, a freehofd area of 2,560 acres, was apparently an original land grant when acquired by Teralba Co-operative Coal Company who decided to mine for coal and named the mine "Teralba Colliery." Shaft sinking was commenced in 1886 but was delayed by financial and water troubles to such an extent that it was not until 1901 that the Borehole Seam was reached.Coal was won until 1904 using a single 16 ft. diameter shaft, ventilation being achieved by means of a wooden boxing down one side of the shaft. This collapsed, and operations ceased until the mine was taken over in 1906 by a company known as "Borehole Colliery Limited," the principal stockholder being the Stockton Coal Company. It renamed the mine "Borehole Colliery." This new company immediately commenced sinking a 13 ft. diameter air shaft. In 1908 the Stocktol1 Colliery at Stockton was abandoned, and during the following year much of its equipment was transferred to Borehole Colliery. Understanding the interaction between rock bolts and underground rock movement is critical for safe and cost effective underground excavation design. Although early research on this subject involved a balance of theoretical analysis and field measurement, recent work has been heavily focused on analytical and numerical studies. This paper describes technologies that have the potential to redress the balance through instrumentation of rock bolts deployed under routine operating conditions in underground mines. Two new products are presented in this paper. Firstly the U-cell coupler is a load cell device that can be routinely coupled to the threaded end of a bolt prior to installation. It measures the ?series? load at the head of the bolt. Secondly, the d-REBAR involves an array of small-diameter, long-base length displacement sensors recessed into grooves along the entire length of the bolt. Both new instruments are interfaced with on-board digital signal conditioning and telemetry. Methodologies for the deployment of the new instrumentation and guidelines are presented for the interpretation of results based on data obtained from field trials. Successful field installations demonstrate the viability and practicality of these new technologies and, moreover, provide important insight in to rock bolt/rock mass interaction.

Soldier pile and lagging is a conventional means of temporary excavation shoring. Timber lagging design has traditionally been based upon the designer's experience or empirical rules. One such method is the Goldberg Zoino chart used by the Federal Highway Administration. Most of these methods restrict the designer to a consistent soil profile, certain pile spacing, construction grade timber lagging, and limited depth. The methods do not take into account surcharge loads or a variety of other factors that could arise. A designer working outside of ordinary circumstances with unusual loads, varying soil conditions, or alternate lagging materials has difficulty estimating lateral earth pressures. In rigid earth retention systems, lateral earth pressure is generally assumed to be constant along the length of the wall. In soldier pile and lagging systems, the lagging is often considerably less stiff than the steel soldier piles. As the lagging deflects, the soil tends to bridge between the stiffer elements resulting in a lower pressure on the lagging. Several previously published methods by others for determining this reduced pressure are summarized and discussed. These methods typically consist of using a portion of the active earth pressure in several different pressure distributions. A simple theoretical model is presented for determination of lateral earth pressures on wood lagging. The model is based on a three-dimensional "silo" shaped sliding wedge analysis. Results of the model are compared with other published methods. The model compares well with these methods which cover the normal spectrum of design situations. In addition, the model can be used to estimate lateral earth pressures outside typical situations.

Keywords: Furnace, decommissioning, care and maintenance, re-start, funding, nickel Bindura Nickel Corporation (BNC) operates two nickel mines, and treats concentrates from these mines as well as toll concentrates from the region around its Bindura Smelter and Refinery (BSR) complex. At the smelter, concentrates of at least 5% nickel content are blended and dried to 4% moisture in a coal-fired rotary kiln. Matte smelting of concentrate is carried out in a six-in-line electric arc furnace, where the furnace slag is granulated and discarded. Furnace matte is transferred via ladles into Peirce-Smith converters, where, after granulation, a leach alloy containing 68%Ni, 20%Cu, and 6%S is produced. Converter slag is recycled via the matte-smelting furnace. The onset of the global economic recession towards the end of 2008 resulted in a collapse of metal prices, worsening the local situation that was already marred by unfavourable macro-economic conditions in Zimbabwe. As a result, BNC mines were put on care and maintenance in November 2008, followed by Bindura Smelter and Refinery in February and March 2009 respectively. The business environment has since changed, and BNC is getting ready to re-start the plant. This paper describes the decommissioning of the Bindura furnace, asset preservation during the care and maintenance programme in the past two years, and preparation for starting up of the Bindura smelter in the near future.

"The metallurgical performance of the column flotation process is determined by the concentrate grade and recovery. Although the former can be continuously measured using an on-stream analyzer, the latter must be estimated by a material balance calculation based on seldom verified steady-state assumptions. Consequently, the automatic control and optimization of flotation columns should be performed using secondary variables having a strong influence on the metallurgical performance, such as froth depth, gas hold-up or bubble surface area flux and bias. The aim of this paper is to present a model-based automatic control strategy using froth depth and bias measurements obtained from virtual sensors developed at Laval University. Preliminary pilot plant results on two-phase (water– air) and three-phase system (water – minerals – air) will be presented and eventual industrial implementation of such a strategy as well as the possibility of achieving effective real-time optimization from bias and froth depth measurements will also be discussed.INTRODUCTIONFlotation columns have been widely studied and used in mineral processing for about twenty years. Although a great deal of work has been accomplished to understand the influence of different variables such as froth depth (H), bubble surface area flux (Sb) and bias (Jb) on the metallurgical performance, the measurement of some of these variables is still difficult to be performed – except at the laboratory level – because in most cases, no commercial device yet exists.As a result of this, it is almost impossible to achieve neither efficient control nor optimization of the process at the industrial level, even in open-loop operation. This paper aims at presenting a simple control strategy of froth depth and bias. Description of the sensors used to achieved measurements, preliminary pilot plant results for froth depth control, eventual industrial applications and possibilities for process optimization are also treated."

The National Institute for Occupational Safety and Health (NIOSH) uses light-scattering dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer, was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

The traditional method for training personnel in the mining and other heavy industries has been face-to-face, either via a lecturer in a classroom or through an apprenticeship. With the advent of applications tools such as video, computers, and the Internet, however, a much broader range of training delivery methods is available. Especially exciting are the broad capabilities of multimedia packages that combine the best features of numerous delivery methods. Applying multimedia environments in training holds great potential, especially when there is considerable difficulty in reconstructing real training environments. The authors discuss various delivery methods currently used in training employees, including perceived advantages and disadvantages of those methods. The authors then discuss and evaluate current computer-based training efforts of the mining industry and present an example of a multimedia training tool.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. After the global financial crisis of 2008, African mining is entering anew phase of development. The rapid withdrawal of emerging market funding from the critical exploration and development industries provided a hiatus in funding, a gap which was quickly filled by Chinese and other Asian investors. While the continent is still economically dependent on its extractive industries, the prevalence of Dutch Disease has undermined Africa?s ability to benefit fully from its mining, oil, and gas industries. While the extractive industries are closely related to many of the more fragile and failed states in Africa, it is equally true that the strongest states in Africa have mining-based economies. This paper explores the possible linkages between mining, strong and weak political economies, and poverty in Africa. It draws the conclusion that neither Dutch Disease nor Resource Course is a given in resource-endowed countries, and that it can be avoided if the mining economies in these countries are actively integrated into their respective broader economies and used to foster economic diversification. The author asserts that given the capacity constraints of many African governments, it is contingent on mining companies to become integrally involved in catalysing diversification around their infrastructure and supply chains.

"The measured strength of an explosive depends to a certain extent on which it is determined. An earlier investigation showed the relative propulsive strength of dynamites as determined in one type of apparatus, ballistic pendulum.4 The aim of this paper is to precept strength data on these same dynamites determined in another type of apparatus, the Trauzl lead block, and to compare the results with those of the ballistic pendulum. Trauzl lead block have been in use many years for the determination of thy strength of explosives, under moderate confinement.5 The common practice is to shoot 10 grams of explosive, in tinfoil wrapper,- and then to measure the volume of the cavity produced by the shot. The volume of the original borehole is deducted from the gross expansion and sometimes a correction is made for the expansion produced by the detonator. Dry sand is used for stemming the charge.It has been found that the expansion in Trauzl blocks is not strictly proportional to the charge. Naoum5 believed that for scientific accuracy the charge should undoubtedly be regulated to give the same average expansion for each sample tested, but for expansions of 200 to 400 cubic, centimeters the deviation from proportionality is not sufficient to give results appreciably in error.Neubner7 found that the proportionality curve is tangent to the charge-expansion curve at about 300 cubic centimeters expansion, provided that no deductions are made for the volume of the original borehole or the effect of the detonator; the total or gross expansion is proportional to the charge between expansions of 250 to 350 cubic centimeters without serious error."

The use of the Scanning Electron Microscope to characterize Coal Mine Dust has been possible because of two circumstances. First, the imaging process of the SEM allows multiple signals (secondary electrons, back scattered electrons, x-ray emission, etc.) to be viewed. Second, the use of a computer to analyze the signals and perform statistical tests on the results. The parameters described are size, shape, chemical composition, mass distributions, and particle thickness. Although the system is intended for particular systems, those of agglomerates (whether tile same or not) are handled by special aspects of the computer programs. The work on fibers is not completed at the time of this report. This work discusses the hardware (developed especially for this process) and software (both on an IBM 360/370 and a PDP 11/20). The latter system allows direct interaction between the operator of the SEM and computer for maximum information at the least time.

Over the past few decades a great deal of effort has gone into characterizing the effects of frother type and concentration in flotation using a variety of two-phase techniques. Whilst useful and informative, this research still does not assist in the selection of suitable frothers for three-phase industrial-scale froths. This paper investigates the effects of frother type and concentration in a three-phase industrial froth. The objective was to determine if progress could be made in terms of understanding the behavior of frothers in flotation and understanding how they affect the sub-processes occurring in the pulp and froth phases and, ultimately, the metallurgical performance of a flotation cell.

The paper reviews recent investigations of the impact of corrosion on the performance of both plain and coated Swellex rock bolts. It addresses the problems associated with estimating and predicting corrosion rates of friction bolts, and based on field data it suggests an empirical relationship to predict corrosion rates. A review of the necessary qualities for a protective coating leads to recent experience with coated Swellex bolts that suggest that they can contribute to extending the useful life of Swellex bolts in potentially corrosive environments.

"The flowsheet for the Voisey’s Bay mill had to meet the challenge of processing an ore containing high pentlandite and chalcopyrite values in a largely pyrrhotite/troilite matrix. In the 1994-97 period, circuit development focused on making a high-grade copper concentrate and a relatively low-grade nickel concentrate. However, in 1998 a circuit with copper concentrate, high-grade nickel concentrate and a Ni/Cu middlings concentrate was specified. Following a three year project delay, work resumed on the flowsheet in 2001, and the target for the overall grade of the nickel concentrate was raised from 14% to 20% nickel. To achieve this target triethylamine tetramine (TETA) and sulfite pyrrhotite depressants were used in an all lime circuit. It later became evident that, with appropriate selection of collector and adjustment of the circuit by the addition of a scavenger on the scavenger cleaner, it would be possible to approach the grade of concentrate required without the use of pyrrhotite depressants. The recycle of water and the contained thiosalts was also proven to be instrumental in raising the grade.Construction and commissioning of the mill were fast-tracked with start-up of the mill in September 2005 some six months ahead of the original schedule. Ramp-up of both throughput and metallurgy was faster than any other recent nickel installations with tonnage being limited mainly by concentrate dewatering due to the higher than initially planned ore grades.INTRODUCTIONNickel was discovered in the vicinity of Voisey’s Bay by Chislett and Verbiski working for Diamond Field Resources in 1993 and the Ovoid deposit was delineated in the winter of 1994/95. By the end of 1995 the Ovoid had been well explored and at that time was thought to have a reserve of at least 30 million tonnes with an average grade of 2.83% Ni and 2.0% Cu. Drilling to the east of the Ovoid had indicated the presence of significant mineralization. In June of 1995, Inco Limited bought a 25% share in the Voisey’s Bay Nickel Company (VBNC) which was a subsidiary holding company set up by Diamond Fields. Inco also bought 8% of Diamond Fields and negotiated the right to sell all the nickel produced from VBNC for twenty years as part of this agreement. In April 1996, Inco bought the 75% of VBNC shares that it did not own."
