Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. The acidophilic and chemolithotrophic Thiobacillus ferrooxidans bacteria grown in the presence of soluble ferrous ions and solid substrates (sulfur, pyrite and chalcopyrite) as their energy source have been used in the investigations. The cell surfaces are characterised by zeta-potential, contact angle, FT-IR and FT-Raman studies. The adsorption isotherms of the cells on pyrite and chalcopyrite indicate that the adsorption begins on pyrite at a much lower equilibrium cell population than on chalcopyrite. The isotherms tend to level off at a cell adsorption density corresponding to a horizontal monolayer coverage when the geometrical dimensions of the cells are considered. In the presence of cells, the xanthate flotation of pyrite completely depressed, whereas chalcopyrite flotation is unaffected. The results suggest that chalcopyrite can be selectively floated from pyrite, also at a neutral pH region, in the presence of T. ferrooxidans cells.

It is generally agreed that C.C. White was the first to describe and market coal mine roof trusses beginning as early as 1967. White was issued a patent in 1969 1. Coal mine roof trusses were extensively used in the 1970’s, and their use has proven valuable in many difficult conditions. Beginning in the mid 1990’s, several types of bar/cable trusses have been introduced. A new and innovative bar/cable truss recently introduced offers several advantages. By eliminating many small parts, and simplifying the installation, these new trusses are much easier and faster to install, thereby increasing operator safety.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of investment value or use value. Such an estimate can be a long way from the price that the property would actually sell for if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation if market value is being appraised. The comparable sales and replacement cost methods used in the appraisal of urban buildings generally fail when used in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

One of the Swiss transalpine highways includes two remarkable tunnels: the 16.3 km long Gotthard Road Tunnel and the 9.3 km long twin tube Seelisberg Tunnel, both presently under construction. Large diameter shafts up to 900 m long are required for ventilation. Excavation techniques for rock formations ranging from loose sedimentary rock to granite and very hard siliceous limestone were carefully evaluated. The methods finally applied include excavation of shafts in hard rock, conventional drilling and blasting, excavation by ripper-tooth excavator ("Big John") in marlstone, shield protected heading in loose material and soft rock, and tunnel and shaft lining, both by poured concrete and by prefabricated elements. A critical review of the success of these methods can now be made after a five year construction period.

This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

The bulk of the ore found in the Lihir Island deposit is refractory in nature, with the gold contained in auriferous pyrite. In support of an evaluation of the development of this deposit by Kennecott (a wholly owned subsidiary of RTZ) and Niugini Mining Ltd., testwork has been carried out at the Sherritt Research Centre to demonstrate the amenability of the Lihir ore to pressure oxidation pretreatment to liberate the refractory gold. The results of pilot plant treatment of the Lihir ore in a continuous circuit with a feed rate of between 10 and 30 kg/h ore are described. The integrated circuit comprised pressure oxidation, residue washing, and gold recovery from the washed residue by carbon in leach or carbon in pulp cyanide leaching. Significant factors affecting gold recovery included temperature and retention time in the pressure oxidation step, and the concentration of soluble chloride in the feed. Gold extraction from well washed ore, after oxidation at 210°C for 66 minutes in the autoclave, was typically between 94 and 96%, compared with less than 30% by direct cyanidation.

New developments have occurred in Wyoming's industrial minerals industry since the 32nd Forum on the Geology of Industrial Minerals in Laramie, Wyoming in 1996. The soda ash trona and bentonite industries have experienced overall growth. Gypsum and limestone production have remained constant, but have the potential for dramatic growth. The mining of zeolite ceased in 1997. The struggling dimension stone industry has increased production, but development has lagged behind the schedule predicted in 1996. The construction of a container glass plant and associated production of glass raw materials, as predicted in 1996 and imminent in 1998, is now on hold due to unforeseen market factors. Increases in railroad and highway construction have, and will, greatly increase the production of construction aggregate for local uses. An iron carbide industry, not foreseen in 1996, is in the planning stages.

Bio-treatment of uranium contaminated soils from Fernald using the bacterium Thiobacillus ferrooxidans was investigated. The experimental results showed that extraction of uranium upto 99 percent from soils were obtained with 10 percent pulp density suspension and with addition of iron (3000 mg/l) after bio-remediation time of seven days. Application of the results to industrial practices is discussed.

This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures do exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers end some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.

The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.
