"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

The Mariana arc is an ~1,400-km-long intraoceanic arc that marks the southern extension of the Izu-Bonin arc, and is host to 62 ?volcanic centers? of which at least 27 (21 submarine) are hydrothermally, or volcanically active. A surface ship cruise in early 2003 mapped the distribution of hydrothermal plumes emanating from these centers, followed by remotely operated vehicle (ROV) cruises with ROPOS in 2004 and Jason II in 2006. With the exception of one volcano (East Diamante), none of the vent sites visited by the ROVs were host to sulfide mineralization. Rather, they were characterized by high sulfidation mineral assemblages dominated by native sulfur. The sulfur was seen marking the vicinity of vent sites, or as sulfur ?chimneys? (e.g., NW Eifuku and Nikko), or more spectacularly as ?lakes? of molten sulfur, either occupying the summit crater of the volcano (e.g., Nikko), or perched on the flanks of the volcano, near the summit (e.g., Daikoku). Gas (H2S and CO2) was discharging through the molten sulfur. Evidence for these lakes to have either been substantially ?deeper? in their recent past (e.g., Nikko), or existing at other volcanoes (e.g., Seamount ?X?) is given by remnant ?pillars? of native sulfur that are reminiscent of rock pillars in lava lakes found along mid-ocean ridges.

Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. This study aimed to produce magnesium oxide (MgO) particles with different properties from dolomite ore using an experimental procedure comprising four stages: sample preparation (S1), HCl leaching (S2), precipitation (S3), and calcination (S4). Three different base sources (NaOH, KOH, and NH4OH) were used as precipitant in the third stage to obtain magnesium hydroxide [Mg(OH)2] from a leachate solution, which was obtained in the second stage. Next, Mg(OH)2 particles generated by different alkali sources were calcined at various temperatures from 600–1000 °C for different durations (1–5 h). The effect of these base types on the properties of each product was investigated by X-ray diffraction (XRD), scanning electron microscopy (SEM), Brunauer–Emmett–Teller (BET), atomic force microscopy (AFM), and wet chemical analyses. The experimental results indicated that each product was identified as periclase (MgO) mineral, which was produced with a specific surface area (SSA) of 4.49–44.54 m2 /g depending on the production conditions. The surface roughness of the MgO particles increased with increasing calcination temperature. SEM analyses showed that MgO particles produced at a temperature of 600 or 800 °C were amorphous, indicating that the process was not influenced by the base type, but MgO crystals were smooth when the calcination temperature was 1000 °C. Finally, it was determined from all experimental findings that MgO particles produced via the addition of NaOH have superior properties (such as higher SSA and lower surface roughness) compared with MgO particles produced with KOH or NH4OH as the alkali source. These properties led to great improvement of its usability in industry.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. Improved haul road conditions can positively impact mine operations resulting in increased safety, productivity gains, increased tire life, and lower maintenance costs. For these reasons, a monitoring program is required to ensure the operational efficiency of the haul roads. Currently, at Bald Mountain mine, monthly site severity studies, ad hoc inspections by frontline supervisors, or operator feedback reporting is used to assess road conditions. These methods are subjective and provide low temporal resolution data. This case study presents novel unmanned aerial vehicle (UAV) technologies, applied on a critical section of haul road at Bald Mountain, to showcase the potential for monitoring haul roads. The results show that orthophotos and digital elevation models can be used to assess the road smoothness condition and to check the road design compliance. Moreover, the aerial mapping allows detection of surface water, rock spillage, and potholes on the road that can be quickly repaired/removed by the dedicated road maintenance team.

It is clear that precise overground and under-ground mapping is an important factor for all designers. Due to rapid changes in underground construction, tunnel designers are increasingly in need of updating project information. This article explains the latest techniques for detecting under-ground utilities as well as underground mapping. Global Positioning System (GPS) is a very ac-curate and popular navigation and mapping system that has been used extensively above ground, but is not used for underground mapping as signals are not strong enough to pass through ground or water. Most underground techniques were developed for military applications during the first and second world wars. Later, the techniques became public. For example, ground penetrating radar was developed for the military in 1970 to be used for locating tunnels under the demilitarized zone between North and South Korea. Later, the same technique was used for detecting unexploded ordinance such as plastic land mines.

Epithermal gold exploration in the last decade has developed useful models for exploring new ore districts in Oregon. In Eastern Oregon, disseminated gold occurs in epithermal deposits that have been pervasively silicified and brecciated. Many gold prospects staked since 1980 are in fluvial and lacustrine sandstone and conglomerate deposits. Clay alteration products and disseminated pyrite may be present. Vein filling calcite and thin to thick quartz veins are common. Late stage quartz forms pseudomorphs after calcite in many deposits. Arsenic, mercury and gold are geochemically anomolous but silver is usually not. The epithermal deposits are located in part of the Deer Butte Formation or equivalent units. Exploration criteria include the presence of Deer Butte Formation or correlative units and NW structures cut by N-S basin and range structures.

What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

New Mexico produced 83% of domestic potash and 27% of domestic consumption in 1992. The potash industry of New Mexico produces sylvite (KCI), langbeinite (K2SO4-2Mg(SO4)2), and artificial K2SO4. Average sylvite grade in New Mexico today is about 14%. The average grade of langbeinite is 8-10% Kp. Commercial potash occurs in the middle or McNutt Member of the Salado Formation (Upper Permian Ochoan Series). The 120-m-thick McNutt Member dips about 1° east and contains 11 of 12 potential ore zones in the Salado. The mineralogy and proportion of clay minerals, up to 7% of the ore, influence optimum milling procedures and ore grade cutoff.

The SLAC National Accelerator Laboratory’s two-mile-long particle accelerator generates the world’s brightest X-rays from its Linac Coherent Light Source (LCLS) freeelectron laser. This facility has driven groundbreaking discoveries in medicine and industry. The LCLS-II-HE project will provide a significant increase in laser energy, allowing cutting-edge research in fields including biology and environmental science. A key project component is the Low Emittance Injector Tunnel (LEIT), a 240-foot-long tunnel to be built alongside the existing accelerator and connected to it via a 30-footlong Transfer Tunnel. This paper discusses site and scientific constraints that led to the selection of the LEIT configuration: tunnels to be constructed using the sequential excavation method in mixed-face conditions comprising native rock and placed backfill, and critical design considerations including protection of overlying and adjacent historic structures and structural accommodation of near-fault seismic loading.

Kennecott Copper Corporation's Chino Mines Division concentrator is located in Hurley, New Mexico. Construction of the concentrator was started in 1910 and its capacity was progressively increased over the years to the present nominal 20, 425 t/d of ore (22, 500 stpd). The principal copper minerals present in the ore are chalcopyrite and chalcocite with much of the chalcotite intimately associated with pyrite. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the deisred pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. In 1972 a major renovation of the flotation and regrinding circuits was com¬pleted and at that time a new lime distribution and control system was placed in operation. Limestone is obtained from a nearby quarry west of Hurley. The limestone is crushed, sized and fed to a rotary kiln and the quicklime product is stored prior to slaking. The lime is slaked, as required, in a mixing tank-classifier type slaker and the lime slurry is pumped to a concentrator storage tank from which it is distributed through a conventional closed loop system. The current average lime usage rate is approximately 6 kg/t of ore (12 lb per st).

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.

Unlike traditional mining on land or ?dry? mining, relatively little is known of ?wet? or offshore mining within the industry. However, dredge mining has several benefits over dry mining, including high unit capacity, as well as lower operating and transport costs. IHC Merwede, a company with expertise in wet mining, is keen to raise awareness and help the industry move forward from dry to wet mining. The idea of mining offshore is not a new one. With global head grades declining, certain operations still have extensive resources of lower grade mineralization in their concession area. These operations require a lower cost, high volume solution for which dredge mining can provide an economic alternative. Interest in dredge mining has recently returned, and there is an increasing tendency to use dredge mining for the removal of overburden or the rehandling of tailing ponds.

Granite Construction Company operates a rock quarry in the rugged Santa Cruz Mountains of central California indicated in Figure 1. Open pit methods are used to mine decomposed granite which is processed to produce sand, gravel, decorative rock and asphalt. The quarry is located near the village of Felton about five miles inland from the coast of the Pacific Ocean, and is near the campus of the University of California at Santa Cruz and several California State Parks. The area is heavily forested and is considered by residents to be environmentally sensitive. Because of the scenic beauty of the area and proximity to the San Francisco Bay area, a project such as a quarry receives the attention of regional residents and environmental organizations.

The story of the Aitik mine begins in the early thirties. At that time blocks of low grade chalcopyrite impregnations were found in Swedish Lapland not far from the present mine, some 40 miles north of the arctic circle in the vicinity of the iron ore field at Gällivare. The ore prospect was viewed upon several times. By means of geophysical studies and an extensive diamond drilling programme during the end of the fifties and the beginning of the sixties a huge low grade ore body was discovered under the muskeg overburden. In 1965 55 million tons of ore with 0.5 % Cu was known to a depth of 160 ft. In 1970 the ore reserves had increased to 165 million tons with 0.40 g, Cu at a depth of 400 ft. Decision to develop the mine and to start production at an annual production of 2,2 million tons was made in 1965. A mine and concentrating plant, the A section, went on stream in 1968. In 1970 decision was made to expand the production with 3,3 million tons pr year. A second section of the plant, the B section, went on stream during the end of 1972 and the beginning of 1973 The production in the initial plant has been increased to 3,1 million tons pr year and during 1974 the combined A and B sections are expected to treat' about 7,2 million tons of ore. The two sections will treat 10,000 and 13,000 tons per day.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.
