This is a revision of a directory of coal research organizations throughout the world that was first published in 1961 as Bureau of Mines Information Circular 8008. Because of the wide acceptance of the first edition, a revision which would supply up-to-date information on coal research and which would facilitate communication among organizations of similar interest seemed important. This compilation includes the names and activities of organizations of various types-government, university, private, and industry. The areas of investigation that each organization is engaged in are indicated in broad terms: Analysis and constitution, mining and geology, preparation, briquetting, combustion, high-and low-temperature carbonization, gasification, conversion to solid and liquid fuels, and health and safety. Publications issued by and describing the work of each organization are cited; almost all of the organizations also publish results of their investigations in the technical press. Selected technical and trade publications that publish information on the science and technology of coal and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country. Information that would improve coverage and accuracy of the next revision of the publication will be welcomed by the Bureau of Mines.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

The Bureau of Mines conducted laboratory tests to investigate the ease of frictional ingition with frozen (nonrotating) conical bits cutting into sandstone. The number of strikes with a new bit to obtain ignition of a combustible methane-air environment was measured. Tests were made with bits tipped with both tungsten carbide and steel at several bit attack angles (angle between bit axis and sandstone surface) and initial tip angles (included angle at the tip of the new bit). Carbide-tipped bits required more strikes for ingition than steel-tipped bits, by a factor of 7 to 10. With a carbide-tipped bit, the number of strikes for ingition increased by a factor of about 3 if the bit attack angle increased by 10° or if the initial tip angle decreased by 10°. During use, abrasive wear of the frozen bit caused a flat surface to form at the tip of the bit, thereby decreasing the tip angle. As the attack angle increased, however, the new bit involved a smaller wear-flat area whereby, abrasive wear was decreased.

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.

Anthracite samples were oxidized with nitric acid to prepare products representing intermediate stages of oxidation . Similar oxidizing conditions affected different anthracites to varying degrees as characterized by peptization behavior with 0.1 N NaOH . Techniques used in attempts to separate and characterize the products included esterification , absorption spectrophotometry , sublimation , chromatography , electrophoresis , metal salt formation , and solvent extraction . Mellitic acid , either free or in the form of metallic salts , was identified in the acid- soluble products from 10 tests in which the anthracite was treated with nitric acid for periods varying from 24 to 1,000 hours . pentacarboxylic acid was also found in some products . Other benzene carboxylic acids were not present in amounts detectable by the methods used in this study . The acid- insoluble residue from nitric acid treatment varied significantly in solubility behavior toward different classes of solvents . The most effective ones tried included polar oxygenated solvents and pyridine . Infrared spectra of the extracted material indicated that similar compounds were extracted by the different solvents . Aliphatic amines and aniline peptized the residue and o- toluidine reacted with it . Organic material separated from the residue by peptization with dimethylformamide contained 1 percent ash , consisting of more than 50 percent zirconium .

This report summarizes cost data accumulated during 15 months of sustained operation of the Bureau of Mines Boulder City (Nev.) titanium plant, which had a capacity of about 1,350 pounds of titanium sponge per day. The plant was constructed during the 1952 fiscal year with funds supplied by the Ordnance Corps, Department of the Army. Its original purpose was to engage in process development work as a continuing phase of the Bureau of Mines policy to seek improvements in producing titanium metal. In early 1953 the Defense Materials Procurement Agency contracted with the Bureau of Mines for producing approximately one-half million pounds of usable ductile titanium sponge. Production began in May 1953, ended in September 1954, and yielded 492,503 pounds of acceptable metal. Operating costs covering this period of operation, with suggested depreciation and administrative costs, are given, as well as outlines of building and equipment capital costs. In addition, miscellaneous economic considerations are discussed, including labor and operating-time schedules.

Gypsum plaster is calcium sulfate hemihydrate (CaS04-1/2H2O). There are two varieties, commonly designated as a and ß. The hydration setting) of this plaster involves the chemical reaction: CaS04?1/2H20(c) + 3/2H20(l) = CaSO4?2H20(c); that is, the hemihydrate combines with water to form the dihydrate. Many substances, when present as impurities, either in the hemihydrate or the water have influenced the rate of the hydration reaction. The objective of the Bureau of Mines work described in this report was to investigate the accelerating or retarding effects of small amounts of dissolved substances and to attempt to classify these effects upon a chemical basis. To eliminate competing effects, the work was conducted separately on the two varieties of hemihydrate; both were in highly pure form. (Commercial plasters usually are a mixture of the hemihydrates, with other substances present as impurities.) As the hydration reaction of each variety of hemihydrate evolves heat in amounts known from previous work, 5,6/ the authors decided to use calorimetric methods to follow the extent of the hydration reaction as a function of time. Two calorimetric methods were employed. One was designed to study the hydration reaction with a large water to plaster ratio and the other with a small water to plaster ratio (to simulate commercial practice in utilizing plaster).

Carbonate minerals constitute a major fraction of the oil shale in Colorado's Green River Formation. Quantification of carbonate minerals is important for the characterization of oil shale, particularly because of their thermal activity in production of oil from shale. The carbonate minerals found in this oil shale are nahcolite (NaHCO3), dawsonite [NaA1(OH)2CO3], dolomite [(Mg1-xFx)Ca(CO3)2], calcite (CaCO3), and ferroan [(Mg1-xFex)CO3]. Although carbonate minerals can be removed by acid extraction from the balance of the oil shale, direct determination of carbonate minerals is complicated by the occurrence of the same cations in more than one mineral. A method for assigning the acid-soluble cations to the individual carbonate minerals was developed from two assumptions based on oil shale geochemistry: (1) Calcite and ferroan do not occur together, and (2) the ratio of iron and magnesium is the same in dolomite and ferroan. These assumptions were tested by the Bureau of Mines by applying the technique for assigning cations to 219 samples from the saline section of the formation. The reported carbonate mineral amounts were compared statistically with X-ray diffraction peak heights, verifying the cation assignment method.

[Frequent accidents in the transportation and. handling off petroleum and its more volatile products, serve as a reminder that this is indeed a hazardous undertaking and should always be conducted with due caution. On October 4, 1920, vapors in the held of the British tanks steamer G. R, Crowe became ignited and, caused an explosion which, it is reported, killed 5 men, injured. 40 others and endangered the lives of some 300 more. On November 10, 1920 the Morgan, Line freighter El Mundo was almost totally sot destroyed in New York harbor by fire caused by an explosion of gases in a fuel-oil tank. These two disastrous explosions emu emphasize the ever- present danger attending the use of petroleum products. This is also shown by the frequent occurrence of minor fires and explosions, caused by careless handling of baseline, which result in loss of life or serious injury to railroad employees, to oil-tank drivers, and to individuals in various walls of life. Statistics indicate that the lighter cuts of petroleum products, because of fire hazards, are dangerous, and are so considered by the railroad and other transportation companies. According o the Bureau of Explosives (Bar-eau of Explosives Report No. 13 p. 7) during 1919 transportation of gasoline in the United States resulted in 172 accidents, causing 2 deaths and 31 injuries, and a property loss to the extent of $687,966. Among the causes of ignition, an open light in the vicinity of the container stands out most prominently.]

This report describes development of the fusion-leach crystallization precipitation process for producing a hafnium content feed material for hafnium-zirconium separation plants. Mixtures of zircon, potassium silicofluoride, and potassium carbonate (or potassium chloride) were fused to prepare soluble potassium zirconium hexafluoride-potassium hafnium hexafluoride salts. High extraction of these salts was obtained by countercurrent leaching the fused material in dilute hydrofluoric acid. About one-half of the hafnium was recovered in hafnium-enriched mother liquor by cooling clarified lead: liquor to crystallize most of the zirconium salt. Additional hafnium was recovered from the primary crystals in a multiple dissolution-recrystallization step. Hafnium-enriched oxides having a hafnium-zirconium ratio of more than three times that of zircon were precipitated from the combined mother liquors. The hafnium and zirconium recoveries in the precipitate were 83 and 24 percent, respectively. About 71 percent of the zirconium and the remainder of the hafnium were recovered in potassium zirconium hexafluoride crystals of low-hafnium content.

An electrochemical method to selectively determine sulfur dioxide in the presence of sulfur trioxide was investigated. A hydrophobic gas-permeable membrane separates the gas sample solution from an internal filling solution containing a fixed quantity of chloride ion and a sufficiently large excess of sodium bisulfite so that its concentration may be considered constant. Sulfur dioxide diffuses through the membrane to dissolve in the internal filling solution and liberates an equivalent quantity of hydrogen ions. The electromotive force between a precision-ground, flat-ended pH electrode, which acts as the sensing element, and a chloride sensing electrode, which acts as the reference element, gives a direct measure of S02 in the gas sample solution. Calibration curves in water, tetrachloromercurate (TCM) , and citrate buffer absorption solutions were closely parallel with slopes in their linear segments, ranging from 57 to 52 mv/decade of S02 concentration. The slopes compare reasonably well with the theoretically expected slope of 58 millivolts at 21° C. The water standard curve was linear with respect to the logarithm of S02 concentration from 1 to 1,000 ppm S02; the TCM standard curve was linear from 10 to 2,000 ppm S02; and the citrate standard curve was linear from 30 to 5,000 ppm S02' The high efficiency and nontoxicity of citrate favor it as a substitute for the conventionally used TCM in the absorption solution.

During the summer of 1973 we were asked to perform a theoretical investigation of the propagation of low frequency (LF) radio waves down deep (10,000 feet) hoistshafts* for the case where the hoist cable ("rope") is the only metal conductor present. Propagation is by means of the TEM coaxial mode of transmission in which the hoist cable serves as the inner conductor and the surrounding rock acts as the outer conductor. Since the rock is a relatively poor electrical conductor the current in the outer conductor of the coaxial line is not confined to a very thin surface layer as in a metal coaxial cable, but spreads radially to a distance that is generally many times the shaft diameter. This feature of the wave propagation requires a more sophisticated theoretical treatment than the approximate skin-depth theory that is adequate for metal coaxial lines. In this Part we treat the hoist shaft wave propagation loss, characteristic impedance, and the field current distributions in the surrounding rock medium. We also show that the large penetration of the wave into the rock outer conductor does not present a difficult problem with regard to coupling the transmitter or receiver to the transmission line with a minimum of insertion loss, but that the large impedance mismatch caused by the capacitance termination between the cage and shaft wall may well be the most significant contribution to overall system loss. Inductive coupling and impedance matching to the hoist rope/shaft transmission line are also treated briefly. Preliminary results indicate that a broad minimum in overall system loss should occur between 100 kHz and 1 MHz, possibly centered around 300 kHz. Further work is needed to better quantify this signal loss behavior, compare it with hoist shaft electromagnetic noise spectral data recently acquired by NBS, and identify the most favorable operating frequencies.

The Bureau of Mines tested 48 materials for their ability to absorb H2S from hot simulated producer gas (1,000°-1,500° F). The material found best from the standpoint of absorption capacity, durability, and amenability to regeneration was sintered pellets of 75 percent fly ash-25 percent Fe203. The performance of this absorbent under simulated and actual conditions is described. The effect of absorbent composition, absorbent temperature, steam content of the gas, and tar vapors and dust in producer gas is discussed.

"In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 20 and 25 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 20 and condition 2 on page 25. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.PERMISSIBLE EXPLOSIVES TESTED UNDER SCHEDULE 17CAn active list of permissible explosives was published in October 1938 as part of Bureau of Mines Report of Investigations 3421, under the title ""Active List of Permissible Explosives and. This list included 191 brand names.Changes in the list that have been authorized to June 30, 1939, placed 56 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Fifty-seven permissible explosives were transferred from the active to the inactive list. The brand names of four explosives were rescinded curing the year. The present list contains 18G brand names. One goal of the Bureau of Mines is to develop technology tp insure a dependable supply of minerals to the United States. To support this goal, the Bureau's Albany Research Center has modified a commercial atomic absorption spectrophotometer to rapidly determine trace levels of mercury by cold-vapor atomic absorption spectrophotometry. Such diverse materials as ores, mill products, stream water, sediments, and flue dust have been analyzed. A very high dynamic range of 0.2 ng/ml to 1 µg/ml of mercury in solutions is routinely analyzed by this instrument.

In 1988, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5,640-acre Soda Mountain Wilderness Study Area (OR-011-017), in order to evaluate its identified mineral resources. The study area is located in Jackson County, OR, about 30 miles south-east of Medford. The study area covers most of the south-facing slope of 6,071-ft Soda Mountain. Geologically, the area is underlain by Oligocene to Pliocene basaltic andesite flows and less extensive intrusive rocks of the western Cascade Mountains. In addition, there is a 3/4-mile-diameter area of kaolinized and silicified rhyolite tuff, which appears to have intruded the andesite, and is host to epithermal gold mineralization.

The effect of load rate on the load-carrying capabilities of wood cribs is investigated in this Bureau of Mines study. The modulus of deformation (stiffness) of wood crib blocks has been shown to increase with increases in rates of load application, causing larger load reactions for increases in convergence rates. Since wood cribs are tested in the laboratory at convergence rates that are orders of magnitude faster than typically would occur underground, wood cribs tested in the laboratory will react larger loads than the same cribs would react underground for the same displacement. Tests conducted in the Bureau's mine roof simulator on green wood crib blocks indicate that the increase in stiffness for increasing load rates diminishes at displacement rates beyond 0.1 in/min, making crib load nearly independent of load rate for rates faster than 0.1 in/min. Seasoned wood specimens were not as con-sistent in load-rate dependency. Some possible explanations of observed load-rate behavior on wood crib specimens are also postulated in this paper.

All the coal lands in Alaska are publicly owned, and the Federal Government is the principal consumer of coal. Therefore the Government has long been concerned with the wise utilization of the coal reserves of Alaska as well as with the availability of coals meeting the specifications for use in various Government installations. Coal preparation plays a key role in both of these areas of interest. The proper choice and operation of coal-washing equipment permits the mining of inferior deposits, minimizes waste of coal in preparation, and assures a prepared product of the best quality obtainable from the raw coal. Thus, from time to time, the Bureau of Mines has made washability examinations on most of the coals mined in Alaska. Generally, these examinations were made when new mines or new beds were opened, when construction of new preparation plants was being considered, or when the operation of existing plants could be improved by better knowledge of the raw coal. The purpose of this report is to bring together all the washability data available on the coals of the Matanuska Valley and Beluga River fields. The pattern of energy development for the rapidly growing Anchorage area is not clear at this time. Formerly coal was the only fuel available for large-scale space heating and power generation. More recently both oil and natural gas have entered the market, and several hydroelectric projects have been completed. Additional major hydroelectric projects are being considered. The role that will be played by coal in this competitive energy market is uncertain. However I if coal is the fuel used in future power plants or industrial installations, the information contained in this report will be useful in indicating the quality of the coals that can be supplied and in selecting proper preparation techniques.

As part of the Bureau of Mines methane control program, the Upper Free-port coalbed was studied in Fayette County, Pa., where this coalbed lies about 650 feet below the Pittsburgh coalbed and contains the largest remaining reserves of any coalbed in the county. Coal and overburden isopachs, structure and joint pattern maps, and a fence diagram were prepared using data from gas and oil exploration logs and coal outcrops. These maps will aid in deter-mining the need and/or feasibility of degasifying the Upper Freeport coalbed in the study area. Much of the coalbed in this area is under 600 to 1,400 feet of overburden. By correlation with data from the Pittsburgh coalbed, the gas content at depths of this order is estimated to be between 140 to 300 cf/ ton of coal, for a total of 190 to 400 billion cubic feet of methane in this coalbed in Fayette County.
