In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The roles of hydrocarbons and nitrogen oxides in smog formation were investigated by the Bureau of Mines. Samples of automobile exhaust with varying HC and NOx levels were irradiated in a smog chamber under conditions that resulted in smog levels similar to those observed in the atmosphere. Results were used to define the patterns that describe the dependence of a number of smog manifestations on HC and on NOx. Using these dependence data and some simplifying assumptions, estimates were made of the ranges within which HC and NOx must lie in order to obtain specified levels of air quality.

The purpose of this research was to develop a computer simulator fur predicting the air quality in existing coal mines as well as a design aid for developing new mines. In addition to the air quantity flow, the other variables of tempera Lure, moisture, methane and respirable dust are necessary to determine the air quality. An additional feature of this simulator is that it allows parametric studies of these variables to explore the effect that these variables have on the air quality of an operating mine system. The research has also pointed out arias where more research is needed, and promote better and more systematic data taking techniques. Wang and Hartman (see Reference 9, on page 1-98 of Section 1) had already published a computer program to determine the ventilation of large mines, and Wang and Saperstein (see Reference 10 on page 1-98 of Section 1) later published a refinement of the work in the previous reference. These references were the starting point of the simulator developed by this present research effort, and Section 1 of this report is a slightly modified version of the original vent elation program. The U.S. Bureau of Mines, in cooperation with a southwestern Pennsylvania coal mining company, BethEnergy Inc., Mine No. 60, Eighty-Four, PA, recently assessed the feasibility of using pre driven recovery rooms (open entry recovery) when longwall mining to increase the productivity of the coal extraction process. Two recovery entries, one 200 ft long and another 600 ft long, were supplementally supported with bolts, channels, and wire mesh, and either fly ash-cement piers or fiber cribs, then mined into by the longwall face. The recovery entries showed little deterioration as the supports provided adequate resistance to the front abutment loading. Compared with conventional recovery methods, the fullface recovery room allowed for panel extraction to be completed nearly 17 days faster and to reduce face equipment move time by 1-1/2 days. The potential productivity increase accompanying recovery rooms is greater than the cost of supporting a fullface recovery room. The fullface recovery room provided over 18 additional production days and the opportunity to mine nearly 68,400 st of coal per year per panel mined.

Two samples of the Lower Hartshorne (Spadra) bed were collected: A sample of the raw coal with the machine cuttings excluded, and a sample of the machine cuttings exclusively. Analysis of the 5-inch by 200-mesh size fraction of the raw coal, excluding machine cuttings, showed that a product meeting minimum quality specifications could be produced by washing at 1.60 specific gravity, yielding a theoretical 93.7 percent of clean coal. A negligible amount of near-gravity material at the separation gravity indicated an easy washing problem. The sample of machine cuttings had a maximum size of 2 inches and contained about 50 percent ash. Washability tests of the 2-inch by 200-mesh size fraction indicated that a theoretical yield of 30.0 percent of specification-grade coal could be achieved by washing at 1.49 specific gravity. As the machine cuttings represent an estimated 10 percent of the total coal mined, their inclusion in the mine output would increase the theoretical net yield of salable coal by only 3.7 percent. Because the machine cuttings contained a high percentage of sink 1.80 specific-gravity material, they had neither an effect on the separating gravity required to clean the raw coal nor on the difficulty of separation. Gabbing underground versus transporting the cut-tings to the surface for disposal or washing either separately or combined with the raw coal involves a number of practical, economic; and intangible factors; hence, no specific recommendations could be made. This Federal Bureau of Mines publication is a statistical analysis of all surface and underground coal mine fires reported in the United States from 1950 to 1977. Accounts of selected nonreportable fires and opinion data gathered via interviews with mine safety directors were separately analyzed. Both reported and nonreportable fires were analyzed by time trends, State, ignition source, burning substance, location in mine, equipment, detection, duration, injuries, fatalities, and successful extinguishing agents. It was found that the majority of all mine fires were electrical in origin. The equipment most frequently involved in underground fires was conveyor belts, and in surface fires, it was crushers and/or breakers. Underground fires occurred most often near the working face. Water and hand-portable extinguishers were the most common methods of extinguishment.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operations at or near mines.

[The Northwest Experiment Station of the Bureau of lines, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods. 4/ One of the chemical properties determined, to which more or less importance has been attached, was reactivity or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not rewired. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

Underground blasting in permanently frozen gravel was studied in a 7-by 12-ft drift by running a nonreplicated 2 X 2 X 2 factorial experiment on the effects of type of cut, delay, and explosive on the fragmentation subsystem. Comparisons were made between a V-cut round and a burn-cut round, millisecond delays and half-second delays, and 40 percent special gelatin and 60 percent high-density ammonia dynamite. The number of large blocks in the muck pile) loading time, shuttle car operating time lost because of cleanup needs, length of advance per round, and length of muck pile were recorded and statistically analyzed. None of the blast parameters had a significant effect on the length of advance or length of muck pile, although the half-second delays tended to give a shorter muck pile than millisecond delays. The burn cut required less secondary breakage, less loading and cleanup time, and gave better overall fragmentation than the V-cut. The ammonia dynamite shots required less secondary breakage and less loading time than those using special gelatin. The half-second delays gave better overall fragmentation and required less cleanup time, but the millisecond delays gave a better loading rate. None of the differences between delays and explosives were notably significant.

This circular is part 5 of the third paper (entitled "Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes; part 2, power scrapers, slackline cable-way excavators, and hydraulic monitors; part 3, hydraulic, clamshell, ladder, and dipper dredges; and part 4, haulage systems in general, with particular reference to locomotive and car, hoist and car, and remote-control systems. This circular discusses the use of motor trucks, conveyor belts, pumps end pipe lines, barges and towboats, and aerial trams. MOTOR-TRUCK HAULAGE During recent years motor trucks have gained considerable ground as a successful competitor of locomotive haulage for quarries and gravel pits. Often where trucks have displaced locomotives and cars the operators readily admit an increase in both labor and total haulage operating costs but point to some other advantage as offsetting the extra expense. In other instances haulage costs have beep reduced by the use of trucks. In still others operators, having replaced locomotive haul with trucks, have again returned to the earlier method. Obviously gasoline-driven motor trucks cannot successfully compete with other types of haulage under all conditions. The apparent' growth in the number of advocates of truck haulage, however, indicates that it has passed the experimental stage and become a permanent competitor to other tyres.

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.
