This paper is concerned with the blasting of rock in mining. The most common purpose of blasting rock is to cast it or to disrupt its structure sufficiently for effective digging and subsequent removal.

Blast vibration analysis under relatively near-field conditions has been carried out in a narrow-vein underground operation. The objective was to characterize the vibration signal (particle acceleration and velocity) from carefully controlled stope blasts. The limitations of such analysis in deriving design guidelines for reducing dilution has been elucidated. It has been shown that identification of each individual hole with specific explosive types can yield explosive-specific predictive equations for particle velocity. This has been coupled with measurement of actual overbreak to arrive at a limiting vibration level to generate a realistic design tool for controlling dilution in narrow-vein mines.

Since the advent of explosives, people have been trying to mechanize the process of loading it into long, narrow holes. Automated loading frees manpower from the arduous task of charging granular, cartridged and slurry explosives. An unexpected bonus of the automation process has been the realization of some valuable side effects such as high throughputs which speed up the loading process and higher loading densities which enhance explosive performance and permit hole patterns to be expanded.

However, in light of the recent events of September 2001, additional changes in the Federal Explosives Laws and Regulations may be forthcoming. The nature and extent of any such potential changes are impossible to gauge at this time. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

This contribution introduces the fundamental concepts of wave propagation and fracture mechanics which form the basis of electronic blasting, i.e. precise initiation timing using electronic detonators. The concept of Lagrange diagrams will be frequently used for the calculation of the delay time between blast-holes in a row and rows of blast-holes. The effect of burden and structural geology will be briefly touched. It is found that the advanced blasting technology based on the use of electronic detonators introduces a change of paradigm. It will be shown that knowledge in wave propagation and fracture mechanics is essential for the successful application of the new blasting technique in industry. In particular, the delay time, the wave speeds in the rock mass, the shape of the wave pulse and the acoustic impedance mismatch have become decisive parameters in advanced blasting. Utilizing the wave speed and wave shapes of detonations, large scale tests Utilizing the wave speed and wave shapes of detonations, large scale tests in various countries (Australia, Chile, etc.) have shown that optimal delay timing requires shorter delay times in conjunction with allowing for a wider drilling pattern and the use of a reduced amount of explosives, i.e. a lower powder factor. This seemingly contradictory arrangement is fully justified by using scientific principles in blasting, and converting blasting from an art to a scientific discipline.

As we enter the new century and close out the old, it has become standard procedure for most blasters to complete a blasting log or shot report following a blast. However, how can you be sure these completed blasting logs are worth the paper or electronic space they occupy.3 Is the recorded data accurate and meaningful? Will the blasting logs stand up under investigation? This paper will attempt to define the purpose of a blasting log, illustrate common mistakes, discuss potential problems, and indicate steps that a company or individual blaster can take to improve and protect against costly errors. The end result will be a reminder of the importance of accurate documentation following a blast that must be given the same individual effort as went into the blasting itself. This paper will also attempt to achieve a proactive training resource to improve the use of blasting logs. A completed blasting log is, quite possibly, the only witness to the overall credibility of the work of the responsible blaster. The log may remain perpetually silent, only to end up in a file that is moved progressively with time to various levels of long-term storage. But, will this silent witness be ready to speak out should a concern arise from the blasting ? Will the blasting log communicate with authority and credibility, or will it be ridiculed by investigation and silenced in shame with costly adverse results for the blaster and company? It is not enough to simply complete a blasting log. The information it contains must be accurate enough to stand the test of time and arduous scrutiny. Unfortunately, most blasters and their associated blasting companies do not realize the status of the silent witness until it is too late.

Emulsions explosives, like slurries or water gels, are water based explosives. Emulsions were first introduced as a packaged blasting agent in the late sixties. Since then, many new variations have been developed, from small diameter detonator sensitive products to bulk loaded anfo/emulsion blends. Explosive detonation characteristics such as velocity of detonation, density/sensitivity relationship, strength, and water resistance along with how they relate to the type of rock and type of application will be presented. Various methods of sensitizing such as glass microspheres and chemical gassing along with product limitations and safety recommendations for bulk loading emulsions will also be presented.

Liquified petroleum gas mixed with oxygen has been used as a new type of mixed gas source for gas detonating system. The experimental studies have been done on the detonation feature of gas detonating transmission in a long and thin tube, the transmitting reliability for detonating network, the design on gas exploder and test devices. The results of the study show that (1 )Liquified petroleum mixed with oxygen can be used as a new type of regular gas source. (2)The transmission of detonating wave is reliable for new type of mixed gas in a 500-meter long plastic tube with 3mm inner diameter and the detonating velocity is up to 2500m/s. The detonating wave can surely initiate and transmit several branched gas detonating cap and explosive through the end of detonating network, the tubes inner diameter for the detonating quenching is 0. I’mm. (3)The gas exploder designed by authors can be used for gas propotional distribution,strong turbulence-mixing,initiating by reflex shock wave and safety control purposes. The developed double flowmeter can be used together or seperately in responsible for main testing in the system.

"The High Speed 2D Analysis program allows the user to bring in data from several different sources. Of course, keyboard entry is included as a source. Other data is inputted through the serial port (X-2321 of the PC. Two types of data are transferred via the serial port. The first is the tablet digitizer data. The three types supported presently are the GTCO, tablet digitizers. and the Calcomp 2500 and 9100 series To transfer digitized data turn on the selected digitizer and place the cursor on the tablet. Enter the High Speed pmg.ram and select from the Input Program menu the Digitize Inputs(20) option and follow the instructions. TO exit the session, either a keyboard entry or a cursor button is pressed. The second type of serial port input Is from the collectors of the listed survey systems. Typically a file transfer program will be used to send the data from the collector to the PC. This topic will not be addressed at this time."

Rock excavation in both surface and underground mining is largely accomplished using the drill and blast technique. At the perimeter of such excavations, cautious blasting procedures are often employed to minimize unwanted damage to the remaining rock. Of the several different techniques available, the use of explosive charges with a diameter smaller than the holes in which they are introduced (so-called decoupled charges) is the most common. In spite of the long and widespread use of the technique, a technically sound basis for relating the borehole wall pressure to the explosion pressure is still lacking. This paper describes a very exacting tunneling project. Planning and technical realization of this service and transportation tunnel was especially difficult as a matter of vibration control, because the tunnel is situated only a few meters under Maria Hospital, which is one of the most busiest hospitals in Helsinki. In this hospital there are many departments for bedpatients, research and treatment with high-tech equipment, operational surgery and a big laboratory. Besides access tunnels are situated near several apartment buildings. The functionality of the tunnel required the placement of the access tunnels to be straight towards these apartment buildings for which special care for blast induced air pressure had to be taken.

We had a cold, gray winter here in Kansas City and I spent a lot of time watching out my den window at the squirrels and birds trying to get by in the lousy weather. I remember too well working in the cold, loading shots. I was frostbitten several times since I couldn’t tie in MS connectors with gloves on. Those old connectors had a piece of detonating cord on either end of a metal tube that held the delay and you tied them to the trunk lines with square knots. Doing this on a “warm” day in Alaska or Montana shooting ditch for a pipeline could be a frosty experience. Also remember how hard it was to connect up electric caps (detonators to you new guys) in the cold. Now I don’t want you to feel sorry for me ‘cause I suspect most of you younger fellows have also paid your dues in the cold and for that matter in the heat too. Wowee, the heat at the bottom of a Chicago dolomite quarry in August was enough to fry the brains of all that were there. Maybe that’s why the third deck of my brains doesn’t exist.

Over the past three years the UK together with Sweden, Norway, Finland, Italy have been taking part in a EU funded Leonardo da Vinci programme. More recently EFEE have participated in the project known as the EU15/10/200715/10/2007Excert project which is aimed at addressing the perceived loss of explosives expertise in several EU nations. This could have implications for explosives safety and industrial competitiveness. The paper outlines the work that has so far been done in phase 1 and describes the work planned for the second phase of the project. The paper will describe work in the UK to develop competencies for all explosives workers in both the civil and defence sectors. These competencies in the form of National Occupational Standards have now been approved in the UK and are accompanied by a range of 24 new National Vocational Qualifications launched in May 2006. The paper will show how the standards define knowledge and skills and how these form the basis for vocational qualifications as well as higher education awards and professional qualifications. This UK initiative is now being considered in other EU countries and the project has now been extended to also include Germany, France, Portugal, Czech Republic, Lithuania and Estonia. To support the occupational standards and qualifications work is also being carried out to improve learning provision in the explosives area. In addition to formal educational and conventional training courses a series of workplace learning initiatives are being pursued as well as internet learning packages. Examples of these initiatives will be given.

The behavior of rocks subjected to dynamic loading conditions under explosion includes sufficient information about hydrodynamic variables such as pressure P, mass velocity U, internal energy E, specific volume V and density p as functions of time. Measurement of dynamic characteristics in compressed media with manganin wire sensors has become common in the past few years, but the experimental data for certain media, such as rock, do not provide an exhaustive description of rock's behavior in the near zone of an explosion, which is highly responsible for the transformation of energy of explosives.

The Comprehensive Test Ban Treaty (CTBT) was accepted for signature at the United ,Nations in September of 1996. It ‘now awaits ratification by its signatories, ~including the United States. After the Treaty is in force, the main concern of the international community twill be to verify that no nuclear test is performed.
