This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

Electroslag remelting (ESR) today and into the future, will still be the main process for producing high-quality ingots by suppressing segregation, not just refining chemical composition from impurities. This paper analyses state-of-the-art electroslag refining with a focus on ESR with consumable electrodes, and recent technology with liquid metal supply (ESR LM) in view of their refining abilities and development trends, taking into consideration that the size of the ingots required by industry continues to grow, and the composition of new materials sophisticates to withstand increasingly higher mechanical and temperature loads . The yield of suitable metal in large ingots produced by conventional casting is low due to problems of element segregation by height and crosssection. For example, conventional ingots for nuclear powerplant rotors today reach nearly 700 t in weight. Attempts to directly replace such giant ingots with big-diameter ESR ingots weighing approximately 400 t were also unsuccessful because of growing segregation. Modern ESR equipment and technologies produce 200–250 t of ingots of satisfactory quality, reaching 2.5 m in diameter, implementing the change of consumable electrodes during remelting to increase ingot length. Another way to mitigate segregation is to enlarge the smaller diameter ESR ingot by a 500– 800 mm coaxial layer to the desirable diameter by ESR in the current-supplying mould (CSM). Modelling and experiments prove that refining from impurities and non-metallic inclusions at ESR most effectively occurs at the slag bath and liquid metal pool interface because the ESR LM has provided the same desulfurisation. ESR’s special refining capabilities in CSM come from the much longer time of LM residence shown at titanium purification from hard-melting nitride inclusions that are unremovable in vacuum arc remelting (VAR) and electron beam melting (EBM). Implementation of ESR technologies in CSM, especially with LM supply, is prospective to produce heavy enlarged and hollow forging ingots with prevented development of segregation due to dividing cross-section and reducing overheat of solidifying metal.

The most critical variable in the successful establishment of the Murrin Murrin Heap Leach plant was the effective agglomeration of the Ni laterite ore. This paper describes the test work undertaken to establish the key agglomeration parameters including state of the art testing and analysis procedures. These parameters were then utilised to establish the key design and operational concepts for the world’s first commercial scale Ni laterite heap leach. Following the technical and economic success of the operation, the actual operational data is compared back to the original test work data.

With production at Olympic Dam scheduled to commence in June 1988, it has been necessary to install a complete underground ore handling system capable of removing two million tonnes of material annually from the mine. The system comprises mucking from stope drawpoints, truck haulage to underground storage, primary crushing, conveying and hoisting. On the surface, material is conveyed to stockpiles at the Metallurgical Plant. Mining of the numerous special excavations within the system was incorporated into the mine's ongoing development program prior to the underground construction phase. Utilisation of a decline from the surface enabled versatile construction equipment to operate at the underground sites as well as simplifying the transportation and delivery of construction Materials.

LongWangGou coalmine auxiliary inclined shaft heading face has a large section, fast heading speed, and large dust production. The problems of high concentration and wide distribution of dust in the roadway air are very prominent. To improve the efficiency of roadway ventilation and dustremoval, long-compression and short-suction (after this referred to as LCSS) are adopted. The dust concentration and airflow field distribution in the roadway are numerically simulated by FLUENT. The change of the position between the pressure duct and the exhaust duct and the different pressure-extraction ratios affect the distribution of airflow velocity, the formation of vortex zone, and the distribution of dust concentration in the roadway. When Ly = 25 m, Lc = 5.0 m, W = 1.2, a wind curtain is formed at 5 m in front of the heading face to prevent dust from spreading deeper into the roadway.

One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

In today’s mining environment the use of heavy mechanical devices and other high-tech electronic devices like two-way radios, cellular phones and even automated mining systems, form a vital part of the daily operations of a mining site. These human-made devices and some of the naturally occurring events, like lightning and gamma radiation, can have negative effects on electronic detonators and the associated control equipment.On larger mining operations the necessity to move the point of safety for blasting further away from the blast area, introduced remote firing via radio frequencies for electronic detonator systems. Other influences on electronic detonators can be abuse or ignorance. To ensure the safety of the end-user, an electronic detonator must be resistant to some common mistakes that users can make. One of main concerns here is resistance to static discharge or incorrect wiring. Despite the daily use of electronic detonator solutions, scepticism and concern still exists amongst those who believe the system raises the risk of a premature initiation of the blast through some form of interference trigger.This paper will help users understand how electronic detonators and the associated control equipment protects itself from external influences. Focus will be on protection schemes to counter static and over-voltage discharge and methods to ensure protection of secure wireless radio links and detonator communications. With well engineered communication systems and solid static and over-voltage protection, an electronic detonator system can be more reliable and safer than other detonator systems. The following main points will be discussed:what makes a detonator an electronic detonator,static electricity and over-voltage protection,the general influence of electromagnetic energy on the detonator,the influence of lightning on detonators,the protection of radio communication’s links as used by remote firing equipment, andthe safety protection features built into remote firing equipment.

This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. Mathematical proof that a static discounted cash flow (DCF) calculation can underestimate or overestimate mine NPV is presented, the conditions for each are outlined and the degree of underestimation defined.CITATION:Dube, T Y, 2012. This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. The Dumont deposit is a large (1179 Mt reserve), low-grade (0.27 per cent nickel) nickel sulfide project located in the Abitibi region 25 km west of Amos, Quebec. Royal Nickel Corporation (RNC) acquired the project in 2007 and has since taken the deposit through to feasibility. The disseminated nickel sulfide and alloy mineralisation is hosted within the serpentinised dunite subzone of the Dumont Sill; a differentiated, pervasively serpentinised, ultramafic sill of komatiitic affinity. Pentlandite ((Ni,Fe)9S8), heazlewoodite (Ni3S2) and awaruite (Ni2.5Fe) are the dominant nickel-bearing metallic phases and can be recovered by conventional methods (flotation, magnetic separation). Non-recoverable nickel is also present within serpentine and olivine of the silicate matrix.A detailed mineralogical program including 1420 QEMSCAN« samples and 4400 electron microprobe points was undertaken to increase the understanding of the nickel deportment in the various recoverable and non-recoverable phases in a spatial context across the deposit. A total of 105 metallurgical tests have been performed under a standard procedure which have linked the mineralogy to metallurgical performance. This has allowed the creation and modelling of geometallurgical domains on a block-by-block basis to understand the recovery variation and metallurgical performance throughout the deposit. Understanding the spatial variability of Ni deportment in recoverable and non-recoverable phases through mineralogy is the key to understanding metallurgical performance, thus unlocking the value of the Dumont deposit and other large tonnage low-grade ultramafic nickel deposits.CITATION:Sciortino, M, Muinonen, J, Korczak, J and St-Jean, A, 2013. There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

Cliffs Natural Resources Pty Ltd (Cliffs) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three separate hubs and trucked to Koolyanobbing. There it is crushed and screened to lump and fines finished products and railed to Esperance port for export to Asian customers. Cliffs is renowned in the marketplace for its consistent product quality. In 2010, 9 Mt of ore was exported to Asia.Over the last three years, Cliffs has systematically refurbished its product quality system (PQS), to improve efficiency of production while maintaining its high standard of product quality. Particular attention has been given to reducing inventory, which has required significant modifications to the production process design.In redesigning the production process, emphasis was placed on maximising the application of the inherent blending in each of the production process steps and dedicated blending was only introduced where essential. Simulation modelling and statistical analysis of process capabilities were utilised to develop a system that optimises inventory, minimises rehandle, eliminates several decision-making steps and maintains a pull focus throughout the value chain.The new planning functions are now fully integrated and effectively control long-term grade variability rather than relying on long-term stockpiling. The production process design and the daily crusher blend plan are used to control short-term grade variability. With the upgrading of the planning processes the accuracy and consistency of algorithms for lump per cent and lump and fi nes grades became more important and an increased geometallurgical function has been added to the company.The continuous stockpile management system was upgraded to increase the effectiveness of the daily crusher blend planning process and is now the sole intervention point in the production process for grade-based decisions. Grade control systems were modified to utilise advances in software and geostatistics to deliver accurate short range planning models. The reconciliation and sampling systems have also been refurbished with an emphasis on practical application and feedback loops.Accountability and transparency are provided by management reports that are generated from a centralised data warehouse and the introduction of a corrective action system. Standardised reports are available to all stakeholders and a quarterly KPI scorecard assists the management review process.The successful rejuvenation of the PQS has culminated in operational efficiency through the implementation of an integrated end-to-end process flow. Shareholder value is maximised through maximising recovery of the resource and minimising costs. Customer focus is maintained by reliably delivering product with acceptable and low grade variability.

Western Australia has often been referred to as the fly-in, fly-out capital of the world. Fly-in, fly-out is a commonly used practice in Western Australia due to the geographic size and isolated location of the vast resource projects. In the State today, approximately half of all resource sector employees operate on a fly-in, fly-out basis, with a minority utilising drive-in, drive-out arrangements. fly-in, fly-out arrangements are generally beneficial from a sustainability perspective, delivering significant economic, social and environmental benefits to regional communities, the State and nation as a whole. Skills shortages and labour supply issues mean that the industry will be required to discover new ways of attracting and retaining employees, one of which is the adoption of fly-in, fly-out work journey arrangements. By 2015, the minerals sector in Australia will need to employ 70 000 more employees than it currently employs to achieve predicted increases in output. Of the 70 000 additional employees required, 42 000 will be required in Western Australia, almost 15 000 in Queensland and approximately 5000 in both New South Wales and South Australia. The fly-in, fly-out lifestyle as a preferred method of employment should be recognised as a valid lifestyle choice by all members of the community, offering a profound improvement in the quality of life for large numbers of employees and family members. It should be acknowledged that whilst fly-in, fly-out is a preferred option for many companies and their employees, individuals who make a choice to engage in fly-in, fly-out must balance the difficulties associated with the work û isolation and separation from family and friends û against the economic and lifestyle benefits that the work offers. This paper aims to illustrate the significant steps that the resources sector has taken to facilitate the fly-in, fly-out choice by ensuring that the commute option is a safe, attractive and manageable work journey arrangement.

"The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. Subsequently it is anticipated that a more consistent, homogenous underflow can be produced for downstream filtration.Citation:Thompson, M, 2016. The selection and application of an effect- ive firing system first require a clear under- standing of the initiating abilities of the com- ponents in such systems. The conditions under which charges can be prematurely initiated by a detonating cord downline must be appreciated. This is a principal consideration in the design of a successful downline/'Anodet'/primer assembly. The advantages and limitations of an electric and several non-electric initiating systems are explained. The factors which in- fluenced selection of the two most suitable systems for use at Isa Mine (viz. downline/ 'Anodet'/primer assemblies and the reinforced long-lead 'Anodet'-type delay system) are dis- cussed. Blasts are detailed in which each of these has been applied. The initiating design for a hypothetical 2 x 106 tonne blast using electric short delay detonators and multi-channel exploders is presented. In this design, charges in remote blastholes are activated after the detonation of earlier firing charges by protecting the firing lines with sandbags.

The Metropolitan Water Supply, Sewerage and Drainage Board, Perth, has recently con- structed two major sewerage tunnels in the metropolitan area and a further one is under construction. These tunnels were constructed in sand, sandstone and limestone. The Tamala Limestone is a Pleistocene calcareous dune sand which now varies in com position from loose sand to cemented rock. Investigation techniques included surface mapping, auger and diamond core drilling, seismic refraction geophysics and mechanical testing. The variable nature of the ground caused difficulties in all aspects of the investigation, particularly in core recovery and seismic work. The Beenyup Tunnel, 2.25m in diameter and 3440m long was excavated with a Dosco TBM 1800 machine and shield with precast concrete Charcon Universal bolted segment lining. The Burns Beach Sewer Tunnel, 1.27m in diameter and 860m long was hand excavated with precast reinforced concrete lining pipes jacked continuously behind an excavation
