NOT only has the demonstration of progress in all fields of science been characteristic of the Chicago "Century of Progress," but the manner in which the fundamentals of these sciences have been displayed captivated the visitor's eye and ear at the same time. The average individual is interested most in progress which concerns his every-day life. He is fairly well educated in medicine, biology and certain aspects of physics. But how raw materials and chiefly minerals occur, how they are located, taken out of the ground and refined, is something which appears to be more remote from the every-day line of interest, and about which, therefore, the public knows comparatively little. This is particularly true of the oil industry, although it ranks in size second only to agriculture in the United States. In appreciation of the tremendous educational value which a complete exhibit on all phases of the mineral industries would have, both mining and metallurgical as well as oil inter¬ests took steps early to make these exhibits at Chicago a reality. The board of directors of the A. I. M. E. authorized an advisory committee to the Museum of Science and Industry early in 1932. It is divided into four subcommittees - for geology and petroleum, for metal mining, for coal mining, and for metallurgy respectively. The entire committee held its first meeting in Chicago on April 11 and 12, 1932, to advise with the Museum's officials and experts about the most advantageous arrangement of the minerals industries' and geology exhibits.

THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.

For years before the war, Coal had the reputation of being a sick industry. Currently it is operating at peak production and succeeding pretty well in keeping out of the red. But, says Mr. Weidenhammer, it will have a relapse as soon as the war ends unless (1) working capital can be built up; (2) it gets the support of the people and Congress; and (3) a truly long-range national fuel policy is formulated.

IN AS MUCH as our Institute, by tradition, never adopts any official view of matters upon which difference of opinion exists, it may be taken for granted that the duty of its Production Control Committee does' not embrace the formulation of any general policy on that much-discussed subject. During the first years of its existence the Committee confined its activities to making arrangements for an annual general session at which the broader aspects of the general problem were discussed by men both within and outside the mineral industry. These general sessions, although interesting, did not indicate any definite path of progress, so during the last year the Committee has held a number of luncheon meetings at which the members might discuss in detail problems existing in the specific industries with which they are most closely acquainted, in the hope that discussions dealing with conditions rather than theories might result in the bringing to light of some general truths. Most of these truths have been fairly obvious from the beginning but they are of such basic importance that a periodic restatement of them seems worth while,

The first catalogue of Geological Reports of the United States was prepared by Prof. 0. C. Marsh, and published in the American Journal of Science and Ark for 1567, vol. xliii, second series. Since then the list has more than doubled, and it was thought that the publication of a new catalogue, brought clown to date, would be useful to many of the members of the Institute of Mining Engineers. The compiler will be most thankful to have any omissions or inaccuracies in the list sent to him, to be published as a supplement in the next volume of the Transactions. Especially to have the correct title, number of pages, plates, and maps of any volume on the list to which an * is prefixed, as he has been unable to personally consult such works. A preliminary list was issued last February, which has been almost doubled by the kindness of many friends. THE COMMITTEE on Correlation of Research held two meetings in 1931. The first was a luncheon meeting on Feb. 19, at the Engineers Club, New York, attended by eight members and four guests-William H. Bassett, past-president of the Institute; Robert E. Tally, president; H. Foster Bain, secretary; and Alfred D. Flinn, director of the Engineering Foundation. Mr. Bassett gave a short resume of the circumstances leading to the formation of the Committee and expressed his opinion that the objectives as expressed by the Committee in its first annual report were in accordance with the ideas of the Institute officials. Mr. Tally stressed the great importance of research in the mining and metallurgical industries and stated that lie believed the Institute should encourage and promote research, and that this Committee could do a great deal to foster such work in the Institute. Mr. Bain pointed out that this Committee was appointed with a view to correlating and fostering research work. in the field of the Institute's activities. This could be done in various ways, as by encouraging the divisions and committees of the Institute to hold group meetings on research, by forming research subcommittees in the Institute divisions, and by bringing together research interest in. certain projects and the fund or organization that is equipped to carry out the project.

THOUGH recent months have seen a rapid decline in lead-smelting activity and consequent uncertainty as to the future, the first half of the year showed progress in keeping with similar activity in other metals. Demand for scrap increased and various lead-bearing materials found their way to plants producing secondary lead. Some of these materials introduced complications into normal smelting procedure and were the cause of many conferences among plant officials attempting to find the most satisfactory method of treatment. If a blast furnace is to do itself justice it must be run with an open charge. Troubles inevitably result when materials are added to a charge which tighten it up and pre- vent free burning of the coke and con- sequent rapid smelting with a clean hearth This fact has long been recognized by plants producing primary lead, but only recently only it received the attention it deserves.

THE matter that I have on my mind this evening is engineering's need of an open forum. Our fathers of three centuries ago were pro-testanta for freedom of speech and thought in matters religious; later, our fathers were revolutionists for freedom of speech in matters political; until today freedom of speech has become so universal throughout the land that even in the sanctuary of our homes, at times, we have to turn off the loud-speaker. Talk is not always a condition of progress, but light is everywhere necessary to growth, whether the growing thing is a blade of grass, a baby chick, or a young idea, and we must regret anything that tends to shut out the light from the operations of business and industry. Of course, I realize there is little that is novel in what I am saying. Indeed, I have found that Dr. James Douglas-a name we love to honor in our Institute-as long ago as 1907, gave an address at the Toronto meeting that any of us would be proud to be author of twenty-one years after. Dr. Douglas at that time spoke on secrecy in the arts and the text then taken by this leader in metallurgical technique and in the constructive management of big business was "the dangerous temptation to adopt secretive methods by very large corporations." In both thought and language Dr. Douglas was direct and vigorous and he needs no internreter. He advocated the wide open door for ideas on two counts: advancement of technical knowledge and education of public opinion. A few sentences will serve not only to prove the vision of James Douglas, but also, I hope, tempt you to hunt up his address in the Institute's TRANSACTIONS, and thus get his whole thought first hand.

Several of the current concepts of brittle fracture involve consideration of the existence of defects or flaws. Griffith 1 observed that the tensile strength of brittle materials was several orders of magnitude less than might be expected from the calculated strength of the molecular bonds. He was able to show that the stress concentration at the tip of an elliptical crack is sufficient to raise the local stress level many fold. He therefore proposed that real materials do contain such stress risers in the form of minute cracks and that this accounts for the rather large difference between theoretical and actual strengths of brittle materials. The degree of stress magnification depends to a great extent upon the orientation of the crack with respect to the general stress system, and to the general geometry of the crack.

Most of today's open pits take the form of conical-shaped excavations in the relatively flat or undulating terrain surrounding them. Ore is usually hauled uphill from the pit bottom by truck, rail, or skip to crushing, beneficiation, railroad loading, and stockpiling facilities near the edge of the pit. There are, however, a few orebodies whose locations in mountainous terrain causes special problems that generate different technical solutions. LAMCO's 10.5 million metric tons per year high-grade iron mine in the Nimba Range in tropical Liberia is probably one of the most extreme of these exceptions (Fig. 1). At Nimba there is a 2,000-ft difference in elevation between the upper- most levels of the orebodies and the start of the railroad below at the foot of the mountain. Haulage to the crusher is usually downhill at grades of up to 12% dictated by the topography of the rugged terrain. Ore is transported from the crusher down the mountainside by a conveyor sys- tem 10,096 ft long, whose average grade is 18%. The belt is braked by asynchronous generators, feeding power into the local network. The original crusher must be relocated at a lower elevation outside the final pit limit to allow that part of the mountain on which it now stands to be excavated. HISTORY The LAMCO Joint Venture is owned 75% by the Liberian-American- Swedish Minerals Co. (LAMCO) and 25% by Bethlehem Steel Corp. LAMCO is comprised of a 50% interest by the Liberian Government and 50% interest by Liberian Iron Ore Ltd (Fig. 2). This joint venture was launched to develop the high-grade iron ore deposits of the Nimba Range.

F many years it has been suspected that a correlation existed between pits produced by etching and the density of dislocations in crystals. In 1953, the interest in this correlation was greatly stimulated when Vogel et al' demonstrated a 1:l correlation between etch pits and dislocations in low angle grain boundaries of germanium. About two years ago, the author began attempts to produce etch pits at dislocation sites in zinc mono-crystals. These attempts met with success a year or so ago,' and since that time a survey has been made of the etch pit patterns that are associated with various modes of deformation in zinc monocrystals. Unfortunately, the etching technique that will be described is too delicate for use as an accurate quantitative tool. Nevertheless, it has been of considerable assistance in clarifying the structure of plastically deformed crystals. Technique Many attempts were made to produce etch pits in high purity zinc crystals. It was found that several techniques would produce surface grooves at grain boundaries that had misorientation angles greater than about l°, but no technique was successful for boundaries with smaller angles. Among the things that were tried were: electrolytic CrO, (both etching and polishing concentrations), HNO, in various water and alcohol solutions, dilute HC1, many 0-0,-Na,SO, solutions, Cr0,-HC1 solutions, picral, electrolytic Na,S,O,, and electrolytic NaOH and KOH. A few attempts to use cathodic sputtering and thermal etching were also made.

IN THE operation of oil properties there are various difficulties with pumping wells which can often be overcome or greatly lessened if sufficient attention is, directed towards pump and tubing problems. The difficulties referred to are the wearing out of pumps, sanding up of pumps, and the sanding up of the hole. As the perforations in the oil strings are large and the oil and sand loose and unconsolidated considerable trouble is often encountered in pumping wells due to the ease with which' the sand can come into the holes. DETERMINING FLUID LEVEL In determining the proper depth at which to tube a well it is essential to first find out something about the behavior of the fluid in 'the hole: Facts in regard to this natter can be obtained by finding the fluid level on pulling the tubing, by making a pumping test on the well tubed to various depths, and by bailing tests during cleaning out work. In ordinary oil field operations it is customary to take the fluid level at the time of pulling the tubing. This 'can only be done when the pump is not sanded up. Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

TITANIUM is estimated to be the ninth most plentiful element, ranking after iron, aluminum, and magnesium, and ahead of copper, lead, and zinc. Vast quantities of titanium are widespread throughout the world in ore deposits and beach sands. Before the war, processing plants were operated in England, France, Italy, Czechoslovakia, Norway, Russia, Australia, United States, and Japan. In spite of its widespread occurrence, however, the U. S. Department of Justice has held the titanium industry to be a world monopoly and action was taken in the Federal court during the summer of 1945 to enjoin international patent and marketing agreements and to restore free competition. Possibly the rather surprising lack of public familiarity with this industry of international importance arises from its astonishingly rapid development and growth in the strong hands of some of the greatest chemical companies in the world, including the important foreign companies, Imperial Chemical Industries (British), Montecatini (Italian), I. G. Farben (German), and Titan Kogko Kabushiki Kaisha (Japanese). The rapid growth of the titanium industry in the United States is indicated by a tenfold increase of ore imports in the 1930 to 1940 decade before the war began to affect shipments from overseas. The fact that the industry formerly derived practically all ore for chemical processing in American plants from foreign sources probably also accounts for lack of general public knowledge of titanium. In 1939, to meet the requirements of increasing demand for the white pigment. titanium dioxide, more than 250,000 tons of titanium concentrates moved to this country, principally from the Travancore coast of India where the ilmenite concentrate from the beach sand runs as high as 60 per cent in titanium dioxide. Global warfare put a stop to shipping and thus gave rise to the development of titanium mining on a substantial scale in the United States during 1941.

Important economic planning by industries, companies, financial firms and governments is predicated on estimates of future growth potential. Prior to the passage of the Taconite Amendment by the people of the State in November 1964, various admittedly conservative forecasts were made of the future of Minnesota's iron ore industry. Since that date, 3 new taconite plants are under construction, 2 are being expanded, one has just gone "on stream," and a seventh is in the design stage. These plants have a total capacity of about 35 million tons of pellets annually. The pessimism of 1964 today is being replaced by unbounded optimism. In the light of such recent developments, it becomes essential to update forecasts related to production, employment and capital investments. New projections show 50 to 58 million tons of pellet production from Minnesota by 1975. This tonnage, together with some 6 to 8 million of natural ores, should provide an annual full-time employment of 15,000 by the mining companies, plus 700 in related railroad and power producing activities and 1000 in plant construction. Total capital investment in new plants should reach $1.5 billion by 1975 and $2 billion by 1990. These current estimates indicate that the conservative goals as set in 1964 for the year 1990 should actually be achieved by 1975 or 1980. BACKGROUND Various forecasts1,2,3 have been made of the future consumption and production of iron ores within the United States. The most recent of these is by Harrison,1 delivered at the American Mining Congress meeting in Las Vegas in October. His estimates reflect the latest iron ore developments on a world wide front as well as the accelerating trend toward pellets. Minnesota's Natural Resources council prepared a detailed report in 1964 outlining the various factors that affect the future of Minnesota's iron ore industry. Much has been written on this great engineering work, principally from the civil engineer's stand-point. In presenting the subject to the Institute, it seems necessary to include something of geology as well as engineering. In this case, it is particularly the glacial and post-glacial periods with which we are concerned; for it has been clearly proved that the canal recently excavated has not for the first time opened the Des Plaines valley for drainage away from Lake Michigan, and that this valley, as well as the site of this city, is very closely connected with the processes and effects of the ice period. We have simply renewed a channel and a drainage direction which formerly existed. As the days of deep water-ways for commercial purposes are fast approaching, engineers may find the consideration of ancient topography and geologic changes highly useful.
