E. H. DENNY (United States Bureau of Mines, Denver, Colorado) In the absence of Mr. Harrington it is my privilege to read his paper, which is in his usual, forcible and sincere style, and it is within the province of this Institute, certainly, to go into it as it concerns safety and efficiency in mining. He brings out some points in his paper that, I think, are well worth the consideration of the Institute. The figures he uses were compiled by Mr. Adams, of the Bureau, and cover a five-year period. However, examination of similar Bureau figures for a ten-year period, or any other long period on other bases brings out similar results. The figures in this paper have been based on the million hours of exposure of accidents, and the figures based on three hundred working-man-day basis, or on tonnage, brings out similar results. This paper is entitled "Accident Record in Western Mines," and it is, in a way, an amplification of Mr. Harrington's letter which was read at the Glenwood Springs Meeting.

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. MR. CHAIRMAN AND GENTLEMEN: To be invited to address the members of The Rocky Mountain Coal Mining Institute on a particular subject is an honor I sincerely appreciate. The subject of this paper is, ?The Advantages of Having Such Men as the Fireboss Under State, Rather Than Corporation Jurisdiction." On the fireboss, primarily, depends the safety of the mine. When all the rest of the mine workers are still comfortably sleeping in the wee small hours of the morning the fireboss steals noiselessly away, from his bed to take up his daily task, a tour of inspection. He enters the mine, he inspects alone they workings that will be filled with men whose safety is in his keeping. Loyal to his fellow men and responsibilities of his position; he seeks for danger in every place, on every road and travelingway; going over caves, through dangerous places where none of the others are expected or allowed to go alone. How many of us give a thought to these dangers and the faithful work that this guardian performs for our safety. After the fireboss has made this round of inspection, he reports all the dangerous places to the foreman and enters them in the book; he is supposed to have performed his duties; he has no authority to enforce his recommendations. He has found a number of rooms that have not been timebered as they should be for the safety of the digger; he has told the diggers to they timber, up better for their own safety; he has kicked to the foreman about these same places. These conditions. continue until there is an accident. The fireboss reports, broken crossbars or bad roof on a roadway or some other danger to the foreman, but the foreman does not have it fixed, making, excuses, as he cannot put any one on that work today; or that it will stand until some idle day, and that is the way things go until the fireboss gets so he wonders what good he really is, is it any wonder it is hard to get good men to take this position of fireboss? The remainder of the shift the fireboss is used as a general roust-about, having to do such, work as building stoppings, help the timberman or track layers, pull rails out of danger in pillars, a trapper is off and he is told to trap that day, when the mine is idle he is laid off to cut expenses. That is the way the fireboss is treated. The fireboss is not merely a merely a necessity to be lightly regarded but a factor whose authority should be unquestioned. The fireboss has made his district and knows just what conditions the workings are in, and sees lots of dangers that the foreman does not. In the morn-

The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

forated, allowing the completion of the removal of wash water. When discharged into the washed nut bin, the coal is moist but carries so little water as to not be objectionable to the trade, nor to give any difficulty from freezing during the coldest weather. The rock and bone from the primary jigs is elevated to a 15-ton bin by means of a single strand scraper conveyor 40 feet center to center operating on a 45 degree incline, carrying 12" x 5" scrapers every two feet. This conveyor travels at a speed of 100 feet per minute and has a capacity of 17 tons per hour. From this bin, this material falls into the third or rewash jig similar in all respects to the first two, which discharges the rock waste directly into a 15-ton refuse bin below and the bone into a short dewatering conveyor which delivers into a similar 15-ton bin from which the bone is taken to the powerhouse. The oversize and water from the shaker screen, the water from the dewatering conveyor for both the washed nut and bone, and the sludge and wash water from the three jigs, are delivered by launders to the first compartment of a three-compartment settling tank. Most of the coarser broken coal is deposited in this tank, from which is it continually removed by a bucket elevator carrying 8" x 5" perforated buckets operated on a 60 degree incline at 200 feet per minute, capable of delivering 25 tons per hour to the 50-ton washed coarse slack bin. The water passes successively through the three compartments of the settling tank and from thence through a six-inch pipe to a centrifugal pump, circulating 900 gallons per minute against a 32-foot head. A four-mesh screen 30" x 72" in the third compartment of the settling tank removes the chips of wood, paper, and the other trash, which otherwise would accumulate in the water. Water is provided from the camp water system, deriving water from the well located in an arroyo bed. During the summer months just passed, the water used, has been 108 gallons per ton of raw nut, or 146 gallons per ton of washed nut. The water meter had not been installed last winter, but it is estimated that operating at capacity, the washery will be found to require only about 75 to 100 gallons per ton of raw nut. It has not been found necessary, nor advisable, to attempt to dry the sludge from the settling tank, nor to save the water from leakage of the tanks and bins. The sludge from the jigs is washed into the settling tank and the sludge from the settling tank is washed through a tile drain to the arroyo. The jigs, shaker screen, circulating pump, washed slack elevator, and the rock handling conveyor, are all driven from line shafts driven by one 40 H. P. motor, each jig driven through a clutch. The belt conveyor and the washed nut conveyor, have separate motor drives of five and seven and a half H. P. respectively. The washer is housed in a corrugated iron building, which is partially heated by steam coils. One attendant is required for operation, regulating the feed of the jigs, the supply of water, removal of the rock, and oiling and maintaining the machinery. The rewash jig is operated only intermittently. About eleven per cent by weight of raw nut is removed as waste and four per cent goes to the washed slack bin. No control analyses of the products have been made; the efficiency of the plant being determined only by the physical appearance of the products; but the washery has been a source of pride and satisfaction to all those connected with it. As mentioned before, it has caused no interruption of operation and it has assisted materially in creating an unprecedented demand for ALAMO nut. MR. MR. LITTLEJOHN: Have you any maximum length that you make your dust barriers? What I mean by that is, your entries are 10 feet wide, and I believe if I remember right, in your single track entries you had only one dust barrier to cover the full width of the. entry in your double track entries, I believe you had two-I would like to know, have you any maximum length you make these barriers? MR. CHAS. LEGER, ROYAL FUEL CO., UTAH: It is stated that they shouldn't be over 8 feet long to obtain sensitiveness. If they make them over 8 feet they are not as sensitive as they should be. They should be made short for two reasons in order to keep the sagging out and to make them as sensitive as possible. MR. DAN HARRINGTON, U. S. BUREAU OF MINES: I didn't come here to enter into any extended discussion on rock dusting or to discuss in particular the situation at Dawson. At the February meeting at Denver, we made a complete study of this matter. Since that time a report was completed and reported to the Phelps-Dodge Corporation and Mr. Moorhead probably has a copy of it, which can give you more complete information as to what we found. We found that with the adobe dusting that they have done, they had six miles of entry pretty thoroughly dusted and of all the samples we took, at least 95 percent of them showed that not only the floor but the ribs and roof were in such a condition that an explosion could not originate in any part of this entry. In other words, this entry as it was dusted was absolutely protected from ignition and propagation. The adobe they used was of material that was non-combustible. In most instances there was not more than 3 per cent of moisture in it.

The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. They were: BHP La Plata Mine NM Capt. Jonathon Sorrell BHP Navajo Mine NM Capt. Ron Miller BHP San Juan Mine NM Capt. Albert Nelson Bridger Coal Company WY Capt. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

Mrs. Kuhlmann is President of Citizens for Total Energy, an International volunteer grassroots organization with the purpose of educating the public on energy alternatives. CITE strongly advocates responsible citizen participation in the establishment of energy policy.

A great many questions were asked Mr. Bright, and Mr. Bright's opinion was given on a number of subjects. He spoke at length on spring suspension of locomotives, bringing out the necessity for better spring suspension due to heavier weights and higher speeds now developed. The subject of dynamic braking was brought up, and the opinion of the engineers present was that dynamic braking was not a desirable feature except where heavy, long, adverse grade is encountered. Mr. Goddard and Mr. Bright had a spirited discussion regarding ball bearings, bringing out the opinion of the meeting that ball bearings in motors are preferable to sleeve bearings, and the few failures so far encountered are due to improper application or insufficient size of bearing. Mr. Shubart brought up the question of locomotive speed, mentioning some high speed work on main haulage, also an interesting experiment in a large Eastern mine where very slow speed, 3 1/2 miles per hour, gathering locomotives were substituted for the high speed gathering locomotives with an increase in cars gathered and a material decrease in derailment and accident. Mr. Bright mentioned the improvement in gathering reels, and Mr. Shubart mentioned the safety in the use of the concentric cable in direct current, using the outer wire as the ground wire, so that in case of accident to the cable, the ground wire acted as a protector to the live wire, materially decreasing the danger of sparking. Mr. H. I. Smith of the Bureau of Mines brought up the question of explosion proof construction, and Mr.. Bright and. Mr. Shubart explained the construction adopted by two of the larger manufacturers. Experiment has shown that the force of explosion in motors due to gas does not exceed 150 pounds per square inch. All forms of screen or baffles have proven an actual source of danger, due to the collection of dust, usually soaked in oil, forming an active means of propagating flame, together with the fact that all these appendages are frequently left off when the motors are repaired. Modern construction eliminates all openings, screens, devices for stopping or extinguishing flame. The motor is made entirely enclosed, practically air tight, all joints are ground and all openings necessary for access and attention are closed by bolted plates. The case is made stout enough to withstand any interior explosions, and ample ribbing is provided for heat dissipation. Mr. Bright was asked regarding the use of contactor control. He replied that his company is now recommending contactor controls for series and parallel starting on all locomotives of 13 tons and over, and particularly on the tandem units that are now becoming popular in coal mining work. Twentymile Coal Company?s first longwall face in the late 1980?s was oriented approximately 45 degrees to the major coal cleats and 45 degrees to the primary horizontal stresses. This combination of stress and coal cleating resulted in frequent violent bursts of coal along the longwall face. The bursts created particles of sufficient size and force with the potential of causing injury to employees and occasional damage to shield components. Partial web cutting was subsequently developed in an attempt to relieve the stress on the coal face and required the shearing machine to travel to the tailgate and back for a full 36 inch web. The partial web cutting pattern is focused on first cutting the lower 90% of the seam to relieve the stress as the shearer travels from the headgate to the tailgate. The web depth during the headgate to tailgate pass is typically in the range of 70% to 80% and varies with conditions to maximize production rates. The top and bottom of the seam in the remaining 20 to 30% of the web are then cut out to allow the shields and face conveyor to advance. 100% of the web is cut at each gate end for a distance of approximately 19 shields. This paper addresses some general mine geology and the procedures and benefits of partial web cutting with respect to safety, production and maintenance on a high production longwall face.

The problem of converting our raw coal, and especially those coals that are not suited for long storage, in other words soft, into a fuel which would be at once clean; of a high B. t, u. content and low ash, is one that has occupied the minds of many able chemical engineers and hydrocarbon technologists during the past few years. Low temperature carbonization is the present outcome of this line of research, and many methods have been evolved of recent years to turn out a serviceable, useful fuel, and at the same time, save the by-products. As most of the research and data within my experience and knowledge pertains to lignite or sub-bituminous coals, I will confine my remarks to coals of that character and grade: I might say that Colorado coals, commonly called lignite, are not in reality true lignite, but are sub-bituminous, although I have in my possession an analysis of a Colorado coal which shows a moisture of 17 per cent, volatile 31.5 per cent, fixed carbon 28.8 per cent, and an ash of 22.7 per cent, and B. t. u. less than 8,000. Even this, though useless for domestic or indeed industrial purposes, could not be classified as true lignite. However, for the purposes of this paper I will refer to these coals as lignite. Two thousand pounds, or one ton, of raw lignite carries about 20 per cent moisture. This, of course, varies in some coals, but is, I believe, a fair average. For carbonization purposes this is usually dried to a 5 per cent moisture, therefore leaving but 1,700 pounds of coal to be placed in the retort. From present knowledge, and with the average process of carbonization, 70 per cent of this coal will come out carbonized, or 1,190 pounds, to which is added about 10 per cent pitch, which is fried out as the coal passes through the retort, and which is used as a binder, making a total of 1,360 pounds of coke or carbonized coal. This is usually in appearance a dark colored, rather porous coke of about the size of pea coal. It burns without smoke and have a very high B. t. u. content. According to most authorities on this subject, carbon, hydrogen, oxygen, nitrogen, sulphur and ash constitute the only elements on which carbonization value of a coal depends, and of these hydrogen is the most important. It is claimed the value of a coal for carbonization purposes may be roughly surmised from the hydrogen content. If this is promising, that is, showing an available hydrogen content of from 3 to 5 per cent, the coal should be given a careful ultimate analysis. Should the seam, as often happens in lignite coals, show varying bands of coal of different structure or appearance, samples should be taken from each band as well as a gross sample taken down the face of the seam in the usual way. This is in order to determine what part of the seam is most promising for by-product processes. A seam showing a high nitrogen content adds to the attractiveness of the coal in carbonizing as; if available nitrogen is 2 per cent or better, it should give a very high ammonia yield.

MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

George B. Brennan, Secretary-Treasurer, Imperial. Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

Our next speaker this afternoon is a good friend of mine of some years. I must introduce him by way of a little story. Now Harris Sherman, many of you know because he was really in charge of everything to do with the mining industry in the State of Colorado for a good many years. Some of you may know that before he became part of Governor, Lamm's first cabinet as Director of Department of Natural Resources, he was an attorney for the Environmental Defense Fund and that caused me considerable panic as I think it might have caused some of you. I have observed Hams from the time he stepped into that office until he retired from that office to go into private practice as the senior partner of Arnold & Porter's Denver office, one of the , nation's most prestigious law firms. Hams is a Colorado native. He's lived here all of his life. He's a graduate of Columbia Law School for his law degree and a graduate of Colorado College down at the Springs for his BA. He has served in state government, but I thought it might be appropriate, since he is no longer in state government, if we used Harris, today, to tell us from a former state official's perspective what the image is of the coal industry from the seat he held in Governor Lamm's cabinet for a good many years.
