In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

A wide range of models are available to computer process simulators that require a large number of parameters which often are physical measurements, coefficients, calibration factors and functional forms. This makes it intuitively difficult in the majority of cases, to tune the parameters in order to simulate a circuit in agreement with experimental results. Unit calibrators operating on the principle of least squares minimisation of the difference between predicted and observed plant data, are relatively successful when the parameters are unconstrained and independent of each other. In the case of constrained parameters, a set of carefully chosen transforms is presented which map the unconstrained variables being minimised into the constrained parameters required for the model. This technique has been used successfully with the Powell minimisation algorithm and it may also be applied to other unconstrained minimisation methods. Necessary model characteristics are discussed to enable these transforms to be applied to interdependent model parameters such as points of a graph. Examples of the calibration of several unit models using these transforms are presented. KEYWORDS: Calibration, optimisation, transforms, process simulation.

In 2004, the Western Australian Department of Industry and ResourcesÆ Burrup Rock Art Management Committee commissioned a number of independent scientific studies to evaluate the condition of rock art in the Burrup Peninsula near Karratha (Western Australia). These studies are evaluating the physico-chemical aspects of the effect of environmental modification on the visible appearance of the rock art. Because of the cultural significance of the sites, the research approach has been to employ non-destructive testing strategies and work in the field has progressed with respect for the importance of the area. This paper only reports the spectral mineralogy monitoring at each of the sites to evaluate whether changes in mineralogy are observed on rock surfaces. Reflectance spectroscopy is a non-destructive, in situ materials characterisation technique that provides information about the mineralogy. The minerals detected include haematite, kaolinite, chlorite, goethite, gibbsite and manganese oxides. Current results indicate that the surface mineralogy of the rock art has not changed in the last four years.

The Kanowna Belle gold mine in Western Australia has reached a depth of 1000 m on the way to 1300 m. A feasibility study undertaken in 2006 identified the mining of E-Block as both technically and commercially feasible. One of the major risks identified in the study was the ventilation capacity, as the existing primary ventilation system would not support the production schedule for mining and a major system upgrade would be required. Failure to provide the necessary airflow would put the project at risk. A review of the airflow requirements and infrastructure options detailed in the feasibility study was undertaken to ensure that the assumptions and design were optimised. This review recommended a minimum airflow of 206 m3/s, but by acknowledging the necessary constraints imposed by mining at depth and re-engineering the mine layout to optimise the primary ventilation circuit, this requirement was reduced to 160 m3/s. This represents a 22 per cent reduction in airflow and a reduction in capital cost that will see mining at depth become economically feasible at Kanowna Belle. This paper discusses the processes that led to a redesign of the mining layout and highlights the importance of including the ventilation network in the optimisation process.

The Luzon arc extends for about 900 km from Taiwan to the island of Mindoro (central Philippines); in this area late Tertiary to Recent volcanism is considered to be the result of eastward subduction along the Manila Trench. The arc is composed of five segments, all of which have individual characteristics with respect to tectonic setting and magma chemistry (Defant et al., 1989). From the north to the south these are (Fig. 1): (1) the eastern Coast Ranges of Taiwan and the islands Lan-Hsu and Lu-Tao (Taiwan Segment), (2) the islands off the north coast of Luzon (Babuyan Segment), (3) the Northern Luzon Segment, (4) the Bataan Segment, and (5) the Mindoro Segment. Defant et al. (1988) suggest that the Bataan and Mindoro segments of the arc, both of which are characterized by different isotopic compositions and levels of large ion lithophile element (LILE) enrichment in the lavas, are separated by a 'pull-apart' zone, the Macolod Corridor.We are currently studying the mineralogy and petrochemistry of Late-Miocene to Pliocene volcanism in the Northern Luzon Segment (NLS), which comprises the geographic area of the Cordillera Central. This area has so far received limited attention, inspite of its wealth of porphyry copper, skarn and epithermal gold deposits. In this contribution we report the first results of our study of igneous rocks from the Mankayan Mineral District (MMD) which is located in the centre of the arc segment under consideration.

This paper focuses on the impact of high pulp temperature on sphalerite flotation after the zinc regrind circuit in the Zinc Plant of Somincor, owned and operated by Lundin Mining Corporation. In the zinc circuit, the zinc rougher concentrate is reground with forged steel media before flotation with one stage of roughing and scavenging, and three stages of cleaning to obtain a zinc final concentrate (zinc grade >50 per cent). After regrinding, sphalerite flotation has been found to be seriously affected by high pulp temperature which may occur during the summer months. Mineral recoveries were found to be seriously reduced at pulp temperatures above 60¦C. At this high pulp temperature, neither elevated copper sulfate concentration nor a decreased pH alone appreciably increased Zn recovery. However, a combination of these two (eg a decrease in pH from 11.5 to 10.8, and an increase in copper sulfate dosage from 400 g/t to 800 g/t) was found to reduce Zn depression at high pulp temperature. At pulp temperatures below 45¦C, the negative influence of pulp temperature on mineral recoveries was minimal. A systematic series of flotation tests and solution/surface analyses were performed to reveal causes for poor sphalerite flotation at high pulp temperature after regrinding. The decrease in mineral recovery was shown to be associated with variations in the surface species on mineral particles in response to the increased pulp temperature. These variations in the surface species include collector desorption and superficial oxidation to form lead/zinc oxide/hydroxides on mineral particles. The influence of the type of regrinding media on sphalerite flotation at high pulp temperature was also addressed in this work.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. Iron ore in the Pilbara Region of Western Australia varies in composition giving iron ore a range of densities. An accurate density figure of the material leads to accurate calculations of production throughput. Density studies of two separate iron ore mines were conducted in the Pilbara. Procedures and results are reported here.The Pilbara Region of Western Australia has a number of iron ore operations. Two mines have conducted density studies of their materials. The purpose for the studies was to determine an accurate in situ bulk density that could be applied to volume and tonnage calculations of the operation. It was identified that density was one culprit causing calculation variations. Density is an important figure used to estimate ore reserves, equipment requirements, production rates and indirectly costs and sales revenue. One study was conducted at Rio TintoÆs Robe River Mine based near the town of Pannawonica. Its Mesa J orebody is currently being mined and is a low-grade deposit of goethite and hematite (Burnham, 2003). A separate study was conducted at BHP BillitonÆs Yarrie Mine situated north of Newman and east of Pardoo. Its orebody consists of high grade formed by a supergene enrichment of cherty material and a burial metamorphism to produce hematite (Richardson, 2002). The method used to determine density was by large-scale samples using the pre-mining in situ volume of the material and the weight in tonnes after mining.

This paper describes modelling studies of the flotation cells used by BHP Billiton Nickel West Ltd in the slimes circuit at Mt Keith. The aim is to achieve a better understanding of the hydrodynamic limitations in the existing cells to improve nickel recovery. Computational fluid dynamics (CFD) simulations have been performed on the 100 m3 mechanically-stirred cells. The data produced by the simulations include velocity vectors, gas holdup distribution, solids distribution, bubble size, superficial gas velocity and turbulent parameters. These results have been checked and found to match hydrodynamic measurements at the plant. An analysis of the data found that one of the limitations in fine particle recovery was related to the air bubbles discharged with the tailing. The air in the discharge was caused by the high viscosity of the pulp. In the presence of fine particles, the pulp exhibits high viscosity with a yield stress. The increased drag due to high viscosity caused the bubbles to rise more slowly up the cell. This results in a significant hold-up of bubbles, some of which report to the tailing with associated loss of valuable minerals. A parametric CFD study of the operating variables shows that less air would be discharged in the tailing by decreasing the following: air flow rate,pulp density,stirring speed, andfrother addition. Simulation results indicate that these changes would cause a lowering of the air hold up in the cell especially near the discharge area. Predictions of the bubble-particle attachment rates under various operating conditions have also been calculated. Although it is possible to increase attachment rates by increasing stirring speed or by increasing pulp density, the amount of air discharged and the amount of nickel loss through the tailing will also increase. The project showed that CFD modelling is a powerful tool for studying hydrodynamic effects of bubble-particle interactions in flotation cells.

Geographical and climatic conditions applying to the Agnew mining operation are described. Underground mine development remains as one of the most important factors in cost effective mining. Various forms of continuous development have been proposed with some of the earliest conceived centuries ago.The bore, fire and muck approach remains, in the late 20th century, as the predominant method of underground development, despite intense efforts over the past decade or so to develop other systems.Following a comprehensive analysis of development in the Australian mining industry, the reasons why the traditional development cycle has remained unchanged are identified and potential directions for the future are suggested.

In 1975 the US Bureau of Mines (BOM) under contract with the Bureau of Indian Affairs (BIA), began a systematic mineral resource evaluation of Indian reservations in the United States. The purpose of the BIA/BOM program was to stimulate economic development on Indian lands through exploration and mining ventures with the mining industry. Since that time, 109 phase I reports (literature studies) and nearly 45 phase II and phase III (field studies) reports have been written by the BOM. The various tribes in conjunction with the BIA have access to these reports for decision making regarding mineral resource development.

Surface geological observations are predominantly two-dimensional but can be expanded into three dimensions using geophysical techniques. These techniques have proved succ- essful in the past and will be utilised more frequently in future mineral exploration. Geophysical training establishments must recog- nize future requirements and teach geophysics as part of a broad earth science course as well as a specialised geophysical course. Central- isation of teaching skills, the use of high- technology in the classroom, and greater interaction between academic and industry staff are recommended as a means of ensuring a vibrant geophysical training base in Australia, for the geophysicist of the future.
