The application of conventional dust control systems in British Coal mines has considerably reduced the incidence of pneumoconiosis. A number of new techniques have been developed involving extraction close to the cutting heads of mining machines which will be capable of controlling airborne dust with the greater intensity of production necessary in the present economic climate.

This opportunity to present a few thoughts on the question of professional education and training comes at a most appropriate time. In Britain, a great deal of energy is being expended in this, so-called, post-Finniston era, to create a new look for the status of engineers and engineering by the Engineering Council. Naturally, the tune and the tempo are being called by the big institutions which essentially serve the manufacturing industries. However, the Engineering Council in Great Britain also includes the mining and processing institutions such as the Institution of Mining and Metallurgy (IMM) and so there is a chance - if it is taken - for us to contribute to the debate and the determinations that emanate from it. The IMM, of course, caters for the professional status of those engaged in the mining and minerals industries and includes many who do not see themselves as engineers. Nevertheless, the debate is important to these other groups whose livelihood is inextricably bound up with those who are engineers and there are many facets of the engineering policies being shaped that will, I am sure, eventually be enshrined in the requirements for professional status across all the various disciplines in our industry.

Australia has a long and successful record in mineral processing technology extending over 100 years. This has included the development of new processes and equipment and new analytical techniques. These developments have added greatly to the efficiency of mineral processing and thereby to Australia's national wealth. Demands on mineral processing engineers in the future show no signs of diminishing, in fact they will increase considerably as more difficult areas must be treated and the requirements for quality control become more stringent. These demands must be met successfully since mineral processing must continue to be one of the most important technologies in Australia's economic future.

In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

In the mining and minerals industry, development, introduction and construction of new plant designs, to meet sustainability objectives, face a series of major hurdles. Typical are the long investment cycle times, the designer does not normally control the spending (the owner does), and the industry is inherently technologically conservative or risk adverse while accepting the often more significant geological, market and political risks.æSustainable Plant DesignÆ is an approach to plant and facility design that drives the necessary culture change and acceptance by minimising technical risk and maximising potential returns. The approach forces consideration of sustainability objectives and risks early in the project, where cost saving and efficiency improving opportunities can be maximised.In Hatch, we are using three proven tools under the ærisk managementÆ umbrella to drive sustainable development principles into our projects:Sustainable Plant Design, FutureWatchTM Reviews, and Clean Plant DesignTM . These proactive practical, not theoretical, techniques for driving change from within and reducing whole of life cycle costs will be discussed and illustrated with case studies.

The Dampier Port Upgrade Project (DPU) involves an upgrade to Hamersley IronÆs Parker Point iron ore port facility at Dampier, Western Australia. The $US700 million DPU Project will increase Hamersley IronÆs shipping capacity at Dampier from 72 million tonnes per annum (Mtpa) to 116 Mtpa. The DPU Project comprises a new car dumper facility and rail spur, an upgrade to the existing stockyard and conveying system, a new screen-house and a 450 m wharf extension with two new shipping berths and a new ship-loader. This paper discusses the innovative design and construction of the new car dumper facility, which is capable of automatically unloading 240 car iron ore trains at a rate of 10 000 t/h. The facility design is unique compared to more conventional designs currently in operation, and greatly improves operation and maintenance functions.

Contract mining is now makes a major contribution to the opencui coal industry in Queensland and New South Wales with Thiess alone producing over 16 million tonnes per annum with safety performances that most coal companies would be proud of. Contract mining is now attracting interest in the underground coal sector.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. The lignite deposits of Southland and Central Otago are a potentially significant energy resource for New Zealand. Current estimates put the technically mineable lignite reserves at 5.3 billion tonnes, which is more than ten times the energy content of the Maui gas field. Thus, the strategic importance of the lignite as a basis for maintaining current levels of self-sufficiency in transport fuels, or as a possible feedstock for electricity generation, deserves full investigation. The full extent of the lignite deposits was only recently established as the result of a scout drilling programme undertaken between 1976 and 1979 by the Mines Division of the Ministry of Energy, and from companion studies conducted by the New Zealand Geological Survey. These discoveries of large quantities of lignite coupled, at the time, with rising oil prices, raised the prospect of their development for production of transport fuels.

Australia has been slow in adopting the use of underground space as a part of our urban planning process. Australia has one of the highest levels of tunnel advance per capita per annum in the world, yet the use of underground space in our cities appears difficult for our planners and politicians to comprehend, not withstanding the general availability of good quality rock and contractor expertise in Australia. However, the lack of space in our urban areas is being highlighted as our major cities expand outwards and people and businesses gravitate towards city centres. Typical potential underground space uses include car parking, self-storage and archiving facilities, water storage, underground quarrying, small industrial facilities and another layer of traffic (electric and fuel cell) and services network. Historically, blasting in high density population areas has resulted in blast vibrations and blast overpressures exceeding the limits, which in some case have been set extremely low in terms of peak particle velocity (PPV). This makes conventional blasting difficult, often requiring low charge weights per delay and associated small blast sizes and slow advance rates. However, the introduction of new technologies, such as computer aided drilling, electronic delays and low-energy explosives has made this task considerably easier. Although more expensive than conventional blasting, excavation by blasting using these products and technologies in relatively good quality ground is believed, in most cases, to be less than the cost of mechanical excavation. In this paper, the authors look at innovative trends in underground quarrying, underground commercial space and tunnelling and put forward their concept of future excavation demand, future product requirements and technical specifications to the drill and blast community.

Argyle Diamond Mines Pty. Limited (ADM), manager and operator of the Argyle Diamond Mines Joint Venture (ADMJV) will recruit approximately 400 employees during 1985 to operate the new large-scale, open-cut diamond mine and treatment plant being developed at Argyle, in the East Kimberley Region of Western Australia. These employees will live in Perth or environs and will commute to work at Argyle via chartered jet aircraft. On site, they will be accommodated in self-contained single person's quarters, with central messing and recreational facilities. Rostering systems have not been finalised, but it is likely employees will rotate through a cycle of 14 days at site and seven-days on leave in Perth. ADM spent three years evaluating residen- tial options before deciding to commute its workforce from Perth. Another 70 senior staff will reside in Kununurra (the nearest established town, 250 km from Argyle) and commute to the mine daily by air.

This paper will examine the prospects for Queensland's non-fuel mineral industries as we approach the 21st century. The opportunity for growth is unprecedented. Exploitation of recent discoveries, proposals and developments in downstream processing are predicted to contribute to a doubling of the State's mineral exports to around $10 billion by the year 2000. In 1995 - 96 the value of Queensland's mineral production was $6 billion, comprising $1892 million metallic minerals, $127 million non-metallic minerals and $4 025 million total fuel minerals. For many years Queensland has been among the world's major producers of copper, silver, lead, zinc, bauxite and mineral sands. Recently Queensland has become an important producer of magnesia. Queensland's ability to compete results from its location close to rapidly developing Asian markets, the diversity of its major minerals and an increasing ability to add value to the resources base using competitively priced energy. Northwest Queensland is one of the richest base metal provinces on earth following the recent discovery of five world-class orebodies. Of these deposits, Osborne (copper-gold) has commenced production and Cannington (silver-lead-zinc) and Ernest Henry (copper-gold) are scheduled to be developed by 1997. Century Zinc Limited and the Queensland Government are negotiating with native title claimants on the development of Century (zinc-lead-silver). Expansion is in progress at the Mount Isa copper mine (renamed the Enterprise) and copper smelter and a high analysis fertiliser project may be developed based on Phosphate Hill. Korea Zinc Company Limited has reached agreement to construct and operate a 350 000 Mtpa zinc smelter/refinery near Townsville. There are future expansion prospects for the vertically integrated major industrial mineral operations based on Weipa bauxite and Kunwarara magnesite. Upgrading of the Boyne Island aluminium smelter will require a doubling of alumina consumption. Downstream processing options for Kunwarara magnesite are being investigated and are expected to lead to increases in production and the manufacture of a range of value-added products. At the Yabulu refinery near Townsville, nickel and cobalt production using imported ore is to be increased and a commercial cobalt plant is to be built. Additional opportunities for further processing and manufacturing are associated with proposed new mines at Ely (bauxite), Skardon River (kaolin) and Goondicum (ilmenite). Recently discovered resources of zeolite and perlite also offer exciting development possibilities. Other manufacturing opportunities such as glass and ceramics based on local and plentiful clay and silica sand could replace imports. Silica sand at Cape Flattery is currently exported and production is expected to double.

The permitting of new mining projects has evolved into a highly complex process that must be carefully managed. Only by developing a thorough understanding of the issues involved and stakeholder interrelationships can successful strategies be developed that integrate the often competing demands of: ò regulatory requirements, ò commercial requirements, ò social/cultural needs, and ò technical issues. Properly implemented, this approach can result in: ò shortened approval timeframes, ò better project definition ò broad based community support, and ò favorably disposed government departments.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

The influence of the life of a mine extends beyond its immediate vicinity both in geographic and temporal terms. Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. The value from life-of-mine planning can also be viewed in a holistic frame across the entire value chain from mine to product user. This paper reviews the need for, and potential of, dry technologies in mineral processing, and considers the problems that will have to be solved for such technologies to be economic. The need for water in conventional mineral processing is reviewed, together with the advantages and disadvantages of operating wet and dry. A wide range of dry processing techniques have been developed in the past, some of which are in routine use either in mineral processing or in allied industries. However more information is needed to determine which of these is appropriate to replace conventional wet processing. It is concluded that a new paradigm is required for the design of processing flow sheets, which will need to extend to innovative ways of valuing particular process routes. Research is also required to develop current dry methods to increase throughput and overcome other disadvantages, and to develop new or refined dry separation methods, perhaps exploiting alternative mineral properties.

Process plants are characterised by variability of performance over a wide range of time-scales; reflected in fluctuations in metal recovery, concentrate grade, plant throughput and reagent costs. In turn, these fluctuations impact financial metrics such as operating costs and revenue. The primary cause of plant variability is variation in the physical, lithological and mineralogical characteristics of the ore fed to the plant. The variability of the ore is driven by the intrinsic heterogeneity of the geology and mineralogy of the orebody, the mining method and mine production plan, the capacity to stockpile and blend, as well as the plant flow sheet and the level of plant automation. Whilst the impact of ore variability on process plants is universally recognised, it is rarely quantified in financial terms. Consequently, opportunities to reduce its impact are often overlooked due to the lack of a basis for a quantifiable cost-benefit analysis to justify improvement initiatives. This paper will present case studies using production data from the Renison tin concentrator and a zinc concentrator. These case studies demonstrate that as the standard deviation of plant head grade increases (as a proxy for ore variability), plant metal recovery subsequently reduces. The metal recovery is then converted into plant revenue losses, to quantify the economic impact of ore variability. The Renison case study demonstrated that whilst a very rare occurrence, revenue losses were as high as 34 per cent (relative to the baseline) when standard deviation was at its highest. The zinc concentrator case study demonstrated that revenue losses were as high as 6 per cent (relative to the baseline) when standard deviation was at its highest. Options are available for reducing and managing ore variability in the process plant. These options include changing mining practices so that the ore is fed to the plant with less variability, more advanced process plant control systems and the use of predictive geometallurgical models.

Final landform planning in Deswik software was used to determine if integration into the mine plans could achieve better closure outcomes. Using the dump surface outputs from the Deswik Landform and Haulage Simulation (LHS) and the Reshape Landform tool, the project intended to:1.Review costs to achieve the final landform for several grade criteria scenarios;2.Quantify reshape volumes at several stages of the mines development with the objective to contribute to margin ranking inputs; and3.Identify rehabilitation cost reduction measures such as backfilling ramps and pits.CITATION:Neilsen, I, Walker, A and Hooper, A, 2018. How do you initiate closure planning for a mine site that is on the doorstep of a major community without generating the extremes of panic or complacency? That is the question that is faced by Australia's largest gold mine, the Kalgoorlie Consolidated Gold Mines (KCGM) Super Pit in Kalgoorlie-Boulder. KCGM's Community Relations Manager, Danielle van Kampen, will reveal the lengthy closure planning process that is in train to alert yet not alarm the community about the future of the Super Pit and to generate discussion on issues of importance. What will happen to the 'big hole' that generates both mining and tourism dollars for the City of Kalgoorlie-Boulder as its anticipated closure date of 2021 comes closer? How do you communicate a constantly evolving closure date? Although the process may generate more questions than answers, the project will be discussed at length and with the added benefit of independent community recent research in the form of the public 2009 Closure Consultation and the KCGM 2010 Social Impact Assessment.
