The use of a 35mm non-metric SLR camera and an analytical plotter to prepare close range photogrammetric (CRP) plans of a quarry and open pit mine face is described. The plans, at scales ranging from 1:5 -1:1 000, were used to measure the orientation of geological structures and failure surfaces in the exposed faces.Details are provided on the equipment used and the field techniques. The method:ò is quick and relatively cheap to perform,ò allows the accurate orientation of specific geological features to be determined,ò provides survey results of suitable accuracy that may be used for detailed geotechnical analyses of pit wall failures,ò shows great potential as a rapid and accurate technique for monitoring changes in pit wall profiles with time.

Degussa's PAL-system (peroxide assisted leach) has been proven to be more economical than the conventional cyanidation technique. Significant in- creases in the gold recovery have been reported, accompanied by savings in cyanide. Accelerated extraction kinetics and modified reagent demands necessitate a redesign of the conventional cyanidation plant. The South African Osprey Mine is presented as an example of a successful PAL-application. Based on the plant and laboratory data it is shown that the redesign of the flowsheet can be an important factor for the effectiveness of a metallurgical plant. In the case of the Osprey Mine, the PAL-technology all ows a modification of the current preoxidation-ClPcircuit to two separate CIL-plants to treat run-of-mine ore and old tailings dumps. A doubling of the throughput is possible without enlargement of the plant. This innovation in the field of gold extraction, the combination of the PAL-process with a redesign of the metallurgical plant, can be considered as a basis for a more profitable gold mine.

It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

FOR some years past it has been usual to specify high-grade copper for use for many purposes, but the practice of specifying zinc of a high degree of purity for certain purposes is of comparatively recent origin. It is a practice, however, which is extending ag the effect of the impurities in zinc on products manufactured therefrom becomes widely recognized.The notes hereunder are intended to briefly survey the principal uses to which high-gr.ade zinc is being put, and, wherever possible, to indicate the effect of the impurities normally present in the lower grades of zinc.In the United States zinc is graded into five divisions, known respectively as "High-grade" "Intermediate" "Brass Special" "Selected," and "Prime Western." The maximum amounts of impurities allowed in the various grades are indicated in Table I,which is compiled from data published by the American Society of Testing Materials:In addition, it is specified in an cases that the slabs shall be reasonably free from surface corrosion or adhering foreign matter. At the Cominco Ltd plant in Trail, British Columbia, the Betts lead electrorefining operation requires that antimony and arsenic be present in the lead bullion for anode slimes stability control. Until 1986 the antimony and arsenic inputs from concentrates to the Lead Smelter needed to be supplemented with high antimony and arsenic content recycles from the Silver Refinery operation to maintain a satisfactory composition. Subsequently the antimony and arsenic inputs have increased as a result of increasing levels of antimony in Sullivan lead concentrate and the purchase of larger quantities of silver/gold bearing concentrates that inherently have higher antimony and arsenic levels. The increase has exceeded the limits required by the Betts process. It therefore became necessary to install a partial softening process downstream of the Continuous Drossing Furnace to satisfactorily control the bullion composition. Process control and oxygen injection techniques used in the partial softening process are reviewed. Approximately 8 tonnes/day of softening slag are produced having a combined antimony and arsenic content of 25 percent. This slag is reduced in a recently commissioned short rotary furnace followed by vacuum distillation of the metal for recovery of the antimony and arsenic values.

The gas drainage characteristics of two seams, the Bowen at Bowen No. 2 Colliery, Collinsville, and the Gemini at Leichhardt Colliery, Blackwater, are assessed. Single borehole tests and drainage panels were studied by underground monitoring of pressures and gas flows. Permeability was found to be effected by cleat to an order of magnitude. Other structural features are shown to be important. In this context, the need for delineation of no-flow zone locations in boreholes is shown to be of great importance where in-seam pre-drainage is being used for outburst control. Water in the seams strongly influences permeability causing gas flows to fluctuate with time. Use is made of modified reservoir engineering techniques to analyse the drainage characteristics of seams.

A geostatistical study was made of diamond drill hole intersections within 18CC stope block at the C.S.A. Mine, Cobar, N.S.W. The stope block is located in 18CC orebody which is a massive sulphide - multiple vein, Copper-Zinc type, lacking clear definition on gangue mineralogy, base-metal assays and total sulphide considerations. Of the variograms constructed for inter- section width and copper, lead and zinc grades and accumulations, only zinc displayed behaviour amenable to model fitting and kriging procedures. Zinc grades were calcu- lated for sub-blocks comprising the total stope block and comparison with equivalent grades determined by traditional methods showed them to be generally less extreme in the highest and lowest grade sub-blocks. The total-block grades derived by the two methods were almost the same. It is suggested that the failure of copper to show variogram continuity might reflect the difficulty in defining the actual 18CC orebody, a proposition which is supported by the poor continuity in the variogram of horizontal width. In the case of lead the poor continuity may be due to the frequent manner of occurrence of galena as coarse grained patches of limited extent. The results of the study, did not provide a convincing reason to depart from the traditi- onal methods of grade estimation at the C.S.A. Mine.

The quality of mine planning decisions ultimately depends on reliable estimates of the characteristics of the orebody. The quant- ifiable factors such as grades or thickness can be estimated from field data gathered from outcrops or exploratory drillholes. Since outcrop data is necessarily limited to the periphery of a deposit, extensive drilling generally is required. This paper outlines a method for selecting the number and location of additional exploratory boreholes using an iterative procedure based on a mathematical optimization concept called fixed point theory. The method is illustrated through its application to an exploratory drilling program for a coal mine where optimized locations gave a lower estimate of regional and block variances than a manual Choice.

A low grade copper flotation tailing from Telfer containing 1.2% Cu as chalcocite and cuprite and 5 gt-t Au was leached with ammonia, cyanide and ammonia-cyanide mixtures to extract copper and/or gold. Direct cyanidation extracted both copper and gold but consumed about 30 kgt 1 NaCN. Pre-leaching the tailing with an aerated ammonia solution containing 28 kgt 1NH3 and 17 kgtl(NHa)2S0a at pH 10 readily extracted up to 95% Cu in about 6 hours under optimum conditions. However pH and total ammonia concentration were critical factors. Subsequent cyanidation ex- tracted 80% Au using 6 kgt NNaCN. Ammonia-cyanide mixtures werefound to selectively leach gold over copper depending on the concentration and relative proportion of NH3 and CN. The best composition for leaching up to 80% Au from Teller tailing was 1.6 kgt t NaCN and 1.1 kgf 1 NH3 in the presence of 0.3 kgt t Cue+. Such a mixture left only 50 mgL-1Cu in the final solution after precipitation of some of the initially dissolved copper.

The post pillar cut and fill stoping method has been adopted by King Island Scheelite for the extraction of the main Dolphin orebody. The orebody is a massive, tabular deposit varying from 10 to 50 metres in thickness, and dipping at approximately 30¦ towards and under the sea bed. The mining method was selected for 1. maintenance of hangingwall support under the sea bed; 2. maximisation of first stage ore extraction; 3. flexibility of mining, allowing maintenance of grade and selective mining around waste bands within the orebody, and 4. compatibility of existing equipment both with stoping and the on-going underground mine development programme. Stope parameters were established on the basis of initial rock stress analyses, and since the undercut phase of mining the stoping programme has been monitored with various types of deformation measuring devices installed in a series of large diameter boreholes.

This study presents the procedure of mine modelling and reserve evaluation by means of statistics, computer interpolation methods and aerophotography interpretation. All data are from Carbonifera Treviso, Laura Muller City, Santa Catarina State, southernmost Brazil. From 22 bore holes and nine trenches opened in the coal seam outcrops, a data base including level references and thickness of all rock formations was created.Using this information, basic statistic analysis was carried out, showing that there are three different populations (three modal distribution). These populations defined three geological blocks with different characteristics of overburden removal and mining methodology. This mathematical approach for analysing geological data is very important for correct mine planning and complementary prospection.

The theory of declining optimimum cut-off grades is more than 25 years old, but for a number of reasons it is still not widely used in industry. A lack of faith in the veracity of estimated grades is not in itself a reason to abandon any attempt to optimise cut-off grades. The use of declining cut-off grades has been thought to cause high-grading, but in fact this is only true if an artificially high discount rate is used in the calculations. Perfect application of an optimum cut-off grade should ensure that only ore generating more than a minimum net return is mined, and that as much as possible of the ore capable of generating that return is mined. Therefore differing mining costs in different parts of some underground mines necessitate local modifications to cut-off grade. Optimisation of cut-off grade is of necessity an iterative process. Integration of that process into a feasibility study need not be excessively time-consuming. A number of approximations can be made to speed the optimisation (any attempt to achieve a high level of accuracy is probably doomed to failure by a lack of precise cost and price projections). A procedure is outlined for optimising cut-off grade during planning of a typical underground mine.

Peak Downs Mine, a five million tonnes a year coking coal operation, strip mines a, series of Permian coal seams. Seam thickness ranges from 0.5m to 5.0m, and seams consist of multiple coal plies with intermediate shale and mudstone partings. Four 47m3 draglines strip overburden to a cover depth of up to 60m. Coal loading is by 12m3 shovels and 14m3 to 18m3 front-end loaders. Parting removal takes place where the layer of shale and mudstone between seams exceeds 0.3m in thickness. Parting has been removed by a wide variety of earthmoving equipment in order to evaluate the problem and to select the optimum method from an operational and economic standpoint. Multi-seam stripping of the thicker seams is accomplished by working draglines from spoil- pile benches. Coal seams thinner than lm are recovered by dragline and stacked in the pit for later loading.

The bulk flotation behaviour of an industrial rougher bank has been determined with a view to characterising the size iepend ent behaviour of the identifiable nineral groups present. A relatively simple flotation model, based on first order kinetics and the assumption of perfect mixers in series ias been used to provide a fit to the operation of the cells. The adequacy of the model is discussed in relation to the characteristics of the ore and the size iependancy of the parameters. It is shown that improved fits are possible if the model accounts explicitly for this size dependancy and demonstrated how the model may be of use in prediction of the grade recovery relationships for different operating conditions as an aid to plant optimisation.

Extensive reserves of kaolin of the type suitable for use as a high quality paper coating exist on the Weipa Peninsula. In 1986 a commercial processing plant was constructed to produce 100 000 tonnes per annum of coating quality kaolin targetted principally for export. A number of processing difficulties have limited the production capability of the plant. The prime area being the pressure filtration operation with achieved cycle times being around 50-60% of design. The rate determining steps being press filling, press unloading and filter cloth washing. This paper details and summarises testwork and results from our attempts at decreasing the filtration cycle time.

Numerical simulation by a finite element computer code has bee* used to identify key stages in the initiation of confined bulk explosive by cast primers. The simulations have been verified by comparison with experimental field measurements of shock arrival time versus distance above the primer for a relatively sensitive emulsion doped with ammonium nitrate prills. Further simulations were performed examining the effect of primer size in a relatively insensitive blend of ANFO and emulsion. Immediately above the primers, changes in shock velocity in the explosive were caused by the interactions between shocks originating from different surfaces of the cylindrical primers. At a distance up the explosive column corresponding to about one to two borehole diameters, the arrival of shock reflections off the borehole walls caused a sudden acceleration up to the confined steady state detonation velocity. The simulations reproduced experimental observations that primer size has only a weak effect on changes of shock velocity with distance for confined explosives. However, it was predicted that primer size has a strong influence on the intensity and duration of the pressure pulses that bulk explosive send into the rock surrounding the primer region.

The Mount Charlotte gold mine is located 0.75 km east of the General Post Office in Hannan Street, Kalgoorlie WA and about 3.5 km north of the Fimiston Operations on the famous Golden Mile.Mechanised underground bulk-mining at Mount Charlotte has been in continuous operation since 1963. For the 30-year period ending December 1992, the mine produced 22 million tonnes (Mt) of ore for a recovery of 2.73 million ounces. During 1991/92, the mine produced 1.53 Mt of ore at a head grade of 3.15 gramshonne (g/t) for a recovery of 135 822 ounces.The principal ore source at Mount Charlotte has been the Charlotte Orebody which is now largely mined out. Since 1990, approximately 75 per cent of production has been sourced from the Reward Orebodies. The Charlotte Orebody was a relatively homogeneous quartz stockwork with simple geometry and average bulked grades in the range of 4.0 to 5.5 g/t. This is in contrast to the Reward Orebodies and the more recently defined Charlotte Deeps and Maritana Stockworks, which have complex grade distribution and geometry with lower average bulked grades (2 to 4 g/t). The lower grades are principally due to the decreased density and volume of stockwork venation and related vein halo alteration. Typically, these stockworks comprise a patchy mosaic of quartz veins and vein swarms, with irregular distribution and geometry within the quartz gabbro host rock.

Coal is a very versatile resource, having variable characteristics and having potential for a wide variety of mar- kets. Australia has extensive deposits of black coal, although they are concentrated mainly in Eastern Australia. Assessments of the currently known reserves are related to the qualities of these reserves. Markets available to black coal fall into the broad groupings of metallurgical, fuel, conversion and miscellaneous markets and the requirements of these markets are related to coal characteristics. Market trends in Australia and on the export market are discussed and projected forward. By the end of this century Australian consumption of black coal could well be 100 million tonnes per annum, and, in the absence of any export restriction, a similar amount is likely to be exported. Currently defined black coal resources in Australia will last at least 600 years at these projected rates of consumption. Although the position appears satisfactory in considering the projected life of the black coal resources, there is a serious lack of detailed information on reserves, mining and preparation yields, quality and possible environmental restrictions. Action is required on three parallel courses: (1) a consistent, systematic and extensive survey of current coal resources in Australia, (2) accelerated exploration activity to define poorly prospected and potential areas, and (3) regular updating and extension of the knowledge of Australia's coal resources. This information would be of tremendous assistance for the formulation of a national energy policy on coal.

This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". If my story has such a message, it could perhapsbe construed as reinforcing the oft-repeated dictums, true or false, that "history repeats itself" or "man never learns".Coal mining is by far our oldest major Australian industry except for agriculture.
