This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized longwall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3D™ seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

"This paper evaluates the history, construction and most importantly the performance of two remedial seepage cutoff walls installed in two major dams in the United States. Beaver Dam, on the White River in northwest Arkansas, was completed in 1966 and seepage through the karstic limestone under the embankment was apparent almost immediately upon filling of the reservoir. Several attempts to stop the seepage by grouting were unsuccessful. In 1994 a cutoff wall consisting of secant piles drilled with 32"" diameter down-the-hole hammers to a maximum depth of 185'?was completed and the seepage was reduced to a negligible amount. It has been over 20 years since the completion of the cutoff wall, and all indications are that the cutoff wall is performing as expected. Walter F. George Lock and Dam on the Chattahoochee River near Fort Gaines, Georgia, was completed in 1963 and suffered the same problem as Beaver Dam due to the limestone on which the dam was founded. Cutoff walls were installed in both embankments (1980s) and solved the problem in these areas, but under-seepage at the concrete lock, dam and spillway structures increased to the point that remediation was essential. The cutoff wall had to be installed through 110'?of water and another 100'?into rock upstream of an active dam that continued to generate electricity during the construction of the cutoff wall. A secant pile wall, in combination with a diaphragm wall, was completed in front of these structures in 2004. It has been over 10 years since the completion this cutoff wall and, again, the cutoff wall is performing as expected. The paper describes the construction of these cutoffs, but focuses on the long-term performance in terms of controlling seepage and piezometric levels.BEAVER DAMBeaver Dam is located on the White River, 609 miles above its mouth, in Carroll County, Northwest Arkansas. The construction of the dam and Beaver Reservoir was authorized on September 1954 by the Congressional Flood Control Act for purposes of water supply, flood control and hydroelectric power generation. The dam site was selected in 1957: construction began in November 1960 and was completed in June 1966. (FIG. 1)"

The Bulli Seam, New South Wales, comprises medium to low volatile bituminous coal, generally of coking quality. It is worked over an area embracing 300 square miles.Variations in several factors are found.1. The seam is somewhat disturbed and dissected by various structural features.2. This structure, and present topography, have resulted in depths of cover from very shallow to approaching 2,000 ft in the presently worked areas.3. Wide variations of seam thickness occur.4. Gradations of rank occur from place to place.5. Variations in seam gas content and wide variations in seam gas composition are experienced.6. Variations in coal strength occur.These factors may contribute to the occurrence of stress and gas phenomena in mining exploitation.INTRODUCTIONThe Bulli Seam, the most extensively worked seam in Australia, is the uppermost seam of the Illawarra Coal Measures, which comprise the southern portion of the Sydney Coal Basin. Generally, the rank of the seam and its assemblage of types make it ideal for the production of hard metallurgical coke. The thickness and relatively flat dips render the seam suited to mechanized bord and pillar mining, and this method is used almost without exception. At the north-eastern corner of the field, stress and gas phenomena have occurred during mining.Various data have been assembled on physical, chemical and geological conditions of the seam which may influence the occurrence of stress and gas phenomena. This material is presented in an attempt to explain the location of such phenomena to date, and to enable variations in conditions to be considered when future possibilities are being assessed.

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

A post-detonation debris collection project was led in conjunction with a large ammonium nitrate(AN) railcar detonation conducted by the Department of Homeland Security-Transportation Security Administration, Department of Defense-Combating Terrorism Technical Support Office, Sandia National Laboratories, and the U.S. Army Dugway Proving Grounds. This important work will aid in underpinning algorithms used in a Quantitative Risk Assessment (QRA) tool. The test also provided valuable data about the effects and consequences following an AN detonation. The test took place at the Utah Dugway Proving Grounds on April 27, 2018 and the debris collection was conducted the following two weeks with an average of 20 persons per day and an approximate total of 1,400 manhours. A paper was presented at the 2019 ISEE Conference on the collection efforts, challenges, and lessons learned. A complete data analysis effort was completed on the test data in 2019 that resulted in updates to the QRA Railcar Potential Explosion Site (PES)model and AN engine. The analysis included an assessment of the debris data resulting from the Derailed test. This paper is meant to serve as a summary of the analysis effort and findings and as an update to the previously presented lessons learned from the debris collection and analysis effort.

What will this deal do to the company’s stock price? This question arises when a publicly traded mining company is presented with a new mine project, or business combination. The standard tool for addressing this question is to use discounted cash flow analysis, or net asset value(NAV), which is discounted cash flow net of liabilities. Cash flow-based analysis is invaluable for assessing project costs and other impacts on debt service capacity and internal rates of return. But cash flow analysis and NAV do not work very well for stock price analysis.

Subsidence phenomenon as an unwanted consequence of underground mining can cause problems for environment and surface structures in mine area. Surface subsidence prediction for inclined and steep seams has been given less attention than horizontal seams due to the difficulties involved in the extraction of such coal-seams. This paper introduces a new profile function method for prediction of surface subsidence due to inclined coal-seam mining. The results of calculation with the new function indicate that the predicted value has good agreement with the measured data. Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. In a previous article1 the function of various fatty acids as collectors for iron ores was reported for the two alternate processes; (a) the flotation of iron-oxide minerals, and (b) the flotation of calcium-activated siliceous gangue. The selectivity of separation was shown to be markedly dependent not only on such common parameters as pH and the levels of collector and activator addition, but also on the structure and the degree of unsaturation of the acids used. The iron ores employed consisted primarily of hematite, goethite, and quartz and as the effectiveness of any one acid on the separation depends on the individual response of each constituent mineral toward the given collector, a comprehensive knowledge of the floatability of the individual minerals is desirable for the interpretation of the results obtained. The mechanism by which a collector ion becomes attached to a mineral-solution interface has been a subject of much investigation. From quantitative studies of the properties of the electrical double layer on mercury2 and on several solid surfaces3,4,5,6 , the adsorption of some flotation reagents at the mineral-solution interface is beginning to be understood. For example, it has been demonstrated from streaming potential measurements made on quartz5 and corundum6 that the interfacial electrical condition is strongly dependent on the pH. Thisoccurs presumably through the following electrolytic reaction at the interface, and in the presence of a flotation collector, controls the floatability of the solids. A concurrent investigation of the flotation behavior of goethite and of quartz carried out at the School of Mines and Metallurgy7 has shown a positive correlation with the electrokinetic behavior of these minerals. The purpose of the present investigation was to collect general information on the floatability of hematite, and to investigate the function of various 18-carbon aliphatic acids on the floatability of hematite, goethite, and of activated quartz. Electrophoretic mobility measurements, simplified flotation tests using a modified Hallimond tube, and contact angle and frothability measurements were employed. In the late 1970's and early 1980's a considerable number of large scale open pit mines were developed in N.S.W. and Queensland. At the time these mines were planned, the industry was characterised by rising coal prices, rising fuel prices, and a host of other labour and government constraints different to the situation today. Yet some mines have clearly been able to cope with this change much better than others. While one mine may now be expanding and profitable, its neighbour may still be labouring under painful adjustment processes. This paper examines the major reasons for this difference. It suggests more robust criteria for assessment of future projects to reduce their sensitivity to changes outside management control.

Results are reported of a study of the reactions occurringin the combustion of chaIcopyrite particles underconditions simulating those in the shaft of a flashsmelter.The reactions were studied using kinetic and mineralogicaltechniques. Reactions. rates above 500°C wererapid, most of the reaction taking place in less than 50ms. Final products were copper-iron ferrites with spineltype structures. Probable reaction mechanisms are discussed.

Recruiting and retaining students in the explosives industry is becoming increasingly important each year. With no undergraduate degree in explosives engineering currently available in the United States, it is from other industries and degree disciplines we must recruit. The 2014 annual ISEE conference saw the first anonymous online survey distributed to members of SEE student chapters of the International Society of Explosives Engineers. The survey contained questions about future job and career plans, ideal job placement, expectations of salary and current academic degrees. The purpose of the survey was to determine what these students expect or require from a career in the explosives industry, and their current path to pursue this. This information can help steer recruitment activities and job offers for graduating students. The success for both student response rates and interest from the industry has allowed space for a yearly update of this survey. A second survey was distributed in 2015 and included international students. This paper provides the data from a third online survey distributed to all student members of the International Society of Explosives Engineers, globally. Understanding the main incentives for a student to accept a graduate position as an explosives engineer can help us, as an industry; position ourselves to remain competitive in recruiting against other major degree disciplines.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

Ground freezing has been used for over 100 years to provide shoring and ground water cutoffs for hundreds of projects worldwide, including drilled shafts, tunnels and cofferdams. Typically, these cases involved difficult soil/water problems where ground freezing was likely the only solution. This paper discusses a recent ground freezing project where a frozen soil wall was used for a more conventional problem. A 4-foot-thick frozen soil wall was used to provide shoring and groundwater cutoff for a 20-foot-deep excavation during construction of a cast-in-place concrete storm water detention vault. The site is located along the northbound on-ramp to I405 from westbound SR522 in Woodinville, Washington. The frozen soil wall was successfully formed in soils consisting of till fill over soft organic silt and loose saturated sand in about 3 weeks. The depth to ground water varied from about 4 to 8 feet over the site. The unfrozen soil inside the frozen soil wall was excavated vertically to the frozen soil boundary. The vertical excavation remained open for approximately 2 months with no dewatering required. On one side, fully-loaded dump trucks and other construction equipment operated within 6 feet of the wall face with zero wall movement. This paper addresses the construction issues related to installation and operation of ground freezing shoring. The overall wall performance of the frozen soil wall as well as basic geotechnical design issues are also discussed.
