IN the belief that a critical study of its operating problems might be a sound investment, the Cuban American Manganese Corporation initiated an ore-treatment research in cooperation with the Massachusetts Institute of Technology One of the early objectives of this research naturally became the relationship of the microscopy of the Cuban ores of the Corporation to their flotation treatment The operations in Cuba have already been described by F S Norcross, Jr 7 and the laboratory study of manganese oxide flotation goes back a number of years 4 Broadly speaking, the difficulties encountered in the flotation of manganese ores are that the consumption of reagents is extremely high, the concentrate contains more silica than is desirable and the tailing losses are relatively high An appreciable betterment on any of these scores would achieve a definite betterment in costs, quantity of minable ores, and quality of product The microscope study discussed in this paper was made on samples from the Quinto mine, from the Ponupo mine, and from mill products at various stages of passage of the ore through the mill The writers have had access to Company records and in particular to the petrographic studies made on thin sections of ore by the late Professors R J Colony and Philip Krieger, of Columbia University They acknowledge their debt to both of these men for the help derived from the reports Manganese oxides are black, friable, smudging It is therefore, very difficult to judge operations by inspection The mineralogy of manganese compounds seems to be confused, and the authors believe that many more minerals have been described than actually exist Much of this difficulty is due to the prevalence of the structural conditions that will be discussed further in this paper, namely, the porosity and the friability of the ores, and the extremely intimate association of minute manganifeous mineral crystals with impurities of various sorts By all odds the most important manganese mineral in Cuba is the one that in this paper is called "psilomelane " The name "psilomelane" has been used in so many different ways that the choice of it for this ore may not be approved by all However, it seems to be the best under the circumstances This mineral accounts for about 97 per cent of the manganese in the ores of the Quinto and Ponupo mines and in the mill feed The remaining odd 3 per cent consists mostly of pyrolusite together with minor amounts of other manganese oxide minerals DESCRIPTION OF PSILOMELANE Aggregate Structure In grains or lumps, psilomelane has a characteristic fibrous appearance and seems

Magnesium, it is now generally realized, differs in some important aspects from most other structural metals, not excepting even its close neighbors, the aluminum-base alloys. This is particularly true with respect to the effects of elevated temperatures on the two light metals when in the molten state. Aluminum, 0' the one hand, should not be raised above its melting point any higher than is absolutely necessary if one is to avoid danger of gas absorption and a tendency toward grain growth in the resultant casting.' Magnesium alloys, in sharp contrast, actually benefit by being heated to temperatures considerably above their melting point, It is a commonly accepted practice to establish the desired fine grain in the industrial magnesium alloys of the aluminum-hearing group by raising the temperature of the melt after the refining treatment to some 250°C (482°F.) above the melting range. To recall briefly the typical practice for magnesium alloys, the molten metal is refined by fluxing at about 730°C. (I350°F.), and after the melt has been covered with a suitable flux, the temperature is raised to between 870°C. (I600°F.) and 930°C. (1700°F.). It is then cooled as quickly as possible to the casting temperature. This superheating, as it is called, results in a fine-grained cast metal structure which has superior mechanical properties, enhanced amenability to 'solution heat-treatment, and better machinability than cast metal that has not been superheated. The minimum temperature of superheating varies to some extent with the composition of the alloys to be treated and usually increases with the percentage of magnesium in alloys containing the same constituent metals.' It should be noted that the grain-refining effect of superheating is markedly apparent only in connection with the alloys containing aluminum as an alloying Constituent—the binary alloy containing 1.5 per cent manganese, for example, is not refined in grain to any noticeable extent by a superheating effort. While the phenomenon of superheating is well known in the magnesium industry, the mechanism of the process has remained a mystery During the superheating cycle something occurs that forces a fine grain upon the solidifying metal. The process has been controlled in an empirical manner, and occasionally, especially on large-scale melts, and for no apparent cause, no grain refinement is obtained from a superheating treatment. Only a few papers of importance have been published on the subject. Of these, one of the most helpful is the paper by Achenbach, Nipper and Piwowarski,3 which gives considerable data concerning the effect of superheating on various properties such as fluidity, shrinkage and hot crack

THE removal of moisture from coal has been a coal-preparation problem ever since the first wet-washing preparation plant was placed in operation. Today, when most of the coal produced in the United States is wetted at the working face when mined, or is cleaned by wet methods, the removal of moisture is a necessity for any one or a combination of the following reasons; (1) to avoid freezing difficulties during shipment, (2) to increase the B.t.u. content, (3) to effect savings in freight costs, and (4) to so improve the coal that it may be used for specific purposes-for instance, in the production of briquettes or the production of metallurgical coke-or so that it can be treated by dry cleaning methods. In general, the amount of water retained by coal particles varies with the size-consist of the coal. Fine coal has a larger surface area per unit weight than does coarse coal, so its capacity for retaining moisture is proportionately greater. The removal of moisture from coarse coal is relatively easy, while the removal of water from minus 10-mesh coal or finer is a major problem, usually requiring an individual solution at each preparation plant. As a result, a multitude of methods and a variety of equipment have been designed to solve both general and specific moisture-removal problems. Definitions In order that misunderstanding may be eliminated insofar as possible, it is necessary to define the terms to be used. The moisture content of any given increment of wet, washed coal is made up of two parts, inherent and surface moisture. Inherent moisture has been defined in various ways and as yet no standard definition has been agreed upon. However, in general, it is considered as the moisture that is present in the coal in the bed. The important point to remember is that coal with any amount of inherent moisture, whether 2 or 20 per cent, will appear dry if there is no surface moisture. Also important is the fact that inherent moisture can be removed, in part, by air drying at atmospheric temperatures. Surface moisture is that attached to the surface of the coal particles or that retained in cracks and fissures other than capillary openings in the coal substance. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

I. INTRODUCTION. LIME-ROASTING is a term proposed by Ingalls 1 for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If, finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse undecomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale, the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent of water. When the phrase "selection of coal for carbonization" is used, there is always the implied continuance of thought "to make good coke.'' The reason for this, of course, lies in the fact that, in almost all instances, when coal is carbonized coke is the principal product. Under certain conditions the yield of gas may also be a factor, but even here it must be secondary to the coke yield, for in every instance coke represents the largest single product of the process. The importance of coke to the byproduct industry has been considerably enhanced during the past 20 years because of the continuously decreasing financial returns of all the by-products. This fact will account, in part, for the rebirth of interest and investigation in the carbonization process during the past 10 years. Many papers have been written on this subject, with naturally divergent thoughts because of the diversity of interests, but in each instance the common aim was the same—the making of better coke. Scope of Investigation In perusing this literature, the writer was struck with the constantly recurring imposed condition of asking for better coke, but with the distinct unwillingness to make any concession to temperature of carbonization. When there is a high demand for coke, the only means by which the industry can increase the quantity is to shorten the coking time by an increase in temperature, or to increase the quantity of low-volatile coal, or both; and since in many instances the percentage of low-volatile coal can be increased only in small quantities, because of factors to be discussed later, the big increase must come from shortening the coking time. When this is done most of the improvement accomplished by the selection of the coals in the mixture is lost. It is not felt necessary in this paper to discuss the advantages of minimum ash and sulphur and other materials in coal. The value of minimum contents of these materials in coke is well established. When the use of coals high in these contents is dictated, the selection of coals, as we will consider it here, cannot apply to full advantage. The scope of this paper, then, will be to discuss the factors of inherent coal characteristics and operating procedures that influence coke quality, for they are fundamentally related and both must be considered if we are to attain our objective of better coke. A study of either must embrace a study of both simultaneously. To properly evaluate the influence of the coal and to help in the selection, we must first be able to appraise the coke, and interpret fairly the influence of the process in all of its aspects. The term " Anthracite Coal-Field " is generally used to refer to a comparatively small territory lying in the eastern-central part of Pennsylvania. This territory includes about 3,300 sq. miles of area, located chiefly in five counties in which anthracite-mining is the dominant industry. Although an area of 3,300 sq. miles is embraced in the region, less than one-fifth of this area, or only 484 sq. miles, is underlain by workable coal-seams. Moreover, this prorluctive portion is not a continuous area, but consists of a number of detached basins. These are known as the Northern, containing 176 sq. miles; Eastern-Middle, containing 133 sq. miles; Southern, containing 181 sq. miles; and western-Middle,containing 194 sq. miles. From the standpoint of business and trade, the region is divided into three districts, known as (1) the Wyoming, which includes the Northern field and the small Bernice basin; (2) the Lehigh region, which includes all of the Eastern Middle field and that part of the Southern field east of Tamaqua; and (3) the Schuylkill region, which includes the WesL ern-Middle field and that part of the Southern field west of Tamaqua. The relative commercial importance of these districts at the present time is shown by the coal-shipments as given in the following table :

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. THERE have been many attempts to prove that platinum was known to the ancients, but since no traces of the metal have been found in the relics of early times, it must be concluded that it was not known to them. As far as records go, it was actually first discovered in the 16th century in a Spanish mine on the Pinto River in South America; from which source it received its name of Platina del Pinto (little silver from the Pinto). It was more or less of a rarity and was a subject of interest to a few chemists only, until the year 1822 when the metal was first discovered in Russia. In 1819 there were noticed in the washings of the gold sands of the southern part of the Ural Mountains, grains of a heavy white substance, but it was not until three years later that this substance was found to contain platinum. While at first the amounts of platinum brought from the Urals were meager, prospecting soon disclosed rich deposits extending over a considerable area, and nuggets from 10 to 20 lb. were by no means rare. This discovery assured to chemists an ample supply of platinum for their crucibles, etc. The ore is now found in various parts of the world but the richest deposits are still found in the Ural Mountains. The platinum of commerce is obtained entirely from alluvial deposits at depths varying from 6 to 40 ft. The sand and gravel of former river beds are subjected to a series of screenings and washings to effect the separation of the ore. Actually, probably all gold-bearing gravel beds of the world contain platinum, and it is more than likely that large quantities of platinum ore have been thrown away with the black sand washings from gold placer deposits. This is especially true of the alluvial deposits of the Pacific Coast in California and Oregon. Platinum ore is usually found in the form of rounded or flattened grains of "sand," and occasionally in irregular lumps of the size of peas. Large nuggets are very rare. The ore has a metallic luster and is distinguished by its steel gray color, but shows light gray streak when rubbed on a hard white surface; it has a high specific gravity, 16 to 19; is infusible in the hottest blast furnaces, and insoluble in any single acid. The sampling of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grab sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases much material can be sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to increase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to make sorting and grading more difficult in turnings, borings, clippings, etc., and consequently is making sampling of more moment. In tin, lead, aluminum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosses, battery lead, and aluminum skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or ('metallic yield." Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can be readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also. As a matter of fact, we may expect that improved refining processes will make possible the partial recovery of lead and tin which are now lost.

Coal is the geological product of entombed vegetal tissues. This view of its origin led Stopes and Wheeler to define it as "mummified plants." They evidently intended this term to be used in a broad way and to mean the preservation of the organic material, as such, regardless of the means employed to accomplish the purpose. The term " coal" should be regarded, therrfore, as broadly generic, and applicable to all accumulations of vegetal tissues as soon as they are covered and protected either by water or by earthy material. In this sense peat should be regarded as the first stage of coal formation and the term coal should include the resultant products of transformation in all other stages of the process until they have lost all resemblance to the original matter from which they were derived. If this idea of the development of coal is accepted and it is admitted, as the geologists claim, that the forces which produced this transformation of the coal have been active since vegetation began to grow upon the land, and are still in operation, it is obvious that somewhere in the world there are all gradations of this material from peat just forming in the swamps of today to graphitic anthracite which presumably marks the most advanced stage that can be recognized with certainty as belonging to the series. Some of these coals, particularly those occurring in the upper part of the series, are fairly well known because they are the ones that are most widely distributed and have been mined and utilized most extensively. On the other hand, the coals in the lower part of the series are but little known because they are not so abundant and, owing to their relative inefficiency, have been only slightly exploited and utilized, especially in regions where the better coals are abundant. The result of these conditions is that much research work has been done on coals of the higher ranks and a great body of facts regarding their physical and chemical properties and the uses to which they are best adapted has been accumulated, but little information is available regarding the coals of the lower ranks. In the art of cementation a controversy has been going on for years as to whether solid or gaseous carbon is the active agent in carburizing steel. More recently opinion has crystallized into a compromise to the effect that carburizing is a gaseous cementation of steel in the presence of solid carbon. The importance of this theory has a particular bearing upon the work to be described. In the art of carburizing, use is commonly made of such words as '' Catalytic" "atomic," "nascent" and "activated," in an attempt to describe the process. These words are used indiscriminately. For instance, the gas is said to be "catalytic" and carbon to be "nascent," or vice versa. In using these expressions, investigators are confirming the acceptance in their minds of the active conditions of both gas and carbon in the cementation process. Reactions at Metal Surfaces For many years attention has been directed to the consideration of reactions that occur on metal surfaces. When heated under the influence of certain metals a complex gas will be broken down and one of the constituents thereof usually found to be very active chemically in combining with the metal. The process of nitriding is an example of this type of reaction. In this case ammonia (NH3) breaks down at the metal surface and the nitrogen which is thus liberated reacts with the surface to form a nitride whereas molecular nitrogen not so liberated is inert and will not react chemically with the metal. Whatever term or terms may be used to describe such reactions, the fact remains that they are highly important and valuable in their commercial applications. Since the metal surface plays so important a part in these reactions, it is evident that any accumulation of reaction products thereon interferes seriously with the progress of the reactions. For this reason it is desirable to remove all such products as rapidly as they are formed in order to bring active gas into contact with the surface and thus facilitate the desired reactions. The vast coal reserves in the Wyoming, Montana, North and South Dakota region are sufficient to supply the total energy needs of the United States for several hundred years. Not only is there an abundance of this sub-bituminous and lignite coal available, but it is easily obtainable by strip-mining . The overburden varies from several feet to several hundred feet. This western coal has yet another asset, namely, a low sulfur content. Whereas eastern and midwestern coal has a sulfur content of 2.5%, the upper Great Plains coal contains sulfur in the 0.5% range. The importance of the sulfur content of the coal is a direct result of federal government emission standards for sulfur dioxide (SO2). Hand (1) points out that "sub-bituminous coals and lignites have a propensity for retaining this sulfur in the ash under certain conditions which is not evident in higher rank coals." This would tend to reduce further the SO2 concentration in the combustion gases of boilers. Western coal is no panacea, however, in that it is far removed from most population and industrial centers. Furthermore, the moisture content of the coal varies from 20 to 40%. This moisture is almost exclusively inherent, that is, it is chemically and physically bound to the organic matter of the coal. It is believed that the water forms a part of the coal structure perhaps as water of hydration of organic salts or organic acids, perhaps by hydrogen bonding, or perhaps by simple adsorption (2). The primary market for this coal is the electric power industry. Lesser markets will be as coke for the steel industry and possible as a raw material for coal gasification and coal liquefaction plants.

AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130°F. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric pressure and by heat transferred to it from rock at high temperature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. METHODS Two similar methods of air conditioning are used, as necessitated by service requirements and dependent upon the equipment available. In one, which is the more important and has the greater cooling capacity, water is circulated in a closed circuit, and, alternately, first absorbs heat from warm mine air and then dissipates it in the surface atmosphere by cooling at a cooling tower. Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. It is safe to say that of all the different materials that go to make up electrical machinery, iron is the most important. Upon its magnetic and electrical quality depends not only the efficiency of the machine but, to a very large extent, the cost. Aside from the mechanical strength, there are three characteristics of iron that are of importance in this connection, viz., magnetic hysteresis, electrical resistance, and magnetic permeability. In the homopolar machine, where the magnetic flux is unidirectional, permeability is the only important factor, but in all other machines the flux is reversed in one or more parts and causes losses due to hysteresis and eddy currents. The eddy-current loss depends largely upon the electrical resistance of the iron; the higher the resistance the lower the loss, under otherwise identical conditions. These hysteresis and eddy-current losses cause heating of the machine, and as they depend upon the magnetic density in the iron, this density must be regulated so that the heating shall not be excessive. If the hysteresis and eddy-current losses and the permeability of the magnetic circuit will permit an increase in the magnetic density, or, in other words, a decrease in the amount of iron, this in turn will mean a decrease in the amount of copper needed, with a consequent decrease in the copper loss. It is thus seen that, indirectly as well as directly, the above characteristics have an important bearing on both the efficiency and the cost of electrical machinery. In general, it may be said that iron for electrical machinery should have the following characteristics: (1) low hysteresis loss, (2) high electrical resistance, and (3) high permeability. These are the characteristics that investigators have been striving to attain since electrical machinery first came into use. Until the beginning of the present century, Swedish charcoal iron was regarded as the best grade of iron for magnetic purposes, and even now it ranks high among the various grades used. THE application of aviation to mining and petroleum operations, on the basis of economy and attainment, has become a demonstrated fact. According to Dominion Government records, 30 Canadian companies engaged in air transportation with northland mining camps, carried 13,000 tons of freight in 1935, and in 1936 carried 16,000 tons. In addition, many mining companies used planes to transport prospectors with canoes, outboard motors, gasoline drums and supplies to remote locations, and one company maintained a plane to take radium-bearing ore from its mine on Great Bear Lake nearly 1000 miles south to the rail- way at Waterways, Alberta. Heavy pieces of mining machinery weighing 2 tons are being carried by Ford trimotor planes over the Andes, at an altitude of not less than 15,000 feet. At Bulolo, New Guinea, 17,500 tons of disassembled gold-dredging equipment has been flown over inaccessible terrain, while supplies and building materials for a community of 1000 whites have been transported by airplane. A 3 1/2-ton shaft was carried on one notable trip, while at another time an automobile, 2 tons of rice and a large safe went over the mountains in one plane. Fig. 1 shows an electric generator that was carried by plane to Bulolo. Many large American oil companies operated fleets of planes during 1936, ranging from fast, luxurious air liners for executives to elaborate geological prospecting units, ambulance planes, freight carriers and pipe-line repair crews. According to the U. S. Geological Survey, commercial firms photographed 16,291 square miles during 1935, while the Government compiled from aerial photographs by the Geological Survey in the United States 85,544 square miles. It was found that information could be determined in a fraction of the time required by surface methods. However, sounding a word of caution, a Commonwealth of Australia government report on aerial survey operations had this to say: It is necessary to repeat ad nauseam that aerial photographic survey is in no sense a substitute for geological investigation, though it is a very valuable adjunct thereto, and greatly facilitates and accelerates geological mapping. THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety.
