Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

"In recent years, developers have had to deal with complexities associated with numerous cases of deep basement construction in built-up areas. Design and construction of deep excavation support systems in urbanised zones come with many technical challenges. Restricted working spaces often render the use of temporary struts as wall restraint systems unpopular, as working space needs to be maximised. Also, tie-back anchors are often inapplicable due to the existence of adjacent structures. Therefore, developing alternative restraint systems for deep basement structures in builtup areas is becoming increasingly important to the present day basement engineer.This paper is centred on the design, construction and monitoring of enabling works for deep basement structures on three sites in the United Kingdom and Republic of Ireland. Traditional tieback anchorage and propping systems were inapplicable on the sites. As alternatives, separate novel wall restraint systems were developed and adopted, to enable excavation on each of the three sites.Performances of the novel wall restraint systems, as well as the responses of adjacent structures were monitored. Numerical modelling and field monitoring results show the three alternative wall restraint systems to be safe and effective. The paper also highlights the advantages of the novel solutions over conventional methods.INTRODUCTIONRecently, deep basement structures have become popular components of urban building developments. As pointed out by Pearlman et al., 2004, this could be attributed to the inadequacy of surface parking spaces in urbanised zones, while underground parking facilities are also believed to improve both aesthetic and commercial qualities of urban structures.However, while the incorporation of basement structure into new urban development appeals to developers and architects, the engineering design and construction aspects of basement works typically come against a whole lot of complexities and challenges. As highlighted by Wong, 2002, engineering problems associated with basement construction in built-up areas are numerous, some of these include; complicated sub-soil conditions, dealing with excessive active pressures, complex temporary works, proximity of sensitive adjacent structures, high level hazards to construction workmen and surrounding community, inadequate working space, etc."

The Deep Mixing Method (DMM) was employed to raise and support the LPV (Lake Pontchartrain and Vicinity) -111 Levee in New Orleans. Even using innovative technologies, the tight schedule to achieve the 100 year elevation by June 1, 2011 was a daunting endeavor. The size and scope of DMM proposed for LPV-111 was on a scale never attempted outside of Japan. Over 1.65 million cubic yards of DMM was installed. LPV-111 is adjacent to the Bayou Sauvage Wildlife Refuge, which is the largest urban National Wildlife refuge in the United States. By utilizing DMM to control settlement and improve stability of the taller levee, side slopes were steepened from the conventional 1V:4H to 1V:2.85H, thus avoiding encroachment into the Bayou Sauvage and reducing the amount of clay needed for the completed levee. The COE utilized Early Contractor Involvement (ECI) for this contract. The ECI process allowed for input from the DMM contractor, TREVIICOS South, in order to optimize equipment resources and material requirements. This paper gives an overview of the extensive DMM requirements for LPV-111 and explains the benefits of the ECI process.

The United States Army Corps of Engineers (USACE) was presented with the task of increasing the level of the flood protection around New Orleans after Hurricane Katrina to the 100- Year hydraulic grade - the level of protection that provides risk reduction from a storm surge that has a 1% chance of being equaled or exceeded in any given year - and the firm project completion deadline was June 2011.LPV-111 is located in East New Orleans and a large portion of the levee is adjacent to the Bayou Sauvage National Wildlife Refuge. The levee could not encroach on this area. This provided a limited footprint for the levee and made construction of conventional levee difficult, if not impossible. The total length of the project was 5.3 miles. Included in the project was the rehabilitation of one main pumping station and one smaller pump station for water management within the refuge. Short sections of “T” wall were used at the tie in at the Lake Borgne Surge Barrier, the main pump station and the CSX Railroad crossing"

The Bay Park Conveyance Project was one of the largest microtunneling and rehab projects in the United States at the time of completion. The completed project conveys treated water from the South Shore Water Reclamation Facility located in Nassau County, New York, which currently discharges an average of 50 million gallons per day (MGD) of treated water into Reynolds Channel, to the Cedar Creek Water Pollution Control Plant (WPCP) ocean outfall pipe. The pipe carrying treated wastewater was installed approximately 20–60 feet below the surface. The treated wastewater is conveyed via microtunnel construction of a 2-mile long force main from the South Shore Water Reclamation Facility to an existing aqueduct under the Sunrise Highway, the rehabilitation of an 7.3-mile stretch of the aqueduct via sliplining, and construction via microtunnel of a 1.6-mile-long force main to connect the rehabilitated aqueduct to the existing Cedar Creek Water Pollution Control Plant (WPCP) outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. This paper will review the Design-Build requirements, the chosen innovative solutions during planning for the micro tunneling portion of the project and review the microtunnel construction on the project.

"Clinton combined sewer overflow storage (CSO) facility project developed by the Department of Water Environment Protection of Onondaga County, New York, is to improve sewer facilities and infrastructure in Syracuse, New York. The below grade facility will provide a storage of untreated stormwater during highflow periods to be treated later, thus reducing CSO discharges to Onondaga Creek.The CSO system consists of three parallel storage tunnels and two end chambers (west and east chambers) as main underground structure. The storage tunnels are about 850 ft. long, 55 ft. wide, 24 ft tall and located 20 ft deep below grade. The chambers, include above access and operation structure, are about 40 to 55 ft. deep and approximately 60 to 100 ft. wide.Kiewit Infrastructure and Weidlinger Associates Inc. developed an alternative approach for the tunnels to meet the facility completion schedule, strict design guide lines and quality control as an environmental and water tight concrete structure for the project. The original design anticipated use of a TBM machine to bore three parallel tunnels between two previously constructed chambers.The alternative design used a three barrel culvert cast-in-place structure in a cut and cover excavation supported by a soil bentonite wall. The SOE along the jet grouted bottom seal provided a ground water cut off as well.The SOE system is specially designed to enhance the quality of culvert CIP structure construction by providing enough space for a full height construction. Also it further reduces the construction time by having the less squarefootage of jet grout installation. The design of tunnel systems is accomplished effectively through the utilization of soil structure interaction using a finite element methodIntroductionTo avoid construction of an additional treatment plant to handle increases in combined sewage flows, the Department of Water Environment Protection of Onondaga opted to construct the Clinton combined sewer overflow storage (CSO) facility.The Clinton CSO facility provides an environmental friendly mitigation method for combined sewer overflows on Onondaga lake which is located in northwest of Syracuse."

"The axial resistance provided by deep foundations may be divided into two components: side resistance and tip resistance. The direction that the side resistance acts depends on the relative movement between the deep foundation and the adjacent soil. That is, when the foundation moves downward relative to the soil, then the side resistance is positive and acts upward. Conversely, when the soil moves downward relative to the foundation the side resistance is negative and acts downward. Research supports that both positive side resistance and negative skin friction develop in essentially all deep foundations. The side resistance distribution is a function of the soil strength and stiffness, the applied top loads, and whether the top load is sustained, transient, or a combination of sustained and transient loads. Consideration of drag load and downdrag has become more convoluted with implementation of geotechnical aspects into the AASHTO LRFD Bridge Design Specifications and its use of load and resistance factors. This paper examines the current AASHTO Specifications and presents an alternative design approach for drag load and downdrag using the LRFD framework. Technical disputes, commercial negotiations and workplace/societal conflict are a natural part of doing business and just living itself. Conflict is everywhere û at home (between family and neighbours); in the workplace (between management, co-workers and unions), with contractors and with other companies; and everywhere at the community level, dealing with land access (pastoralists/farmers and indigenous/First Nation people), environmental protestors and NIMBY-ites - Civil Society in general. Exploration and mining companies, operating in more remote, less developed and culturally diverse regions, tend to encounter myriad areas of conflict (typically emotion-charged) and they are outlined. Dispute prevention, management and various binding and non-binding resolution techniques are discussed. The paper gives a general overview of the ADR nomenclature and framework (mediation, conciliation, expert determination, adjudication, arbitration and litigation) encouraging technical professionals to participate. Its thesis is that lawyers should not necessarily be the first port of call when problems arise between the mining workforce, contractors, joint venture partners, purchasers of prospects/mines, traditional land owners, protest groups, etc. If the matter must be litigated, the role of the expert witness is critical in pretrial planning, negotiations, mediation and litigation management, so a few guidelines are provided. Whilst dispute resolution has a legal context, the paper is written from an AusIMM technical professionalÆs perspective, emphasising practical long-lasting pragmatic solutions.

Analysis of the major and minor components of raw zircon as well as plasma-dissociated zircon was undertaken using inductively coupled plasma optical emission spectroscopy (ICP-OES). Microwave-assisted acid extraction as well as flux fusion using lithium tetraborate were investigated as digestion methods. Microwave-assisted acid extraction samples were analysed with matrix-matched standards. The most successful microwave-assisted acid extractions yielded 44.3(1), 49.75(7), 78.3(3) and 90.0(7) per cent recovery for Zr, Hf, Al, and Fe respectively using sulphuric acid. In no instance was acid extraction capable of complete digestion of the sample matrix. A standard addition method was applied to the flux-fusion samples due to the high complexity of the sample matrix. Method validation for the flux fusion procedure was performed using the SARM 62 certified reference material (CRM) with acceptable recovery ranges being based on the 95 per cent confidence intervals of the CRM. Successful analyses were achieved for Zr, Hf, and Ti with apparent content of 66(6), 1.7(1) and 0.15(1) per cent respectively.

The traditional electrolyte for aluminium electrolysis is based on molten cryolite (Na3AlF6), acting as solvent for the raw material, alumina (Al2O3). Over the years there has been a trend to increase the content of excess aluminium fluoride (AlF3) to the cryolite-based electrolyte, in order to enhance the current efficiency of the process. In most cases one has ended up at 11?13 wt% excess AlF3because higher contents makes it difficult to control the heat balance of the process. This problem may be overcome if sensors are developed that will allow online control of electrolyte temperature and composition, and we may then see a surge towards still higher AlF3contents. In the development of new anode materials to replace the carbon anode with inert, oxygen-evolving anodes, focus is on anode corrosion, and a low electrolyte temperature is then highly desirable. While the conventional process operates at around 960°C, electrolyte temperatures as low as 750°C are being tested. This is achieved by having large excess contents of AlF3(40 wt%). The consequences of using such electrolyte compositions are discussed.

In an underground coal mining environment, a frictional ignition may be defined as the ignition of an explosive air/ methane/coal dust mixture by mining machinery. As the use of power loading equipment has become more widespread, frictional ignition incidents have increased. There have been many fatalities and injuries from this cause including the death of eleven miners in Sydney coalfield of Nova Scotia, Canada in 1979. This paper reports on the findings of a preliminary study carried out under the auspices of the Coal Research Laboratories, Department of Energy, Mines and Resources Canada. The objective of this study has been to identify a Longwall face cutting system that is inherently safer than the conventional shearer loaders used in Nova Scotia.

The East Side Access (ESA) project is the largest underground rail infrastructure project under construction in New York City, USA. The Manhattan segment of the project is to be mined through rock and consists of 4.1 miles of Tunnel Boring Machine tunnels for track work and mined excavations to house rail switches, air plenums, and other rail facilities. This paper considers different methods for concrete lining, such as the use of fixed forms, adjustable forms, and pneumatically applied shotcrete. The advantages and disadvantages of these methods are discussed and the basis for considering one over the other are illustrated. Further discussions on design development and preparation of documents to facilitate quality and constructability in the field are presented.

This study investigated leaching kinetics by alternative lixiviants for copper leaching from chalcopyrite (CuFeS2), the most abundant copper resource in the world. As a refractory sulfide mineral, chalcopyrite shows low copper extraction due to passivation on chalcopyrite surface. Also, decrease of copper grade with high portion chalcopyrite requires the alternative leaching procedure to increase copper recovery. Therefore, alternative lixiviants such as sulfurous acid and methanesulfonic acid (MSA) were tested for both concentrate and low grade ore to enhance copper extraction. Also, an oxidant, hydrogen peroxide, was compared to ferric to find out the improvement of leaching kinetic. In concentrate leaching tests, 30 g/L MSA showed the highest copper extraction (47%), compared to other lixiviants at 75 °C. Periodical H2O2 addition enhanced copper extraction, and above 90% of copper extraction was observed within 96 h by periodical addition of 0.6% H2O2 at 75 °C. The activation energy of chalcopyrite leaching by MSA and H2O2 achieved 40 kJ/mol, which is chemical reaction control. The results of low grade ore leaching tests indicates that no significant difference among lixiviants (H2SO4, H2SO3 and MSA) with ferric was observed, all of which achieved around 37% within 24 h at room temperature. However, significant increase of copper extraction (>80%) was observed at both 20 g/L MSA and 10 g/L H2SO4 conditions by the addition of 10% H2O2.

Flotation collectors play a crucial role in mineral flotation by selectively adhering to mineral surfaces and aiding in their separation from gangue material. They are heteropolar molecules, as defined by Sutherland and Wark (1955), featuring non-polar hydrocarbon chains and polar groups interacting with mineral surfaces to induce hydrophobicity selectively. The importance of collectors in mineral processing, as underscored by Lotter and Bradshaw (2010), lies in their ability to enhance recovery rates and improve selectivity, thereby optimizing the extraction of valuable minerals from complex ores. Collectors are classified based on their mechanism of action, as proposed by Laskowski (2010). This classification categorizes collectors into three groups: water-soluble compounds, water-insoluble “oily” collectors, and water-insoluble amphipathic compounds forming molecular films at the water/gas interface. This complements the chemical structure-based classification by Sutherland and Wark (1955) and Suoninen and Laajalehto (1993), offering a comprehensive understanding of collector diversity in flotation systems. Collector selection is an iterative process crucial for optimizing mineral processing efficiency, as emphasized by Lotter and Bradshaw (2010). Understanding the significance of collector mixing or synergy outcomes is paramount for enhancing mineral flotation efficiency and sustainability. Taguta, O’Connor, and McFadzean (2018) demonstrate that mixed collector systems enhance interaction enthalpies and microflotation recoveries, indicating improved performance. McFadzean, Castelyn, and O’Connor (2012), along with Critchley and Riaz (1991), delve into investigating synergistic interactions between collectors, offering insights for strategic selection. Observations from the study of collector synergy, as noted by Wakamatsu et al. (1980), reveal nuanced relationships surpassing individual collector behaviors. The methodology outlined in this paper provides valuable guidance for classifying and selecting collectors based on specific application needs, while also suggesting the potential for synergistically improving recovery across fine, intermediate, and coarse particles.

Data are presented on the effect of iron oxide on the electrical conductivity of CaO-SiO2-FeO-Fe2O3melts, and on limiting current and impedance in direct current or alternating current charge transfer at iron electrodes. The strong influence of iron oxide content can be utilized for in situ determination of total iron oxide content and Fe3+/Fe2+ratio. The possible probe designs are presented and the principles and procedures of the measurements are explained. Tailings are mostly loose material and can be classed as non-plastic sandy silts. They also tend to have low permeability, resulting in slow consolidation (settling) rates and low shear strength, even after consolidation. These qualities make them prone to liquefaction and, therefore, physical instability. In contrast, coarse waste rocks possess high shear strength and permeability when stacked in dumps. However, air and water flow-through the voids can cause acid mine drainage (AMD) with significant undesirable environmental implications. Combining the two waste streams before disposal by mixing presents a potential opportunity to harness the desirable properties of both waste streams. This practice is termed co-mingling and is prevalent within the coal processing industry. Co-mingling of metalliferous mine tailings is, however, a relatively new concept. By combining the coarse waste rocks and fine-grained tailings streams, the fine tailings tend to fill the voids between the waste rocks, reducing hydraulic conductivity and advective air (oxygen) flow into the rocks, thus possibly reducing acid mine drainage (AMD). Conversely, tailings are introduced to large frictional particles from waste rocks, providing reinforcement, stability, and possibly improved drainage. New separation methods are being introduced to the mining sector, which have the capacity to extract waste with significantly larger particle sizes. High Voltage Pulse (HVP) is a technology in which relatively coarse particles ranging in size from 30 to 100 mm are exposed to an electric pulse discharge. This pulse preferentially fractures mineralised particles while leaving unmineralised rock (gangue) intact. The stream can then be passed via a screen, with smaller mineralised particles reporting to the undersize and removing coarser unbroken barren particles, thereby eliminating waste. Coarse particle flotation (CPF) is another emerging new technology in metalliferous mining that applies flotation separation to coarser particles than conventional flotation. These new technologies produce different tailings (waste) streams with varying physical characteristics and possibly surface chemistries. This research aims to test new tailings mixtures by applying the co-mingling concept to blend the reject streams generated by these two technologies (HVP and CPF) with the tailings produced by conventional flotation. Combining different waste streams before disposal can improve stability and potentially reduce the acid mine drainage (AMD) rate, thus enabling early access to the tailings storage facility for rehabilitation and closure.

"In the case of feasibility assessments or feasibility studies, an important point of discussion is often how to calculate the capital (CAPEX) and operating expenditure (OPEX) of a plant. Generally, there is also the request to know how the CAPEX varies when the size of the plant is increased. Nowadays, many databases give an indication of specific equipment costs in relation to the production rate. These data are based on cost information from equipment suppliers and have to be continuously updated by the owner of the database. The approach presented here is a model which allows sizing of process equipment, for example a leach tank, based on process data in combination with the calculation of mechanical properties. Furthermore, it calculates the CAPEX based on construction material cost and adequate machining surcharges. Thus, a single cost model for a leach tank is adequate for both copper and other hydrometallurgical plants and stays valid with changing construction material prices. To summarize, the advantage of this model is the more versatile approach and thus the flexibility due to the inclusion of design aspects, process and mechanical engineering aspects and an updatable database. The database, which is in regard to material cost and is the basis for the cost estimation, is easily updatable from commonly accessible data. This model thus approaches the procedures of an engineering company when designing a plant and executing a cost calculation. INTRODUCTION Hydrometallurgy nowadays plays an important role in processing of primary and secondary resources. In copper metallurgy, hydrometallurgy accounts for roughly 20 % of worldwide primary production, especially in the case of oxide or low copper-containing ores. Zinc smelters changed their method of production from a pyrometallurgical-dominated concept decades ago to mainly hydrometallurgical routes today. Gold production processes using leaching, especially, have a long history without any development which would not be competitive if not based on hydrometallurgical concepts (Pawlek, 1983; Winnacker-Küchler, 2006)."

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

A process for producing reductive bleach in-situ in kaolin slurries has been developed. The bleach is formed by mixing an iron sponge powder (-325M) with slurry treated with SO2. The process has been successfully demonstrated in production, and applied to several grades. The color, brightness, and viscosity of the bleached product is equivalent to or better than that of product bleached with commercial sodium hydrosulfite . The tested products can be bleached at a cost, which is 38-54% of those associated with the use of commercial bleach.
