The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

Many of the deeper ore reserves in current gold operations as well as new gold deposits consist of refractory ore types. As process development for these mineralizations remains time-consuming and costly, minimization of exploratory testwork and the early identification of feasible process routes is critical. Since most of the processing parameters are related to the mineralogy of the ore (Marsden & House, 1992), thorough mineralogical analyses during exploration and development phases have become a technical and economical requirement. The determination of mineralogy-related processing parameters and especially the gold mineralogy is even more important for these ore types because refractory gold ores consist of many transitions from partially leachable to totally refractory. In addition to sulfide and gangue encapsulation, various other refractory conditions may exist. Together with accessory mineralogical detriments (e.g., alteration/ slimes, reagent consumers, scale formation, mineral preg robbing) they may complicate process selection and hamper optimal plant operation.

Precious metals exploration is increasingly involved with concealed, deeper-seated gold-silver deposits which exhibit considerably more challenges to the geologist than near-surface, oxidized ores. Thus, cost-efficient, rapid and more detailed target selection and definition will be crucial for gold-silver exploration in the 1990s (Kral, 1990; Woodall, 1992). Although explosives constitute only a small portion of a mine's total cost, the relative success of each blast has a tremendous effect on subsequent activities such as excavation, crushing, and equipment maintenance. Beginning in January of 1993, tests were carried out to determine whether productivity could be improved by replacing standard ammonium nitrate fuel oil mixtures (ANFO) with a high density, high performance blasting agent. The study was carried out at gold mines, coal mines, and cement quarries in Nevada, California, Colorado, and New Mexico. A wide variety of rock types and blasting conditions were encountered. Results showed that at most operations productivity was sufficiently improved to more than offset the increase in explosives cost. This resulted in a net reduction in mining cost. This paper presents a summary of these results.

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. Procedures are discussed to determine if a waste material can become acid producing when left exposed to the environment. When wastes proves to be acid producing, methods are described that can be used to determine the characteristics of the effluents produced from a commercial size waste dump, taking into consideration that large quantities of pollutants can accumulate inside a waste dump during dry periods. The length of such dry periods and the quantity of rainfall greatly affect effluent characteristics.

Engelhard Corporation is one of the leading producers of kaolin based products in the world, having acquired the assets of Freeport Kaolin company in 1985. Much of the production technology used in the kaolin industry was pioneered by Engelhard and Freeport, including Ultraflotation for improving product brightness, delamination to produce kaolin platelet products, calcination to produce ANSILEX® high opacity titanium dioxide pigment extender and pipeline slurry operations to economically transport kaolin from the mine to beneficiation facilities. Engelhard traces its roots back to 1870 when the Edgar family discovered kaolin behind their property in Bonhamtown, New Jersey. Today the company produces the broadest line of premium coating pigments with extensive sales throughout the world. The international scope of the company's business has led Engelhard to evaluate kaolin deposits throughout the world as possible grass roots production sites. Most kaolin products are used in the paper industry -- the largest volume end-user 80% of the total market -- as filler and coating pigments. Lower volume specialized applications include fillers and reinforcements for plastics and TiO2 extender pigments for paints and coatings.

I would like to start this paper by looking back about twenty years to see where we have been in the mining industry. We will also look forward a bit and talk about what lies ahead. Here is what has happened to the world economy since the 1970s. Economic growth was strong in the early 70s, but slipped into a recession in the middle of the decade. Then, after a fairly decent recovery recession struck again in the early 80s and since then growth has been rather sporadic. All in all, it has been a real roller coaster ride. There will continue to be plenty of ups and downs in the world economy in the future.

Placer Dome Canada owns and operates the Campbell Mine at Balmertown, in the Northwestern corner of the Province of Ontario, Canada. The mine operates at 1500 stpd and produces in excess of 300,000 oz of gold annually. Recent changes to the gravity concentration circuit have resulted in a 10-15 % increase in gravity recovery. The circuit changes responsible for these improvements will be the focus of this paper.

Stability analyses were performed on the La Libertad, Nicaragua existing tailings embankment in order to determine the conditions for the minimum buttressing required for stability of the dam as a short term measure. Two critical sections, shown in Figure 1, were investigated under static, drained and undrained conditions for existing and modified geometries. The existing geometries reflect the "as built" topography of the dam, and the modified geometries reflect the implementation of a toe berm to buttress the slope. For these geometries drained and undrained conditions as well as different elevations of the toe berm were evaluated against a factor of safety.

Field criteria are needed to help the prospector recognize a potentially expansible shale, clay, or slate. Certain criteria have proven useful in California even though the physical-chemical mechanisms of expansion are not thoroughly understood. Three conditions must be satisfied before expansion can take place, The raw material must partially fuse at a low temperature (1800-2000°F.), Concurrently a gas must form. The raw material must be sufficiently impermeable to trap the gas within the particle. Low temperature melting, which is controlled by bulk chemical composition, is difficult to assess in the field but most common shale, clay, and slate is suitable in this respect, The presence of organic carbon, the most common source of an expanding gas, is indicated by dark color of the rock, A large proportion of clay-sized particles promotes impermeability; fine grain-size is indicated by conchoidal fracture, The shape of the expanded particle is commonly indicated by the texture of the raw material. Rocks with well-developed slatey cleavage produce accordion-shaped particles; massive rocks tend to form rounded particles. Undesirable materials commonly present with expansible shale include: weathered shale; sandstone and other coarse-grained sediments; and limestone, Weathering, which is indicated by color, reduces or eliminates expansion; therefore, surface samples seldom are representative of the shale found at depth. Sandstone does not expand and will increase the average weight of the finished product, Limestone or particles of carbonate minerals can be actively harmful because they are converted to free lime (CaO) during the firing process, If free lime is present in concrete, hydration will cause expansion of the lime particles which result in surficial ?popouts.?

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

This paper is an accumulation of information on the geology, mineralogy and mining of the Hectorite clay deposit owned by NL Chemicals (U.S.A.), Inc. The mine is located in San Bernardino County, California approximately 35 miles east of Barstow and 1-1/2 miles south of U.S. Highway 40. The region is known as the Mojave Block which is a region bound by the San Andreas fault zone to the southeast and the Garlock fault zone to the North. The faults of both zones are active, vertical faults along which movements are mainly horizontal. Most of the faults within the Mojave Block are high angle faults which trend northwest. They are considered part of the San Andreas fault system and are a result of the right- lateral movement characteristic of this system. The east-trending faults are also high angle faults, along which movement has displaced rock units vertically. Manix fault is the only mapped fault that shows evidence of left slip which is characteristic of the Garlock sys tem to the North.

Slimes, especially clays, are detrimental to several processes in the Mining Industry. The efficiency of classification, clarification, gravity separation, and flotation decreases significantly in the presence of slimes and clays. This problem is particularly critical in the Phosphate and Sulfide Industries. To reduce the effect of slimes in mineral processing, several desliming techniques and chemical additives are used, such as sodium silicate, sodium carbonate, sulfuric acid, tripolyphosphate, hexameta phosphate, etc. Lately, the Mining Chemical industry has shift to more “Specifically Developed” reagents that offer the most efficient and cost effective performance, mainly using organic polymers. For this purpose, the Mining Chemical Industry needs to understand the crystal chemistry of minerals, the chemistry of the aqueous media, the interactions in solids-aqueous-gas interfaces, the rheology of the system, and the plant operation conditions and parameters. This paper describes the use of surface chemistry fundamentals on the design of an organic polymer capable of modifying the rheology of clayish slurries of a phosphate ore. The change in the rheological characteristics of the clayish phosphate slurries allow fine ore particles to settle faster by reducing the slurry viscosity. Thus, abetter separation of the ore from the slimes is possible using gravitational or centrifugal forces. As examples of the application of this reagent, industrial and pilot plant tests on desliming using tanks and hydrocyclones are presented. These tests showed the reduction of 32%-36% in ore losses for different phosphate ores during desliming operations, and the increase of cyclones desliming efficiency to 80%. Tests were also carried out to improve the rejection of unwanted iron bearing slimes in phosphate feed. These tests demonstrated that it is possible to reduce by 0.25%-1.23% Fe2O3content in the flotation feed product. As a result, significant economical benefits are observed with the use of this new technology without any adverse effect on down stream operations, such as clay settling or phosphate flotation.

"BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

New concepts in shaft kiln processing are included in the design of two large diameter shaft kiln plants now under construction. One kiln will be used to produce cement clinker at the Boettcher plant of the Ideal Cement Company at Fort Collins, Colorado. The other kiln is for the semi-commercial oil shale plant for Petrobras, the Brazil National Oil Company at Sao Mateus do Sul, Parana, Brazil. Investigations on application of the new concepts are proceeding in a portable pilot kiln. The shaft kiln has long been recognized as a method of gas-solids contacting having the following principle advantages: l. High thermal efficiency 2. Ability to handle a variety of feed materials with a wide range of particle sizes 3. Minimum investment and operating cost

In phosphate flotation, more than 90% of the finer fraction (-35, + 150 mesh) is recovered as opposed to 70% of the coarser material (-16, + 35 mesh). On the other hand, coarser fraction is higher in phosphate content than the finer feed. Consequently, improvement in the coarse recovery is highly desired. It was determined on bench scale that emulsification of the collector (fuel oil and fatty acid mixture) can lead to enhanced recovery of coarse particles. Flotation of phosphate with emulsified collector resulted in improved recovery and grade also on the plant scale.
