"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. It is a pleasure to be here today to discuss coal's prospects with the Society of Mining Engineers of AIMS--- a group destined to play a crucial role in shaping our national energy future. Much has been said lately about attaining domestic energy self-sufficiency, but to date, little has been done. Oil tankers from Venezuela and Kuwait continue to glide across the seas to meet our incremental energy needs. Meanwhile, our principal domestic energy resources -- oil and natural gas reserves in the Outer Continental Shelf and the oil shale deposits and the coal lands of the West -remain untapped. Help, however, appears to be on the way. In a forceful address last fall, President Ford called for the elimination of oil as a fuel for base-loaded power plants and its replacement with coal by 1980. He also urged the accelerated leasing of federal lands on the Outer Continental Shelf, the resumption of coal leasing on federal lands, and the development of a new energy conservation policy. There are, of course, many details left to be worked out. Language must be developed to put statutory flesh on the conceptual bones spelled out by the President. Congress must act. Regulations must be approved and tested, if need be, in court.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

In the past decade, many hardrock surface miners have revegetated dumps and tailings ponds to allow those waste disposal areas to blend more easily with the surrounding landscapes. Efforts have also been made to more creatively use the flat land resulting from the disposal of overburden and tailings. However, the mines which serve the best post-mining land uses are those that have been preplanned to incorporate such end uses. To more fully explore such a philosophy, interdisciplinary team from The University of Arizona conducted a study during 1974 and 1975 of six open pit copper mines in the Santa Cruz River Basin south of Tucson, Arizona for the purpose of investigating both interim and end-use possibilities for mine waste disposal areas. Among other reasons for the study, it was felt that alternatives for such waste areas would be more socially acceptable than barren dumps or tailings ponds. The team, known as the Mines Project Group, consisted of architects, engineers, and hydrologists. As it would have been economically infeasible to move the existing waste rock dumps or tailings ponds, preplanning was limited to the disposal of waste generated after the inception of the project. To better present their concepts, architecture professors Kenneth Clark and Fred Matter constructed a large-scale cardboard relief model of the mines and the surrounding Santa Cruz River Valley (1). The model was built at a scale of 1:12 000 (1 in = 1000 ft) with 30.48 m (100 ft) contour intervals and covered an area of 40.23 km by 32.18 km (25 miles by 20 miles) in scaled area. The mines being studied were cut into the model, but the proposed waste dumps and tailings ponds were built separately so different disposal configurations could be evaluated.

In-situ uranium mining is a relatively new and innovative method utilized for the commercial extraction of uranium. As with any mining method, however, significant environmental concerns will be evident and must be addressed in a rational and far-sighted manner. Experience has shown that radiological and non-radiological environmental problems may not manifest themselves until after the in-situ methodology has become established and matured to some degree. It is important, therefore, to recognize potential environmental concerns and incorporate them into an environmental program that spans the premining, mining, and post-mining phases of an in-situ operation.

Horizontal stress is an important factor that contributes to roof failure during a long wall entry development, especially when the immediate roof is weak. In this study, the effects of the three factors, the stress angle between the maximum horizontal stress and entry development, the stress ratio of the maximum to the minimum horizontal stresses, and the sequence of entry development, on the stress distributions in the weak immediate roof of a three-entry system are analyzed using the finite element method, when the horizontal stress is fixed. The results have confirmed that the stress angle has a significant influence on the stress distributions. Generally, the three-entry system is in the worst stress condition when the angle is about 60°_75°. The stress ratio has little effect on the roof stresses. In addition, the sequence of entry development has also little effect on the roof stress for the specific case analyzed.

The adaptation of pelletizing processes involves the coordination of various factors such as temperatures, gas flows, productions, etc., in order to obtain optimum performance. The consequent problems are considerable due to the large number involved as well as the lack of knowledge of their correlation. It is therefore essential to establish a fundamental theory which takes into account the heat transfer phenomena and the secondary factors which are relevant to the properties of the product. Straight grate and grate kiln pelletizing processes involve heating of a stationary bed on a travelling grate. The heat transfer conditions are therefore of primary importance. This is why this article pays particular attention to conditions which obtain when a stationary bed is heated, in which certain special reactions occur. The conclusions drawn from this penetration of the heat transfer phenomena can be expressed in postulates acting as guide-lines for the establishment of proto-typal processes. Examples of elaborating such processes are also given in the article. Some operational experience at LKAB are also given.

The cost of transportation of industrial minerals is frequently higher than the cost of the product. Where a minc, industrial mineral plant. or customer is served by a single railroad, that single railroad, because of lack of competition, may increase rates and/or provide inadequate service so that the economics of that mine, plant or customer are adversely affected, or so that the level of service precludes satisfactory performance. Transloading of industrial minerals from rail-to-truck or truck-to-rail in order to improve economics and sales of product is not new. However, transloading to reduce freight costs or improve inadequate service caused by a lack of competition in the rail industry, is a relatively new concept brought on by the recent mergers of many of the main line railroads, both in the eastern and western United States. For example, with completion of the Burlington Northern/Santa Fe and the Union Pacific/Southern Pacific mergers, the western United States has only two mainline railroads. The industrial mineral producer, in order to reduce the cost of transportation, or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

The sulfur content of United States coal can be assessed by using a variety of approaches. The sulfur content may be expressed in terms of total sulfur in the coal, pounds of sulfur per million Btu, or sulfur remaining after reduction by coal preparation. In addition, the sulfur content may be applied to the demonstrated reserve base or to coal resource estimates. Unfortunately current data bases do not allow for an integrated assessment at the National level. Although classification of coal resources and reserves according to sulfur content is arbitrary, preferential production of low-sulfur reserves will positively skew the total sulfur of the remaining coal resource.

Many aerodynamic and thermodynamic properties, such as temperature, pressure, velocity and density vary widely, and in random spatial and temporal manner for a given underground mine environment. Such variabilities are seldom evaluated statistically, even though the relevant theories and principles for such an approach are both available and feasible. The main purpose of this paper was to introduce the new methodology of applying aerostatistics to the analysis of multiple fan system in mine aerology and/or ventilation. Pertinent data were obtained from a small multilevel coal mine. Results proved and confirmed that aerostatistical methodologies are computationally more efficient, grounded in solid engineering statistical theories, and can be used to analyze networked parameters in mine environmental engineering.

"INTRODUCTION In underground longwall coal mining, the mined-out areas or gobs frequently contain methane which can form explosive methane-air mixtures. Historically, there have been many events of mine fires and explosions recorded in the United States and other countries that have demonstrated the existence of such explosive mixtures, herein referred to as Explosive Gas Zones (EGZs), inside and around the perimeter of bleeder-ventilated longwall gobs (Loane et al., 1975; Lynn et al., 1986; Elkins, et al., 2001; McKinney et al., 2001; Dziurzynski and Wasilewski, 2012; Brune, 2013). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Several factors can induce EGZs outflowing from the gob, but the most common cause is the fluctuating barometric pressure. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Other sudden pressure changes can result from roof falls, failing ventilation controls and fan outages. Any such fluctuation of mine ventilation pressure will disturb the pressure differential between the gob and the surrounding mine workings and may cause EGZs to outgas from the gob. The correlation between major mine explosions and abrupt barometric pressure changes has been studied and confirmed for explosions in coal mining countries including the United States, South Africa, Australia, and Poland (Hosler, 1948; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Hemp, 1994; Wasilewski, 2014; Belle, 2014; and Lolon, 2017). Disastrous mine explosions appear to happen more frequently during stormy weather, which, in the United States, typically occurs during the late fall and winter seasons. ROOT CAUSE AND EFFECT OF GOB BREATHING Gob breathing is the result of the pressure differential between gob internal and external pressures caused by external atmospheric pressure fluctuations that occur naturally as a result of gravitational and thermal forces in the atmosphere (Lindzen and Chapman, 1969). Other major and sudden pressure changes may be caused by fan failures, failures of ventilation controls or roof falls can also cause an unexpected gob breathing. Normal barometric fluctuations occur every day but usually do not pose an explosion risk as they occur gradually so gob pressures have sufficient time to equilibrate. More extreme fluctuations associated with cyclonic weather systems and storms often result in more rapid and larger drops or rises in barometric pressure (Hosler, 1948; Fauconnier, 1992). A study by Lolon (2017) found that the timing of historical mine explosions showed consistency with the occurrence of abrupt and intense barometric variations."

The most significant influences are described: the National Environmental Policy Act of 1969; the Federal Water Pollution Control Act Amendments of 1972; and implementation of the Florida Environmental Land and Water Management Act of 1972. Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

In its role of providing technology to promote the efficient use of minerals and mineral process waste, the U.S. Bureau of Mines has conducted research at: its Tuscaloosa Research Center to identify and develop high volume uses for phosphogypsum. Mixtures containing a maximum of 50 percent phosphogypsum, 6 to 10 percent lime, and the remainder fly ash had compressive strengths as high as 4,800 psi. The effects of the mounts of phosphogypsum, lime, and fly ash were investigated. Also, the effects of fly ash to lime ratios were studied.

In this paper we apply these methods to a system consisting of rutile, an organic liquid (benzene, decane, or dodecane) and water. "Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. NSW Department of Planning (2008) defined the conditions for both conventional and non-conventional subsidence behaviour as follows: “The conventional or general model of surface subsidence, which finds worldwide acceptance, is based on assuming the following site conditions:"

The results of studies to ameliorate acid mine drainage by retarding the rate of oxidation of pyrite at source are discussed. In the transpassive region, pyrite oxidizes by reactive dissolution, mass transfer through the product layer and diffusion in the bulk solution. One can decrease the rate of pyrite oxidation by inhibiting either oxidation reactions or cathodic reactions. It is demonstrated in this study that some surface active reagents extend the passive region by affecting both the anodic and cathodic processes. The extension to higher potentials occurs by inhibition of the anodic dissolution process whereas to lower cathodic potentials through decrease in the rate of reduction of molecular oxygen and/or ferric ions. To retard the oxidation of pyrite by ferric ions, which is considered to be the dominant oxidant under conditions of acid mine drainage, it would be necessary to restrict mass transfer or promote complexation of ferric ions at the surface. Imidazoline based reagents were found to be most effective in meeting this goal.

Rare-earth elements have some unique properties that are used in many common applications, such as TV screens and lighters. In the 1970's, rare-earths began to be used in a new generation of magnetic materials that have very unique characteristics. Not only were these stronger in the sense of attraction force between a magnet and mild steel (high induction, B), the coercivity (He) is extremely high. This property makes the magnetization of the magnet body composed of a rare-earth element alloy very stable, i.e., it cannot easily be demagnetized.
