INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The phosphate industry is the fourth-ranking mineral industry in Tennessee; it has an annual value of 13,000,000 and a yearly production of almost 2,000,000 tons of phosphate ore. Tennessee, at present, is second in rank of phosphate production in the United States. In accord with the importance of this mineral commodity, the Tennessee Division of Geology, is conducting a continuing study of the industry' and the raw s, materials upon which it is dependent. Of the three type's of phosphate found in Tennessee, the brown phosphate rock of the Bigby faces of the Bigby-Cannon limestone is by far the most extensive in occurrence and is the only type being mined at the present time. Because of the importance of the brown phosphate ores, our Division has mapped , in detail the outcrop pattern of the Bigby facies of the Bigby-Cannon limestone. The geologic mapping was done by Dr C. W. Wilson, Jr. and others under his super-vision and the geology plotted on 7 1/2-minute topographic maps, with scale of 1 to 24,000 or 1 inch equals 2,000 feet. The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. Coteau, a wholly owned subsidiary of The North American Coal Corporation, produces more than 13.5 million tonnes per year, ranking it among the largest mines in North America. In 1993, Coteau ranked seventh in terms of annual coal sales, becoming the largest mine outside the Powder River Basin of northeastern Wyoming. However, for the Freedom Mine to stand among these Powder River heavyweights, Coteau over-came several obstacles, including a coal seam with three quarters the heating value and overburden to coal ratios three times higher than the Powder River mines. Coteau's ability to compete has been built around a program of continuous productivity improvement, cost efficiency, and innovation. This report highlights a few of the major improvements implemented in recent years.

The fluidized solids technique for the calcination of phosphate rock has been well established for over 10 years. This paper is intended to review the recent performance of many of the Dorr-Oliver FluoSolids* calciners. In addition, design features of these three compartment refrac¬tory construction reactors will be described and a comparison made with fuel requirements for single compartment calcination. Also presented will be certain, aspects of the use of the rock including a discussion of non sulfate sulfur in the rock. A system is described for producing a blended mixture of calcined and uncalcined rock.

Rubidium and cesium were discovered by Bunsen and Kirchhoff about 100 years ago. These two elements are by no means as abundant as sodium or potassium. Their occurrence in minerals is widespread, but usually as minor constituents. There is no known specific ore containing rubidium, but rubidium is found replacing the. other alkali metals in .some minerals.. Perhaps the highest concentration of rubidium found in one mineral is in lepidolite, KLi(OH,F)2A12Si3010, which contains from 0 to 3.5%*Rb20. 0n the average, lepidolite contains about 0.5% Rb20. Other sources of rubidium are carnallite, KMgCl3?6H20; pollucite, H20.2Cs20.2AI203.9SiO2; rhodizite, R20.2A1203-3B203; biotite, H2K(Mg,Fe)3A1(Si04)3; sea water, rivers, marine and fresh water organisms, soils, and plants. Cesium, even though it is the least abundant. of the stable alkalies, has a specific ore. Pollucites a hydrous cesium aluminum silicate, may con¬tain as high as 42.5% Cs20, although again, the average Cs20 content is about 25% among the handful of known deposits. Other cesium-containing minerals are lepidolite and carnallite. Rubidium and cesium are very much like potassium in chemical properties, consequently, they are hard to separate. Because of the difficulty in obtaining pure cesium and rubidium compounds coupled with the scarcity-of supply, prices were high and the two elements enjoyed little industrial use. The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

Progressive improvements in crusher design, screening efficiency, and operating experience along with the downsizing of many taconite operations has resulted in the abilitv of some crushing plants to produce a substantially finer product. This finer product opens the possibility of replacing the rods in the rod mill with balls as is the current practice at Sydvaranger, Norway. If this replacement could be accomplished substantial savings associated with metal wear and the elimination of rod charging may be realized. The purpose of this study was to compare the performance of a mill charged with rods with the performance of the same mill charged with balls at the pilot scale. The first objective was to establish whether we could achieve the same throughput rate at the same mesh-of-grind in a mill in which the rod media has been replaced by balls. The second point was to determine whether the ball media would create a significant tramp oversize problem.

The effect of intensive milling on the conversion of microcline ( KAlSi3O8) to potassium chloride (KCl) occurred during the chlorination roasting process for artificial KCl production was investigated. A feldspar ore with 10.89% K2O grade and containing microcline was dry milled by a planetary ball mill for mechanical activation. Milled ore mixed with calcium chloride was roasted at temperatures between 500 and 1000 °C to get the chlorination roasting process. The product was then leached in water to dissolve KCl occurring during the roasting, which will be precipitated from the pregnant leach solution by evaporation. Results showed that potassium recovery from the unmilled ore increased rapidly up to 800 °C, and dramatically decreased at higher temperatures due to the removal of KCl from the furnace by means of evaporation. A potassium recovery of 31.95% was achieved by the unmilled ore, whereas it was 88.43% when 15 min milled ore was roasted at 750 °C. It was concluded that intensive milling caused mechanical activation of microcline to reduce the roasting temperature of the chlorination roasting process.

"Using a parameter representing the degree of hydration of particles in a liquid called hydration index I, which we derived based on Einstein’s viscosity equation, we evaluated the degree of hydration of fine montmorillonite particles in different aqueous solutions by measuring the viscosities of the montmorillonite dispersions and plotting relative viscosity against volume fraction of dry montmorillonite particles in the dispersions. We investigated the effects on the hydration of montmorillonite in aqueous solutions of (1) the type and (2) the concentration of electrolytes in the solutions and (3) pH. For the same concentration of electrolytes, the hydration index I of montmorillonite was found to increase in the order of Na+ > K+ for monovalent cations and Mg2+ > Ca2+ for divalent cations, and to decrease with increasing valence of cations in the order of Na+ > Ca2+ > Al3+. For both Na+ and Ca2+, the hydration index I first increased with increasing concentration of electrolytes and then decreased after a certain concentration. The hydration index I increased with increasing pH. IntroductionClay minerals have the distinctive ability to adsorb water molecules and hydrated cations in aqueous solutions, resulting in hydration on their outer surfaces and in their interlayer spaces. Many investigators (Jurinak, 1963; Anderson and Tice, 1971; Costanzo et al., 1982; Israelachvili, 1992) had found evidence of ice-like structures of water on clay minerals.This phenomenon of hydration plays an important role in the dispersion and sedimentation of clay minerals in aqueous solutions. To understand clay hydration, numerous experimental and simulation studies have been carried out since 1933, including the recent ones of Hawkins and Egelstaff (1980), Skipper et al. (1995), Karaborni et al. (1996), Salles et al. (2013) and Morrow et al. (2013). Among the factors that can influence a clay mineral’s hydration characteristics are chemical composition, type and degree of isomorphous replacement in its structure, and number and nature of associated exchangeable cations."

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

The range of gold ores tested at AMMTEC LTD over several years has resulted in the requirement to analyse for the mode of occurrence of gold in order to assist selection of ore processing options. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. The range of ore and mineral assemblages described include relatively simple pyrite and free milling ores, more complex pyrite plus arsenopyrite gold ores and the quite com­plex associations of gold in copper bearing ores or with car­bonaceous mixed sulphide ore assemblages. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. "Water is a primary commodity for most industrial processes. It has become a global focus in light of climate change and population growth. Reuse of process water has two major benefits - minimize the amount of fresh water added now and minimize the amount of discharge water that requires treatment later.Mining and mine product processing has its share of reused water. For example, reclaim water from a tailings impoundment, overflow from thickeners and leach solution to raffinate and back again all demonstrate the use and reuse of water in mining circuits. Eventually, a mine reduces production or ceases operations completely, eliminating the option to reuse the impacted water and, thus, requires treatment of the remaining water.Current methods of water treatment remove the impacts, providing clean water for discharge, but leaves behind a concentrated waste that requires further treatment or disposal of a hazardous waste. Freeport- McMoRan is currently testing three water treatment technologies specific for sulfate and/or metal removal from mine impacted water with the approach of transformation not concentration. These technologies provide clean water for alternative use while creating byproducts that could be marketable, or disposed as a nonhazardous material, thereby reducing the cost and longterm liability of disposal.The selection of a water treatment process is site-specific. The volume of water, contaminant to be removed, disposal options, length of time for treatment, location of plant and reagents and discharge requirements are some of the factors that need to be considered when selecting a water treatment process. Common water treatment technologies for mine impacted water consist of low- or high-density sludge (LDS/ HDS), reverse osmosis (RO) and evaporative technologies. In addition to operating costs, these processes require additional handling of the concentrated sludge or brine. Advanced water treatment technologies include ion exchange, solvent extraction and metals precipitation with or without the aid of a biological system. Some of the more complex systems have a series of unit operations to achieve required discharge regulations."

The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

Geometric programming is a mathematical optimization technique, first formulated by Zener [1], for dealing with certain types of functions which typically arise in engineering design problems. The theory provides algorithms for finding the optimal solution, existence theorems by which one can show that a particular design is possible or not; and characterization theorems that especially make possible to obtain the relationships among the optimal design parameters at optimum. It has been demonstrated [2] that this technique can be applied to several design problems in chemical, electrical and mechanical engineering. Design problems in mining, metallurgical and mineral engineering have many aspects similar to that of other engineering problems. Thus it is only natural to consider geometric programming as a potential tool for solving certain optimization problems in mineral industries.

Coal is America's most abundant energy resource. Therefore, it IS logical to assume that coal must be produced in much greater quantifies in order to make the United States self-sufficient, as far as energy is concerned by 1985. However, there are a number of obstacles which have to be overcome in order to achieve such a great task. According to one of the most outspoken American Mining men, there are three major obstacles. Those are: (1 ) Mining technology (2) Public image of the coal mining industry (3) Governmental policy toward the mining industry The following will be dealing with Shortwall Mining, which is a very specific part of mining technology and which might influence the image of the coal mining industry as well as the governmental guidelines, at least to make it easier to live with those guidelines. During recent years the operation of coal mines has been more expensive than ever. Since 1970, the cost of producing coal increased by 30% and the productivity dropped by just about the same amount. Those are alarming signs.

Ion exchange technology is becoming more prevalent for metal recovery from low concentration solutions. The products of ion exchange are typically a metal free stream (product stream) and a concentrated metal stream (byproduct). The metals in the concentrate stream are usually precipitated and returned to the process or discarded. The unique features of emew® technology enable metals to be recovered directly from the concentrated stream. The advantage of the IX-emew® combination is the ability to have two product streams: 1) clean metal free solution and 2) metal product for sale. In addition to recovering metals from solution, it is also possible to separate metals from each other and recover more than one metal product. In this paper, examples of IX-emew® combinations are detailed including the recovery of copper, nickel and cobalt from an industrial waste stream, recovery of nickel from a spent electroless nickel plating solution and recovery of cobalt from an hydroxide cake.

The olfactory system (sense of smell) is crucial to the ability of fish to avoid predators, recognize kin, and synchronize reproduction (Baldwin et al. 2003). Copper (Cu) has been shown to impair olfaction in juvenile freshwater life stages of salmonids (including Pacific salmon and trout) in some laboratory experiments; and in the United States, public concerns have been expressed that current regulatory criteria for Cu in fresh water are not adequately protective of olfactory function in salmonids (e.g., OSU 2007; Pearson 2007). These concerns have largely been raised because some Cu concentrations that have caused olfactory impairment in salmonids in the laboratory are less than Cu concentrations that have been shown to reduce salmonid survival, growth, or reproduction (the effects endpoints that are typically considered in deriving ambient water quality criteria). However, two important and interrelated points that must be considered: (1) freshwater Cu criteria are "driven" by the sensitivities of several invertebrate species that are more sensitive than the olfactory impairment threshold in salmonids when (2) the influence of water chemistry on Cu bioavailability is properly considered in deriving Cu criteria. Bioavailability refers to the ability of various chemical forms of Cu to interact with receptors on the surface(s) of organisms and thus directly cause toxicity or uptake by the organisms. The toxicity of Cu and other metals to aquatic organisms is a function of water chemistry. For example, acute Cu toxicity in fresh water generally decreases as pH, water hardness (Ca2+ and Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase (Meyer et al. 2007). The U.S. Environmental Protection Agency (USEPA) has recommended hardness-based freshwater aquatic life criteria for Cu and other metals since the 1980s (e.g., USEPA 1985); and hardness-based metals criteria decrease (i.e., become more restrictive) as water hardness decreases. More recently, the USEPA has recommended freshwater aquatic life criteria for Cu based on the biotic ligand model (BLM; USEPA 2007), which accounts for the influence of multiple water chemistry parameters, including DOC, pH, alkalinity, Ca2+, Mg2+, and several other cations and anions. The BLM-based Cu criteria generally decrease as DOC concentration, pH, alkalinity, and water hardness decrease. Because DOC has a stronger influence on Cu bioavailability than water hardness, hardness-based and BLM-based Cu criteria can differ considerably. For example, in water that has low DOC and high hardness, the hardness-based Cu criterion would be relatively high (because it is driven by the high hardness) but the BLM-based Cu criterion would be relatively low (because it is driven by the low DOC). Thus, any evaluation of the protectiveness of Cu criteria against a given effect, such as olfactory impairment, must properly account for the chemistry of the exposure water. Meyer et al. (2013) compiled data on Cu-induced olfactory impairment and olfactory-induced behavioral effects from tests in which BLM parameters were measured. They demonstrated that the USEPA's BLM-based freshwater life criteria for Cu are protective against olfactory impairment, because it adequately accounts for water chemistry (whereas the USEPA's hardness-based Cu criteria are not consistently protective). Olfactory impairment by Cu is now receiving increased attention in Canada and Europe (e.g., Wall 2013; Stang 2013). Accordingly, in this paper we have expanded the analysis of Meyer et al. (2013) to consider copper guidelines from various other countries and whether these guidelines are protective against olfactory impairment.

Silica sands, primarily in coarse size ranges, are used to prop open fissures or voids created in the bedrock by hydraulic fracturing. This procedure increases the flow of gas or oil or other fluids through the bedrock. The sands used must meet various specifications relating to their physical and chemical characteristics; these characteristics are in turn related to the geologic provenance of the sand deposit. The Jordan Sandstone, a Cambrian formation which is exposed in Minnesota and Wisconsin, meets the specifications of a proppant sand by virtue of its depositional history and its sedimentary properties.

The USBH Mining Systems and Ground Control Generic Research Center funded a project leading to the improved planning of airflow and refrigeration in underground mines experiencing hot working conditions. The project was broken down into approximately five phases: 1. Visiting some of the known hot mines in the U.S. and sending out a questionnaire to determine other mines which might be experiencing hot working conditions in the future. 2. Choosing two mines in which to conduct measurements to determine the insitu rock thermal conductivity and diffusivity, and comparing these values with laboratory determined values. 3. Investigating computer programs available for mine climate simulation, and testing these programs with case study examples from the two mines where the rock thermal properties were measured. 4. Considering improved ways of estimating the wetness factor and experimenting with the use of heat flux meters to more directly measure the rock heat inflow into the airstream. 5. Applying the results of these investigations to simulating the climate for future mine development and production areas at the two- mines. The project is approximately two thirds completed. At the time of writing, the insitu measurements at one of the mines are still being recorded. This paper will be describing the procedures and results of the insitu rock thermal property measurements, and give a brief description of some of the simulated results obtained for a mechanised cut and fill stope case study from the Homestake Gold Hine in South Dakota.

In 2002 the Freeport-McMoRan Technology Center undertook research to develop a lower-cost alternative to guar for cathode smoothing in copper electrowinning. The work was conducted at the Technology Center?s SXEW Test Facility located in Morenci, Arizona. Bench-scale copper electrowinning cells were designed and implemented to screen a number of potential polymers for cathode smoothing. These included modified polysaccharide polymers that were nonionic, cationic, and anionic in nature.
