The San Miguel Mine is owned by San Miguel Electrical Cooperative, Inc. and operated by Atascosa Mining Company, a wholly-owned subsidiary of Morrison-Knudsen Company, Inc. This multiseam, single-zone lignite surface mine is located near Jourdanton, Texas, 110 kilometers (68 miles) south of San Antonio. Lignite extracted from four closely-spaced seams is used to fuel the 400-MW San Miguel Power Plant. Recovery depths range from 7 to 37 meters (25 to 120 feet). The mine began stripping operations in the spring of 1980 and now produces approximately 2.5 million tonnes (2.8 million tons) of lignite annually. Atascosa Mining Company is responsible for production, maintenance, engineering, and management services. Production responsibilities include topsoil removal, overburden removal, lignite mining, spoil pile regrading and topsoil replacement, as well as ash disposal and construction and maintenance of water retention and diversion facilities.

The rock mass parameters which need be evaluated to estimate the rippability of rock are briefly outlined and their significance is discussed. Several methods used for estimating rippability are compared, and the advantages of taking into account a wide spectrum of rock mass parameters are emphasized. A systematic means of numerically weighing six rock mass parameters to produce a Rippability Rating (RR) is recommended, and a method of correlating this rating with the refraction seismograph method and with tractor horsepower is shown. Although the overall method demonstrated is systematic and yields specific numerical results, an integrated approach is recommended to its application, taking into account: the Rippability Rating; seismic velocity and geologic material; and other engineering judgment factors.

A series of nonionic and anionic surfactants were tested to enhance the flotation response of a low rank coal. An ethoxylated octyl phenol and several polypropylene polyethylene block copolymers were tested as nonionic surfactants. The anionic surfactant was a dioctyl sulfosuccinate. All the surfactants employed improved the yield significantly but the influence on grade was complex. Separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents tested, a correlation between emulsifying power of the surfactant and flotation was observed. An increase in the number of droplets produced in surfactant containing systems was considered to be the main reason for increase in the yield. Since it increased the number of collisions between dodecane droplets and coal particles. When a surfactant was introduced into the flotation pulp prior to addition of dodecane, it decreased the benefits of the surfactant significantly. The decrease was attributed to an increase in the wettability of coal and a decrease in the surfactant available for emulsification. When a suitable surfactant was added as a solution dissolved in the oily collector, a considerable increase in yield was observed.

Hang-ups are a challenging operational problem in block caving mines. They interrupt ore flow and imply hang-up removal activities, which take time, increase operational costs, and involve safety risks for workers. In block caving, the number of hangup events of mechanical arches that appear in the drawbell could be decreased if the drawbell geometry is adequately designed based on the expected rock fragmentation. Here, we compile and analyze hang-ups reported in several block caving mines to evaluate the impact of drawbell geometry, rock size, and vertical load on hang-up frequency at the mine scale. Results show that the ratios between drawbell length and d80 (dL/d80), between drawbell width and d80 (dW/d80), between drawbell volume and rock volume (VDB/VP), and vertical stress are critical parameters that define hang-up frequency. These findings confirm previous experimental studies, where a decrease in hang-up events is associated with an increase in these ratios. Additionally, these outcomes are used in a support vector machine algorithm to define categories of hang-up frequency. The results of this classification algorithm are presented in diagrams, which can be used to estimate the hang-up frequency in block caving projects.

The paper presents the results of a plant test using WEMCO 1 + 1 enclosed flotation machines for inert gas (nitrogen) flotation of by-product molybdenite from copper sulfide concentrate. Copper depressant consumption in the rougher flotation stage was reduced by 68% as reagent consuming oxygen was removed from the flotation air. Unlike other nitrogen flotation systems used in the industry, nitrogen is recovered above the flotation cells and from froth in tails and concentrate streams and recycled, resulting in minimal nitrogen makeup requirement.

The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

From October 1980 through August 1982, surveys were conducted on 19 longwall mining operations to obtain data relative to respirable dust levels associated with particular longwall operations and occupations, to make recommendations for enhancing dust control, and, where applicable, to evaluate the effectiveness of new technology implemented to control dust. The paper summarizes the data collected during these surveys and, where possible, draws conclusions and discusses actions that can be utilized to reduce exposures to respirable coal mine dust on longwall mining operations.

The new generation of computer environment provides mineral processing plants with convenient tools to store and retrieve or to analyze on-line process variable values as given along time by the various sensors installed in the plant. The paper describes the application of classical tools, such as time series analysis, to retrieve the hidden information contained is such data. The concepts used in single signal processing (autocorrelogram, power spectrum, ARIMA descriptors) and multi-signal processing (cross-correlogram, cross-spectrum) are briefly reviewed. Some examples are given to illustrate their application (sampling, data filtering, process behaviour prediction, process evaluation, data synchronisation). Examples are taken from mixing, flotation and leaching processes.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

Bleeder entries are critically important to longwall mining for the moving of supplies, personnel, and the dilution of mine air contaminants. By design, these entries must stay open for many years for ventilation. Standing supports in moderate cover bleeder entries were observed, numerically modeled, and instrumented by researchers at the National Institute for Occupational Safety and Health (NIOSH). The measurements of the installed borehole pressure cells (BPCs), standing support load cells and convergence meters, and roof extensometers are presented in this paper in addition to the numerical modeling results and visual observations made by the NIOSH researchers in the bleeder entries. The results include the effects of multiple panels being extracted in close proximity to the instrumented site as well as over one and a half years of aging. As expected, standing supports closer to the longwall gob showed the greatest load and convergence. The roof sag appeared generally independent of the proximity to the longwall gob. The BPC readings were driven by both the proximity to the gob and the depth into the pillar. The results of this study demonstrated that the entry roof can respond independently of the pillar and standing support loading. In addition, the rear abutment stress experienced by this bleeder entry design was minimal. The closer the mine development, pillar, or supports are to the gob, the greater the applied load due to rear abutment stress.

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. Silica and Crystalline Quartz exposure continues to be a serious health threat to nearly 2 million workers in the United States, including more than 100,000 working in high risk jobs such as abrasive blasting, foundry work, stonecutting, rock drilling, quarry work, mining and tunneling. The primary focus of this study is to identify the best methodology to reduce particulate-laden air and limit/eliminate exposure to respirable dust with silica/crystalline quartz during tunneling operations. This study focuses on two de-dusting systems employed on similar tunnel construction projects. The first project is the Coxwell Bypass Tunnel located in Toronto, Ontario Canada. The second project is the Westerly Storage Tunnel located in Cleveland, Ohio. The Toronto project is utilizing a wet de-dusting system. The Cleveland project is using a dry de-dusting system. The objective is to determine which system provides the best protection and suitability to capture, remove and ultimately reduce respirable concentrations of silica/ crystalline quartz to safety and healthy levels in underground tunneling activities.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Integration and synthesis of mine-site topography, geophysical, and geochemical data yields both two- dimensional and three-Amensional perspective models for the May Day mine located in the Cement Creek drainage near Silverton, Colorado. Induced polarization, geophysical data are spatially registered with geochemical data acquired from drill hole cuttings that are contoured m three-dimensional space, thereby permitting determination of the most metalliferous and sulfur rich zones of a waste pile. This spatial modeling application was developed to be a visually intuitive tool to aid in mine waste reclamation.

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.

The Plymouth Tunnel forms part of the 16-mile long route of the Purple Line Light Rail Project promoted by the Maryland Transit Administration. The tunnel is approximately 1,220 feet in length with a shallow vertical alignment located beneath a residential area. Challenging mixed ground conditions included surficial soils, decomposed Saprolite, and highly weathered to fresh rock requiring the use of the Sequential Excavation Method (SEM) for construction. This paper discusses innovative approaches implemented during construction as well as challenges faced during planning and installation of a spray-applied permanent concrete liner.

This paper explores the impact of the significant difference between the number of geochemical assays conducted for grade estimation and the number of comminution tests performed for throughput and performance forecasting. Both grade and throughput are key factors in determining the project. We analysed 154 feasibility study reports to assess the impact of sample frequency for comminution test work on project revenue. This disparity in size between assay and comminution data arises because geological and resource-grade risks cannot be managed without extensive geochemical testing, whereas comminution risks are traditionally mitigated through design methods and the use of contingencies. This approach is partly due to the relatively high cost and large sample requirements associated with traditional comminution tests. Our analysis demonstrates that insufficient comminution sampling and testing leads to uncertainties in throughput forecasts, creating significant financial risks. Data from the feasibility studies show that a 1% change in mill throughput can result in up to a 5% variation in Net Present Value (NPV), underscoring the sensitivity of project economics to operational performance. Building on previous work, we reference studies that reveal how low frequency of comminution testing can increase uncertainty in mill throughput forecasts and increase financial risks. We propose an approach that optimises the number of comminution samples tested to enhance forecast accuracy and reduce NPV variance. By adopting this approach, mining projects can improve financial reliability and mitigate risks associated with underperformance in SAG and AG mill-based operations.
