The increasing popularity of alternative methods in delivery of underground infrastructure projects has given rise to innovative and collaborative contracting strategies to allocate and manage the unique risks associated with the work. This paper presents approaches and recent examples of how risk has been dealt with using various alternative delivery methods, including Progressive Design Build (PDB) and Construction Manager/General Contractor (CM/GC). Based on the experience gained from these examples, recommendations for an innovative and collaborative risk baselining approach using contingency sharing are presented that should advance the overall goals of equitable risk sharing and compensation.

Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and inductively coupled plasma-mass spectroscopy (ICP-MS) was used to determine how leaching conditions affected the release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that for certain spoil materials, the SC in the leach column effluent was effectively reduced when the spoil was first leached with acidic rainwater followed by ambient rainwater, as opposed to leaching with ambient rainwater alone. This suggests that accelerated leaching might aid in the long-term stabilization of some materials.

However excellent the geologic map of an area is, it can only show what is exposed on the ground. It cannot and should not generalize the information nor complete the picture by inference: this is left to the examiner. Consequently, it becomes justified for him to use all expressions of geologic structure in order to gain an additional dimension in geologic interpretation, and particularly so in mineral exploration. In previous studies related to Arizona, the known faults were the starting points and a host of interpolated, supporting geologic factors described in earlier publications ascertained the presence of a series of structural trends and lineaments found to be rather continuous and persistent, even though unsubstantiated by geologic maps. In present studies pertaining to the humid environment, with the same aim of seeking major structural trends and lineaments, the starting points are morphologic expressions such as straight lakes and straight segments of rivers, among others, because there generally is not enough geology available. An example is given herewith for an area that straddles the International Border, north of Spokane. In both semi-arid and humid environments, one observes that mineral deposits quite often occur close to the intersection of a major fracture or lineament with some secondary trend.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.

Corrosion of equipment and machinery in the coal industry is usually the result of three main agents: acids, chlorides, and abrasion. Acids and chlorides are especially troublesome in coal preparation plants where soluble salts and sulfur in the coal produce a highly corrosive wash solution. Abrasion is common in all operations where coal is handled or conveyed. Together, the acid-chloride-abrasion combination results in some of the worst corrosive conditions found in any industry. The variety of equipment and structures in the coal industry calls for different corrosion control techniques. Table 1 lists the areas of concern for a number of items. Just as there is a wide variety of corrosion problems, there is a wide array of coating materials available. Tables 2 and 3 are selection charts to provide guidance in narrowing down the choices. Experience has shown that a limited number of coating systems work best on coal equipment and structures. These systems are described in Table 4. The good-better-best designation in the table refers to coating system longevity. Good indicates the least costly and shortest service life. In nearly all cases the lowest annualized cost can be achieved by using the coating system rated best, due to the avoidance of costly repaints and unnecessary downtime. The most expensive coating system, though, is worthless unless the coating system is properly applied. Field inspection to insure compliance with specifications is an important aspect, and is a service available from many coating suppliers. Even the best coating systems require periodic maintenance to achieve satisfactory results. Spot rusting from mechanical damage should be repaired annually to maximize the coatingsystem's results.

Mining activities at Kennecott and Park City are similar in that both districts began operation in the last half of the 18th century, and both operated on a large scale for many years. However, they are different for two important reasons. First, the mines in the Park City district were always underground. The city of Park City was above many of those mine workings. It remained in place after mining activity stopped, and as the town became an up-scale ski resort, property values increased and the tailings dumps became desirable building sites. In contrast, Kennecott eventually became an open pit mine, and the growing pit effectively consumed many of the small towns that had grown up around the underground workings. Even towns on the periphery of the open pit were razed to allow for the disposal of mine overburden. Second, almost all mining activity stopped in Park City in the early 1970s, just as the first rigorous environmental legislation in the United States was enacted. (The Ontario mine operated sporadically until 1982.) Many mine structures, waste dumps, tailings ponds and piles, and tunnels were simply abandoned as the mining companies ceased business or were bought out. Kennecott, on the other hand, has been in continuous operation for more than 120 years, so a closure plan hasn’t been finalized. Nonetheless, environmental and social problems have arisen, and the company has had to address them.

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

Remotely located in the jungle near mount Puncak Jaya [16,500 ft (5,030 my), Irian Jaya, Indonesia rests Freeport's Indonesian copper mining operation. Shortly after start up of Freeport's copper concentrator in 1972, lower than estimated throughput was experienced within the crushing circuit. Within one year, Freeport had successfully engineered a solution, and was operating a 5,500 dmtpd wet screening circuit. Today, after 19 years of successful wet screening expansion and operation, the concentrator processes 57,000 dmtpd.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

The shape of particles has a significant effect on the shear strength and deformational characteristics of granular materials. Weathering can change the grain shapes. For example, more weathered sands tend to be rounder regardless of particle size. Particle shape analysis was performed on samples collected from the Questa mine rock piles, a debris flow and the pit alteration scar. In order to increase the validity of the particle shape analysis, 4 persons including 2 geologists and 2 mining engineers were involved in describing the particle shapes. The results of this analysis indicate that rock fragments in the collected samples are mainly subangular, subdiscoidal and subprismoidal. The sphericity and angularity of the rock fragments of the older analogs are similar to those of the rock piles. This suggests that short-term weathering (<100 years) has not noticeably changed the particle shapes at the test locations. Rock piles made of more angular particles are more stable compared to rock piles with rounded particles.

"As the concept of autonomous haulage systems (AHS) moves from prototypes to production-ready applications, the operating performance of the haul road will become critical to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width. This will, therefore, generate potentially significant reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and its associated deterioration rate, is predictable and manageable, based on the materials used to construct the road and the maintenance interventions to be carried out on the road.This article presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined partly from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this article, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images that are analyzed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration.Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. A geologic investigation of mineral resources in South Carolina first began in 1825 when the General Assembly authorized Lardner Vanuxen to conduct a "Geological and Mineralogical Survey of South Carolina." Vanuxen, South Carolina&apos;s first State Geologist, reported in 1826 on the limestones (marble) of the Piedmont which during those early years, were burned in many shall, scattered kilns in the region wherever suitable raw material was available. He also mentioned the possibility of using marl from the Atlantic Coastal Plain province for direct application and enrichment to the soil. Since before the year 1844 industrial minerals in South Carolina have been commercially produced literally from A to Z, asbestos to zircon. The first pub¬lished reports of actual commercial production, not just an occurrence, are referenced in Table 1 for 33 known industrial minerals and rocks in South Carolina. Known or suspected occurrences of undeveloped non-metallic mineral resources in South Carolina await future verification by geologic mapping, sampling (including coring), possible beneficiation, and market analysis. These industrial minerals and rocks include, but are not limited to, special, clay minerals (e.g. bentonitic clays, zeolites and others), sillimanite, argillite (lightweight aggregate), kaolin (alumina) and marl (underground storage and tunneling medium). In addition other non-metallic minerals, once mined but still worthy of reconsideration, include topaz (industrial), heavy minerals, barite, feldspar, and monazite. Finally, possibilities for new reserves, as an expansion of existing mine output, might develop for fuller&apos;s earth, limestone (lime), sericite (finely divided mica), vermiculite, kaolin (paper coating and filling, other filler), and metallurgical gravel. Official South Carolina data from the U. S. Bureau of Mines for 1974 indicated a total value of mineral production of $105.2 million. Fundamental to the long-term performance of an operation is geologic modeling and mine planning. To maximize mine profitability, planners and schedulers must account for a staggering array of variables and create accurate mining plans that meet production and profit targets. Not surprisingly, this can be a difficult task, and getting it wrong can result in large unforeseen costs and significant lost revenue opportunities. This paper discusses the top five challenges geologists and engineers are facing in developing mining plans.

Duval Sierrita Corporation, a wholly-owned subsidiary of Duval Corporation, operates an 86,000 STPD copper-molybdenum concentrator near Tucson, Arizona. Shortly after production commenced in February, 1970, it became apparent that the reduction crushing system represented a limitation to reaching the design capacity of 72,000 STPD. The development work performed on the reduction crushers in order to first meet design capacity, and to subsequently increase production to 86,000 STPD is described in this paper. The Sierrita plant is a conventional three stage crushing sys- tem. All crushers were supplied by the Allis-Chalmers Corporation and consist of two 58 x 89 Superior gyratories, four 138b EHD hydrocones, and ten 384 hydrocones. Screening is performed prior to and subsequent to secondary crushing and in closed circuit with the tertiary crushers. Typical throughput rates and equipment sizes are presented in Figure No. 1.

"A long-term mine production schedule optimization based on stochastic integer programming is presented that manages the risk due to geological variability and uncertainty while jointly considering mine profitability, truck fleet requirements and waste management. The evolution of the pit is controlled so that space within the mined-out pit is continuously provided to allow for tailings and waste rock to be replaced, thus minimizing the project’s environmental footprint. The method is applied at a taconite iron ore deposit and has a project net present value that is 16.9 percent higher than that of a conventional schedule and has a higher chance of meeting production forecasts. The stochastic schedule reduces equipment requirements by delaying waste mining and by mining selectively in order to meet plant ore feed requirements without stockpiling material, resulting in 23.7 and 26.2 percent lower mining capital and operating costs, respectively. IntroductionThe LabMag iron ore deposit is part of the Millennium Iron Range, a 210-km (130-mile) belt of taconite in northern Quebec and Labrador, Canada. LabMag has significant economic potential. It contains more than 3.3 Gt (3.6 billion st) of proven reserves at an average total iron content of 29.8 percent and is very low in impurities. However, on a project basis of 23 Mt/a (25 million stpy) of product, the required capital expenditure is estimated at more than $5 billion (SNC-Lavalin, 2014), which necessitates careful evaluation of all sources of risk. Resource estimation is one of the main sources of risk in a mining project as knowledge of the orebody is primarily based on drilling, which is often sparse because it is expensive. If the expected ore tonnages and qualities are not obtained when mining, the project cash flows are directly affected. The expected quantities and qualities of ore and waste are defined by the mine production schedule, which specifies the sequence of extraction and is dependent on the resource estimation. The goal of mine production scheduling is thus to maximize the expected profit, while also meeting all production targets and constraints, by creating an extraction schedule that is robust in the face of geological risk and has the highest chance possible of actually being realized."

Believe it or not, mine evaluation and feasibility studies are as old as the industry itself. In the first recorded writing on mining by Agricola (1556), he gave several clues as what to look for in evaluating a mine, to determine if it was economically feasible. Below is the guidance from Agricola, with my interpretation of what he would include today. Now a miner, before he begins to mine the orebodies must consider seven things, namely: ? The situation (the geography/topography). ? The conditions (the geologic/mineralogic and mining conditions). ? The water (availability, hydrology and ownership). ? The roads (plus the railroads, power lines, all other infrastructure). ? The climate (the weather-rainfall/environment). ? The right of ownership (the land and legal entitlement). ? The neighbors (the social environmental concerns of the area). It is amazing how much of his guidance has not changed in 455 years. Yet Agricola gives no guidance on determining the correct cost, or determining the correct commodity pricing. But he does give a few words of caution on the related ethics involved on buying mineral properties: ?A prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him.? Three hundred years later (1866), to further amplify this point, in the most famous thing that Mark Twain never said, as an introduction to a lecturer to an audience of gold-miners at Red Dog, CA, the famed author/humorist allegedly described a mine as ?a hole in the ground owned by a liar? (Farrar & Rinehart, 1935). So, one might conclude that between these two dates, the mining industry did little to improve its reputation. Unfortunately, since Mark Twain allegedly made those remarks, we have not done near enough to gain accountability for the mineral industry.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.
