Turkey?s EU affairs started in 1963 with the Ankara Treaty. On 31 December 1995 the Customs Union between Turkey and the European Union came into effect. In order to achieve the Copenhagen Criteria?s, Turkey, made laws parallel to the Framework Programs. On 3 October 2005, with the confirmation of ?Membership Framework Document? the negotiation process of Turkey has started. Coal had important role in the industrialization of EU and it is directly related to Energy and Environmental subjects. In this point many restriction became with the some protocols, in last decades. European Union composed Energy and Coal Policy, therefore engaged to reduce the emissions, and made new regulations. This regulations concern Turkey?s energy future, since large; but low quality of lignite reserves of Turkey, it is expected to have some difficulties with Union?s Environmental Legislation during Turkey?s congruity process. With the last natural gas import agreements of Turkey, the production and consumption of coal sunk in last seven years. However, considering environmental sustainability, the role of coal in energy production will rise up in the coming future. In this paper, in terms of Turkey Energy Sector, production and consumption problems of coal discussed and evaluated considering EU?s coal, energy and environmental rudiments.

"A limited series of laboratory batch flotation tests was conducted on a suite of calcium-ferrite-based slags made in laboratory smelting trials. The smelting tests were conducted as part of a wider CSIRO Minerals’ research project aimed at developing a single-stage continuous copper-making process. The objective of the flotation work was to maximise copper recovery and iron rejection from slags made in the process.The slags treated included a reduced low copper slag, an oxidised high copper slag composite, and a very reduced low copper self-pulverising slag. The copper content of the slags varied from 2.9% to 14% Cu. The copper was present as metallic copper, oxide copper and copper-calcium ferrite phases with the phase mix related to smelting conditions. The slags were crushed, ground, wet-screened at 355 or 210 µm to remove coarse metallic particles of copper, and floated at natural pH (about pH 11) using reagents and conditions appropriate for the selective recovery of the copper phases.In rougher/scavenger tests on the reduced low copper and self-pulverising slags copper recoveries above 92% were obtained with copper enrichment ratios varying between 2.3 and 2.9. For the oxidised high copper slag copper recoveries were poorer - only 47% of the copper was recovered with an enrichment ratio of 3.3. The presence of the slow floating copper-ferrite phases in the slags limited further (selective) copper recovery. Ageing of the high copper slag, that is, a significant delay between grinding and flotation, resulted in a deterioration of the copper flotation response.The critical parameter affecting the flotation of copper from direct converting slags was found to be the form of the copper in the slag. Slags containing a higher proportion of the more desirable form of copper for flotation will provide the best opportunity for high copper recoveries to be consistently obtained, allowing improvements in the economics of the overall copper-making process."

Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. With implementation of stringent environmental regulations, ultra clean coal technology development programs have gained significant importance worldwide. As far as Indian scenario is concerned, most of the coals present in India are of drift origin and low grade, containing high mineral matter varying from 15% to greater than 50%. The inorganic or ash constituents of Indian coals are finely disseminated through the organic or carbonaceous constituents so, that commonly used physical beneficiation techniques are of only limited value in affecting separation. Chemical processes involve addition of chemicals, which react with the mineral matter and allow its easy removal. The present study envisages the effect of aqueous alkali leaching followed by acid washing on the removal of mineral matter from two different captive coals of Tata Steel at elevated temperature and pressure. The experiments are conducted at desired conditions using a bench scale pressure reactor set up having proper data acquisition and control system. The research study revealed, that it is possible to reduce the ash content up to 70% by this method. The alkali content of the product clean coal does not increase whereas the silica and alumina content reduces by nearly 58% and 62% respectively. Significant reduction in the phosphorus content is observed after the acid treatment. The crucible swelling number of the feed coal improves after the treatment. The mechanism of demineralisation was evaluated by analyzing the coal samples before and after the alkali and acid treatment using scanning electron microscope (SEM). Because of the acidic nature of the silicates and aluminates, they dissolve into the NaOH solution and form sodalite. Sodalite is partially soluble in the alkali solution. The hydrates formed during alkali treatment are partially removed due to acid wash. This study in overall provides an insight into possible alternative methods of beneficiation for removal of ash from high ash Indian coals.

Coke combustion during sintering process is significantly governed by coke breeze size distribution, which in turn affect sinter quality i.e. sinter granulometry, Tumbler index, Reduction Degradation Index and Reducibility Index of sinter. To know the effect of microfines of coke breeze on sintering process parameters, pot sintering tests were conducted and it was found that when microfines are eliminated and optimum coke size (1-3mm) is used yield of sinter increased by more than 7%. Similarly productivity increased by 9%, the strength of sinter i.e. ISO Tumbler Index increased by 2.3% and +10mm sinter size increased by 5.5%. Controlling of microfines during crushing and by improving crushing index will result in improved quality and productivity of sinter with lesser amount of coke breeze. This paper describes that how to optimize solid fuel i.e. coke breeze consumption in sintering process through granulometry control. Stone coal containing vanadium is an important vanadium resource in China. Roasting and oxidation of vanadium is the foundation for extracting vanadium from stone coal. This article takes stone coal vanadium ore in Tongshan of Hubei Province as research target to conduct oxidation roasting test on it by using a self-developed low-sodium compound additive and a new optimized technology. Firstly, use potentiometric titration, X diffraction, energy spectrum and electron probe to study valence change, occurrence and phase transition of vanadium during oxidation roasting process. On this basis, primary work is done on oxidation kinetics of vanadium by exploring the steps that control reaction rate during vanadium oxidation process and determining the related dynamic parameter ? apparent activation energy. The study shows that occurrence of vanadium in stone coal of Tongshan is mainly in illite, and that the result of phase transition in roasting process is disappearance of illite containing vanadium, formation of soluble vanadate and potassium feldspar, albite. It further demonstrates that oxidation process of vanadium is step by step (V(?)? V(?)? V(?)), and its oxidation reaction is controlled by diffusion kinetics whose dynamic apparent activation energy is E1=81.19kJ.mol-1.

"In this paper, scheelite and scheelite coated with Pb2+ (SC) were synthesized by chemical precipitation with the help of ultrasonic. The role of the Pb2+ on scheelite was evaluated. Additionally, the dissolution behavior of minerals and the adsorption mechanism of collectors were investigated systematically via SEM, XRD, EDS. The results indicate that the ultrasonic cavitation can promote the formation of scheelite with large particle size and high crystallinity. Due to the exchange of WO4 2- and OH-, the dissolution of scheelite are not in a 1:1 equivalent amount by chemical formula and the concentration of WO4 2- is higher than that of Ca2+ in the solution because Pb2+ promotes the transfer of WO4 2- from scheelite surface into the solution. The dissolution of scheelite is an endothermic reaction and its enthalpy reaches the maximum value of 692.59J·mol-1 at pH=8~10. But the coating of Pb2+ changes the thermal effect of scheelite in the solution and the dissolution of SC is an exothermic reaction with the dissolution enthalpy of -262.30 J·mol-1. At pH=8~10, the adsorption capacity of sodium oleate and salicylhydroxamic acid on the surface of SC is higher than that of scheelite which delivers that Pb2+ contributes to the scheelite surface dissolution and enhances the adsorption of collectors on the mineral surface, thus achieving activation.INTRODUCTIONIn modern society, tungsten is a type of quite important rare metal and also a strategic resource. Because of its low vapor pressure, high melting point, good electrical and thermal conductivity properties, it is widely applied in high-temperature technology, lighting, machine and engine construction (Zhao,Z.W, 2013; Yan, W, 2017; Ilhan, S, 2013). Both scheelite and wolframite are the major tungsten deposits. With the depletion of easily-processed wolframite, scheelite has drawn a great deal of scientific and industrial attention. Scheelite can be recovered by flotation due to the metathesis of polarity and chargeability on minerals surface via adding regulators and collectors."

Brazil and Colombia have large reserves of coal, those reserves in Brazil are located predominantly in the south and Colombia the main reserves are located in the north. Despite the relative ease of exploitation, these resources have been underestimated as a source of energy. Currently, these countries are developing projects and partnerships aiming to qualify this mineral resource, adding quality to the final product of the processing plants. In this scenario the processing of Brazilian and Colombian coal in flotation columns appears as a promising alternative, having been successful in mineral systems containing fine particles This paper aims to study the overall process of column flotation for a specific Brazilian coal and a specific Colombian coal. The material used in this study consists of fine coal from Brazil (Copelmi) and Colombia (Cerrejon). The objective is to recover carbonaceous matter and reduce the ash and contaminants grade. The two coals were floated using a negative bias in a 5 cm diameter conventional flotation column of 5 m high. Flotation parameter investigated included air velocity in the range 0.6 to 1.5 cm/s. For all runs, a constant negative bias of -0.25 cm/s and a pulp concentration of 8% w/w were used. For Cerrejón coal, 300 g/ton of frother and 907 g/ton of collector was used, whereas for Copelmi coal, 600 g/ton of frother and 1815 g/ton of collector was employed. The frother was a commercial Aerofroth 65 (AF65), whereas the collector was Kerosene. For the Colombian coal, in general, yield, organic recovery, ash recovery and water recovery decreased with the increasing air rate. However, for Brazilian coal the air rate had no significant effect. For Colombian coal, the highest yield (60% w/w) and organic recovery (69% w/w) were obtained at the lowest air rate (0,6 cm/s). Comprehensive utilization of the copper associated with the complex lead and zinc sulphide ore is a recognized and difficult technical issue in ore dressing field. Qi Baoshan lead-zinc mine is a typical complex copper-lead-zinc polymetallic ore deposit and difficult to process. The application of the. traditional process is not able to make the substantive progress. According to its mineralogical characteristics, the association of copper minerals with lead minerals is very close, and their particle sizes are very fine, and the copper and lead minerals are partially oxidized. Based on the laboratory tests and comparison between different process flowsheets, preferential flotation of copper minerals, being suitable for this ore, was chosen to recover copper. The separation of copper from lead applies the following technology: regrinding middlings with cyclones to classify, which improves copper lead mineral liberation, and increases copper and lead recovery; using new high-efficient collector with good selectivity, which is able to float copper minerals; and non-toxic combined depressant which depresses lead minerals. The above technical innovation, optimizing the process flowsheet, overcoming the complex traditional process flow with high production cost, obtained good technical and economic indicator. The difficult technical problem of copper lead separation was solved smoothly. After successful performance of the bench-scale experiment, commercial-scale test was carried out. In industrial trial, a copper concentrate containing Cu18.60 %, Pb7.40 % and Zn2.50 % was obtained with copper recovery of 58.49%, lead concentrate quality improved largely. The process opened up an unique path for the comprehensive recovery of Cu from similar lead and zinc non-ferrous metals mineral to comprehensively recover copper.

Phenyl malonic acid (PMA), a new chelating collector, which contains a phenyl structure and a malonic acid chelating group, has been synthesized and its collecting capabilities to calamine, hematite, quartz and hemimorphite are also studied in laboratory. From the experimental results, it can be seen that the PMA has somewhat flotation ability to calamine, hematite and quartz, while it nearly has no collecting ability to hemimorphite. With the increase of PMA concentration, the flotation recovery of calamine increases. When the dosage of PMA was 560g/t and at pH=7~9, the flotation recovery of calamine gets its maximum of 45.94%. The test results about the influence of pH on the flotation recovery of quartz show that the flotation recovery increases with the increase of pH, and the maximal flotation recovery can be gained in alkaline media. On the other hand, PMA has stronger flotation capability to hematite than to other minerals. The flotation recovery of minerals increases with increase of PMA concentration. When the dosage of PMA is 560g/t and at pH=5~7, the flotation recovery of hematite is 82.96%. Mean-while, the influence of pH on the flotation recovery of hematite was studied and test results showed that, as pH increases, the flotation recovery sharply rises until pH=4, then the increasing rate de-creases outstandingly, at pH=6 the flotation recovery reaches its maximum of 82.96% and it de-creases speedily in alkaline media. Finally, through the measurement of infrared spectroscopy and in terms of solution chemistry of collector, the flotation mechanism has been discussed. It was concluded that the adsorption of PMA on minerals surface is chemical adsorption in nature through two oxygen atoms in the polar group of phenyl malonic acid chelating with the metal ions of minerals surface to form a hexagon-cycle chelate complex: C(=O)-O-M-O-(O=)C.

The biggest chromium mineral processing plant in Albania is Bulqiza plant. It has been in operation for more than 20 years, treating low-grade chromium ores grade 20 ? 26 % Cr2O3 and producing chromium concentrates grade 48 ? 50 % Cr2O3. About 2 million tons of tailings with 13 % Cr2O3 content are stocked in a dam close to the plant. Mineral processing of low-grade chromium ores with less than 16% Cr2O3 content is unprofitable because the mining expenses are high comparing with the current market prices of chromium concentrate. Recycle and enrichment of existing tailings is profitable, because there are no underground mining expenses in this case and because that this kind of raw material does not need expenses operation of crushing and grinding. The existing plant is in operation for more than 8 years treating existing tailings as raw material. Grade of concentrate in the value 40 % Cr2O3 and Cr2O3 recovery in the value 30-35% in the plant are considered low. The main reason of low concentrate grade and recovery is high content of particles under 100 microns, the slimes, in raw material. In the paper is described the study carried out to improve enrichment of the tailings, as well as analyses of existing process, raw material and products. It is concluded that majority of lost is present in the slimes which are not separated in existing spiral separators and shaking tables. Basing in the study is composed the new flow sheet of recycling and concentration of the tailings to produce chromium concentrate grade 41 ? 42 % Cr2O3 and recovery 60 %, decreasing in this way the concentrate production cost two times. In the paper are presented the tests and results of concentration of particle size fraction under 100 microns, using gravimetric, magnetic and flotation methods, as well as equipment and machines suitable for slimes treatment and concentration.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of Iron ore fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of Iron ore fines. The results obtained from this study revealed that among the parameters studied, drum rotation, amount of wash water and angle of inclination play dominating roles in controlling the yield and grade of the Iron ore. The majority of the newly developed Multi gravity concentrators have tremendous potentials for various applications. Therefore, the performance evaluation of these concentrators treating various minerals, coals, heavy metal recovery from tailing dams, etc., have become an active research topic. Several attempts have also been made to develop appropriate mathematical models of individual concentrators. Despite all these efforts, these concentrators have yet to find the widespread applications they deserve. The ?as received? sample assayed 40.80% Fe, 40.90% SiO2,0.24% Al2O3and 0.20 % LOI and all other trace elements within the specified range. The current paper deals with the Mineralogical studies, characterization and process amenability studies of Sub grade Iron ore from Deposit No. 5, Bacheli complex of Bailadila using Multi Gravity Separator (MGS).

"The first 90 years of the last century generated a considerable volume of technical literature on the subject of grinding mill power and its prediction. It is therefore surprising that during this time there were no published models for predicting grinding mill power draw which were validated using a wide range of comprehensive industrial scale data.Notwithstanding this lack of data, the majority of models placed limited emphasis on the internal dynamics of mills and relied on simple assumptions which considered the charge to take up a fixed position and shape.Laboratory based studies (Liddell, 1986), and industrial data (Morrell, 1993), showed that these assumptions did not hold over a wide range of operating conditions, and brought into doubt the ability of the (then) existing models to accurately predict grinding mill power draw. Furthermore no model treated AG,SAG and ball mills as a single class of devices whose power draw could be predicted with the same equations.Through a detailed investigation of the charge dynamics, coupled with a large data base of industrial mill power draws, this situation was rectified by the end of the century, by which time a model had been developed and validated, which accurately predicted the power draw of all wet tumbling mills. This paper describes this model and reviews some of the earlier attempts at mill power modelling."

Packing in a flotation column is one way to increase separation efficiency and effective descending flotation-column height. In this paper, the difference between filling packing and sieve packing is described, and the flaws of filling packing in flotation columns in industrial application are pointed out. A change of flotation process and its effect on flotation results are reported. Based on sieve-plate filling, a high-efficiency mixed packing mode consisting of screen-plate packing and honeycomb-tube packing has been proposed, with the packing mode optimized in the cyclonic static microbubble flotation column in the separation zone. In the mixed packing mode, the honeycomb tubes are used to reduce the vortex effect at the base of the column and weaken the radial dispersion of jetting bubbles, and the sieve plates are used to comminute bubbles in the separation zone, to lengthen the bubble migration path, and to stabilize the foam layer. The superiority of honeycomb-tube packing is analyzed using bubble-particle collision theory, and the dynamic equations of collision probability are derived. The role of mixed packing in guaranteeing mineral recovery is analyzed by the axial dispersion method, and a dimensionless axial dispersion model is derived. When a high-turbulence flow is maintained, a static separation environment is formed in which secondary mineral processing is rendered more effective. In this way, a nonlinear separation environment is formed in the flotation column. Finally, mixed packing was applied in an industrial test. A large vortex developed at the base of the column. It was observed that the bubbles in the radial flow were homogeneously dispersed, the residence time of the pulp was prolonged, and the froth layer became thick and stable. Based on the test data, it was found that the sieve packing has the potential to yield a product of approximately 25.83% copper concentration with 91.78% recovery from a feed concentration of approximately 0.727%. If mixed packing were used, the product concentration could be further increased to 27.60% from a feed of approximately 0.739% concentration with 93.38% recovery.

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. It is pointed out that it is possible to reduce the moisture of fine ore concentrate to a minimum. By way of example, the case of the treatment of flotation molybdenum (Mo) using the thermocompression- filtration process is cited.

The development of surface charge of serpentine mineral and implications for sulphide ?otation have been studied through flotation tests, sedimentation tests, zeta potential measurements and optical microscope photos. The results show that the serpentine mineral was positively charged at an extensive pH range, with an isoelectric point (IEP) of 11.9. The magnitude and sign of the pyrite particles were pH dependent and were negative for pH values above 2. At pH value 9, where ?otation of nickel sul?de ores is routinely performed, serpentine and pyrite particles attract through an electrostatic mechanism. Slime coatings of serpentine adhere to the surface of pyrite, reducing pyrite flotation recovery. The removal of magnesium ions from the serpentine surface by acid leaching results in a decrease of serpentine IEP and eliminates the adverse effect of serpentine on pyrite flotation. Therefore, it has been clearly established that the surface charge value developed in the serpentine/aqueous electrical interface is a function of the serpentine surface incongruently dissolution. As a result of hydroxyl dissolution, the magnesium ions are left in serpentine surface, which is responsible for serpentine surface charge. The methods, which can remove magnesium ions from serpentine surface, can be used to eliminate the adverse effect of serpentine on pyrite flotation.

An experimental investigation has been carried out using a laboratory scale Denver flotation cell. For evaluation of cokeable coal of Alborze Sharghi coal washing plant, the full factorial method was used to statistically design and analyse the experiments. The 2 factorial interaction model were developed for combustible recovery and ash content as response and diesel dosage, conditioning time, feed percent solids and rotor speed as factors. Model validation and residual analysis were con-ducted and results indicated that the fitness, predictability power and residual distributions of models were good. The effect of parameters and interactions were examined and it has been demonstrated that rotor speed, solid percent and interaction between diesel dosage and solid percent were more important terms of all responses. A product with approximately 78% combustible recovery and 10% ash content was obtained at 4000gr/ton diesel fuel oil (high level), 30 sec conditioning time (low level), feed percent solids of 15% (low level) and 800 rpm rotor speed in appropriate condition.

"Lead-Zinc sulfide ore containing carbon is one of typical refractory resource. Because organic carbon has natural floatability, it has a great negative influence on flotation of lead-zinc sulfide ores. It is difficult to obtain qualified lead concentrate by flotation using conventional reagent system. In order to reduce the influence of organic carbon on lead and zinc flotation, two alternatives, i.e., removal carbon by pre-flotation or adding carbon depressant in lead and zinc flotation, can be adopted. If the flowsheet of removal carbon by pre-flotation is adopted, the lead and zinc recovery which are lost in the carbon tailings is often higher. If conventional carbon depressants are used in lead and zinc flotation, it has a certain depression effect on lead minerals. In the paper, the ore grading 1.49% Pb, 5.73% Zn, and organic carbon 3.14% has been carried out by flotation tests. In the bulk flotation of carbon and lead minerals, Pb concentrate is only about grading 21.00% Pb. In the pre-flotation of organic carbon, it’s hard to remove most of carbon, and the loss of Pb and Zinc recovery is too much in carbon tailings. New carbon depressant BK547 and three conventional carbon depressants including sodium lignosulphonate, Fe-Cr-lignosulfonate, and dextrin, are used in comparative tests of Pb flotation, and results show that BK547 have a good depression on organic carbon, and have almost no effect on Pb flotation. Using BK547 as carbon depressant, cycle test in flowsheet of two-stage Pb and Zn selective flotation and coarse concentrate regrinding have been carried out, and results show that concentrates grading 62.51% Pb and 41.33% Zn are obtained at recoveries of 70.24% Zn and 83.58% Zn.INTRODUCTION Lead and zinc mineral resources are still the main source of lead and zinc metal. For lead-zinc sulphide ore, lead concentrate and zinc concentrate are obtained by flotation. Minerals separation by flotation is a complex process and is dependent, along with other factors, on the relative distribution of hydrophobic (e.g. collector, polysulfide, elemental sulfide) and hydrophilic (e.g. metal hydroxide) species between different particles of the same mineral phase and between mineral phases (Piantadosi & Smart, 2002; Boulton, Fornasiero & Ralston, 2003). Organic carbon has natural floatability and is often associated with lead-zinc sulphide ores. If the content of organic carbon in the ore is more, the flotation index will become worse. The main problem is that the concentrates has too low grade to be qualified grade products for sale. At the same time, the consumption of reagents is more than ordinary ores without organic carbon. In order to solve the influence of organic carbon on the flotation of lead and zinc and other sulphide ores, a lot of research works have been carried out."
