SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

GEOGRAPHICALLY, North Carolina consists of three divisions, the coastal plain on the east, the piedmont plateau in the center, and the Appalachian mountain region on the west. Geologically, the State may be divided into two main divisions, an eastern or coastal plain region, and a western or piedmont plateau and mountain region. The eastern region is underlain with unconsolidated sands, clays, marls, and shell limestones varying in age from Cretaceous to Recent. The western region is, in general, underlain with gneisses, schists, slates, sheared volcanics, and igneous intrusives of Pre-Cambrian age. In the mountain and upper piedmont portion of the western region are several areas of irregularly metamorphosed sediments of early Paleozoic age. Throughout the piedmont plateau and a part of the mountain portion of the western region, important areas are underlain with igneous intrusives of late Carboniferous age. The Svappavaara mine is located 47 km southeast of Kiruna C. The ore deposit now being worked, Leveäniemi, belongs to Luossavaara- Kiirunavaara AB (LKAB) and is the company's, and also Sweden's, third biggest mine after Kiirunavaara and Malmberget. The distance by rail to the Norwegian port of Narvik is 214 km and to Lulei on the Gulf of Bothnia 340 km (Fig. 1). The village of Svappavaara has about 800 inhabitants. The climate is arctic in character. The temperature during the months of December to February is about -20º to -35ºC, and the ground is covered by a blanket of snow for about eight months of the year. The brief, intensive summer often arrives with startling speed, bringing both sunshine and warmth. HISTORICAL BACKGROUND Mining operations took place in Svappavaara as far back as 300 years ago. During the period 1655-1684, copper ore was taken from the deposit called Gruvberget in the vicinity of the village. The total production of raw copper was probably about 1,045 tons. During the 18th and 19th centuries, several attempts were made to extract iron ore from the numerous deposits found within the district. These brave attempts, however, were foiled by the high phosphorus contents and the enormous transport difficulties. The present-day mine fields in Leveäniemi were discovered in 1897. [ ] I. THE REDUCING ACTION OF CARBON AND OF HYDROCARBONS. Carbon has long been recognized as one of the most powerful reducing agents in the deposition of ores. Investigations, made by myself, of the zinc- and lead-deposits in Southwest Missouri, in the region centering about Joplin, where the formation of the metallic sulphides has been due to the action of bitumen, carbonaceous shales and bituminous coal, Lace afforded abundant evidence that the solid oxygenated hydrocarbons, particularly, when in fine powder and in suspension in the waters circulating through the ore-bodies, are the most energetic and powerful reducing agents known. Bitumen, liberated by the decomposition of the ore-bearing limestone, is found in the Joplin mines in all degrees of fluidity and hardness, dependent on the amount of oxidation it has undergone. From semi-fluid maltha it grades into partly oxidized mineral-pitch, which, by further oxidation, changes to hard asphalt, finally breaking up, from continued absorption of oxygen, into a fine powder resembling in appearance powdered coal. In this condition oxidized bitumen, from its light gravity, is transported readily in suspension in the underground circulating-waters. NINETEEN states have on their statutes laws requiring engineers practicing within their borders to be licensed sixteen other states have such laws under consideration. While mining engineers are not specifically referred to in every case, they are referred to by implication. In only a few states have mining engineers taken any active interest in this subject, either in support or in opposition, yet it is a matter of very grave importance to them. By some it is thought that it is now too late to take any active steps toward preventing or repealing a type of legislation for which there appears to be a growing demand from some source. And it is further thought that the best course for those who are interested is to endeavor to guide legislation so that the remaining states may enact laws containing as few objectionable features as possible.

THE engineers of Illinois have been submitting to the State Geological Survey an increasing number of requests for advice on their geological problems, including landslides, unequal settling of fills, laying pavements across peat bogs, shattering and heaving of pavement by frost action, etc. The authors discussed the behavior of landslides, their effects, their causes, a tentative classification, and remedial measures. In the latter connection the efficacy of drainage and how it should be handled in order to be most effective was considered. The principles and efficacy of other remedial measures, such as subsurface blasting, rock anchoring, installation of wood, concrete or steel piling, construction of retaining walls, construction of cribbing and reduction of slope were also discussed. Attention was also given to the matter of applying geological knowledge to avoid undesirable highway locations, and a specific example was cited.

AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.

AT the Annual Meeting of the A.1.M.E. last February, Cornelius F. Kelley, chairman of the Anaconda Copper Mining Co., was presented with the Charles F. Rand Memorial Medal for "conspicuous success as administrative head of great enter- prises engaged in the production of nonferrous metals at home and abroad; for inspiring leadership of an organization that has trained able engineers for service wherever ores are mined and metals are recovered; and for enhancing the prestige of metal mining in the financial and industrial world." Mr. Kelley's acceptance speech follows: I am not unmindful of the fact that the distinction is not to be considered a personal one, but that by the language of the citation itself it is rather a recognition of the service that has been performed by the many trained men of an industrial organization that in the arts of mining and metallurgy and in the fabrication of metal products has performed a distinct service to the industry and to mankind. In that spirit, the award is accepted, and on behalf of the organization I represent and myself, I thank you and assure you that the honor is deeply appreciated.

AT Climax the warehouse department operates as an independent unit similar to the mine and mill departments. It has the responsibility of receiving, checking, unloading, and storing all material and supplies delivered to the plant. In addition, the transportation of all supplies comes under the direction of the warehouse so that prompt delivery of supplies to all departments is one of its major functions. The transportation division operates heavy and light trucks, trailers, two large tractors, and two snowplows. In addition to delivering supplies it is also responsible for snow removal from the roads, hauling of sand and gravel for concrete and domestic coal to employees. and all miscellaneous work involving the use of tractors or trucks.

(communication to the Secretary*): Professor Lodge takes issue with Mr. Crawford and myself on results obtained by the scorification-method of assay on " zinc-box precipitates," which we published in a paper on the subject in the publication named below.' In our work we found that the normal seorification-method, employing only test-lead and a very little borax-glass as a flux, gave results on cyanide precipitates which mere invariably very low, loss having taken place by slag-absorption and volatilization, as repeated slag-assays failed to bring up results similar to those obtained by other methods. Professor Lodge anil his students made a large number of what he terms " scorification-assays," but which, I would like to point out, have claim to that name only in that they are made in a scorifier, for the charge consists of test-lead, a very considerable quantity of borax-glass (10 grams), at times also of litharge and even charcoal, so that the assays are in reality crucible assays. A scorification-slag proper is an oxide-slag to all intents and purposes, while the slags made by Professor Lodge are borates, certainly acid-slags. It has been our experience since our paper, The Assay of Cyanide Precipitates, was published, that the nature of the assay slag in the crucible assay has a great influence on the result. A " basic " or oxide-slag invariably causes high slag-losses, while an " acid " slag gives very fair results on material containing much zinc. This has also been the experience of a mellknown cyanide chemist with whom I have corresponded on the subject, who found that acid crucible-slags gave good results on zinciferous material, but that the scorification-method, as ordinarily employed, gave high slag-losses. THE Tri-State field is now believed to be the largest zinc district in the world. It has a potential production sufficient to supply the entire zinc demands of the country. It is estimated that a train 70 miles long would be required to haul the district's 1919 output of 60 per cent. zinc concentrates. For many years,, including 1917, Missouri surpassed Oklahoma in zinc production. In 1918, however, Oklahoma led by a wide margin and, in 1919, Missouri produced less than one-sixth of the total for the three states, when Kansas replaced Missouri in second place in the production. The district is now producing one-third of the zinc of the world and twice as much as ever before at the present price.

THE common method of shale mining, drilling, shooting and steam-shovel loading, is fast giving place to a comparatively new method which is purely mechanical. This machine is known as the shale planer and takes a cut from a very large face, 50 ft. or more in height. As shale deposits are usually stratified, the quality varying with the stratification, a very uniform product is obtained with this planer, for its "cut" is across the entire face, vertically. This planer was designed and built some 15 years ago by J. M. Powell, president of the Indiana Drain Tile Co., Brooklyn, Ind. Unevenness in mixing the material from the different layers in the shale deposit of this company was causing considerable fluctuation in the firing- shrinkage and color of the ware produced, thus lowering the quality. Some method of maintaining a uniform proportion was vital and this planer was therefore devised. Its capacity was approximately 175 tons daily: cut, mixed and loaded.
