A plan is prepared to develop and operate a four mine complex over a 30-year period. The mining complex is in the vicinity of two existing processing plants and the most economical means of transporting the raw minerals to either or both of these processing plants is sought. The mines and processing plants are all within a radius of 5.6 km (3.5 miles). Existing transportation facilities consist of county and state roads and federal highways as well as haul roads in some areas. A navigable river meanders through the area under study and there are two railroad systems servicing the area. The analysis shows the economic and operational feasibility of using an overland conveyor in lieu of other means of transportation.

This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The technique of calibrating gelatin mixtures proposed by Richards and Mark in 1966 is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example with the view to describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving. The prediction of the displacement, stress field and mode of fracture associated with a given rock structure, its initial stress field, and its physical properties is essential to rock mechanics and ground control. The basic approach is to assume the rock mass to behave as a continuous, homogeneous, and isotropic medium. The classical theory of elasticity is the simplest theory based on such a concept. Specification of the elastic constants, the initial state of stress in the ground, and the boundary conditions on stress and displacement allows one to predict stress and displacement within the body. Subsequently, provided that a criterion which governs rock fracture under various stress conditions has been established, a stability analysis of the rock structure can be performed. A natural extension of the present knowledge consists of removing some of the simplifying assumptions which characterize the analytical solutions based on the classical theory of elasticity. Complex geometry, the significance of tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space are some of the important factors which are neglected in the classical approach. A better insight into the real problem can be attained with either the finite element method of stress analysis or an experimental technique. The former has already been applied with success on several occasion 1-4 and is destined to render great service in the field of rock mechanics and ground control. The latter, which will be considered in this paper, has been used extensively in applications too numerous to be enumerated. Experimental technique involves either prototype testing, if the area to be studied is accessible, or model testing. Two- and three-dimensional photo-elastic analyses are very convenient means of obtaining the stress distribution in models of complex geometry. In general, such analyses are confined to studies of stress fields around openings which are sufficiently far removed from the surface boundary so that the stresses in their neighborhood are practically equal to those produced by an initial uniform stress field; i.e., so that gravitational effects are negligible. There are, however, many rock structures where these effects must be taken into account to attain a more realistic representation of the problem. Surface and near surface rock structures, systems of openings interacting with one another, and structural components loaded only by their own weight are some of the obvious examples. This paper was written to show how factors neglected in the usual analysis based on the classical theory of elasticity, can be taken into account when gelatin mixture models are used inconjunction with photoelastic methods. The importance of aluminum-silicon alloys in thc light alloy field is now generally recognized. Where silicon was once considered detrimental to the properties of aluminum, useful alloys now contain as much as 13 per cent. Furthermore, silicon is present as an impurity in aluminum of even the purest grades. Iron is another important impurity in aluminum and likc silicon is found in small quantities in the purest aluminum available today. The manner of occurrence of iron and silicon in commercially pure aluminum and many of its alloys exerts a very pronounced influence upon their properties. The effect of large quantities of iron in aluminum-silicon alloys is so detrimental that it has been found necessary to limit the allowable maximum percentage to as low a figure as is consistent with quantity production and satisfactory physical properties. The intimate relation existing between iron and silicon in aluminurn and alurninum alloys makes necessary a more complete knowledge of this ternary system. This paper is divided into two principal parts, dealing respectively with aluminum-silicon solubility equilibria and the constitution of aluminum-iron-silicon alloys. Part I.—Aluminum-silicon Alloys The early work on this system was largely confined to determining the general form of thc diagram and in this respect the results are in good agreement. Briefly, alulninunl and silicon form a simple eutectifcrous series without compounds. Until recently the solid solubility of silicon in aluminum had not been accurately determined. Ipraenkell (1908) stated that aluminum will retain 0.5 per cent. silicon in solid solu-t'ion. Rosenhain, Archbutt and Hanson2 gave the maximum solubility as about 1.50 per cent. and added that "this solubility docs not appear

FOR many years kettles used in the melting and refining of lead and other nonferrous metals and alloys have been made of cast iron. The logic of this probably lies in the fact that cast iron has been known as a material of construction for vessels of this type much longer than steel, and satisfactory fabrication from it has been more easily accomplished and better understood. As the capacity of lead refineries has increased, it has been only natural to increase the size of kettles. Today kettles of 150 to 250 tons are not uncommon. As the size of the kettles increased and better shapes were designed, the uniformity of material of construction became more important. Records kept over comparatively long periods of time have shown that the length of service of kettles has not been uniform. Many causes contribute to this and the importance of each has not yet been evaluated. Kettle design, kettle setting, method of firing and material of construction have been changed from time to time to obtain better service, but the variation in length of service is still great. A kettle may fail during the first few heats or may last through more than one thousand heats. The purpose of this article is not to present the conclusions of a finished piece of research on kettle manufacture and use, but to present a series of observations made over considerable time in the hope that others will publish data and that all may be correlated into a logical scheme which will result in better service and longer kettle life.

Chapters 5a, 5b, and 6 discuss the long- run supply of minerals and the characteristics of reserve search and production peculiar to extractive industries. It is now necessary to complete the picture by examining supply and demand in commodity markets to show how mineral prices are determined and how both price and production trends might be predicted over long periods of time. These practical interests can be served best by reviewing first some of the characteristics of the short-run static market models familiar to all readers of elementary economic texts, and then extending the theory to models of a more dynamic nature. It is important at the outset to note that economic theory provides a wide variety of economic models based on varying assumptions concerning the behavior of economic agents, the properties of the goods, the time period considered, and so on. Each variety of model offers certain analytical advantages and suffers certain shortcomings. The art of the applied economist or practioner lies in knowing enough both about the technology and practice of his problem and about theory to select the appropriate models for his analysis. In our approach it will be useful first to consider the role of markets for minerals and mineral products in relation to the efficient determination of what and how goods are produced in the whole economy, i.e., a general system of markets, before getting down to the task of analyzing supply and demand conditions in specific markets. The former study is called general equilibrium analysis, while the latter is called partial. By equilibrium is meant a state of the sys- tem under study in which supply equals demand in each market, and the prices which equilibrate the quantities offered and asked are called equilibrium prices. The tendency of prices to return toward equilibrium values if temporarily displaced, or to converge to new equilibrium values if important new conditions for supply or for demand are placed, defines "stable" equilibrium systems. The short-run describes a period in which adjustments to fixed capital are not made, although variable factors such as labor or materials can be adjusted. The long-run envisions a period in which fixed capital and other such constraints can be adjusted. Thus, it may take a sharp increase in price to bring out additional supply of a factor in the short-run with existing plant, while new capacity might permit additional quantities in the long-run without an increase in supply price.

ABOUT 1929 an engineer was engaged to organize a Safety Department, lay out an educational program, and achieve a reduction in accident frequency. Due to the large number of employees, about 12,000, and the distances between the various properties, it was a big undertaking. Most of the workmen are from the Sierra and for generations have been agricultural people, with little conception of modern tools and machinery, and to a large degree are illiterate. However, gratifying results have been obtained, as evidenced by the accident frequency curve during the sixteen-year period. Safety offices have been established in each of the six major properties, staffed by men who devote their entire efforts to inspections of working conditions and equipment, instructions as to safe methods, and investigations of accidents. The Corporation is a member of the Inter-American Safety Council, receiving their publications and literature, which serve to keep us up to date and informed on modern methods. Dissemination of this material is accomplished chiefly through word-of-mouth and bulletin boards. When it is found that the accident rate is increasing in a certain occupation, as for instance underground haulage or mine hoisting, the operators so engaged are assembled and given renewed instructions on the safety code pertaining to their work. Inter-camp competitions in accident avoidance are being conducted, with annual awards for that unit having the lowest severity rate for the year.

MATTERS pertaining to mine ventilation were, taken up at the annual meeting Wednesday morning with E. A. Holbrook in the chair. In the absence' of its author, G. E. McElroy, the first paper, entitled "Economic Size. of Metal Mine %Airways," was read by title by the chairman. The second paper, "Intermittent Mine Ventilation," by Oscar A. Glaeser, was 'abstracted by Dan Harrington. It related to metal-mining practice, being inapplicable to coal mining, of course. B. F. Tillson asked how the ,quantity of air was measured and con- trolled in the different splits and Mr. Harrington stated that an anemometer presumably was used and that split- ting was controlled by adjusting the steel doors to the desired position by means of screws. George 'S. Rice asked if the fan were underground, and Mr. Harrington replied that it was. Although he had at, one time recommended that it be placed' on the surface, certain factors led the management to keep it underground, a. location that has several advantages in this particular case.

THE sixteenth annual meeting of the Woman's Aux¬iliary, A. I. M. E., was held Tuesday morning, Feb. 16, at the Engineering Societies Building. The meeting was well attended, there being 99 registered from the metropolitan area and 78 from the sections throughout the United States. Mrs. Sharpless, the secretary, read the minutes of the annual meeting held a year ago, after which Mrs. Bassett, the president, gave her address of welcome. Mrs. Bassett said in part: "I would like, at this time, to welcome you all to this, our sixteenth annual meeting, and to express my appreciation to all the national officers and members of the board of directors for their loyal support and for the excellent work done by the chairmen of sections and their members. It is with much pleasure that I look back upon my visits with the sections in Washington, Arizona, Northern and Southern California, Chicago, Colorado, Western Pennsylvania and Utah before I assumed the office of president. During the last year I have much enjoyed meeting with the sections in Boston, Washington and New York. It is our duty to see that the achievement for 1932 be equal to that of the year that has just passed."

EACH generation accepts the developments of the preceding generations without full appreciation of the difficulties that had to be overcome or of the effect of any given development on society. Today, the production of pig iron is the yardstick with which general industrial health and progress are measured. So natural and logical does this seem to us, that it is difficult to picture conditions prior to the fourteenth century when pig iron was unknown. Not only was pig iron unknown but iron or steel could not be melted and poured into castings; all iron and steel articles were forged from sponge iron. All castings, as well as many worked articles, were made of non-ferrous metals or alloys. In many parts of the world, over long periods of time, not only was the annual exchange value of non-ferrous metals greater than that of iron and steel, but their combined tonnage was greater. At present, the value of the pig iron produced in a year is of the same order of magnitude as that of all non-ferrous metals combined; the tonnage of pig iron is, however, about twenty times that of all non-ferrous metals combined. Owing to lack of records, we will probably never know the relative importance of the various metals at all periods in historic times. A certain conclusion is that the iron and steel industry, since the discovery of pig iron and the cheap methods of converting it into steel, has grown at a much more rapid rate than the non-ferrous metal industries. Notwith-standing their fundamental fitness for man's needs, iron and steel owe their importance in no small degree to the low cost of production. The low cost was a result of increased knowledge of the production appliances and of the metallurgical processes. This increased knowledge is the key to our modern industrial civilization.

The Surface Mining Act of 1977 required a study by the National Academy of Sciences regarding the special mine reclamation requirements of Alaska. The status of mines operating and planned in Alaska will be presented. New mines opening in Alaska must establish a baseline inventory of plants and animals in the mine site area as well as determine pre-mining air and water quality. Current work in these areas will be summarized. Reclamation practices in Alaska and other Arctic countries as practiced currently will be described. A summary of current research in Alaska dealing with revegetation on surface mined lanais, re-establishment of animal populations, and water treatment processes necessary in this pristine environment will be discussed. Included will be future predictions of the direction of mine reclamation in Alaska as more mines enter the industry.

INTRODUCTION Much discussion has been generated over the years among geologists and engineers as to the ideal drill-hole configuration and spacing for evaluating various types of mineral deposits. Little can be found in the literature about the outcome of the programs, probably because of their subjective nature and the then lack of suitable means of scientific testing. In years past the drilling patterns and sequence were almost entirely determined by the experience and personal bias of the senior engineer, geologist, or project manager on the job. However, planning a drilling program- spacing, pattern, sequencing, etc.-is simply a specific case of sample design, or the design of a sampling program. Having been exposed in the preceding chapter to the theory of regionalized variables, and having learned something about the tools for measuring correlation, or lack of correlation, among samples within a given mineralogical population, we are now prepared to apply these concepts and new-found parameters to a scientifically designed mineral sampling program, be it by drilling or other means. The most promising instrumental developments are airborne electromagnetic equipment, a magnetometer based on nuclear resonance, and reflection seismic equipment operable to depths less than 100 ft. Work in progress may lead to a one-man magnetometer capable of high precision and continuous recording.

The process of treating granular activated carbon for return to service in the recovery of gold in carbon-in-pulp and carbon-in-leach circuits has been investigated. Carbons from two US mines, one Canadian mine, and a South African pilot plant operation were characterized before and after regeneration. Thermal regeneration of the carbon was investigated using factorial analysis to determine the effect of interaction of furnace temperature, retention time, and use of supplemental steam. The operation of acid washing the service carbon was investigated, including a comparison of the use of nitric and hydrochloric acids. The effect of quenching regenerated carbon was also briefly studied. Prom the data obtained, guidelines are given for effective regeneration operation.

INTRODUCTION This paper presents a "case history" of the steps taken to estimate capital and operating costs for a typical porphyry copper concentrator of ±9,070 metric tons (10,000 short tons) per day capacity. The concentrator described herein is hypothetical, but is based on experience and is, in effect, a composite of several actual projects. The numbers used are illustrative only and do not represent actual costs at any particular concentrator. These numbers are, however, representative of typical milling costs at one point in time, and. are sufficiently accurate to illustrate the cost estimating procedures described in this paper. It is not possible to publish actual, current milling costs and, in any event, actual cost figures quickly become meaningless in today's economic situation with various costs all rising at different rates. The paper is divided into three parts: (1) order-of-magnitude estimate, (2) feasibility study estimate, and (3) discussion of differences between estimated and actual costs.

Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government's participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.

The geophysical exploration carried out by the Brazilian government through the Mineral Resources Development Co. (CPRM) to discover and develop Brazil's mineral resources is discussed. Particular mention is made of procedures specially adapted for contracting companies specialized in geophysics, CPRM's activities, statistical data from study programs, as well as the financial investments committed. More than 500 000 km of aerogeophysical surveys have been carried out by CPRM in the last four years, and it is expected that more than 600 000 km will be flown in 1974 and 1975, at an investment of approximately $30 million.
