INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. INTRODUCTION The slurry shield method was developed in Japan in 1963 and its experimental tunnelling work was performed in 1965. Although the history of this method is short compared with the conventional shield method in Japan, many companies such as Tekken Construction, Okumura Gumi, Nishimatsu Kensetsu, etc. are engaged at present in developing their own unique system of the slurry shield method. The ground of Japan is generally pervaded with ground water and a large number of districts are covered with soft ground, which is composed of fine sand, silt and clay, etc. Therefore, the conventional shield method has always used compressed air with various kinds of auxiliary methods. However, with this method there have been experienced numerous troubles such as ground settlements, lowering of ground water, oxygen shortage within the tunnel, and so forth. The slurry shield method has been developed with the above background. In recent years remarkable progress has been made from the engineering viewpoint in applying this method to driving various kinds of tunnels such as road tunnels, subways, water supply and sewer tunnels, and other tunnels. Apart from Japan, the slurry shield process using bentonite is carried out in England and Germany. Site-specific blast vibration prediction can be more accurate than using a universal prediction equation. Vibrations from 37 blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly, inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations predicted from US Bureau of Mines (USBM) equations. Vibration restrictions based on USBM studies could then be too conservative or too lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases, energy was concentrated at frequencies corresponding to delay intervals.

Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

London Underground is the oldest and one of the deepest Metros in the world. The temperature of the Underground has been increasing over the last 100 years, mainly as a consequence of increases in train service. Further increases in train service are planned in the coming years to meet the predicted growth in passenger demand. Unabated, the additional service will increase temperatures on the Underground. London Underground Limited (LUL) has therefore set up the Cooling the Tube Programme (CTP) to tackle the issues of thermal conditions on the Underground. Some of LUL?s studies and cooling methods have borrowed experience and techniques from the mining industry; some of methods used or proposed may in turn be of interest to the mining community. This paper presents a background into the sources of heat on the Underground network, the manner in which the heat is presently dissipated, the analysis of future temperatures and criterion and a number of means and methods being used or proposed to cool the network in an environmentally sensitive manner.

The Samira Hill gold mine represents the first commercial gold project for the landlocked country of Niger in West Africa. It began production in October 2004 as the result of over 10 years of exploration and development work. There were several administrative, social and technical challenges that had to be overcome to realize the successful development of the project. The Samira mine is located on the geological structure known as the ‘Samira Horizon’ which is developing as a promising district for additional discoveries and other mine developments.

A stochastic approach was developed and applied to the Butte, Montana Hillside abandoned mining site for modeling stormwater runoff and subsequent receiving stream loadings. This approach enabled capture and quantification of the uncertainty associated with stormwater quality data and allowed the prediction of copper and zinc concentrations in the receiving stream caused by runoff from the Butte Hillside during storm events. Runoff flows and stormwater concentrations were input to the model as probability distribution functions. Monte Carlo simulation allowed prediction of expected instream concentrations in the form of cumulative distributions functions. The modeling results allowed evaluation of current best management practices (BMPs), targeting of future BMPs, and identification of key data gaps to fill during future sampling activities. This modeling approach is considered extendable to other active and inactive mining sites. Output from a model of this type is easily understood and can be used to communicate effective stormwater management to site regulators. Furthermore, application of this modeling approach will facilitate the development and implementation of a site-specific stormwater management plan and will optimize efforts to achieve standards for compliance with stormwater discharge permits.

Precast concrete segments have been used in sanitary sewer tunnel design for decades. Federal mandates (reduction in heavy metals and I & I), and system design changes (increased retention times) and other factors have exacerbated corrosion problems. In an effort to combat the ever-growing effect of microbiologically induced corrosion, owners, engineers, and designers have been specifying thin-film lining systems to protect precast concrete segments. These systems have compatibility and installation issues. Chemical additives or calcareous aggregates have been utilized in precast concrete, but have only proven to retard the rate of corrosion and do not eradicate the problem. Solid cast polymer segments are stronger than precast concrete, do not require linings or coatings, are impervious to ground water infiltration, and, above all, are inherently corrosion resistant through and through.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

During the preliminary design stages of the Illinois Division of Natural Resources(DNR) building, it was discovered that an old coal mine was present some 70 m (220 ft) beneath the building site. The new DNR building to be constructed is 36 m (120 ft)wide and 134 m (440 ft) long. It has three stories above grade and abasement level. The building is oriented north-south and has east and west ponds next to it (Fig. 1). The building is located on the State Fairgrounds in Springfield, IL. Given the history of surface subsidence of these underground coal mines in the Springfield area, there was concern about the potential for future subsidence at the building site. Mine subsidence events in the area have resulted in more than 0.9 m (3 ft) of settlement and have caused significant structural damage.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure to roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations, and trial-and-error testing. Both prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

In the mid-1970?s, the market value of tangible assets of S&P 500 companies far outstripped the value of intangible assets, including intellectual property (e.g., 83% tangible assets v. 17% intangible assets).1 By 2005, the picture was quite different. By that time and continuing to 2010, S&P 500 companies? market value of intangibles was about 80%, with tangible assets accounting for only 16% of market value.2 This swing highlights the importance in today?s world of understanding intellectual property rights and varying strategies and options for protecting them. This paper discusses intellectual property rights particularly patents and trade secrets, specifically: 1) types of intellectual property; 2) choosing the mode of intellectual property protection; 3) obtaining patent protection; and 4) using patents as a sword versus a shield.

Shaft 26B of New York City’s Third Water Tunnel was constructed by Frontier-Kemper Constructors, Inc. of Evansville, Indiana. The 176.8 m (580 ft) deep shaft will serve as the construction shaft for the Manhattan spur of Water Tunnel No. 3. Twelve m (40 ft) of over-burden was supported by a rectangular cofferdam. This shaft was excavated in 13 months, through 164.6 m (540 ft) of rock, using 24,040 kg (26.5 tons) of explosives. Concrete lining cycles included the installation of stainless steel pipes embedded in the lining as the shaft advanced. A total of 635 m (2,084 linear feet) of stainless steel pipe was installed.

A precious metals refinery’s switch to personal computer-based, three-dimensional piping design saved many hours in the design of a South African precious metals refinery. Bateman Minerals and Industrial provided engineering, procurement and construction management services for Impala Platinum Limited-Refineries’ new $60 million refinery in Springs, South Africa. This project is one of the largest platinum refineries in the world. Bateman evaluated a new design method during this project that involved developing a three-dimensional model for the project. The new method saved time by reducing the man-hours required to generate complete project documentation, including plans, sections, isometrics and material takeoffs. The new method also saved design and construction time by allowing designers to detect clashes before construction began.

Minerals Appraisers/Valuers often find great difficulty or failure in attempting to employ the Sales Comparison Approach to the Market Value Appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income producing property. Common criticisms of the sales comparison approach by minerals appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the Income Approach are usually derived by minerals appraisers, and by review of some conspicuous examples of the much too common misuse or abuse of the income approach in market value minerals appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables (see APPENDIX). The examples are used as the basis for discussion of ways to employ adjustments for operating economics and many other factors, while cautioning about the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic.
