Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). Extrapolating tomorrow?s PGM market and forecasting metal prices?Based on established industry trends and market practices Stephen Forrest will conclude by unveiling a variety of thought-provoking extrapolations of today?s and tomorrows platinum, palladium and rhodium markets to conference delegates. Importantly, having highlighted major developing PGM market trends in end-use (specifically on the elasticity of demand to high metal prices), primary and secondary PGM supply trends, in addition to presenting a carefully reasoned forecast of industry supply costs and margin trends, Stephen Forrest will conclude by estimating long-range PGM metal price trends. Other relevant market factors including industrial production, global currency rates and regional political factors will be deliberated.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.

A study of the arrangements for pulp discharge on pebble mills, and their influence on mill performance by A. H. MOKKEN, B.Sc. (Eng.) (Rand) (Fellow), G. K. I. BLENDULF, M.Sc. (Stockholm) (Member), and G. J. C. YOUNG, B.Sc. (London) (Member) Although used for many years in the gold-mining industry, the conventional pan lifter at the discharge end of a pebble mill has hindered attempts at optimization of speed of rotation and pulp flow. A theoretical approach to flow patterns in pan lifters has pointed to limitations in the capacity of these lifters, with capacity decreasing as speed of rotation is increased. Complete elimination of the pan lifter by the adoption of peripheral or end discharge has resulted in a marked increase in pulp flow and an improvement in power utilization. Assays of the gold content of pulp discharged after a mill stoppage from mills fitted with pan lifters show values well in excess of the current milled grade, which indicates an accumulation of gold particles in the mill and, therefore, a longer retention period. The same could apply to other heavy minerals and metals present in the ore feed or worn off mill linings and metallic grinding media. Examples are osmiridium, fine iron and iron alloys, and copper and sulphide minerals. This phenomenon is attributed to the higher specific gravities of these metals and minerals, causing them to migrate towards the mill shell, from which position they are not readily removed by the lifters at the discharge end of the mill. The close association of gold particles with iron and sulphide minerals in the crevices of mill liners might be conducive to the formation of coatings on the gold. Assays of samples of milled pulp taken from a mill designed for end discharge show a lower accumulation of gold. The accumulation and nature of these gold particles are being studied at present. With increasing diameters of pebble (or autogenous) mills, peripheral or end discharge appears to be the preferred method of pulp removal.

VERSLAG- REPORT No. 1365 STUDIES OF INCIPIENT FUSION IN THE SYSTEM CHROMITE- MgO- Al2O3-SiO2-C 5th January, 1972 Investigator: N. A. Barcza SYNOPSIS A fundamental study was made of twelve chromite ores by use of a thermobalance under atmospheric and reducing conditions. It was found that their thermal behaviour under atmospheric conditions can be related to the mineralogical composition of the chromite spinel and the gangue. The overall mechanism of reduction with solid carbon over the temperature range of 1 200 to 1 500°C was shown to be diffusion of carbon through the reaction product. The effects of additions of fluxes and variations in particle size on the kinetics and mechanism of reduction were determined. It was shown that carbon monoxide does not reduce chromite ore up to temperatures of 1 550 °C, and it can therefore be eliminated as the diffusing reducing species. However, the reaction product of reduction, namely a mixed carbide of iron and chromium, was shown to be an effective reducing agent for chromitc ore, while also facilitating the transport of carbon. VERSLAG - REPORT No. 1380 AN ELECTROCHEMICAL MODEL FOR THE LEACHING OF URANIUM DIOXIDE 10th January, 1972 Investigators: C. R. S. Needes, M. J. Nicol SYNOPSIS A correlation between the rate of leaching of UO2 and the electrochemical properties of the oxidant concerned has been derived. This correlation is found to be borne out by experimental results. Certain effects observed in UO2 leaching and hitherto unexplained have been clarified in terms of an electrochemical mechanism. Experiments have shown that the mixed potential of a UO2 electrode gives a measure of the rate of dissolution of UO2. Its significance to commercial practice is discussed. CONCLUSIONS (I) The dissolution of UO2 in the presence of a number of oxidants can be explained in terms of an electrochemical mechanism. (2) The mixed potential of the UO2 electrode is a measure of the rate of UO2 leaching. This principle could be used in the control of industrial leaching operations. (3) A simple treatment has provided a mathematical basis for a fundamental correlation between the rate of U02 dissolution and the chemical properties of the oxidants concerned. This relation has been found to agree well with experimental results. (4) A number of phenomena occurring during the leaching of UO2, hitherto not explained in a satisfactory manner, have now been clarified in terms of an electrochemical mechanism.

The South African democratically-elected government instituted policies and legislation that are intended to bring about change and transformation in the country and have drastically affected different industries, among others, the mining industry. The Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) and the Broad-based Socio-economic Empowerment Charter (Mining Charter) were introduced in order to redress previous inequalities and to promote women's employment in the mining industry. This research evaluates the practical implementation of the MPRDA and the Mining Charter with specific reference to women in underground mining. A quantitative research paradigm was used. Data were collected through a process of a face-to-face interview surveys utilizing a structured questionnaire. The research setting was limited to the platinum-mining industry in the area of Rustenburg in the North West Province. The study population consisted of 195 available women working undergound at the mine. It is clear from the findings that mining companies are facing major challenges in their attempt to incorporate women in underground mining activities. Company policies regarding these issues must be firmly in place; however, the challenge lies in the translation of these policies into practice. In this regard, managers will have to play a leading role in the successful phasing in of women into the underground mining arena.

Dr. K. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. Discussion C. G. Hinds (Member): The climatic chamber at Kloof Gold Mine was built to the design referred to in the paper presented by Professor Wyndham and Dr Strydom. As no suitable underground facilities existed for the acclimatization of labourers at the rate required, mining operations would have been severely restricted had there not been a climatic room timeously built on surface. The climatic room can accommodate 120 labourers per 4-!-hour shift. The standards laid down by the Human Sciences Laboratory were and still are being adhered to as strictly as possible. Through a shortage of European personnel the recommended degree of white supervision could not be adhered to and the use of Bantu assistants with a minimum education of Standard 8 was introduced. This is considered to have met with sufficient success to warrant acceptance as policy. The climatic room was brought into operation on the 1st September, 1967, i.e. two months after stoping at Kloof was commenced. The figures quoted herein therefore pertain to the period between that date and the 31st March, 1969, when the main shaft and the main surface fans were commissioned. The areas worked were sited between 5016 ft and 6 365 ft below surface. Virgin rock temperatures ranged between 92°F and 99°F. Stopes are cleaned by hand lashing. During the 20 months of stoping prior to the commissioning of the main shaft, mining operations at Kloof were effected through the Harvie Watt shaft of the Libanon Gold Mining Company Limited. In this period 10 452 Bantu labourers were acclimatized in the following categories: Experienced workers 7 326 New to the industry 2 086 Re-acclimatized 1 040 It will be noted that during the period, labourers 'new to the industry' averaged 22 per cent of the intake. This percentage fluctuated from time to time and reached 42 per cent. (The present percentage is 60.) The greatest number acclimatized during anyone month occurred in February, 1969 when 1234 Bantu were treated. The greatest number of Bantu acclimatized during any 8-day period was 411. As many as four X 41/2 hour shifts were run in 24 hours. The number of men found to be heat intolerant over the period of 20 months was 33 out of a total 9 412 Bantu. The following tabulation illustrates the history of the build-up of manpower and the climatic conditions under which they worked: The average dip of the reef is 35°. The number of heat stroke and heat exhaustion cases during the period of 20 months under most difficult ventilation conditions was Nil.

The scholarships are tenable for postgraduate study at universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October, 1971. BURSARIES Bursaries are available to such permanent residents who hold university degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council may, at its discretion, bear the cost of single or return fares to Britain. The closing date for applications is 31st July, 1970. Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but
