Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

New Zealand can be regarded as a rifted part of mineral-prospective eastern Australia. Geologically credible comparisons between selected trans-Tasman and SW Pacific geological provinces and units, especially those that contain significant mineralisation in Australia, can help provide a useful exploration framework for New Zealand. As part of a six-year Mineral Wealth of NZ and its EEZ (MWE) research programme, we have targeted selected geological units in eastern Australia for comparison and contrast with their potential New Zealand counterparts. In future years, the programme will focus on geological units in New Caledonia.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Big Gossan mine is operated by PT Freeport Indonesia and is one of the largest stope-and-fill mining systems in the world. The Big Gossan deposit is a ~200 m wide, 1200 m long and 500 m high steeply north-east-dipping to subvertical skarn body at the Cretaceous-Tertiary Ekmai-Waripi contact. The copper-gold mineralisation, with a 1.3 per cent copper equivalent cut-off grade, occurs mainly proximal to the Ekmai-Waripi contact in the garnet-clinopyroxene prograde skarn at the base of the Tertiary Waripi formation and partly distal to the contact in the tremolite-actinolite retrograde skarn of the Tertiary Waripi formation.The Big Gossan stope mine is designed from 2540 m to 3020 m above sea level. Present active stoping operations occur at level 2540 mL to level 2640 mL and are done in a primary and secondary stoping sequence. The width and length of the stopes is 15 m and 20 m respectively, while the height of the stope varies between 20 m and 40 m, depending on the ground conditions. The stability of the stopes is visualised in the Mathew’s Stope Stability graphs. These graphs and actual Cavity Measurement Scanner measurements on the stope will predict and show the overbreak and underbreak, which affect the reconciliation of the mined stope and also the pillar stability between the primary stopes. The development of the carbonization of brown coal briquettes to produce a hard char suitable for use in place of imported hard coke has continued in Victoria, and an experimental carbonization plant has recently been commissioned at Morwell by the Gas and Fuel Corpora.tion to assess the prospects for the commercial production and marketing of hard char in Victoria. The char offers advantages in its very low ash content and its uniform lump size, while the indications are that it could be marketed at a price competitive with that of imported hard coke. The hard char is unique amongst metallurgical fuels in combining a high reactivity with high physical strength, and research by the University of Melbourne into its utilization in foundry cupolas for melting iron has shown how modifications could be made to take advantage of these properties. An 18 inch experimental cupola has been built to test in practice the predictions made from this fundamental research.INTRODUCTIONSteady development has continued in Victoria from the promising laboratory researches at the University of Melbourne which were reported to the 1955 Annual Conference of The Institute (Worner, 1956). This work had shown that a hard lump char could be produced by the high temperature carbonization of standard industrial briquettes by careful control of the heating conditions, and that the special briquetting techniques adopted in Germany were unnecessary with Yallourn brown coal. Continuation of this research has led to the refinement of carbonization techniques and has increased the strength of the char until it has equalled that of conventional metallurgical cokes.

Standard petrographic profiles for many Permian seams from New South Wales and Queensland have been drawn up. The standard profiles of seams of the same age and from one or more coalfields were used to compile an idealized or type seam sequence for those coals in which more than half the seam profiles were similar to one another. There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.

In mining industries, materials loading and handling costs represent a significant component of the total (capital and operation) costs. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading and haulage system with the lowest total cost. The optimal size and number of equipment calculation are very important task for mining engineering because loading and haulage equipment are major proportion of open pit mining cost. Capital and operating cost are considered in objective function with respect to interest rate, insurance and tax in non-linear form. Shovel and truck annual productivity constraint, fleet matching constraint and number of truck per shovel constraint are incorporated in this optimisation problem with continuous variables. This formulation will yield total cost minimisation per hour and good accuracy compared to previous methods.

Delhi Australian Petroleum Ltd., acting as operator for the joint interests of Delhi and Santos Ltd., has been engaged in petroleum exploration in the western Great Artesian Basin since 1958.Extensive airborne magnetometer, gravity meter, reflection and refraction seisomograph, and surface geological surveys have been carried out. Results of the surveys have considerably altered the concepts of the geology of the area.Seven exploratory wells have been drilled in the area. Results of the drilling have established the presence in the subsurface of previously unknown Paleozoic sediments which are capable of generating hydrocarbons.Production of oil or gas has not been achieved, but each phase of the exploration programme has resulted in progressively establishing the basic conditions necessary for the discovery of commercially profitable accumulations.INTRODUCTIONDelhi Australian Petroleum Ltd. commenced operations in Australia in 1958. They have subsequently been engaged in systematic exploration for oil and gas, acting as operator for their partner, Santos Limited. The methods and techniques employed are those used throughout the petroleum industry. THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.

The additional information that Clarke and Taylor (1982) provide about the important but poorly documented Ardlethan deposit is, of course, very welcome. However their contention that structural considerations, in conjunction with petrology, alter the interpretation of the mineralogical and geochemical data presented previously (Scott, 1981) is not accompanied by adequate supporting evidence. Indeed characteristics of the orebodies studied invalidate their arguments.Heterogeneity between matrix and fragments is not a problem in the South Cherry and Ardwest orebodies because most samples are comprised entirely of interlocking hydrothermal assemblages with a fabric and mineralogy that is uniform through both former breccia fragments and matrix. In hand specimen, the rock superficially resembles altered granite and, as indicated by Clarke and Taylor (1982), a brecciated texture is difficult to discern. In thin section, relict brecciated textures can be observed as localized changes in the grainsize or in the distribution of minerals that outline former breccia fragments (P. J. Eadington, 1982, personal communication).Because of the intense brecciation and comminution of rocks (fragments < 10 mm are usual) in the South Cherry and Ardwest breccia bodies, hydrothermal recrystallization was complete, resulting in homogenization of fragments and matrix. Furthermore, the amount of sample analysed (-100 g for drill core and 2-3 kg for hand specimens) is sufficiently large to be representative of both former breccia fragments and matrix. The Carpathia and Stackpool orebodies, with their abundance of sedimentary fragments, have alteration superimposed on a heterogeneous fabric, and were not studied. Thus the problems of differentiating between fragments and matrix (Clarke and Taylor, 1982) are irrelevant to the particular orebodies described in my paper.Within the alteration halo, which is several hundred metres wide (Paterson, 1976), the very uniformity of the alteration assemblages implies that subsequent, postmineralization brecciation is of only minor significance.Indeed tourmaline pipes in the Ardwest pit are less than several metres across (Clarke, 1979) and produce minimal alteration in the surrounding rocks. Therefore the interpretation of the mineralogical zonation is not compromised by the recognition of several periods of brecciation.

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. This paper describes a mobile laboratory developed specifically for nickel prospecting, and which was designed to be operated by sub-professional staff in remote areas independently of established laboratories. An atomic absorption spectrophotometric procedure was used to determine nickel, cobalt, lead, zinc, and copper ID latentIc and sulphIde samples, with a detection limit better than 25 µg/g for all elements. The procedure was applicable to both soil and drill samples and the accuracy of the procedure, which was ±5 per cent relative at the 1,000 µg/g level was sufficient for the preliminary assessment of mineralized samples and the control of drilling operations. The analytical procedure and the means taken to ensure the necessary reproductibility and accuracy are described. One operator can carry out 400 elemental determinations per 8-hr day at an approximate cdst of 6 cents per elemental determination. The results are returned within a single day, a factor which can contribute materially to the efficiency of drilling operations.

Reconnaissance geochemical exploration in the vicinity of low angle detachment faults which bound the core of the Paparoa metamorphic core complex yielded Au up to 14 ppm, with 35% of greywacke, granitoid and quartz vein samples in the northern range exceeding the 0.01 ppm detection limit. Au is associated with Ag, As, Sb and Cu anomalies consistent with epithermal-type mineralisation. The Ag and Cu anomalies also distinguish this mineralisation from older, mesothermal Au deposits widespread in the Ordovician 'slate belt' greywackes, which comprise much of the upper plate of the core complex. Baryte, molybdenite, fluorite and stratiform U mineralisation in the northernPaparoa Range may also be related to hydrothermal activity along the detachment fault zones.

A zinc-lead-iron sulphide concentrate from McArthur River can be leached at atmospheric pressure in aqueous solutions with HCI, FeCl3, CuCI2, HCl/02 HC1/02/ CuCI2, Cl2, and CI2/CuCI2 to extract >98 per cent zinc, >90 per cent silver, and <15 per cent iron in 1-7 h at 95°. Galena is more reactive than sphalerite and is converted to lead chloride. Except for leaching with HCI, elemental sulphur is the the main by-product of the leach with little or no sulphate ion detected. The rates and products of these reactions are compared. It is recommended that aqueous slurries of the concentrate (50 per cent w/v) are leached at atmospheric pressure with Cl2 in the presence of copper(II) chloride, which accelerates the extraction of zinc. Hydrochloric acid is a by-product which is consumed bYJeaction with fresh concentrate in air at 60°. Copper is subsequently stripped from the leach solution and recycled by reaction with fresh concentrate at 100°. The separation, recovery, and electrolysis of zinc and lead chloride is outlined since this process would produce Cl2 gas which can be recycled and used directly in the leaching stage.

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

A discussion on simulation tools to aid the development of robotics platforms is presented. The focus of the work is towards mining robotics platforms where operations are typically in unstructured, unpredictable environments and a high degree of dependability in their operations is required. It is argued that a test-based development approach leads to more robust solutions and faster development cycles than traditional single-track field-only development and that the key enabling technology for this development paradigm is the judicious use of simulation tools. The future direction of simulation for use in online applications such as active planning and as a means to assist tele-operation in high latency communication applications is also brief y considered together with the requirements for a useful simulation environment in terms of the simulator architecture. Finally, a case study is presented on the application of the discussed methodologies to an unmanned ground vehicle (UGV) for earth-moving tasks, which is being developed in an accelerated time frame with a transient development team.
