The stability and permanence of any structural material used in aircraft are of paramount importance. The spontaneous hardening, or age-hardening, which takes place in some of the aluminum alloys under ordinary conditions of temperature and atmosphere, is accompanied by an increase in tensile strength and proportional limit and a decrease in elongation or ductility. Within the last few years the introduction of a number of strong and ductile casting alloys led to a study by the Materiel Division, Air Corps, of the permanence of the physical properties in several of these alloys. It has been found that even though some alloys have good properties directly after casting or heat treatment, they are not satisfactory for stressed parts that require a combination of strength and ductility. It has also led to the conclusion that all alloys that can be hardened by artificial aging—heating in a temperature range below 170" C. (340" F.)—will harden spontaneously if allowed to stand for a sufficient length of time. It follows that, in aircraft work where the factors of safety are limited on account of the necessity of keeping the weight of the structures as low as possible consistent with their safe operation, the properties of the alloys in the stable or final condition should be used as a basis for design rather than the properties obtained on the material directly after casting. The work of Wilm in Germany, Hanson and Gayler at the National Physical Laboratory in England, and Merica, Jeffries, and others in the United States, has shown that the spontaneous hardening is characteristic to a greater or less extent in all aluminum-base alloys in which the solubility in the solid state of the alloying constituents decreases with the temperature. It has been shown that, by heating to a temperature as near as possible to the melting point of the material and soaking at that temperature for a sufficient length of time and then quenching or cooling rapidly, a maximum amount of the soluble constituents can be retained in solution and the condition of maximum hardening effect upon aging can be obtained. Also, in ordinary sand and chill castings, without heat treatment, a sufficient amount of the alloying constituents is held in solution to cause important changes in the final physical properties.

EVER since the first installation of wet-washing methods of coal preparation, the removal of the water added by the washing process has created serious technical and operating problems. The rapid development and widespread adoption of wet washing has necessitated a corresponding development of dewatering methods and equipment. The amount of water retained by coal varies with the size of the coal. The moisture that is largely on the surface of the particles is easily shaken off coarse coal; thus coarse coal can be dried comparatively easily and quickly. Fine coal presents a larger surface area than does coarse coal, so its capacity for retaining moisture is greater. In fine coal, moisture below about 5 per cent is held between the coal particles and its removal is difficult. Draining and drying of the finer sizes is a major problem at many washeries. Two common problems of coal-washing practice that are intimately connected with dewatering and drying are the clarification of washery water and the prevention of stream pollution. The first field has been studied from many angles, including the use of coagulating and settling agents followed by vacuum filters to remove the solids, and the use of sludge tanks with dewatering screens incorporated therein. In many districts, the disposal of sludges into streams has been stopped by law. The lack of space for impounding sludges has created problems of disposal in other districts. Reduction in moisture means a saving in freight costs as well as the elimination of difficulties in unloading and storing. Excess moisture in coal causes it to freeze in localities where severe climatic conditions prevail. Excess water in coals to be used in the production of coke and manufactured gas has a chilling effect on the walls of the oven or retort. Dryness of coal is important in producing good briquettes. SOME years ago, A. M. Gaudin and one of the authors published a paper showing removal of tar acids from solution by sulfides preferentially as compared to gangues (specifically by galena as compared to quartz).1 The underlying phenomenon was classed as adsorption, and the paper went on to develop the general thesis that so far as water-soluble frothing and collecting agents in flotation are concerned, the phenomenon of adsorption is one of controlling importance. Adsorption was defined in that paper as "a process of rearrangement of a system, which results in establishing a difference in concentration, as between the interfacial layers and the bulk of the phases, of a substance or substances initially uniformly dispersed in one or several of the phases." The paper went on to develop the relation between adsorption and surface energy according to Gibbs' equation (which may be thrown into the form U/c = KdT/dc, where U = excess concentration in surface layer, c = concentration, T = surface tension, and K is a constant), and pointed out that, according to this equation, degree of adsorption and change in surface tension vary directly. The present paper offers a somewhat different definition for the term adsorption; and sets up, in sweeping terms, the generalization that simple chemical reaction underlies the functioning of the flotation reagents which control mineral collection, when these reagents are soluble in and act from solution in the water of the pulp.

Leaching of uranium in situ from sandstone deposits with ammonium carbonate solution containing dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However, because of their high reducing capacity and their relative abundance, the FeS2 minerals consume the bulk of the oxidant. A pressure leach apparatus was constructed that permitted measuring oxygen consumption by FeS2, best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.

Before describing the electrostatic processing of feldspar, it might be well to review some of the basic definitions and terminology of feldspars. The feldspar minerals constitute a group of alumino-silicates of potassium, sodium, and calcium. Barium feldspar sometimes occurs naturally but is very rare. Hardness varies between 6 and 6.5 and specific gravity between 2.5 and 2.8. Color is generally white or pale shades of red, yellow, or green. The approximate chemical composition of the principal feldspars is given in Table I. The albite (sodium aluminum silicate) and an orthite (calcium aluminum silicate) feldspars are the end members of a series called plagioclase. These two molecules form a complete solid solution series ranging from pure soda feldspar at one end to the pure lime feldspar at the other end. Intermediate solid solutions are known as oligoclase, andesine, labradorite, and bytoconite. The general structure throughout this series is the same. Sodium and calcium may replace each other and silicon and aluminum may replace each other in the structure.

PRIoR to 1936, the Ontario Refining Co. received all incoming blister copper from The International Nickel Company's smelter in the usual form of 460-lb. cakes, or slabs. These were received in open cars in lots of 250 pieces. At the refinery the cakes were unloaded onto narrow- • gauge cars, for convenient handling and pickup by charging cranes. In March 1936, an investigation was started on the feasibility of transferring converter copper in the molten state from the smelter to the refinery anode furnaces, a distance of 1 1/4 miles. Although common in steel practice, the transportation of blister copper in this form had not previoisly been attempted and a preliminary study of the various factors involved was therefore necessary. For this purpose, a series of experiments was made in which molten copper, removed at different stages during the furnace cycle, was held in a small portable holding furnace. This vessel was essentially a refractory-lined steel cylinder provided with ports for filling and emptying, heated by an oil burner. Dimensions of the steel shell were 3 ft. 10 in. diameter by 7 ft. 3 in. long, and thickness of refractories depended on the design and combination used for the particular experiment. The vessel was filled with approximately 2 1/2 tons of copper at a predetermined temperature, the lining having been preheated to a definite point by means of an oil burner. All openings were well luted and temperature readings were made every 15 min. by means of an immersion-type thermocouple. In this manner the rate of heat loss resulting with different refractory design could be developed. The ratio of exterior surface to weight of metal was taken into consideration in comparing the experimental results with what might be expected for a full-sized unit, and observations were also made on type and degree of slag accretion. It was not possible to get as much information on this latter point as desirable, but all evidence showed that the problem would be control of slag build-up rather than attack on refractories. Different forms of optical pyrometers are discussed and the advantages and disadvantages of the different types for measuring high temperatures are pointed out. These advantages and disadvantages lead to the selection of the disappearing-filament type of optical pyrometer for most work. Attention is directed to the necessity for the use of a monochromatic screen with a pyrometer, which leads to a discussion of the meaning and use of the effective wave length of the screen. Methods of calibrating the optical pyrometer are outlined and it is shown that an optical pyrometer can be calibrated just as definitely as any other temperature-measuring device. Accuracy tests are included, in which it is shown that excellent results can be obtained by even untrained or slightly trained observers with this form of optical pyrometer. The various corrections that are necessary in this kind of work are indicated, including corrections for stray light, for absorption of windows, of smoke, and so forth. The troublesome problem of measuring the temperature of bodies that do not radiate like a black body is discussed and the corrections for reducing such readings to the true temperature are given for a number of different materials. Introduction The fundamental idea of temperature depends upon our temperature sense and bodies are said to be hot or cold depending upon the reaction of our hands or some other part of the body to the heat from the source investigated. For measuring the temperature some instrument must be devised, since the temperature of the source studied is apt to be so hot as to greatly injure any part of the body that comes near it, to say nothing about direct contact with it. The rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers —the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used in its natural state after mechanical preparation only (such as grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the Eastern and Northern Statcs. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The Southern States have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the North, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries, for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business revives and freight rates are adjusted. Most of the non-metallic mines are small and the tonnage handled is low in comparison with the tonnage involved in modern large-scale mining of coal, iron, copper, etc. On the other hand, at nearly all non-metallic

The original Dorrance breaker of the Lehigh Valley Coal Co. was erected in 1883. The coal beds were clean and dry, consequently a dry preparation system was used, consisting of revolving cylindrical screens for sizing and hand-picking, to remove the few impurities from the run of mine coal. The picking or cleaning room contained long parallel rows of chutes with seats mounted on them, for the use of the breaker boy, who bent over the chute and picked out the refuse material from the coal as it gravitated down the chute. The introduction of dry mechanical pickers, of, the sliding frictional type, in the early nineties lessened the number of boys, but hand-cleaning on the coal and refuse discharge ends of the mechanical picker was necessary. The Pardee spiral pickers, which were brought out about 1900, were better than the gravity pickers and gradually replaced them. In 1912 the breaker was entirely remodeled, although the original frame was retained. The revolving screens were replaced by shaking screens, and Pardee spirals were installed on all sizes of coal from egg to pea coal, inclusive. Hand-picking still was necessary on the coal and refuse ends of the spirals, although the changes did result in a reduction of the former breaker force. As mining advanced, and the thick clean bed became exhausted, it was necessary to mine veins containing a high percentage of impurities, which complicated the preparation problem. The most serious difficulty was the increase in the quantity of damp or wet run of mine, which could not be fully cleaned on the spirals. When this quantity exceeded approximately 5 per cent. of the feed, it was necessary to send the excess of the wet coal to the company's Prospect colliery for wet washing. This plan worked well for a time, but as the amount approached 15 per cent., with the prospect of a further increase, the company considered the building of a wet-washing plant. The Dorrance breaker was the only dry-cleaning plant operated by the company. At the seventeen other collieries, wet washing was employed, and jigs, both plunger and pan, were used. All the practical methods used in the anthracite fields were investigated, and it was finally decided to adopt the Rheolaveur system. Report of the Secretary GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life Membership and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or disability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possible to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

Ik presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent, from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel. Physically sound steel, as I would classify it, must be free from blow-holes as well as pipe. The line of demarcation between harmless and harmful blow-holes is exceedingly difficult to define. It is certainly the better and safer practice to eliminate blow-holes from the saleable portion of the ingots and to form a well-defined shrinkage-cavity or pipe at the upper crop-end of ingot. The chemical industry is constantly looking for new materials which either are more resistant to corrosion than those now available or have improved physical properties to meet the requirements of higher temperatures and greater pressures. Attack by acids is one of the more important forms of corrosion and in the last few years the development of acid-resistant alloys has been quite rapid. Perhaps the most notable example is that of nitric acid, the problem of which has largely been solved by the chromium-iron and chromium-iron-nickel alloys. Sulfuric acid may be handled in lead, iron, or the iron-silicon alloys, depending on conditions. As to hydrochloric acid, no metal or alloy can be called entirely satisfactory for handling this acid under plant conditions.' The results of our investigations on the resistance of the nickel-molybdenum alloys to hydrochloric acid have been confirmed by those of Guertler, Rohn, Schulz, Jenge, and others12 but thus far only one such alloy has approached commercial production in Germany; this contains approximately 15 per cent. chromium and 7 per cent. molybdenum with the remainder chiefly nickel. Dr. S. W. Parr, as far back as 1914, developed a complex alloy known as "illium," with a nickel base and containing some molybdenum. 3 Dr. Parr was primarily interested in an alloy for lining bomb calorimeters, and while illium does show good resistance to acid it is too expensive for general use. Despite the basic importance of slip in the plastic deformation of metals, and the considerable experimental investigation, thought, and speculation that have been devoted to the fundamental nature of these processes, surprisingly few data have been reported regarding the microscopic appear- ance and distribution of slip lines,‡ the external manifestation of the slip process. Photographs hitherto reproduced in the literature are in general at low or unspecified magnifications with no correlation to the prior shear. A single-crystal cylindrical tensile specimen of alpha brass about 1/2 in. in diameter, one of many previously prepared by H. L. Burghoff,1 was available for study. A plane about 3/16 in. wide, parallel to the specimen axis and normal to the plane containing the slip direction and the specimen axis, was ground and metallographically polished along the entire 5-in. gauge length. Heavy etching produced a surface free of both scratches and flow. The specimen was strained in tension until slip markings first became visible on the polished surface (Figs. 1 and 2). Re-stressing the crystal caused additional markings to appear at an initially lower stress than previously was required. Stretching the specimen to produce a dense concentration of slip lines caused such variations in level in the polished surface (normal to the slip direction) that microscopic study at higher magnifications became impossible. After annealing 15 hr. at 850°C, the specimen recrystallized to form two grains with a boundary approximately normal to the specimen axis and about midway along its length. Each was X-rayed, and two planes were again polished along the length of the specimen, in this case each parallel to the slip direction in one of the two crystals. A light longitudinal scratch parallel to the specimen axis was drawn down the center of each plane. A Huggen-berger extensometer was attached to the crystal A, whose slip plane would have the higher resolved shear stress of the two, and the specimen was again strained in tension.

In the last several years a type of application of the fundamental permeability-saturation relationships has been developed which offers great promise in the interpretation of general reservoir performance.l-' In these developments no attempt is made to solve the detailed flow dynamics in actual oil and gas-producing systems. That problem still remains unsolved. But the permeability-saturation phenomena are incorporated in the analysis of oil-producing reservoirs in a manner such as to reflect the true role they play in controlling the gross reservoir behavior. In particular, they are introduced in such a manner as to determine the gas-oil ratio of the production at any stage of depletion, and, when combined explicitly with the so-called material-balance principles in differential form, one can obtain a differential equation describing completely the average pressure and gas-oil-ratio history of oil-producing reservoirs. While thus far they have been applied directly only to gas-drive reservoirs, they are susceptible of extension to partial water-drive systems, and qualitatively the same principles are of value in the study Of complete water-drive reservoirs. Moreover, in addition to giving a means for computing the variation of the reservoir pressure and gas-oil ratios vs. the cumulative production, they automatically lead to predictions of the gross ultimate recovery under natural depletion—and when properly extended they provide means for predicting the ultimate recovery under gas or water injection. The data required for such applications are the initial fluid distribution in the producing section, the pressure-volume-temperature data on the gas and liquid phases, and the permeability-saturation relationship for the oil-satuiated zone. The former can be obtained with reasonable accuracy by methods that are well established and available throughout the industry. We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. Despite the basic importance of slip in the plastic deformation of metals, and the considerable experimental investigation, thought, and speculation that have been devoted to the fundamental nature of these processes, surprisingly few data have been reported regarding the microscopic appear- ance and distribution of slip lines,‡ the external manifestation of the slip process. Photographs hitherto reproduced in the literature are in general at low or unspecified magnifications with no correlation to the prior shear. A single-crystal cylindrical tensile specimen of alpha brass about 1/2 in. in diameter, one of many previously prepared by H. L. Burghoff,1 was available for study. A plane about 3/16 in. wide, parallel to the specimen axis and normal to the plane containing the slip direction and the specimen axis, was ground and metallographically polished along the entire 5-in. gauge length. Heavy etching produced a surface free of both scratches and flow. The specimen was strained in tension until slip markings first became visible on the polished surface (Figs. 1 and 2). Re-stressing the crystal caused additional markings to appear at an initially lower stress than previously was required. Stretching the specimen to produce a dense concentration of slip lines caused such variations in level in the polished surface (normal to the slip direction) that microscopic study at higher magnifications became impossible. After annealing 15 hr. at 850°C, the specimen recrystallized to form two grains with a boundary approximately normal to the specimen axis and about midway along its length. Each was X-rayed, and two planes were again polished along the length of the specimen, in this case each parallel to the slip direction in one of the two crystals. A light longitudinal scratch parallel to the specimen axis was drawn down the center of each plane. A Huggen-berger extensometer was attached to the crystal A, whose slip plane would have the higher resolved shear stress of the two, and the specimen was again strained in tension.
