Introduction During the very long period in which man has mined minerals from the crust of the earth, falls of ground and collapes of under- ground workings have been the causes of a significant part of those accidents which have resulted in either death or in injury. At present, because of improvements in the approaches to the design of underground structures, in equipment, and in attitudes towards accident prevention, the proportion of accidents due to instability of rock is probably far less than it was historically. Nonetheless, in spite of the many advances which have been made, instabilities still account for about one-quarter of all fatalities, and one-tenth of all of the injuries, in the minerals industry. The means must be found whereby both the numbers of accidents and the accident rates due to falls of ground can be reduced to the lowest levels possible. At the outset it should be stated that, short of suspension of all mining activity, it will probably never be possible for us to eliminate accidents completely. Most human enterprise involves unknowns and risks, and mining is no exception. A certain number of accidents, then, must be viewed as the inevitable consequence of our attempting to work with unknowns and to make decisions that involve uncertainties. However, in retrospect, many instabilities can be attributed to factors which could have been within our control. The preventable accident must be eliminated. It should be our goal that we make every effort to direct our skills and technology to the creation of a safer working environment and should be constantly striving to

In the first big blast at Climax, a "loop back" (three-wire system) was used (Fig, I), with the idea of securing a wiring system that would give to all series the same amount of current. Single-phase, 60-cycle, 13,800-volt power was furnished to the blasting transformers, each of which has a rated capacity of 600 amp. at 480 volts. Two blasting leads were taken from these transformers, giving a blasting current of single phase, 60 cycle, 480 volts, with an instantaneous capacity of more than 600 amp. The blasting switch was on the secondary leads from the transformers, to avoid lag in energizing them.

The technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. HE task of measuring the specific gravity of the -*- operating medium in a heavy-media separation system has never presented a particularly difficult problem because the medium is fairly stable and the overflow of the separatory vessel, as well as its underflow, can be sampled easily and accurately and the specific gravity of the suspension determined easily by weighing a known volume. However, while this method is simple and accurate it does require the operator to take the sample by hand and to weigh it and there is considerable temptation to avoid the periodic sampling if everything seems to be going well, or if something is occupying the attention of the operator. Furthermore all operators do not sample in exactly the same manner and considerable practice is required for two operators to be able to "check" each other to the last few hundredths, particularly if the sample is cut underneath the drainage screen where location of the point of sampling and load on the screens tends to influence the determination. While none of the above presents much of a problem, we have all recognized that some mechanical method of continuous measurement and recording would be advantageous since the operator would merely have to glance at the meter to check the gravity and to have an indication of the trend of any changes. Also if the instrument were of the recording type, a permanent record would be available for the guidance of the superintendent. The Eagle-Picher Mining and Smelting Co. was the first heavy-media user to actually install such a recording meter. In 1946 they installed in their Central Mill at Cardin, Okla., a specific gravity recorder manufactured by the Bristol Co. of Water-bury, Conn. R. A. Barnes, of the Bristol Co., working with E. H. Crabtree, Jr. and Elmer Isern, of Eagle-Picher, made the application and worked out the problems of sampling and measuring. Their attempts to measure the specific gravity of the medium in the cone itself were not entirely successful and they resorted to an outside sample tube for actually making the determination. Because of the particular flowsheet used, it was possible to tap off from the medium return pipeline a stream of medium and divert it into the sampling tube, which was provided with a constant level overflow and a spigot underflow, and into which the bubbler tubes dipped. The Eagle-Picher installation was successful and its possibilities were recognized by the Mineral Dressing Laboratory of the American Cyanamid Co. It was decided to install a similar unit in the heavy-media pilot plant to investigate further its possibilities. Chief among these was the continuous record which it was felt would be proof of the steadiness of the gravity in a heavy-media cone, something which is not always appreciated by POtential users. Because the heavy-media pilot plant is required to operate at a wide range of specific gravities, it was realized that the unit would have to record all gravities from 1.25 to 3.50, and do it to the nearest 0.01. It would not be necessary to record all of this wide range on a single chart and the method selected was to have 4 bands, each band range overlapping the other a small amount and calibrated so that with standard charts one division would represent 0.01 sp gr. A shift from one band to another could be arranged without alteration of the instrument itself, being accomplished by a simple change in the bubble-tube lengths, as described later. Accordingly, a recording type instrument was purchased and installed. Because there were some advantages in doing so, the first installation attempted to measure the gravity of the cone proper by placing the bubble tubes in the cone. This was not at all satisfactory and the second scheme utilized a fixed vertical screen at the surface of the cone, and an external sample-tube arrangement. We were particularly anxious to make this work as we felt it would be advantageous to measure the top level of medium where the separation was actually being made, but we were doomed to disappointment because it was impossible to keep the screen clean of float. THE program of government drilling, conducted jointly by the U. S. Geological Survey and the Bureau of Mines, has demonstrated the presence in Texas and New Mexico of potash-bearing beds of considerable importance. Information regarding the ex- tent and location of the potash deposits as presented at the non-metallic sessions was of great interest to many engineers. These subjects will be covered in greater detail in later paragraphs. The first session, with about 50 in attendance, convened at 10 a.m. on Feb. 18, with Oliver Bowles, chair- man of the Committee on Non-Metallic Minerals, pre- siding. The first paper was on "Soapstone Mining In Virginia," presented by C. W. Ryan of Lynchburg, Va. The nature and extent of the soapstone deposits of Nelson County were described in some detail. In origin, the soapstone is undoubtedly related to a basic peridotite rock though its mode of formation is some- what uncertain. This main soapstone deposit occurs in three veins, the western, middle, and eastern, the middle vein being of greatest economic importance. Methods of stripping, quarrying and milling the rock were described and the uses of soapstone were enum- erated. In discussing this paper, C. P. Berkey, of Co- lumbia University strongly favored the theory of igneous origin of the soapstone and the need for further detailed geological study. J. L. Gillson of Cambridge, Mass., stated that the Vermont and New York talc deposits were always associated with characteristic minerals, such as, a chlorite of one particular variety, siderite, amphibole, magnetite, and biotite. C. H. Behre of Cincinnati, Ohio, raised the question of parallelism in the soapstone structure and Mr. Ryan stated that such parallelism was in evidence in some parts of the deposits. H. A. Wheeler of St. Louis, Mo., also took 'part in the discussion.

INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. In the past two decades, of the successive steps leading from iron ore to finished steel, the production of liquid steel and its preparation for the casting operation has probably undergone the most drastic evolution. The reason for this is the development of oxygen converters (top blown and later on bottom blown) and UHP arc furnaces which are replacing the conventional processes such as the open hearth and basic Bessemer processes. These new processes have been great advances, but it would certainly be quite hazardous to assert that the situation will remain the same for the coming decades. In fact, with the advent of continuous steelmaking a new generation of processes has now arrived. The research and development programme at IRSID on continuous an a steelmaking began ten years ago has progressed systematically in the following stages : First a comparison was made on a small pilot scale of various techniques : for example, refining in a runner by top or bottom blowing, pulverizing the metal stream by oxygen, using the mixing effect of a vortex, etc. but for various reasons these processes proved unsatisfactory and were abandoned in favour of a method using the so -called "emulsion refining".

IN the summer and fall of 1875, the author was present during a short smelting campaign at the Hall Valley works, and having had occasion to make a number of chemical analyses of the ores, fuel, and fluxes, deems that the results of the same, and also an account of the smelting operations, may be found of interest to members of the Institute. The mines and reduction works of the Hall Valley Silver-Lead Mining and Smelting Company (limited) are situated at Hall Valley, Park County, Colorado. The smelting works are located about half way from the mouth to the head of the above-named valley, and the mines high up on the mountains, near its head. The three principal mines of the company are the Whale, Leftwick, and Cold¬spring. They are all on different veins, running parallel to one another, with a general trend from southwest and northeast. Silica sand deposits are usually contaminated with various heavy minerals which must be removed to make the silica useful for flat-glass production. Research was undertaken to develop a better procedure for producing flat-glass-grade silica. Batch tests revealed that anionic detergent-type reagents had considerable promise. Pilot plant tests were run to compare the effectiveness of anionic detergent-type reagents with petroleum sulfonate in the removal of heavy minerals from a potential glass sand. Another slightly modified commercial procedure also was evaluated for comparison. In the pilot plant trials, utilization of the anionic detergent potation reagents did not produce quite as good results as petroleum sulfonate. It is likely that flat glass-grade sand could be produced with the anionic detergent reagents if more extensive pilot plant tests were conducted.

WITH all the advantages of handling bulk materials by means of belt conveyor also go some problems, one of the most persistent being that of cleaning. When sticky materials are being carried; the build-up of material on the return idler rolls results in difficulty of belt training. Much attention has been given to the problem of cleaning conveyor belts, and a great variety of cleaning devices have been developed. Even the best involve troublesome maintenance, and none can completely remove the fine particles imbedded in the belt cover, which cause rapid wear of the return idler rolls, and at the same time, of the belt cover as well.

FLAKING or hair-line crack formation has been a major problem confronting the producer of large alloy steel forgings.' Today it is generally conceded that hydrogen in one or more forms in alloy steel sections is a requisite for flaking. Hence an obvious remedy is a thermal cycle that reduces the hydrogen content to some low level. In practice, this generally means holding the material at some subcritical temperature for a period of time depending on the size of the ingot or forging. The superconducting behavior of Nb-Ti alloys containing 40 and higher wt pct of Nb and variable oxygen content was studied as a function of thermomechanical processing. Critical current density (Jc) us applied transverse magnetic field (H) data were obtained for 0.010 in. diam wires at 4.2° Kin steady fields up to 120 kOe. The precipitate responsible for increase in Jc in each of the alloys studied was related to niobium and oxygen content. In alloys containing 40 to 60 wt pct Nb with less than about 1600 ppm of oxygen, w precipitation in the range 350° to 450°C appears to be responsible for the maximum value of Jc observed. In alloys of higher oxygen content (-2500 ppm), the oxygen-enriched a phase which precipitates in the temperature range 450° to 550°C is a more effective fluxoid pinner. Maximum Jc in low oxygen (350 ppm) 80 wt pct Nb alloys was achieved by 600°C aging heat treatments. Measurements of resistive critical field also reflect the changes in composition accompanying precipitation in these alloys. It is well known that the superconducting critical current density, Jc, of solid solution superconducting alloys can be increased by precipitation heat treatments.1-4 The precipitate, to serve as an effective superconzlucting fluxoid pinner and increase Jc, must be of proper size and spacing.' Its electronic properties must also be different from those of the matrix.6 As in age-hardenable systems, optimum temperature and time of aging are dictated by the composition and history of the particular solid-solution alloy under consideration. The alloy diagram of Ti-Nb7-9 shown in Fig. 1 is typical of ß-stabilized Ti alloys. Precipitation to achieve high Jc in Ti-Nb and Ti-Ta alloys is usually carried out in what is believed to be a two-phase a + ß region.1,2,4,10 Previous work on Ti-Nb4,11 and on other ß-stabilized systems such as Ti-V, Ti-Mo,12-14 has shown, however, that the first precipitate to appear is not necessarily (Y. Under specific conditions the meta-stable w phase is precipitated instead. A further complication arises in such alloys from the strong influence of contained oxygen on the phase stability and on the kinetics of precipitation.15,16 The superconducting critical current density of Nb-Ti alloy containing less than 36 wt pct Nb has been studied by Vetrano and Boom1 and Kramer and Rhodes.4 The most effective aging temperature was found to be about 425°C; fluxoid pinning was attributed to the precipita- tion of a by Vetrano and Boom and of w by Kramer and Rhodes. Although the latter workers used recrystal-lized material and the former cold-worked, studies carried out in our laboratory lead us to believe that the type of precipitate responsible for increased Jc is unaffected by prior cold-work.17 That other types of precipitates may also be effective, especially in higher oxygen-containing alloys, has been demonstrated by Reuter, et al.2 in this laboratory with the aid of electron microscopy. Reuter et al. found that at an aging temperature of 600°C, fee-TiO is precipitated, resulting in high values of Jc. Even higher values of Jc were observed after heat treatment at 500°C, but the precipitate could not be indexed as fee-TiO. Whether the precipitate was oxygen-rich w or a could not be clearly distinguished. The work nevertheless indicates that appreciable amounts of oxygen alter the nature of the phases precipitated at different temperatures, at least in alloys containing more than 36 wt pct Nb. Since such compositions are more readily worked into suitable wire than lesser niobium content alloys, it was decided to study the response to aging of the alloy compositions reported in the present paper with the hope of clarifying the effect of composition on the precipitation processes responsible for high values of Jc. I. EXPERIMENTAL Nb-Ti alloys containing 40, 50, 60, and 80 wt pct Nb were prepared by are-melting 35 g ingots of iodide crystal bar titanium and electron-beam melted niobium.

The American Smelting and Refining Co. has standardized its copper converting practice to attain a maximum unit blister production with a minimum of refractory consumption by careful location of the tuyeres and by applying magnetite coatings on the hard-burned magnesite brick linings. THE American Smelting and Refining Co. operates four primary copper smelters in the United States with a total of 17 Peirce-Smith type converters; 15 of them are 13 ft in diameter by 30 ft long, and two are smaller. Some details of operations vary with locale; however, fundamentals of design, operation, and maintenance are common to all plants. All converter shells are l-in. thick except for one new converter with riding rings on the ends which has a shell thickness of 1 1/2 in. More tuyeres can be installed with rings on the ends and hence more air can be used. Welded construction is replacing riveted. Minor shell repairs are made after each campaign. Principal causes of complete shell replacement are warpage and cracking resulting from localized over-heating. A 13x30 ft shell is being replaced after 34 years of operation and a total production of approximately 750,000 tons of blister. Converters are driven by 80 hp DC motors through company-designed worm gear reducers. Rotation is 0.38 rpm which permits the skimmer to spot the converter quite accurately for skimming slag. At three of the plants, protection against unscheduled air or power failures is afforded by the installation of emergency drives, consisting of auxiliary air motors or storage batteries. In order to avoid excessive splash out of the converters, the converter mouths are located as far back on the shells as existing flue facilities will permit. At one plant, the back of the mouth is only 13" to the rear of the vertical center line of the converter,. whereas it is 28" at another plant. Newly-lined mouth areas vary from 36 to 44 sq ft with effective operating areas about 25 pct less. It is important to keep the converter mouths as clean as possible. Dirty mouths create back pressures in the converters and as a consequence the tuyere air volumes are reduced. Mouths are generally cleaned by bumping with an empty ladle. Small mouth-cleaning rams have been used but unless extreme care is exercised the brickwork may be damaged. After considerable experimentation, the plants standardized tuyere elevations at 4 to 4% in. below horizontal center line at the shell with a downward pitch of about 13/16 in. per ft of length. Tuyeres are spaced at 6 in. centers except at the riding rings where there are no tuyeres. With this tuyere location, several of the plants now freeze magnetite slag in the bottoms, fronts, and backs up to the bottom of the tuyeres to control the internal shape of the converter. This has the effect of improving the agitation and mixing so that there is a marked increase in converting speed besides affording protection to the brick lining. Currently, the trend is to increase tuyere diameters from 1% to 2 in. to increase the air flow. At present, all converters are hand-punched but one converter is being equipped with a set of mechanical tuyere punchers. Rods for punching are % in. hexagonal smelter bar upset to ll/s in. and rods for cleaning tuyeres are upset to about 1% in., or larger, depending upon the tuyere diameter. Two of the plants use pneumatic reamers for cleaning the tuyeres between charges to minimize disturbing the coating on the inside of the refractory lining. Most of the puncher's platforms are pneumatically or hydraulically mounted so that a convenient punching position can be maintained regardless of tuyere position. For normal operations, tuyere air pressures vary from 15 to 13.5 psi, although some cycles such as magnetiting require pressures down to 8 psi. Air requirements vary from an average of 25,000 cfm on the newer installations down to 12,000 cfm on the older ones. Theoretical models have been important throughout the history of engineering as a means of understanding past experiences and predicting future performance. Most modelling involves assumptions and a degree of idealization, and it is shown that it is important that the effects of these be recognized when making use of models. One of the principal concerns in underground mining is the effect of the excavations on the states of stress in the rock adjacent to these excavations. As mining proceeds to depth, stress concentrations may be sufficiently high to cause inelastic behaviour of the rock and yielding along joint surfaces. At this stage, attention must be given to the sequencing of the mining process to ensure that the ground control techniques applied are optimized. Increasing use is being made of computer modelling techniques to assist with design. Three case studies are presented to illustrate the application of computer models in mine planning and ground control. In all cases, the data available for design was limited, but the mines were fully developed and openings could be inspected. The mining methods studied are cut and fill stoping, room and pillar stoping, and longhole stoping.

This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile.
