In 1989, the Connecticut Department of Transportation authorized the evaluation and design for a reconstructed Route 1 bridge over the Quinnipiac River in the City of New Haven, Connecticut. The project extends from the intersection of Route 1 with East Street, easterly for approximately 3/4 mile to the intersection of Route 1 with Wheeler Street and Stiles Street. The reconstructed roadway will be relatively on-line and widened to provide for four lanes of vehicular traffic and a single-track railway line. The existing bascule bridge and approach spans, which were constructed in 1924, will be replaced by a 270-foot span lift bridge and new approach spans. The lift bridge will have a main lift span weighing approximately 3000 tons, second largest after the Burlington Northern Bridge over the Williamette River in Portland, Oregon. The new bridge will widen the navigation channel to 24 0 feet and provide vertical clearances of 13 feet when closed and 62 feet when open. The project is located in an industrial area. Adjacent properties include retail gasoline sales, auto repair, railroad transport and bulk storage of petroleum. Existing structures include the Yale Boathouse and several retaining walls serving as containment dikes for petroleum storage tanks. The Yale Boathouse, located on the east bank of the river, was constructed in 1909-1910 and is eligible for listing in the National Register of Historic Places.

Control and mitigation of building response to construction activities are assuming a greater role in design decisions for underground construction. Alternatives for controlling building response have multiplied with the continued development of ground modification methods, better control of construction activities that cause ground movements, and increased understanding of building behavior and response. This paper describes approaches to estimating building response to construction-related ground displacements caused by adjacent excavation and highlights the discussion with several case history examples. Examples discussed includes experiences with two, seven-story historic structures, supported by timber piles with granite block pile caps, which were underpinned in preparation for ground-freezing ground stabilization and tunnel construction beneath the buildings. The elevation of each building column was monitored and elevation adjustments were actively performed during construction. The second example examines the performance of a slurry wall braced cut, 45 to 50 feet deep penetrating through a stiff crust into a soft clay layer and associated building response. This cut was immediately adjacent to two, approximately 15-story office buildings, which were supported by deep foundations founded in the stiff crust.

The smelter objective is to process wet concentrate to produce crushed, slow-cooled, sulphur-deficient nickel-copper matte rich in platinum group metals (PGMs), gold, and base metals for despatch to the Magnetic Concentration Plant at the Base Metals Refinery. Throughout its history, the smelter complex has been continuously upgraded in line with increasing production demand, changing feeds, environmental initiatives, and advances in available technology. The smelter receives filter cake and slurry from Anglo Platinum concentrators and joint ventures. Wet concentrate is fed through a flash drying process utilising coal-fired, fluidised bed hot-gas generators, to produce dry feed material for the electric furnaces and slag-cleaning furnace. For primary smelting, two electric furnaces are used, each with a rated capacity of 34MW. Furnace matte, containing the bulk of the base metal sulphides and PGMs, is tapped periodically into refractory-lined ladles and granulated using high-pressure water jets, then dried through electrically powered pneumo-driers to become the main feed to the Anglo platinum Converting Process (ACP). Slag is tapped semi-continuously, granulated, and treated through the slag mill. The ACP treats the combined matte output of Waterval, Polokwane, and Mortimer smelters. It is a top-blown furnace, with furnace matte, air, and oxygen being injected into the converter via a lance submerged in the slag. Converter matte is tapped and bottom cast into moulds, slow-cooled, crushed, and despatched to the refineries. Slag is granulated and dried for recycling to the slag-cleaning furnace. ACP slag is fed to the slag-cleaning furnace along with a reductant and a sulphur source. Slag-cleaning-furnace matte is granulated for processing by the ACP, while slag is granulated and processed in the slag mill. The slag mill and flotation circuit treats granulated slag from the electric furnaces and slag-cleaning furnace to recover entrained matte containing valuable PGMs and base metal sulphides.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

Mobile equipment in oil sand mining operations experience more maintenance problems than similar equipment in other surface mines, due to soft underfoot conditions. Oil sand properties are known to vary with temperature, bitumen content and previous loading cycles. One of the challenges is the widely variable underfoot pressure which supports shovels and trucks. In the case of a heavy hauler driving on in-pit roads, each tire is supported by a different ground stiffness resulting in an apparent uneven surface. Driving over uneven ground causes twist in the truck frame, which is transmitted to the dump body. Through a finite element analysis of a haul truck dump body, it was shown that slight frame twists produce localized stresses in the intersections of the floor stiffeners. These stresses are at times greater than those resulting from the maximum ore weight and are primarily responsible for cracking in these intersections. Syncrude maintains high quality haul roads, which are constructed of gravel, and makes every effort to keep the shovel pit roads as smooth as possible. This problem cannot be avoided through operational practices only and must also be accounted for in the design of haul truck bodies.

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

An atomic force microscope (AFM) was used to measure the surface forces between silica surfaces immersed in solutions of hydrolysable cations and/or sodium oleate. Hydrophobic forces were observed at the pH range where the concentration of the singly-charged hydroxo-complexes (CaOH+ or MgOH+) in solution is the highest. In the absence of oleate, the adsorption of the hydroxo-complexes was indicated by the disappearance of the repulsive hydration force. These results suggest that the hydrolysable cations adsorb on silica as singly-charged hydroxo-complexes. Based on the results obtained in the present work, a model for the adsorption of hydrolysable cations has been developed.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. The purpose of this paper is to describe briefly the clean-up procedure adopted at the treatment plant of Paringa Mining & Exploration Co. Ltd. at Kalgoorlie, Western Australia.A clean-up is carried out at the end of each four-weekly period, and all figures subsequently quoted are taken from a summary of the results of the eight periods ending 8th April, 1941.STRAKING AND AMALGAMATIONOf the total gold won 22· 77 per cent. is recovered by straking and amalgamation.The discharges of both the primary and secondary ball mills are pumped over a common set of five ten feet long by three feet wide straking tables, set at an angle of 10 degrees, before passing to the 14 ft. diameter by 30 ft. by 8 ft. Dorr bowl classifier.This classifier is in closed circuit with both of the ball mills, hence the whole of the circulating load of the fine grinding circuit, which approximates to 800 per cent., is required to pass over the straking tables. For convenience in handling, corduroy cloths are used in lengths of 5 feet, and are picked up and replaced by clean cloths at four-hourly intervals. The avaHable straking area provided is, therefore, 900 square feet, or approximately 3·30 square feet per original ton per 24 hours. The density of the pulp passing over the tables is about 54 per cent. solids, the area provided per ton of pulp per 24 hours being approximately o· 2() square feet. Washing of the corduroy cloths is carried out on the day shift only, about 800 lb. of strake concentrate being obtained daily.This concentrate is sluiced from the washing trough on the elevated straking floor to the 4 ft. by 2 ft. diameter amalgamating barrel located in the gold room below.The barrel is of standard design and is rotated at 25 r.p.m. It is charged each day at 4 p.m., and grinding of the strake concentrate at approximately 70 per cent. solids is continued until 8 a.m. the following day. The barrel is then stopped, and the contents generously diluted with water, and after a few minutes rotation some of the slime is carefully poured off through the small discharge hole. This dilution and decantation is repeated until a good deal of the valueless slime has been removed.A further quantity of strake concentrate is then charged to the barrel, which is allowed a further 16 hours grinding period. After again diluting and decanting, approximately 25 lb. of mercury and 15 lb. of lime are added to the charge, which is then given an amalgamation period of 2 hours before cleaning up.By the process of grinding, diluting and removal of slime by decanting...

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft3/sec) of water into Southern California. The 13 km (8-mile) tunneling project is well underway and consists of two, 5.8 m (19-foot) diameter TBM bores through extremely variable geological conditions. The tunnels lie near the base of the San Bernardino Mountains and several significant faults including the San Andreas Fault run within one kilometer (0.6 miles) of the tunnel alignment. Numerous other significant faults cross the tunnel alignment and water pressures in the tunnel have been recorded as high as 20 bar (300 psi). This paper describes some of the problems and challenges encountered and the solutions implemented to advance the two hybrid TBMs under conditions that ranged from hard rock with no water inflows to full-face granular material under 10-bar pressure and in excess of 32 l/sec (500 gpm) inflows. Due to the range and severity of ground and water conditions actually encountered, the Owner-Contractor-Designer team eventually found that adjusting the means and methods to be more responsive—virtually on a day-by-day basis—was needed to suit the conditions

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

In underground blasting, the pull of the initial cut is the limiting factor for the success of the rest of the round. By improving the pull of the first cut, a critical step is made towards improving the entire round. This project attempted to optimize a burn cut’s effective pull by varying the depths of the relief holes in the burn. The effect of varying the depths of the relief holes was investigated, including depths longer than that of the cut’s charged holes. The overall objective was to consistently achieve greater pull than in a standard burn, using an identical amount of explosives. Increased pull results in savings of both time and cost in underground heading advance.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.
