"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

The Bureau of Mines has investigated the fundamentals of fatty acid/fuel oil conditioning for improved flotation selectivity. Both conditioning time and intensity can provide optimum flotation selectivity as well as good recovery. Traditional conditioning seeks to optimize conditioning parameters with subsequent recovery of the hydrophobic mineral. In the fatty acid/fuel oil system many silica gangue particles are also rendered hydrophobic by the flotation collector. Fundamental studies have shown that particle-particle collisions transfer the collector reagents selectively to the mineral surfaces with the highest affinity for the reagent. This mechanism deactivates the gangue particles while increasing the collector reagent loading on the selected mineral. The degree of this transformation is directly related to the number of particle-particle collisions which can be controlled through conditioning time or conditioning mixing intensity.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of centimeter size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of millimeter size. Based on Micro-XCT, it was expected that 85 percent of copper for sample A could be recovered at 65 percent of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual-energy X-ray radiography was used as a basis for sorting. Pilot-scale X-ray sorting of sample A (10 × 1 cm) showed 31 percent rejection of a 0.08 percent Cu gangue product with a corresponding recovery of 90 percent copper.

Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

Ground freezing has been used for the sinking of deep mine shafts for more than 140 years. While advances in refrigeration technology have refined the overall freezing operation, the basic ground freezing concept remains the same. This paper presents an overview of the ground freezing process and the unique advantages that ground freezing brings to shaft construction. Design and construction considerations, including instrumentation and monitoring, are discussed. Case studies are presented to illustrate ground freezing applications for mine shaft installation.

For the purpose of this discussion a small flotation concentrator is defined as a facility having a designed ore feed rate of 1,000 metric tons per day (MTPD), or less. The information required for a rational and timely decision regarding plant design and construction is usually contained in a feasibility report. According to international projections and future energy scenarios, coal will continue to be a prominent fuel for the next 25 years. In fact, in many regions around the world, coal is expected to dominate the electricity sector until the year 2030. At the same time, with instability and volatility of oil prices, coal is also positioned as an alternative feed stock for conversion into liquid fuels. Energy economists maintain that coal liquefaction is viable at crude oil prices of $35 or more per barrel. Depending on technology and coal composition, 1 ton of coal can produce 1 to 4 barrels of oil. Increased coal production and the expanded utilization of coal also raise environmental concerns regarding greenhouse gases and the problem of handling CO2. Carbon sequestration research, currently conducted in many parts of the world, has demonstrated considerable potential for C-storage in unminable coal seams. Such geologic storage, when possible, can also be integrated into an enhanced coal bed methane recovery process Can coal fuel power plants and industrial facilities, provide diesel and other liquids and, at the same, also be used as a medium for permanently storing CO2? This presentation will provide a global perspective on these questions and stress on the need to reconsider, or even redefine, coal as the fuel for the future.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

"Uma Oya Multipurpose Development Project is located in South West Sri Lanka. This project, among many components, involves a 14 km headrace tunnel in very hard and abrasive igneous rocks. The tunnel is under construction by a 4.4 m diameter double shield TBM. The headrace tunnel has already reached 5km milestone and has passed through some reaches of tunnel in very strong intact rocks with no joints. Low penetration at high thrust load has caused frequent stoppages for cutter change leading to low utilization and advance rates due to low cutter life. The original machine was dressed with 27, each 432 mm (17 inch) diameter, 19 mm (3/4 inch) tipped disc cutters. However, various cutter diameters of 432-457 mm (17-18 inch) and cutter tip widths 13 to 19 mm (0.5-0.75 in), have been tried to see if cutter life and penetration rates could be increased. This paper will review the history of the project, the geology of the site, along with TBM performance and cutter life. It will focus on frequency of different cutter failures encountered in various ground conditions. Also, results of using variation of cutter diameter and tip width to cope with the hard rock conditions and their results in increasing machine productivity will be discussed. This allows for better understanding of parameters controlling disc wear/life and leads to better cutter management for more efficient operation of hard rock TBMs in similar conditions. INTRODUCTION The Uma Oya Multipurpose Development Project (UOMDP) lies in the south-eastern part of the central highland region of Sri Lanka. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya river. The feeder (or power) tunnel Lot consists of a 15554 m long headrace tunnel (HRT), the surge shaft and tank on the upstream of the vertical shaft, a 650 m vertical shaft with steel lining, and an underground powerhouse and a 3650m tailrace tunnel (TRT)."

"Iron ore for alternate iron processes concerns alternate iron products designed for use in EAF (electric arc furnace) steelmaking processes. These alternate iron products include both DRI (direct reduced iron), HBI (hot briquetted iron) and merchant pig iron. Merchant pig iron can be produced in conventional blast furnaces, mini blast furnaces (including charcoal BF's) or novel processes such as RHF/SAF (rotary hearth furnace/submerged arc furnace) such as Iron Dynamics or RHF such as Mesabi Nugget. These novel processes are coal based and can use iron ore concentrates or recycled steel plant oxides. The blast furnace processes can use conventional feed materials: pellets, sinter, lump ore and coke. However, DRI and HBI processes are predominantly pellet based but require DR grade pellets that are low enough in acidic gangue (SiO2 and Al2O3) to avoid additional expense in the EAF process This paper will focus on the quality and availability of DR grade pellets for NAFTA DRI/HBI plants but also concentrates for fines based processes and feed materials for merchant pig iron production. INTRODUCTION This paper will outline alternative (to the blast furnace) competitive ironmaking processes and process routes. Within each section the types of iron ore to be utilized will be discussed. Before discussing some of the details of these processes, it may be appropriate to review some definitions and commonly used terms within this industry. DefinitionsDirect Reduction: Reduce iron oxide to metallic iron without melting. Unreduced ore compounds remain as undesirable oxides • Direct Reduced Iron: Iron oxide feedstock exits in same form as entered (pellets in, pellets out; lumps in, lumps out) • Hot Briquetted Iron: DRI that has been hot (1200°F, 650°C) briquetted to a high density pillow shaped briquette • Hot Metal: Molten iron in liquid form, above 2500°F, 1370°C • Pig Iron: Solid product of the iron blast furnace • Residuals: Undesirable elements such as copper, nickel, chromium, tin, sulfur, molybdenum and phosphorus • Gangue: Rock minerals in the iron ore such as silica (SiO2), alumina (A2O3), calcia (CaO), magnesia (MgO). These remain in the oxide form in DR processes. • Reduction: Fe2O3 + 3 CO = 2 Fe + 3CO2 2 Fe2O3 + 3 H2 = 2 Fe + 3H2O (Fe2O3 > Fe3O4 > FeO > Fe)"

Feeders are used to provide a means of control for the withdrawal of bulk materials from storage units, such as bins, bunkers, silos and hoppers. This control function can only be performed properly as long as the bulk materials flow by gravity to the feeder in a uniform and uninterrupted fashion. A feeder can do many things, but it should never be considered a suction pump: During the past few years various papers have been written and presented on feeders and their application. 1,2,3,4,5,6,7,8,9)* It is not the intent of this paper to cover the same ground, and the readers are therefore ad¬vised to consult the referenced publications for supplementary information. Software for coal blending has gained a lot of recent attention as micro-computer programs have come on the market. Some of this software is appropriate and some is not. This paper looks at the types of models being used and points out the strengths and weaknesses of each. Recommendations are then made concerning the level of detail required for these programs, relating this concern to the various ways in which coal companies are using these programs. A checklist of company requirements for these programs and available pro-gram-features provides an aid in matching the program to the company.

"Mining makes civilization possible. It also creates socio-environmental liabilities forcing us to ask how much more of this mining can our planet support. It is clear that the future of mining differs from mining in the future. The laws of nature are being compromised by mining. This paper studies the problems at the core of the mining business which need to be addressed. What kind of mining will serve our existence with nature on this planet? What kind of mining perspectives are we able to formulate without having negative effects for future generations? Is mining technologically sustainable? The values of predictions, imagination, and creativity must be integrated to define what mining should be. Those values should be in the technologies necessary to restoring equilibrium of nature (Geomimic) as well as in complete extraction of metals, better utilization of the mineral reserves, and design the usage of metals to recycle. The purpose of this research is to examine many views and perspectives for future generations and to accelerate the pace of innovation of having mining without socio-environmental liabilities by design and by understanding nature. INTRODUCTION The future of mining is being stifled by many antiquated and stagnant attitudes and policies by the industry and society as a whole. The time is now or never for real action and education against these attitudes and to upgrade them to meet the current needs of this planet if we are to survive. Doing this will prove that we understand and respect nature for us and our posterity. It will also show a positive assessment that the mining process can be reversed before the point of no return. And that is to say, only if reversibility is still an option. It may not be anymore but it’s worth a try. We need to use our imagination and engineering know-how to come up with new proposals to change the core of mining. It would entail re-engineering. There is a profound difference between the future of mining and mining in the future. The future of mining is the continuation and persistence of past practices in the industry and expecting new results. Mining in the future requires a paradigm shift for extraction through modern thinking about mining as it pertains nature. The new paradigm for mining in the future would restore equilibrium with nature. Always keep in mind the connection of mining to nature. What is the future of nature? To predict mining in the future we need to use past experiences in mining and our knowledge of modern science and engineering to formulate a prototype that will enhance mining while maintaining equilibrium with nature. Mining and protecting nature are not mutually exclusive. This new prototype has nothing to do with the level of bonding or insurance that the mining industry can legally provide. The goal of this paper is to contribute some new ideas to help transform the mining industry based on the laws of nature and its limitations. Using this new prototype we will develop the following 1. Extraction of minerals Reserves-Dimensions-Technologies 2. Usage of mineral resources-Manufacture’s products designed to be reused and recycled 3. The Carlin Gold Mining Company, a wholly owned subsidiary of Newmont Mining Corporation has been successfully operating an open pit gold mine and cyanide mill for approximately the past ten years. It is a unique operation in that about 20 percent of the mill feed is a carbonaceous ore refractory to cyanidation that must undergo a pretreatment stage developed for, and by, Carlin. The mine and plant are located in the Tuscarora mountain range is north-eastern Nevada near the towns of Carlin and Elko. Claims were staked at the minesite in 1961 and 1962. A drilling program was initiated late in 1962 and after drilling a total of 250,000 feet of rotary drill holes an estimated 9,300,000 tons of ore at a grade of 0.32 ounces of gold per ton was delineated.

Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.
