Abstract
In June 1972, when the United Nations convened its historic Conference on the Human Environment, only 24 countries had established government agencies with environmental responsibilities. Of these, 11 were in the industrialized world, 13 in the Third World. By 1985, the number had dramatically surged to a world-wide total of 145, with the greatest growth among the developing countries to 110, an increase of almost 1000%.
