The National Mining Hall of Fame will hold its 13thAnnual Induction Banquet during MINExpo International 2000 in Las Vegas, NV. The gala black-tie (optional) event will honor eight legendary leaders of the mining industry. The event will take place at the Las Vegas Hilton Hotel on Sunday, Oct. 8. The induction ceremonies will salute mining greats elected by the board of governors from a list of nominees submitted by mining industry partners and the public. The members of the Class of 2000 will join 151 other inductees enshrined in the Mining Hall of Fame in Leadville, CO. The evening will begin at 6 pm with a cash bar reception followed by the banquet and program at 7 pm. Keynoting the banquet program will be Harrison (Jack) Schmitt. He was the geologist/astronaut of the Apollo 17 mission to the moon in 1972 (see related story on page 26). And he is the only scientist to “kick rocks on the moon.” Schmitt is also a member of the Mining Hall’s board of governors. Schmitt was also the keynote speaker at the First Annual Induction Banquet in Denver, CO in 1988.

There are three major components of a fully grouted roof bolt which primarily determine its ability to develop and sustain load: the steel rebar, the resin annulus, and the rock/grout interface. The untensioned, fully grouted roof bolt is subjected to loading only when the surrounding rock deforms. Vertical rock deformation is generally a result of strata sagging and bedding plane separation, whereas horizontal deformation is typically a result of bedding plane sliding. These two types of deformation create different types of internal loads with-in the roof bolt, tensile stress for vertical rock deformations and shear stress for horizontal rock deformations. Also, as a result of the mutual load transfer between the rock and bolt, shear stress will be developed along the grout/rock interface. According to the exact bolt loading conditions, different failure modes may occur: bolt axial failure, bolt shear failure, and shear failure along the grout/rock interface. Understanding these possible failure modes and their root causes is the key to eliminating roof failures in underground mines employing fully grouted resin bolts. Using ABAQUS 5.8, a finite element model was developed to simulate the components of the fully grouted bolt and its interaction with the surrounding roof strata. Several models were conducted to investigate how load transfer occurs between the rock and the bolt under different geological and mining conditions. The effects of bed-ding plane location and properties, and strata sequence on bolt stability were studied. Also, the effects of hole roughness on bolt stability were discussed. Bolt axial failure was not observed within the range of the studied parameters; however, a combination of high overburden depth, a bedding plane located at 2 to 3 ft from the roofline or a low coefficient of friction along the bedding plane caused strata sliding and shears failure in the bolt. Also, in the case of a weak immediate roof, the shear stress at the grout/rock interface could exceed its ultimate capacity lead to slippage.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. The combined 80th Annual Minnesota Section of SME Meeting and 68th Annual University of Minnesota Mining Symposium was held April 17 and 18, 2007, in Duluth, MN. About 350 mining industry professionals attended the conference, including engineers, executives, mining managers and suppliers from the United States, Canada, Australia, Finland and Brazil. This year’s theme was “Consolidation – Growth – Technology.” The 80th Annual Minnesota Section of SME meeting included concurrent technical papers sessions, a keynote session that featured two distinguished speakers and a general managers session in which taconite mine operators provided updates on their operations. The Minnesota Section meeting also offered an SME short course titled “Control the Feed, Control the Mill.” More than 50 individuals at-tended the short course.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

The Storm deposit is a high grade breccia hosted “Carlin-type” gold deposit located at the north end of the Carlin Trend. Storm consists of 3 smaller deposits: 1) 49er Zone, 2) End Zone, 3) Discovery Zone. Structural intersections and favorable stratigraphy at the Paleozoic Popovich/Rodeo Creek formation and Bootstrap limestone formation contact are the primary known controls to gold mineralization at Storm. High grade silica-sulfide breccia occurs in the footwall of the north-south trending, dike filled, Dee fault. This mineralization cross-cuts silicified heterolithic breccia zones localized above the Bootstrap limestone where northwest, dike filled, reverse faults cut this structural-stratigraphic horizon. 40Ar/39Ar dates of 37.57+ 0.34 Ma (basalt dike) and 162 Ma (lamprophyre dike) have been obtained from dikes in the Dee pit which are locally mineralized by the same event as Storm. This paper will focus on the descriptive aspects of the Storm deposits.

When modeling predictive pit lake chemistry, groundwater chemistry is integrated with the affected portions of the wall rock and chemistry of the lake in a complex series of mixing. Fractions of the solutions impinge upon fresh, unaltered or fractured and oxidized zones of the wall containing sulfide materials and/or soluble metal/metalloid salts. Changing conditions over the short term (biannually) and long term (decades) can drive reactions allowing for dissolution or precipitation of acid rock drainage and metal leaching (ARD/ML) constituents. Local zonal variations can result in a portion of the pit releasing materials into solution; whereas other portions of the lake might favor the formation of colloids or precipitants. The proportions and character of groundwater can drive the chemistry of the pit lake provided sufficient buffering capacity is available to temper the generation of ARD in the system. For sulfide-rich systems, reduction of oxygen by rapid inundation and consumption by sulfides is key to reducing the ARD/ML. This paper presents several models of a sulfide-rich wall rock system using a range of groundwater chemistries to show these constraints.

The industrial coal processing trend toward greater fines production, due to mining techniques and customer requirements for reduced ash and sulphur content in the fine coal product, is the basis for ongoing efforts to improve the performance of the flotation machine. WCO has successfully adapted the principles of the beds Column to a full size machine prototype. Recent plant evaluation tests confirmed the initial promise of this concept by achieving a considerably lower ash product while maintaining the combustible recovery level of conventional flotation machinery. The paper will include a review of the fundamental principles of the beds Column concept, together with a summary of the WEMCO R&D Program from concept evaluation and laboratory testing, through pilot, to full size machine tests. The performance of the WEMCO/Leeds flotation column will be compared to conventional flotation concepts using a flotation "kinetics" approach, which quantifies the floatable and non-floatable specie recovery performance using the Klimpel model as the basis for analysis. The variety of distinct features unique to this concept include a series of barrier rods which are used to advantage, often together with countercurrent reflux water flow, to achieve a significant improvement in product grade. The hydrodynamics associated with the mechanics of "gangue stripping" from the rising "air bubble-floatable specie" matrix will be briefly reviewed.

Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

The Homestake Mine included the open cut and underground workings up to 2,484 m (8,150 ft) deep. The mine ceased mining activities in December 2001 after 125 years of operation. Pumping from the underground workings continued for 18 more months until June 10, 2003. Homestake had completed a comprehensive hydrologic evaluation on post-closure underground flooding prior to the shutdown of pumping. After closure, the mine was selected by the National Science Foundation as the site for the Deep Underground Science and Engineering Laboratory (DUSEL). An interim laboratory facility will be set at the 1478 m (4850 ft) Level. The final facility will be set at the 2256 m (7400 ft) Level or deeper. Pumping from the underground workings began on June 5, 2008 by the South Dakota Science and Technology Authority (SDSTA). During the period of June 2008 through March 2009, the pumping rate increased from 41 L/s (650 gpm) to 81 L/s (1,290 gpm) with an average rate of 60 L/s (950 gpm). As a result, the water level had been lowered more than 95 m (310 ft). It was found that the observed rebound and later decline to date is in close agreement with the model projections. Because of this, the authors of this paper reject claims of a lack of sufficient measurement devices in place and a lack of understanding of the hydrologic system at the Homestake Mine prior to shutdown of pumping in 2003 (Davis et al, 2009). Furthermore, it is believed that this validated model can serve as a useful tool for the SDSTA to manage future underground dewatering for the DUSEL operation. This paper evaluates the hydrologic conditions in the Homestake Mine area and projects the post-closure groundwater rebound and decline due to DUSEL pumping.

Improving the accuracy of the performance prediction models for hard rock Tunnel Boring Machines (TBMs) is important in estimation of the schedule and cost of tunnelling in related projects. The effects of rock mass on performance of TBMs has been studied extensively, yet due to the complex nature of the process, impact of many parameters influencing machine advance rate are not very clear and there is still room for improvements. More accurate estimates can be obtained by better understanding of operating parameters in various geological conditions and can lead to matching machine specifications with job conditions, optimizing machine performance, and avoiding long delays and downtime for increased productivity. This paper will offer review of two case histories including Queens Water tunnel in New York and KCRC project in Hong Kong. The analysis of the available field data, including the geological back mapping and results of laboratory testing of rock mechanical properties, machine operational parameters and achieved rate of penetration will be presented. This includes statistical analysis of available field data to provide a better understanding of the influence of rock mass properties on performance of hard rock TBMs as well as related formulas to improve performance estimates.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

Full-face tunnelling machines were introduced into German coal mines 12 years ago. It was aimed to utilize these highly efficient systems to drive mine tunnels in rock so that the large demand for development work in some mines could be met. A characteristic feature of coal deposits in Germany - and particularly in the Ruhr Area - is a thick overburden strata. Access is therefore only possible through vertical shafts. A network of horizontal drivages leading from these shafts open the deposits between the different mine levels. The hardcoal-bearing formations are multi-folded and heavily tectonically stressed. Apart from a few extensive fault zones there are many single faults of different natures in the carboniferous strata. During the course of decades coal mining has penetrated to ever increasing depths. Nowadays coal is mined from depths of between 600 m and 1,200 m. The effects of ground pressure in connection with extremely varying rock strengths and high temperatures are particular difficulties which have to be overcome during drivage work. The first full-face tunnelling machines to be applied in the mines had originally bee deigned and developed for tunnelling projects. Not only the machines themselves, but also the back-up equipment had to be adapted to meet the special demands of German coal mines.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. Clean Diesels fuel-borne catalyst, Platinum Plus, helps improve fuel economy for all engines up to 10 percent while reducing particulate emissions by up to 25 percent. When used with a simple diesel oxidation catalyst, particulate emissions can be reduced by 30 to 50 percent. The use of Platinum Plus enhances combustion in the cylinder, burning fuel more completely. This reduces CO2 and other greenhouse gases and lowers total operating costs by improving fuel economy.

This paper presents the results obtained by processing a gold and silver telluride mineral concentrate from a mine in Colombia. An acid wash, also known as acidification, was carried out, followed by oxidation with nitric acid as a pretreatment. Cyanidations of the pretreatment residues were carried out and the results were compared with results from cyanidations of base materials. The removal of carbonates in the acidification, a tellurium extraction close to 90% during the pretreatment, and a 30% improvement in the gold recovery compared to the conventional process were achieved.

The problem of pollution of water by mine drainage is at least as old as the mining industry itself. However, research on the formation, composition, treatment, and abatement of mine water is a relatively recent historical event. At Bituminous Coal Research, Inc., acid mine drainage control has been an important area of work since 1944, at which time BCR began sponsorship of research at West Virginia University. The work at West Virginia University involved a detailed study of the acid mine drainage problem and led to the identification of iron oxidizing bacteria as important factors in the formation of acid mine water. The results of this research were summarized in 1954 by Temple and Koehler (1) who concluded that "no practical solution for the problem" of controlling acid mine drainage is yet known.?
