Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

The Pegmont deposit is a stratiform Pb-Zn sulphide body occurring in a thin, iron-rich metasedimentary unit situated near the top of the Kuridala Formation, a part of the Mary Kathleen Group of the Middle Proterozoic"Eastern Geosyncline" succession of the Mount Isa-Cloncurry district. The deposit appears to have developed in a shallow basin or depression on a sea or lake floor.Detailed chemical and mineralogical study of seven diamond drill cores through the ore horizon shows that in addition to galena and sphalerite the orebody contains a large range of iron-rich silicates and aluminosilicates.Further, five drill cores selected to represent a section from basin centre to basin edge exhibit clear and systematic chemical and mineralogical changes in the ore horizon in both a vertical and, most importantly, ill a lateral sense.Reconstruction of the sedimentary environment of the ore horizon as a whole shows this to be a silicate facies of a phosphatic, manganiferous iron formation or, more accurately, of "ironstone" in the sense of James (1966, U.S. Geol. Surv. Prof. Paper 440, chapter W).On the basis of both mineralogy and chemistry this silicate facies may be subdivided into three microfacies according to the dominant iron silicates characteristic of each: a fayalite microfacies, a hornblende-clinopyroxenemicrofacies, and a garnet microfacies. Significant Pb-Zn sulphide concentrations are confined almost entirely to the fayalite microfacies.

'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

A new low-dilution fusion method which has been successfully used for accurate determination of the major oxide components of silicate rocks, is applicable to rapid, accurate determination of trace or minor eiements in mineral exploration samples. Limit of detection is in many cases less than 5 ppm. Either rapid, approximate measurement and calculation methods (suitable for geochemical exploration), or more accurate methods (applicable to orebody evaluation studies) may be used.Rapid methods are described for nickel in rocks and sulphides containing 10 ppm to >2 per cent Ni, and for gallium. The rarely-determined element gallium is an example of a constituent which may be easily investigatedby XRF using the LiB02 fusion disc, which is a permanent, easily-stored analytical sample available for later rapid or accurate analyses. The method is applicable to over 30 elements at levels encountered in mineral exploration.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

Following the discovery by CRA of gold at Mt Kare, and the subsequent 1988-90 gold rush, mechanised mining of the alluvial resource is now being carried by a company jointly owned by CRA (51%) and landowners of the area (49%). Mining is currently being carried out using small gravity processing plants fed by hydraulic excavators. Use of hydraulic mining techniques will be limited to over- coming difficulties related to the high clay content of the material and the soft nature of the bedrock. Current resource estimates suggest that the alluvials will have a mining life of three to four years. During this time, exploration of the hydrothermal gold mineralisation at Mt Kare will be carried out by a wholly-owned company of CRA. It is hoped that this will lead to establishment of an economic primary gold resource.

Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

This paper details the approach adopted to upgrade the current metallurgical facilities at both the Driefontein and Kloof Gold Mines in the Republic of South Africa. Goldfields Ltd operates eight metallurgical plants within South Africa of which three have recently been upgraded to replace the older technology previously installed, with modern equipment. This upgrade was undertaken with a view to improving extraction efficiencies and to reduce operating costs. The upgrade was undertaken in a phased approach with the first phase focused on the replacement of the filtration/zinc precipitation processes with modern pumpcell carbon-in-pulp technology. Included in this upgrade phase was the installation of an automated hands-free electrowinning cell, which represents the first commercial application of its kind in the industry. The second phase of the upgrade entailed replacement of the multiple comminution stages previously installed with large SAG and SAG/Ball mill combinations. Due to the rapid return on these projects, a fast-track approach was adopted which necessitated the purchase of available good conditioned second-hand mills from both within South Africa as well as in Australia. Goldfields Ltd is a large mining house with gold mining operations in South Africa, Australia and Ghana. A well advanced PGM exploration project is underway in Finland- Arctic Platinum.

This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Sinter has been used as part of the metallic charge in large-scale blast furnaces for many years with the well-known benefits in terms of productivity and fuel consumption. However, because of the high investment in a conventional sinter plant, small blast furnaces and the associated integrated mini steel plants have not taken the advantages of using sinter. Recently KTS Korf Tecnologia Siderurgica, a division of Mannesmann Demag Ltda in Brazil, has developed a mini sinter plant for which the investment is compatible with small blast furnaces. Consequently, it is of great interest to evaluate the economical impact of using sinter in such small-scale integrated steel plants. In order to compare two alternatives, ie 100 per cent ore and 70 per cent sinter in the blast furnace burden, mass and heat balances for the entire operation from sinter plant through the blast furnace and EOF-based melting shop, were performed to evaluate the final production cost of the liquid steel. It was found that, depending on the sinter feed price, substantial savings can be obtained with the use of sinter.

Since 2008, Arrium has been developing and commissioning a new low-grade hematite ore benefication plant (or OBP) at its Iron Baron mine site.The Iron Baron mine, which was closed in the 1990s, could not consistently yield the high-grade hematite required for pelletising. However, in todayÆs market, the 12 Mt of waste dumps represent a significant low-grade hematite resource, ideal for benefication.Initially, an internal scoping study and several sampling campaigns were conducted to determine the ability to upgrade the available low-grade dump material to a product suitable for export. Test work was conducted at Mineral Technologies (formerly CPG), and included high intensity magnetic separation, spiralling and jigging. Due to promising results from a wet processing circuit, Arrium engaged Mineral Technologies to design a flow sheet that could provide 1 Mt/a of a mixture of high-grade lump (-32 + 8 mm) and fines (-8 mm) products for export.With construction of the plant completed in late January 2012, Arrium, in conjunction with Mineral Technologies, began two commissioning phases. Each phase ended with a toll gate to prove the plantÆs capacity to reach rate and desired grade. After an initial period of running on water, feed solids were introduced to the plant and troubleshooting of bottlenecks began. The first toll gate, whereby the plant was required to run for 24 hours at an average feed rate of 200 t/h (80 per cent of design rate), was completed on the 1 March 2012. Further troubleshooting and resolving of issues allowed the plant to steadily increase feedrate while maintaining good availability and grade. The second toll gate required the plant to run for 72 hours at an average feed rate of 200 t/h while meeting grade, yield and water consumption targets. Sampling campaigns were conducted during this period to track the performance of key equipment. Completion of the test, and full handover of the plant to Arrium, was completed on the 21 April 2012.Although the formal commissioning phases had been completed, ongoing optimisation of the OBP continued, ensuring that all major equipment was working to produce the optimum yield and grade. Sampling campaigns were conducted on the jigs and spirals, with results and correlations used for operations documentation.Overall, with successful completion of the final acceptance tests, the commissioning of the Iron Baron OBP has been established as a major success achieving all production and quality targets as per the original design intent.This paper will focus on the successful commissioning and ramp-up performance of the plant however reference will also be made to the key development stages involved with the development of the project.CITATION:Stanton, C and Bannear, M, 2013. The Groote Eylandt manganese ore deposits contain mainly pyrolusite and cryptomelane with lesser amounts of the manganese minerals lithiophorite, todorokite, psilomelane, and nsutite. The major non-manganese minerals which occur are quartz, kaolinite, and goethite.Determination of the mineralogy relies mainly on x-ray diffraction analysis. Quantitative methods for the determination of pymlusite and cryptomelane in Groote Eylandt manganese ores have been developed, A large amount of isomorphous substitution may occur in the manganese minerals and a number of minor and trace element associations have been noted. A correlation has been established between the potassium and cryptomelane contents for a wide range of ore types. Anomalous calcium, magnesium, and sodium values occur in samples containing todorokite, and barium is associated with psilomelane. Groote Eylandt lithiophorite appears to contain negligible amounts of lithium (<O· 05 per cent).A relationship between the H20+ and the Al203, K20, and Fe203 contents has been estahlished indicating that much of the combined water content is due to the presence of kaolinite and goethite, and cap be removed by beneficiation of the ore.

For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. In 1801, Hatchett discovered the oxide of a new element while he was examining a heavy black mineral from Haddam, America, which had been presented to the British Museum. He named the mineral Columbite and the metal Columbium. A year later a Swedish investigator, Eckeberg, while working with a new mineral resembling columbite-yttrotantalite discovered a new element, to which he gave the name of tantalum.In 1844, Rose announced the existence of two new elements in a sample of columbite from Bodenmais. One was similar to Eckeberg's tantalum and the other was called Niobium. Wollaston, in 1909, attempted to show experimentally that columbium and the tantalum were identical, but it was soon proved that they were two separate elements. Subsequently a number of investigatiors found other "new elements" in tantalum and columbium bearing ores, but these were shown to be mixtures of the twin metals.Since Hatchett's Columbium and Rose's Niobium are identical, it is more fitting to use the name assigned to this element by the earlier investigator. However, the term niobium is still retained in Germany and England.The separation of tantalum and columbium has been one of the major problems for analytical chemists since the discovery of the two elements and it is only in recent years that tantalum of a high degree of purity has been produced. High purity columbium metal is probably still to be obtained.Until 1903 tantalum was merely a laboratory curiosity, but about this time its use in incandescent electric light bulb filaments was discovered. Eight years later it was replaced by tungsten, which was better and cheaper. For a time the electrolytic valve action of tantalum was used in the charging of storage batteries, but the chief uses of the metals' to-day are for corrosion resistant apparatus, in vacuum tubes and as carbides in the manufacture of hard cutting and shaping tools.Most of the recent work on the metals has been done by C. W. Balke, in America. Tantalum has been studied more than columbium. OCCURRENCE OF TANTALUM AND COLUMBIUMI. Cadmium occurs in the Broken Hill Lode essentially as a camouflaged element, substituting diadochically for zinc in the sphalerite.Analyses of a series of zinc concentrate flotation products, prepared from samples of ore taken at intervals throughout the developed lengths of the several orebodies forming the lode, have revealed a pattern in the distribution of cadmium relative to zinc. This pattern appears to reflect the temperature and order of deposition of the several orebodies, and the direction of movement of the mineralizing solutions.INTRODUCTIONThis investigation into the distribution of cadmium in the several orebodies of the Broken Hill lode was undertaken by the Mineragraphic Section. of C.S.I.R.O. in conjunction with the Broken Hill Geological Research Committee, as part of a study of Broken Hill mineralization.It arose from the examination of cadmium and zinc assays supplied by Mr. T. A. Read, Chief Metallurgist of the Broken Hill South Ltd.; of experimental zinc concentrates prepared from localized samples of the No, 2 and No. 3 orebodies in the Broken Hill South Mine. These assays suggested that the two orebodies were characterized by distinctive ZnjCd ratios.In view of the possible sigmficanc'e of such a difference, comparable data were sought from each of the other mines. The necessary samples of ore were collected by the geological staffs of the several mines. The preparation of separate zinc concentrates and lead concentrates from these samples, and their assaying, was conducted by Mr. Evan Hardy, for the North Broken Hill Mine, and its assodated leases, and by Mr. D., Swan, under the direction of Dr. J. EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...
