EACH day, the fact becomes more evident that the ever-growing demand for oil is farther outstripping production, regardless of the increase in output throughout the past twenty years. The development of known oil fields and the prospecting for new ones along present lines are not resulting, in, and cannot bring forth, supplies large enough adequately to meet the oil needs of the country. The usual methods of prospecting-for new supplies are insufficient to meet the exigencies of the situation which threatens, in the not distant future, to reach a critical stage. Were it not that within the last two years new and prolific oil fields have been discovered in northern Louisiana, central Texas, and California, this crisis would undoubtedly be now at our door. Stocks are being exhausted in spite of the rapid growth of imports. The time is therefore fast approaching when some radical departures must be made in the method of prospecting and developing old and new fields in order to increase our oil supplies. Methods and chances, that have seemed unwarranted will not only be given serious consideration, but, according to the results promised, will be put to the test. Meanwhile, however, nearly all the oil fields are responding to the stimulus of higher prices, whereby enormously growing capital is attracted to this important industry, both here and abroad; the increase in our petroleum production at the present time is due to this circumstance. Yet, although a most active search is being made for possible sources of additional supply, one section of our country is not yielding the results that, in my opinion, it is capable of producing: I allude to the coastal dome belt of Texas, Louisiana, and Mexico. The United States Geological Survey has estimated that three-fourths of a billion barrels are available in the ground in the Coastal Plain of the two states just mentioned. Numerous papers have been written on the subject of the salt domes of the Coastal Plain and more or less attractive theories have been advocated by leading geologists to account for their origin and the presence of the oil, sulfur, and salt associated in them. Sublevel stoping was first developed in the Michigan iron mines many years ago. Since that time this method, and modifications with long hole drilling, have been used in a number of non-ferrous mines and have been described in various papers and articles. With a few exceptions, the operations where sublevel methods have been applied are producers of large daily tonnages from ore bodies of considerable size. In selecting mining methods for small properties or relatively small detached ore bodies, sublevel methods often have been overlooked. The method has been used success- fully in relatively small operations at Copper Canyon, Nevada, and, more recently, in mining small ore bodies at Darwin, Calif. As a result of this experience, we believe that a review of the general procedure, the advantages noted, and the results obtained will be of interest to many operators of relatively small mines.

The World War I1 spread to Russia on June 22, 1941, when the German Armies began their invasion. The Soviet industries, which were already engaged in a tremendous armament program, further accelerated the flow of munitions, and equipment and supplies for all purposes not directly military were either entirely eliminated or reduced to an absolute minimum. With the occupation by German armies of the Dniepr and Kharkov industrial regions, this trend was necessarily further accentuated. The oil industry of Russia, in consequence, was left to rely more and more upon itself, its own very limited manufacturing facilities, extensive repair shops and probably much used equipment out of order stacked in the warehouses. All evidence available to date points to the fact that the new situation not only did not affect the production either quantitatively or qualitatively, but, on the contrary, caused a larger flow of much needed fuels to the country's war machine, primarily by renaissance of both management and labor. The oil industry of the Soviet Union, left to depend entirely upon itself for equip ment and supplies, and even for new workers and technicians to replace those called into the services, did and is still doing a good and effective job. Since it could not hope for new equipment and parts and could not blame any other industry for the delays in delivery, it dragged out old machines from storage and repaired them in its own machine shops. Often such stored and used equipment was but slightly defective, waiting for some small part from factories in Central Russia, plants that now were either in German hands or entirely converted to the manufacture of munitions. More particularly, instead of the pipe that could not be taken to the Caucasus from Central Russia, casing reclaimed from abandoned or submarginal wells was used, or pipe from the abandoned or but slightly used pipe lines; and this practice is being continued even now on a large scale, to create an ample reserve for the duration of the conflict. Indirectly such a development was even an improvement on pre-war days, when many wells about to be completed had to wait for weeks, even months, for the arrival of new pipe, all blame then being placed outside of the industry on the factories in Central Russia. For the purpose of reclaiming equipment and pipe still usable, special crews were organized. The war also caused much quicker adaptation of certain American practices and introduction of many emergency measures, such as: removal of derricks upon completion of wells and the use of drilling equipment mounted on skids for rapid transfer from location to location—both of these practices, while standard in the U.S.A., being new in Russia; installation of simplified surface pumping units; substitution of wooden bearings in the surface pump equipment; completion of wells in the Ural-Volga district, where formations are hard and tight throughout the sedimentary column, without either casing or

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

Zinc concentrates assaying approximately 54% zinc and 30% sulfur are roasted in a suspension type roaster to yield a zinc oxide calcine assaying about 65% zinc and 0.40% sulfur. This calcine is the feed material to the sulfuric acid leaching section of an Electrolytic Zinc Plant. The SO2 gases resulting from the elimination of sulfur from the concentrates are passed through a waste heat boiler for the generation of high pressure steam, cleaned by a baghouse, and delivered to the humidifying tower of a sulfuric acid plant system. The gases are then treated in a mist precipitator for final fume removal and then converted to sulfur trioxide in a three pass contact system using vanadium pentoxide catalyst for the manufacture of sulfuric acid. Waste heat steam is used to power the steam turbine which drives the acid plant blower.

The oil shales of the Green River formation were deposited in an inland lake which contained abundant plant and animal life. A high percentage of sodium bicarbonate existed in the lower water layers. Digestion of the kerogen-rich mud accumulating on the lake floor lowered the pH of the interstitial waters and precipitated the sodium minerals dawsonite and nahcolite in the kerogen-rich mud. After about five million years of existence, uplift of land areas around the lake caused an influx of clastic sediments which filled up the lake. Continued tectionics gently folded the basin and caused fracturing of the kerogen-lean oil shale. Nahcolite existing in the fractured lean oil shale was dissolved by subsurface waters leaving a tremendous aquifer in a portion of the oil shale. The extent and porosity of the "Leached zone" aquifer is dependent upon the percent of kerogen and nahcolite originally deposited in the oil shale.

At Kamioka Mine of Mitsui Mining & Smelting Co., Ltd., Japan there are three mills, treating a total of 6400 t/d of lead-zinc Ore. In the lead-zinc bulk differential flotation at Shikama Mill the addition of reagents is automatically controlled by the feed rate, the lead and zinc content in feed, froth and tailing, the pH and the concentration of cyanide ion in the pulp. As the zinc thickener overflow at Shikama Mill contains CU(CN)3--, ZnS, CdS, CN-, xanthate and frother, all the ingredients in the over- flow other than CN are floated by using the Nagahm flotation machine, and the water containing only CN- is effectively recycled to the lead- zinc differential flotation circuit. In the lead-zinc straight differential flotation at Mozumi Mill, the overflow of tailing pond is recycled especially to the cleaning flotation circuit by decreasing the pulp density. Thus the integrated recycling of wastewater greatly reduces environmental problem and in addition, it generates sizeable profit.

The uranium mill at Gunnison, Colorado, started crushing ore Dec. 31,1957, and has now been operating four months. The acid leached ore is washed by counter-current decantation through a system of four classifiers and four thickeners and most of the dissolved uranium reports in the overflow from the first washing thickener. This uranium is extracted from the aqueous pregnant solution by solvent extraction using di-2-ethyl hexyl phosphoric acid and tri-butyl phosphate dissolved in a high-flash-point kerosene as the extracting organic. The pregnant organic is then stripped with soda ash solution. The uranium bearing soda ash solution is filtered to remove insoluble carbonates and any sediment reaching that part of the circuit. The clarified carbonate pregnant solution is then acidified to 3 pH, heated to 180°F to drive off the last traces of CO2, and the uranium finally precipitated as yellow cake with MgO.

A WIDE variety of metalliferous deposits in Peru shows a close and consistent relationship to intrusive and extrusive igneous rdcks. This relationship furnishes a clue to the comp(osition of ore-bearing fluids and to the timing in separation of these fluids from differentiation magma Conclusions presented here are based on ten years' study of a large number of metalliferous deposits in Peru. The most important of these areas are shown in Fig. 1. The temperature, orientation, and strain-rate dependence of tensile flow in single-crystal NiA1 of equiatomic composition have been investigated up to 800°C. Compression tests at room temperature have also been carried out. Optical and replica electron microscopy and X-ray diffraction methods were used to investigate the slip mechanisms. NiAl exhibits {110)(001) slip and cube slip {l00)(010) was also observed. This results in very high strength of single crystals in cube orientation. The implications of this slip mode, with the resultant small number of possible slip systems and three mutually perpendicular slip vectors, are discussed. ThE CsCl structure compounds represent a class related to the bcc elements, but their behavior is affected by three additional variables: composition (within the stability range of the compound), extent of long-range order perfection, and bonding energy. Very little data are available on the effects of these variables on mechanical properties. Rachinger and ~ottrell' suggested slip to occur along (111) in compounds of low ordering energy; in compounds of higher bond strength (>0.06 ev), they observed (110) (001) slip. As pointed out by copley,' only three in- dependent slip systems are available in the latter case; hence general deformation is impossible. Brown3 carried out a theoretical calculation of the yield-point variation with the degree of long-range order in the CsCl structure, based on the assumption of superdislocations. More general approaches, based on considerations of superlattice dislocations and antiphase domain boundaries in ordered structures, were carried out by Flinn~ and by Vidoz and Brown.' These, however, give no information on changes in the slip structure—if any—between the ordered and the disordered compounds. This aspect was investigated experimentally and theoretically by Stoloff and Davies' and by Marcinkowski and chessin7 in FeCo. The latter workers proposed the deformation behavior of the ordered FeCo to be essentially the same as that in many other bcc metals. Investigations of polycrystalline A~M~'-'O indicate considerable variation in mechanical properties with composition and test temperature. The existence of {123)(111) slip was reported in AgMg.'9'9'0 (The formation energy of this compound, presumed to be ordered at all temperatures below melting, is 4.38 cal per g-atom," i.e., 0.024 ev per bond.) The yield strength has been reported as relatively independent of temperature below 0.45 T, (where T, is the absolute melting temperature). Many studies have been made of the microflotation of quartz (de Bruyn, 1955; Fuerstenau, 1957; Somasundaran, 1964; Smith, 1973; Fuerstenau, 1976; and Smith and Akhtar, 1976) and alumina (Somasundaran, 1964; Smith and Akhtar, 1976; Fuerstenau and Palmer, 1976; Fuerstenau and Akhtar, 1976; Fuerstenau and Yamada, 1963; Modi and Fuerstenau, 1960) using various anionic and cationic heteropolar hydrocarbon surfactants as collectors. A few studies have been made on these materials using amphoteric hydrocarbon collectors (Wrobel 1969 and 1970; Smith. Haddenham, and Schroeder, 1973; Gupta and Smith, 1975) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors Cooke and Talbot, 1955; Somasundaran and Kulkami, 1973). The present investigation compares microflotation response of the two minerals in hydrocarbon and fluorocarbon collector systems of the anionic, cationic, and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

INTRODUCTION WITH the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943 1; it has been released for publication by the O.S.R.D. SCOPE OF THE INVESTIGATION The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with the notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and M. For comparison, extrusions of aluminum alloy 24S-T, cast bars of aluminum alloy I22-T2, and cast bars of magnesium alloy C were also tested, The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of the tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the changing hardness, tensile strength, microstructure, and notch sensitivity observed. EXPERIMENTAL TECHNIQUES AND PROCEDURES Tensile Testing Bars used for axial loading were machined with 3/8 in.- and with 1/4-in. minimum diam, and included specimens with 6o° V notches (Fig I and 2). Each V-notched specimen was roughed out carefully and then finished with a honed tool. This contribution is prompted by the fact that the writer has recently published an article" which has in part the same general conclusions as B. S. Butler's, namely, the form of the standard mineral paragenesis in hypogene deposits and the parallel transition from early high temperature acid to late low temperature alkaline or neutral solutions. Since the writer also recognizes that he is not fully qualified to discuss the formation of ore deposits as a chemical problem, this discussion will be limited to summarizing other observations and will suggest how Butler's Table II might be made more effective. The form of Butler's table is not unlike that widely used by European geologists30 in which the various minerals are related to the types of ore fluids-pegmatitic, pneumatolic and hydrothermal. There is a tendency on the part of practical foundrymen to accept with reluctance the results of tests on sands, binders, and such materials made in the chemical laboratory alone. They feel that such tests frequently emphasize and measure properties that are of minor importance and fail to take account of characteristics that are important in determining the value of the material in actual practice. Experience seems to indicate that the most thorough and conclusive test for any new foundry material is an actual run in the foundry alongside of a standard material of known value. Such a test, however, involves certain difficulties and necessitates certain precautions. It is not always easy to obtain a fail trial for a new material. We all have certain prejuclices, which unconsciously affect our judgment to a marked degree. A practical test frequently involves so many workmen, each of whom reacts in a different manner to the test, that the personal equation becomes very complex and the true results of the test are obscured. There are times, too, when a thorough experimental trial of a material would interfere too much with the. rush of work in a department or would hazard the quality of the product to such an extent as to make it inadvisable. Under such conditions a laboratory test is advisable before the material is sent into the foundry. These tests should be made as practical as possible and so closely related to foundry practice as to give a true index to the value of a product for the purpose desired. Core sands and molding sands are as numerous "as the sands of the sea" and valy as much in quality. Old sources of supply are continually failing and new ones must be opened, so that we must continually search for new and better grades of sand. During the past year, the Ohio Brass Co. has developed tests for sands, cores, and binders which bear a close relation to the particular use to which these materials are put in the foundry and which arc fairly indicative of their value. While the tests thus far have been confined to cores and core sands, it is expected that tests for molding sand will bc developed in the future.

In a former paper (Trans., xvi., 770) I gave the text of the archaic mining law of the State of New York, together with some comments upon its curious provisions. In that connection I pointed out two facts : first, that the law seemed to have originated in the schemes of private parties, who were satisfied with those parts of it which concerned them particularly; and secondly, that the remaining provisions had been hitherto quite inoperative, for the reason that mines of the character to which they referred had not been discovered in the State. Since 1888, when that paper was written, the New York Legislature has passed several acts relating to mines as follows: 1. Chapter 394, Laws of 1890. This provides for an inspection
