"INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

"INTRODUCTION Over the past twenty years this Linear-Regression Modeling has become widely accepted for ensuring limits are not exceeded at a site, using the Scaled-Distance variable. In today’s industry, numerous equations are present for different scenarios, geologic environments, hole sizes, and numerous other factors with an emphasis on site-specific equations developed for all major projects; however, underground blasting applications have not been analyzed to a great degree of detail. Without previous knowledge this puts underground blasting operations into a guessing-game to ensure that vibration levels are not exceeded. This paper will review two recent projects that have been worked on by the authors and linear-regression models that were used with both burn cuts and stope blasts. BLAST VIBRATIONS MODELING The first major research project conducted in the United States on blasting vibration was Bulletin 442 (Thoenen & Windes, 1942) which looked at the relationship between blasting and blast vibrations in the fall of 1940. This study examined numerous blasts and began the investigation into topics such as damping, structural damage from vibrations, frequency dependency on vibration, resonance vibration, delayed blasting, and numerous other factors. Bulletin 442 had two major conclusions which are: 1. The vibration from a blast can be predicted with a relationship of size of the shot and distance to the structure (now known as scaled distance) 2. “The vibration of a structure at resonance does not in itself cause damage because of the restraining effect of damping inherent in the building” (Thoenen & Windes, 1942) Due to the increase of blasting near homes and busier areas the USBM commissioned an additional study to further develop a few of the topics covered in Bulletin 442; this study would go on to be published as RI 6561 (Duvall, Johnson, Meyer, & Devine, 1963) with the study looking into delayed blasting and the relationship between charge weight, distance, and peak particle velocity of the blast. "The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

Technology plays an ever-increasing role in improving the safety and efficiency of mining operations. Laser scanning and photogrammetry are two useful methods for capturing 3D digital representations of real world objects. While both technologies have been applied to the mining industry in numerous ways, the practical applications in an operating underground limestone mine has been tested for this paper, including for visualization and site characterization. Each technology is capable of creating highly detailed geospatial point clouds, but are all point clouds created equal? This paper presents a comparison of a laser scan and photogrammetry of a limestone pillar and addresses the strengths and limitations of each method for creating digital models of operating underground limestone mines. INTRODUCTION The United States crushed stone business is a ~$14 billion per year industry representing 1,430 companies which operate 3,782 mining operations across the 50 states. In 2017 alone, 1.33 billion tons of crushed stone was produced with 76% used predominately for road construction and repairs, but also for the production of cement, lime, chemical and agricultural uses. Over 70% of domestic crushed stone producers source their material from limestone and dolomite deposits, with currently only 82 mines (2%) operating underground (USGS, 2018). Underground mining requires a different technical skillset, and poses great challenges for production that must be both safe and economical. Therefore, there are many risks that an operation must mitigate in order to produce underground limestone. Some of the challenges in underground limestone mining involve geological hazards that are unique to the rest of the industry. The geologic features such as faults and weaknesses can be difficult to assess in a production environment (NIOSH, 1998). The consequences of failure due to improperly designed underground mining ground support systems, such as from a roof failure, are not only life threatening for the miners themselves, but can easily shut down an entire mining operation.

"Sluggish prices for commodities and a glut of oversupply of many commodities did not stop the world’s largest mining equipment makers from showing off their latest and greatest machines and technology starting with the world’s largest equipment trade show, bauma 2016 in Munich, Germany.From April 8-14, an estimated 580,000 visitors from 200 countries visited the show that featured 3,423 exhibitors from 58 countries. While primarily a show for construction equipment, the mining footprint has grown over the years. Among the largest exhibits was that of Liebherr, which brought more than 100 products, had an outdoor exhibition stand, a stand for the components division and a career stand under the motto “Be Part of Something Bigger.” One of the biggest aspects of the exhibit was its mining products where the company staged the first-ever professional table tennis match in the 130 m3 (170 cu yd) dump body of the T 264 mining truck. The top German players Timo Boll and Patrick Franziska with their trainer Jörg Robkopf faced Austria’s singles world champion from 2003, Werner Schlager, and the reigning Team Europe champions Chen Weixing and Stefan Fegerl.“Bauma 2016 was an absolute success for Liebherr. With this year’s appearance we were once again able to show our innovative strength, performance and technological diversity to a very large and international audience from the industry. We conducted interesting discussions with numerous customers and partners from various countries and discussed new projects,” said Stefan Heissler, Member of the board of directors of the Liebherr Group.Likewise, Caterpillar, the world’s largest maker of construction and mining equipment had a large presence at the show with more than 60 products and 12,000 m2 (129,000 sq ft)of exhibit space. Among the iconic yellow mining equipment that was on display was the 6015B hydraulic mining shovel."

Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way or substitutes are pushing the mined products out of the market. An example of the latter is the increasing replacement of coal with natural gas and renewables in power generation in the United States [1]. According to the model of the product lifecycle, the global hard-coal mining industry has reached a stagnation phase [2]. The trend is obvious. Coal use peaked in 2013 [3], and the coal demand of China has been slowly decreasing since then [4]. Coal consumption in the United States saw a 16 percent decline from 726 Mt (800 million st) to 608 Mt (670 million st) between 2015 and 2019. In addition, according to the U.S. Energy Information Administration, it will not rise again [5]. The decline is attributed to complex market dynamics, from low gas prices because of the “shale gas revolution” [6] to federal environmental regulations like the Clean Power Plan. Moreover, important players like the United Nations and the European Union have already begun to describe pathways toward decarbonization. Increasing competition between coal-mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries, like France, Spain or Germany, are only forerunners of this development — their centuries of coal production have passed. The concept of sustainable development (SD) is fundamentally based on a model of progress in which ecological, economic and social dimensions should be developed equally and positively. Questions arise, such as: How can SD be a corporate goal in a phase of decline? How can former mining regions sustainably progress to a better future? The steps Germany has taken to handle the coal decline in a sustainable way and the lessons learned from this process are described in this paper.

The trace element geochemistry of the cherty, clay-rich carbonate residuum. Covering much of southern Missouri and adjacent parts of Arkansas was investigated during the early 1970's as part of a statewide geochemical survey of Missouri-1/2/3 The study was environmentally oriented and focused on the character of the "natural' geochemical environment of the state. A great deal of effort was made to collect samples that would represent the geochemical variability of the near-surface environment in an unbiased way. In general, this was accomplished by use of randomization procedures in both collection and analysis. Most of the sampling sites were selected randomly to prevent personal bias from entering into sample selection. In the laboratory, samples were analyzed in a randomized sequence to circumvent the effects of any systematic bias that may have entered into the laboratory procedures. Several residuum samples contained 1 000 parts per million (ppm) or more of Pb, Zn and Ba. All these samples were collected in Washington County in or near the barite district. The frequency distributions shown in figure 1 indicate just how unusual the residuum in Washington County is with regard to these three metals and copper. The shaded parts of the histograms represent the samples from Washington County. The histograms are based on analyses of 141 samples from 38 localities scattered over the subcrop of the Cambrian and Ordovician Formations of southern Missouri and northern Arkansas. Eight localities were selected randomly from over each of four bedrock units--Bonneterre Dolomite, Potosi and Eminence Dolomites, Roubidoux Formation, and the Jefferson City, Powell and Cotter Dolomites. Six localities were selected randomly from over the Gasconade Dolomite. The geochemical "background" for these elements in residuum is defined by samples from outside of Washington County (unshaded part of the histogram); lognormal distribution curves have been fitted to the corresponding parts of each histogram. "The picture of the baby surrounded by the number of (usually) pounds of a variety of mineral products a newborn will use in a lifetime has been widely distributed over the years, both on the web and as business cards that could be distributed to anyone. Figure 1 shows a typical example. I have included a slide of the mineral baby in various lectures over the years, particularly in my lecture “Industrial minerals: much used, little recognized.” The mineral baby with associated estimated lifetime mineral quantities is updated every year. I collected a set of past mineral baby pictures to examine the changes in the quantities of the various mineral products over the years.The mineral baby was introduced by the Minerals Information Institute (MII) in 1999 and became known as the “MII Baby.” SME took over MII in 2008 and continued publication as the “MII Baby” until the merger of MII with SME’s GEM program in 2011 to form SME’s Minerals Education Coalition (MEC). MEC is now the publisher. Figure 2 is the 2016 version of the mineral baby. The repositioning of the picture of the baby from lying on its back to crawling reflects a major design change to help emphasize that SME’s MEC is now the mineral baby’s publisher.Data sourcesThe data used to prepare each year’s mineral baby comes from the National Mining Association, which collects the preliminary annual mineral commodity data from the U.S. Geological Survey (USGS) and other sources. This preliminary data becomes available late in the first half of each year. The life expectancy data for each year comes from the Center for Disease Control’s “Data and Statistics by Topic” and the population data comes from the U.S. Census Bureau’s “Quick Facts” tab.The source mineral data is compiled using metric tonnes as the basic unit. The quantity of of each mineral is the apparent U.S. consumption each year."

"Construction activities account for a large share of the global Greenhouse Gas emission. In the past 10 years, project decision-makers and researchers have been paying more attention to the carbon emission of tunnel projects. In this paper we study the carbon emission calculation in shield tunneling. The objective of this paper is to: (1) analyze the complex variables which affect the total emission of shield tunneling; (2) develop and illustrate a new data-mining-based method to estimate the carbon emission in the construction phase; (3) assess the emission prediction reliability of a data-mining-based method—the Randomforst model, with R programming language. This study is based on a large-diameter shield tunnel built in Shanghai, China, and shows that a reliable predictive performance can be achieved with this new data-mining-based method. INTRODUCTION Climate change caused by the Greenhouse Gas (GHG) emission has been a hot topic in recent 20 years. Both governments and non-government-organizations are trying its best to control the climate change. Since the 1990s, the general consensus is that carbon emission reduction and carbon sinking (the work of capturing the emitted carbon) are two ways of mitigating the global warming effect, with the former being more exercisable. The challenge posed by global warming also motivates the project decision-makers to take measures to reduce the GHG emission. The 5th Assessment & Report on Climate Change (published by IPCC, the Intergovernmental Panel on Climate Change) suggests that building industry contributes to 5% of the total direct emission. The building industry has shown more awareness of the impact of GHG emissions with construction activities. Shield tunnels act as an important component of the infrastructure system, and have been the dominant way of utilizing the underground space, as well as a competitive alternative to passageway underneath rivers. To study the environmental effects of shield tunneling, there is a need to quantify the carbon emission of shield tunnel construction."

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumed metabolic rate of 325 W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ΔTgi and ΔHR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ΔTgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

"ISSUES ASSOCIATED WITH HAND DRILLING/JACKLEGS In coal mines, hand held air, electric, and hydraulic powered drills are used along belt conveyors, in single entry development, in entries where there are obstructions, and in long wall recovering bolting. In hard rock mines pneumatically powered “jack leg” drills are typically used in narrow vein mining. Drilling and bolting in narrow confines has traditionally been performed with pneumatically or hydraulically powered hand-held drills or newer electrically powered hand held hammer due to their low cost, simplicity of operation, and extreme flexibility due to their small size. Mechanized equipment has typically been too large, too expensive, inefficient due to the confined space, and too restrictive due to lack of flexibility for use in narrow confines. Although the hand-held equipment is effective, it requires operator exposure to certain inherent hazardous conditions in use. These include falling rock from the roof, rib, and face; tripping hazards; bending twisting lifting hazards; high noise levels; and chemical fumes from the pneumatic exhaust. The operation of the hand held equipment can adversely affect the long-term health of the operator – continual jackleg operation frequently results in long term damage to hearing, shoulders, arm and wrist joints, and back injuries. This results in a reduction in life style for the operator and higher personnel turnover rates for the mining company. Hand held drills also typically have limited thrust and torque capability which limits their ability to push long resin bolts, inadequate torque to properly install resin bolts, or to properly torque mechanical or tensioned rebar bolts. Hand held drills do not offer any type of protection for the operator from roof or rib falls. They do not offer any means for handling roof or rib mesh. Since the operator stands on the ground the maximum safe drilling height without use of a ladder or “riding the drill” is limited to 8’ (2.44M)."

United States Steel Corporation began mining coal in southern West Virginia at the turn of the century, and until the late 40's production was confined to underground mines. Surface mining was initiated in our southern West Virginia -holdings as a means of recovering coal that could not be obtained by underground mining methods. After observing and evaluating surface mining methods employed by other companies, some of which operated on lands of U. S. Steel on a lease basis, we undertook the establishment of a surface mining operation. Our method, as, initiated in the early 50's, remains basically the same today. Variations have come about primarily by equipment modifications. The method consists' of a pioneer cut to establish the coal outcrop, a drill bench for drilling, blasting, and removal of the overburden from the top of the coal. The land is rugged except for the flood plains of some of the larger streams. The mountains have steep slopes, averaging 30 degrees, with relatively sharp ridges and very narrow valleys,. Geologically, the coals_ lie in the Pocahontas formation of the Pottsville group in the Pennsylvanian system. This means that the coals in our area of operation lie at the base of. The coal measures in the Appalachian range. The coal that we have mined is primarily the Pocahontas nos. 3 and 4 seams. We have mined negligible amounts of other seams in the Pocahontas groups above the no. 4 seam. The Pocahontas no. 3 seam, which is the lowest mineable seam geologically in this area, lies anywhere from 700 feet below: the valley floor up to 400 feet above the floor. This is occasioned by the Anticlinal formation which gives us grades Of about 9% at the anticline, decreasing to about 1 to 1-1/2% on the extreme flanks. We have the opportunity to engage in surface mining where the coal seams intercept the surface above the valley floors.

"Every year the tunneling business is expanding and collaboration with the International Society of City and Regional Planners (ISOCARP) for the future design of cities and urban communities is in the making. During the last half of this century, billions of people migrated to cities, and it is estimated that by 2030 almost five billion people worldwide will reside in urban communities. Hence, “Underground development will be an important tool in reshaping our urban areas to meet the challenges of the future without destroying their heritage or worsening their surface environment” (Esaki, 2005). In 2013, the Organization for Economic Co-operation and Development (OECD) estimated life expectancy to be around 80 years, meaning that in less than a decade we will need to bury billions of people in cities and urban communities, while trying to retain the deceased’s beliefs and customs. Religion plays a major role in our lives, and many people worldwide still decline to cremate their body after their death; therefore, cemeteries are essential for city inhabitants. Rites and traditions usually call for burials to be near the place of residence, which allows the remaining family members and friends to visit the grave frequently, at least in the first years. This is a challenge that urban designers and architects must confront while trying to solve the problems of future urbanization. In recent years, population growth, the rising cost of land and the extensive preservation of green areas have made cemeteries a burden and a nuisance, particularly for large cities and communities. Many graveyards that were once on the city's outskirts have become lifeless islands in populated areas (Fig. 1), rarely visited by the second and later generations. Cities worldwide face the challenge of allocating less land to maintain current burial practices. In response, some cities have begun to bury their dead at a great distance from the community; others have started to stacked burials, one on top of the other, while still others are constructing buildings and even skyscrapers for the practice of burial (Fig. 2)."

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

In this paper, solid bed erosion processes and the mechanisms involved when a two-phase liquid-solid mixture flows over a bed of solids in a horizontal annulus are analyzed. There are few such studies available with some authors arguing that the flow rate for erosion is always less than the flow rate for the suspension of solid particles thus necessitating further study and analysis of such phenomena. Tests were run to determine the mechanism of erosion and the erosion velocities of the solid bed formed in a concentric annulus for three flu-ids, water, a low concentration water solution of Carboxyl-methyl-cellulose (CMC), which behaved as a Newtonian fluid and a higher concentration CMC water solution which behaved as a power law fluid. Glass spheres of 2 mm nominal diameter were used as solids. The flow rate at which erosion occurred together with the mechanism of bed erosion were determined visually, while the whole process was video recorded. Our tests indicated different erosion mechanisms and different erosion velocities for the three tested liquids, with the liquid viscosity playing a major role. The first mechanism, observed for water flow, gives erosion from the front of the bed while the second mechanism, observed for the flow of the two viscous fluids, gives erosion from the top of the bed. The role of each of the parameters to erosion is investigated, whether it is turbulent flow with the turbulent fluctuations being more capable to remove the solids from the formed bed or whether it is liquid viscosity, which results in the hydrodynamic shearing force. The results demonstrate that liquid viscosity plays a role in the erosion mechanism and yields different erosion velocities of the solid bed hence, it should be taken into account when modeling flow pattern transitions for solid-liquid flows. Prior studies have not identified this and it could be the reason of the disagreement between theoretical models and experimental and field data.

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumed metabolic rate of 325 W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ΔTgi and ΔHR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ΔTgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

"Mining roots run deep in Glenrock, WY, a town that was founded in part, because of the coal mining that began in the late 1800s. But that rich history also now threatens large parts of the town that were built over the top of the mines. Like many towns in the Western United States, mining is a proud part of the historical fabric and heritage of the town, but the legacy issues from past mining activities continue to present challenges to modern-day engineers.In the case of Glenrock, a small town about 40 km (25 miles) east of Casper, it is flooding from a century of water that has accumulated in the down geologic dip of the furthest northeastern extent of 87 ha (217 acres) of mine workings that has made the town susceptible to sinkholes and other issues (Fig. 1).Full commercial coal mining production began in Glenrock in 1887 during the development of the Fremont, Elkhorn and Missouri Valley railway. Due to poor overlying roof rock and continuous flooding within Glenrock, Mines No. 1 and 2 were fully closed in 1909. During its history, an estimated 87 ha (217 acres) were mined with 50 to 60 percent extraction ratio within the eastern town limits through room-and-pillar mining. It is estimated that the mines produced 22 kt/a (25,000 stpy) during their lifetime. A century later, the water pressure built up in the northeastern most portion of the mine has created serious concerns for residents.In 2016, the Wyoming Department of Environmental Quality’s Abandoned Mine Lands Divisions (AML) investigated a number of subsidence events in the town including sinkholes following heavy precipitation. The AML investigations confirmed that most events were related to the previous mining in the area.Mitigation efforts on the mines were done in the 1980s and 1990s, but the problems in the town and in a nearby subdivision persisted, leading the AML to search for alternative solutions."

According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."
