At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Although these exhibit similar structures overall, there are more acute valuation problems in alluvials. Most of this description will therefore be about alluvials with comments on bedded vis-a- vis alluvial deposits where necessary. Although geological comments refer mainly to lateritic deposits the method of valuation described applies to all bedded deposits, e. g. coal, limestone, phosphate. In general, the more a deposit suffers alteration during or after its formation and the more the sampling process disturbs its material, the greater the difficulties of valuation. Emphasis is laid on structure, as in any kind of deposit valuation cannot proceed until its structures are understood. Not all the structures found in alluvials will occur in bedded deposits, of course.

In Chile there are significant amounts of gold in flotation tailings that could be recovered, being heap leaching the most promising alternative. In order to determine the feasibility of treating these tailings by this method, a detailed study is carried out using 4 representative samples. After defining the best conditions an economic evaluation is done for a plant treating 200 tpd, sensibilizing with respect to parameters such us gold price, tailing grade and capital costs. The results show that it is technically feasible treat these gold tailings by heap leaching with gold extractions over 70 %. It is also economically feasible for gold grades higher than 0.5 g/t and gold prices over 350 US/oz.

Those involved in the mining and minerals industry really are an optimistic bunch. Faced with an economic downturn that has spread across the globe ? one, some say, that crept up on everyone ? mining professionals remain hopeful that the industry will return. An example of that optimism is the attendance at two of the industry?s key conferences and exhibitions. In February, more than 4,200 people attended the SME Annual Meeting and Exhibit in Denver, CO. And a week later, in Toronto, Ontario, more than 18,000 were on hand for the Prospectors and Developers Association of Canada?s (PDAC) meeting. Both are respectable numbers and run contrary to meeting attendance figures during previous downturns when attendance and the numbers of exhibitors fell off significantly. Like other downturns, this most recent one has resulted in massive layoffs, curtailments of production and outright closures. Exploration has been hard hit and many junior mining and exploration companies will either disappear or be swallowed up by others. Gold is its usual self The PDAC generally attracts the gold mining and exploration sectors. So that might explain some of the optimism at the meeting. Unlike base metals and construction materials, gold, not surprisingly, is doing well. And most of the companies in the Investors Exchange at PDAC were involved with gold. While the balance sheets for most base metals companies look bad, gold companies appear to be not as hard hit. Gold is doing what it usually does during a downturn ? act as a safe haven while the value of other assets collapse worldwide. Governments around the world are preparing to pour trillions of dollars in an attempt to resuscitate their economies. This will likely lead to inflation, some experts at the PDAC convention said, which will be good for gold. And gold mining companies are also benefiting from lower production costs. The result is that some gold watchers believe gold could reach $64/g ($2,000/oz) at some point.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. "In 2013, Coeur Mining had more than $55 million in general and administrative (G&A) costs and less than $100 million in cash flow. This year, its G&A costs stand at $30 million, down by more than 40 percent, its all-in sustaining costs have shrunk by more than 30 percent, and its cash flow is above $200 million. To realize this, the company aggressively reduced both its corporate overhead cost and operating cost and repaid more than $300 million in debt.The more robust balance sheet meant the precious-metals producer was well positioned to reap the rewards of an upsurge in commodity prices in the early part of 2016. Its stock price soared from $1.75 in January to $15.98 in August. Although the stock price has since dropped to around $9 due to a stronger dollar and a more hawkish Federal Reserve that recently raised U.S. interest rates, shifting the opportunity-cost argument away from buying gold and silver, Coeur remains attractive to analysts in light of its prudent spending and improved fundamentals.Focus on balanced portfolioCoeur is the largest primary silver producer and one of the largest gold-producing companies in the United States and one of the largest silver companies in the world. Illinois No. 6 coals of IBC 101 and IBC 112 were treated in solution with sodium hypochlorite to remove their sulfur contents, especially organic sulfur. The lab experiments were conducted in two steps of leaching at room temperature and hydrolysis at 90oC. The removal of organic sulfur from IBC 101 was by 37.8% while that from IBC 112 was only 13.7% under their respective optimum conditions. This large difference in organic sulfur removal is considered to be due to difference in concentration of surface total acid group, 3.14 vs. 0.88 mmol/g of coal.

Unmanned mining technology in underground mines offers high efficiency, safety, and low cost. However, ground operators face challenges in accurately perceiving the underground environment through videos. This paper presents an augmented reality (AR) platform developed to enhance the unmanned mining process. The platform uses cameras and 5G technology to transmit high-fidelity video streams to the ground, where key targets are identified and virtual models are registered in the video to enhance the real scene. Tests in the Xinli stope of the Sanshandao gold mine showed the platform’s effectiveness in improving ground operators’ perception and production efficiency.

Although out of the ordinary, MINING ENGINEERING is pleased to present a few photographs that typify Western US mining activity during WWII. The photographs, taken by R.G. Zellers at Colorado mining operations between 1942 and 1946, were primarily intended for equipment manufacturers. The pictures capture scenes of hardworking miners during a time when output was essential to fuel a wartime effort. In addition to providing a rare opportunity to step back 40 years and view the equipment and activity common at the time, Zellers' skill with photo composition and his ability to obtain clarity in dimly lit underground operations gives viewers an acute awareness of the dampness and dirt of the mines, and a sense for the miners' limited working space.

The planetary mill is very much suited for the ultra-fine grinding of mineral fillers. Ultra-fine grinding here refers to grinding powders to a size range 5-1 0 rnicrons. Such powders enhance the quality of the final product. The operation of a specially built planetary mill is described. It is shown that a target size of 5 rnicrons can be reached in a few hours using the dual drive planetary mill. A centrifugal field of 37G is generated by the gyration arm of the mill. The design allows the desired setting of canister critical speed. The ultra-fine grinding of alumina, titanium dioxide, hematite, magnetite, kaolin and silicon carbide are described. Also, the continuous operation of the mill is shown.

The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

Considerable attention has been given to the restoration of low-level radioactive (<1000 pCl/g) sites contaminated during the early years of the atomic energy program. Current clean-up activities which involve the relocation of contaminated soils to licensed disposal sites have been shown to be very costly due to the large volumes of soils which must be excavated, transported and stored. Recent characterization studies conducted at Virginia Tech suggest that the volume of soil requiring disposal can be greatly reduced using mineral processing techniques such as classification, density separation and froth flotation. This article discusses the application of these technologies for soil remediation and describes a conceptual flowsheet for treating soil samples from two contaminated sites.

Today&apos;s highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

Rheinbraun AG, Germany, is the management company of the mining and raw materials division of RWE AG. Rheinbraun&apos;s core business and major functional area is opencast lignite mining in the Rhineland. The characteristic feature of opencast mining is continuous operation using bucket-wheel excavators, belt conveyors, and spreaders. The report gives a survey of the conveyor systems used. In addition to the general performance data of these belt conveyors, this report will deal in particular with major components, such as drive stations and individual mechanical components (e.g., conveyor belts, pulleys, gears, couplings, brakes, scrapers), as well as monitoring systems. Finally, an assessment of the conveyor systems, together with future developments, will be given.

Located in Central Nevada, The Round Mountain Gold deposit has been continuously mined since 1977. Present proven and probable reserves are 226 Mt (250 million short tons) at 1.1 g/t (.032 oz per short ton). The current open pit mining rate of 118 Kt (130,000 short tons) per day is producing 41 Kt (45,000 short tons) per day of ore to be processed by heap leach methods. At this rate, the current reserves provide a 16 year mine life. The high mining rate and strict ore delivery requirements mandate comprehensive and realistic mine planning. The mine planning process is described in three general steps: Deposit Modeling; Mine Design; and, Production Coordination and Support.

The leaching and solution treatment operations used in the ammoniacal treatment of laterites depend on the ability to establish and maintain close stability relations between soluble metal ammine complexes and solid phases such as oxides, hydroxides, basic carbonates, sulfides and ammonium double salts. This paper presents a quantitative treatment of heterogeneous equilibria in ammonia/laterite hydrometallurgical systems, by means of several.types of hydrometallurgical phasedia- grams (e.g., Eh-pH, log [NH3 + NH4+] - pH, log [C02] - pH, log SO42-] - pH, log [Metal] - pH). Dissolution/precipitation phenomena associated with nickel and cobalt recovery and with magnesium scaling are discussed in the context of the phase diagrams.

"Strong earthquakes occur frequently in Japan, and some rock tunnels have sustained severe damages on their permanent lining. Many road tunnels, which were constructed by conventional steel arch support and timber lagging method, exist in Japan and they need risk mitigation measures against earthquakes as per our empirical knowledge. Many reinforcing measures for deformed tunnels that may be effective against earthquakes are developed; however, behaviors during earthquakes are not fully understood.In this study, static loading tests and numerical analysis, which simulate a loading condition during earthquakes, were carried out to clarify the effect of the countermeasures. The Load-bearing capacity is estimated for the tunnel structures facilitated by the installment of an inverted arch; however, a joint between inverted arch and sidewall become structural weakness. Rock bolts and carbon fiber sheets have a potential able to mitigate the risks of collapse of the lining by the forces from an earthquake.INTRODUCTIONA number of rock tunnels with no apparent unfavorable ground conditions suffered severe damage, including the collapse of their permanent lining, in large seismic events such as the Chuetsu Earthquake in 2004 (e.g., Mashimo 2005). Since these tunnels were considered to exhibit the required structural strength to survive earthquakes, studies are being carried out to clarify the mechanical behavior of tunnels during earthquakes and their damage mechanism (e.g., Kusaka et al. 2009); however, the aseismic design methodology for mountain tunnels has not yet been established.In many cases of earthquake-damaged tunnels, some defects already existed, such as improper construction and deterioration of lining concrete. Although countermeasures are usually implemented against such problems, their earthquake-resistant effect was not fully understood.In this study, static loading tests and numerical analyses to reproduce these tests were carried out assuming that a rock tunnel was affected by the earthquake to clarify the mechanism of the lining damage and the effect of the countermeasures."
