This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with cutter roof failure. Many of the relevant U.S. and international research studies since the late 1940's are reviewed, and summaries of recent design guides are included. Factors affecting cutter roof, such as underground stress field and rock structure around the entry, are described. Strata control techniques are also outlined. These techniques are divided into three sections: artificial support, mine structure design, and multiple-seam extraction. Other subjects covered in the report include monitoring and prediction, effect of geologic features, and mapping of adverse mining conditions. The emphasis of this report is on practical considerations; theoretical discussions are minimal.

Equivalent spring constants for analysis of footings is a function of Young's modulus of pile material (Ep), shear modulus of soil (Gs), and geometry of the footing and/or piles. Shear modulus is strongly strain dependent in soils. Therefore, the spring constants are strain dependent, which is acceptable to the Geotechnical engineers. However, structural engineers prefer to use spring constants as a function of displacement, rather than strain. In order to develop these relationships, appropriate relationships between strain and displacement are needed. Also, modulus degradation with strain needs be built into these relationships. Description of spring constants kx , ky, and kz in x, y, and z direction and k?, k?, k?, about x, y, and z directions are relatively simple. However, description of kxø and ky?, the cross-coupling spring constants depend on 2 - components of displacement and rotation. Thus, there are 8 spring constants and likewise there are 8 damping constants. Approximate strain-displacement relationships on which displacement dependant k's and c's are based are presented with appropriate equations, and a numerical example is included illustrating k's and c's as functions of displacement.

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than' 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. The Olympic Dam iron-oxide copper-gold (IOCG) uranium-silver deposit is second in size only to Norilsk, the gigantic metalliferous deposit. Olympic Dam is the largest publicly declared uranium, fifth largest copper and third largest gold resource. The deposit is typified by texturally destructive brecciation and intense iron metasomatism of the Roxby Downs Granite, bedded clastic facies rocks and mafic-ultramafic dykes. The deposit contains over 100 minerals. Copper mineralisation consists of chalcopyrite, bornite and chalcocite. Uraninite, coffinite and brannerite are the dominant uranium-bearing minerals. Gold mineralisation consists of electrum, tellurides and Au-Cu alloys. Hessite is the major silver-bearing mineral. The economic minerals are disseminated throughout the breccia matrix where the average grain sizes of the Cu-sulfide, uranium, gold and silver minerals are ~50, 20, <5, <5 microns, respectively.A significant number of sampling theory-based test programs have been completed since the mid-1990s to establish sampling nomographs, select appropriate sampling (ie split versus chip and interval lengths) and sample preparation protocols, quantify the errors associated with each subsampling stage, determine the practical uncertainty limits of Olympic Dam matrix-matched standards, and identify improvement opportunities related to the ongoing assaying quality assurance / quality control (QA/QC) program. An evaluation and analysis of a coal pillar bump in a West Virginia mine indicated that the pillar bump occurred because of the unique combination of controlling factors. The pillar?s development stability factor of 2.6, based on Mark-Bieniawski strength and tributary loading, would typically indicate an adequate pillar size for long-term main entries. A combination of multiple-seam mining geometry and geological conditions resulted in stress concentration leading to the coal pillar bump. No high extraction mining had been performed in the area and the overlying works appeared to have adequate stability factors. However, it was interpreted that long-term flooding had softened the overlying pillar system and rendered all but the largest pillars ineffective. Contributing factors include large overlying pillars transmitting stress through the approximately 60 ft of interburden and the failed pillar?s location at a transition in the immediate roof from shale to hard, massive sandstone. Other contributing factors include sandstone channeling forcing the development section to mine the pillar smaller than surrounding pillars in an attempt to avoid the channel, the relatively high overburden of 1,100 ft, and the pillar?s position in the bottom of a trough within the coal horizon. Pillars subjected to similar conditions on the other side of the section did not fail where the roof was composed of shale, even though the roof exhibited evidence of high stress concentration. An analysis was undertaken to determine appropriate pillar size for future mining. The conditions were evaluated by investigating mine historical conditions, assessing pillar bearing pressures, and using Lamodel 2D coupled with traditional Mark-Bieniawski pillar strength and tributary area loading stability factors to determine the stress levels for the pillar. Recommendations for future pillar sizes were based on the critical load bearing capacity identified by the analysis. To date, no further pillar bumps have occurred.

The Bureau of Mines is investigating low-chromium alloy substitutes for type 304 stainless steel (type 304 SS). The purpose of the research is to reduce the chromium content in austenitic stainless steels used for corrosion-resistant applications. Nine Fe-9Cr-12Ni alloys containing additions of 0 to 5 pct Mo, 0 to 2 pct V, and 0 to 2 pct Cu were selected for evaluation. All of the experimental alloys containing 5 pct Mo and an alloy containing 2Mo-2V-2Cu possessed structure and tensile strengths similar to those of type 304 SSe Alloys containing SMo-2V and SMo-2V-2Cu had ac-ceptable welding properties as measured by the Varestraint test. Alloys containing at least 2 pct Mo had cQrrosion resistance comparable to that of type 304 SS in solutions of nitric acid, phosphoric acid, acetic acid, and citric acid. In chlorides, all the experimental alloys were susceptible to localized corrosion and stress corrosion cracking similar to that of type 304 SSe The corrosion properties were established by weight-loss tests, electrochemical polarization tests, and stress-corrosion cracking tests. An Fe-9Cr-12Ni-SMo-2V alloy and an Fe-9Cr-12Ni-SMo-2V-2Cu alloy had a combination of welding properties, tensile properties, and corrosion resistances that were most comparable to those of 304 SS.

The purpose of the contract was to develop an improved coal mine dust sampler whose electrical-to-mechanical energy conversion efficiency would be superior to that of the presently available equipment. The electrical to (pressure) X (volume) conversion efficiency directly affects the size and weight of the air samplers. At least half of the mass of present equipment is composed of the rechargeable batteries. Any increase in efficiency will allow this mass to be reduced or the flow rote to be increased.

That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government. The U.S. Bureau of Mines and the U.S. Geological Survey conducted a mineral survey of the Elk Creek RARE II area during the summer of 1981. The study area encompasses 18,900 acres [29.5 sq mi (7,680 ha)] along Elk Creek, 18 mi (30 km) southeast of Covello, California. No mineral resources were identified by the U.S. Bureau of Mines during this survey. Assay results of samples taken in this area indicate only trace amounts of manganese and chromium. No radioactive or fluorescent minerals were detected. No oil and gas, coal, or geothermal leases have been recorded for the study area.

History The birth of the mining industry of Canada took place about 1670. According to Salone (Salone E., La Colonisation de la Nouvelle France, page 205) the first discovery of ore in the country was made by an iron-master, Monsieur de la Potardiere, near Trois Rivieres, Quebec. Under French rule some prospecting was done; but at this time no one seemed to consider the working of mines practicable. It was not until the time that Begon became Intendant, when the Marquis of Vaudreuil was Governor, that mining was attempted. Begon was a patron of industrial arts and did his best to promote home manufactures. The mining industry was developed under his regime and discoveries of copper and lead ores were made in 1730. About this time the St. Maurice Forges were erected to treat bog-iron ore, and they were in operation for many years. Prior to 1747, iron pans to the value of £21,000 were manufactured, together with bar-iron and plough-shares. About 1769, that is, ten years after the conquest by Wolfe, stoves and other articles, and, later, potash kettles, appeared. What is still more interesting to us-or was, at least, to General Wolfe-is that cannon balls made at the St. Maurice Forges delayed his operations. A map dated 1744, a copy of which appears in the report of the Ontario Bureau of Mines for 1913 (Vol. XIX), indicates the extensiveness of the wanderings of the French and also shows the location of the lead mine on the east shore of Lake Timiskaming. Bog-iron ore was turned into metal, with charcoal for fuel, at Norman-dale, Norfolk county, Ontario, in 1813, and at Clementsport, Nova Scotia, in 1825. In a volume published in 1672, reference is made to the occurrence of coal on the Atlantic seaboard, and in 1677 Monsieur Duchesneau, the Intendant, levied a royalty of twenty sous per ton on all coal taken from Cape Breton.

The Round Mountain gold mine, located 90 km (55 miles) north of Tonopah, NV began large-scale production in 1977. During 2008 Round Mountain Gold Corp. (RMGC) relocated the primary crusher facility approximately 300 m (1,000 ft) to make room for the next phase of openpit mining activities. This facility was installed in 1988 and used a log-crib retaining wall and dump pocket. RMGC selected Hilfiker Retaining Walls and Collins Engineers, Inc. to provide design and materials for a new 17-m- (56-ft-) high mechanically-stabilized embankment (MSE) wall to support the haul trucks at the new location. The construction contractor was EarthTech West Ltd. of Norwood, CO. An MSE wall with a cast-in-place concrete face was chosen as a durable, yet less expensive alternative to the reinforced concrete dump pocket that was originally designed for the project. The arrangement of the MSE wall is of an unusual configuration to meet a variety of operational and maintenance requirements. This paper outlines the selection process, design and construction of the MSE wall.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

A computer program was written for the design of a shell and tube heat exchanger on a price optimum basis for the following conditions: (1) Triangular pitch; (2) single or multiple pass; (3) heating or cooling; (4) no change in phase; and (5) inside pumping costs immaterial. Price optimum design was obtained for four standard tube sizes and standard pitch. The inside pressure drop was fixed and outside pressure drop was computed for the optimum baffle spacing and when the baffle spacing equaled the shell diameter. Standard shells whose areas equaled or exceeded the required area were also listed. The program was made adaptable to various fluids and to various tube sizes and pitch by reading in many of the required data such as physical properties of the fluids, tube data, and standard shell data in tabular form.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

The Olallie RARE II study area has volcanic cinder deposits with a sow potential for development. No mining claims or prospects are known within the study area, and except for common construction materials such as volcanic cinders and stone, no mineral deposits were identified. An evaluation of the geology indicates that metallic mineral deposits are unlikely to exist. No significant metallic concentrations were reported in samples from the area. The only resources in the study area are about 30 million cu yds (23 million cu m) of cinders in three cones. The cinder deposits in the study area cannot compete economically with enormous deposits of similar material in more accesible areas closer to markets. At the present rate of consumption, resources outside the area are adequate far into the future. The geothermal potential of the study area is being evaluated by the U.S. Geological Survey.
