What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

As part of ongoing deep-ocean mining research, hydraulic transport systems as well as status of deep-ocean mining systems are reviewed in the aspects of manganese nodules and crusts from 800-6,000-m depth. The emphasis of the investigation of hydraulic transport is placed on the shape effect of particles on the pressure gradients and flowrates. Series of tests are being conducted to study the lift characteristics of a 2-phase vertically upward hydraulic transport of 2 types of small solid particles in a PVC pipe of 1-in (2.54 cm) diameter: irregular-shaped silica sands and equivalent spherical glass beads. Pressure drops and mass as well as volumetric flow rates were measured by electromagnetic (EM) flowmeter and mass flowmeter. The particle sizes used are 8-10 mesh. The results in turbulent flow range of 104 < Re < 105 show that pressure gradients or friction factors are smaller for the spherical beads than the sands. The larger the concentration of the particles are, the larger the pressure gradients become. The larger the particle concentration is, the less the effect of particle shape on pressure gradients becomes. The shape effect is greater for the minimum particle transport velocities than for the settling velocities.

The Southern Company is one of the nation&apos;s largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

In Australia&apos;s remote North West are located the operations of Cliffs Robe River, one of the world&apos;s largest iron ore projects. Initial project cost was $US300 million and required the construction of a deepwater port, two toms for 3000 people, a 105 Mw power station and 170 km of railroad, all in harsh, arid country over 1300 km from the nearest industrial centre. The ore occurs as goethite cappings on scattered mesas and averages 57 percent iron. All aspects of the project are reviewed from pre-operational research, through project construction to current operation.

The Waneta Expansion Project (WAX) is located near the existing Waneta Dam site at the confluence of the Pend d?Oreille and Columbia rivers, approximately 10 km (6.2 miles) south of Trail, BC, Canada. The WAX owners consist of a partnership between Fortis Inc., Columbia Basin Trust and the Columbia Power Corp. This design-build project was awarded to SNC-Lavalin in late 2010 and is expected to be operational in mid-2015. The WAX consists of a new 335-MW powerhouse, including two new Francis turbine units, each generating approximately 167 MW. The powerhouse is located downstream of the existing Waneta Dam, and will make use of excess water that would otherwise be spilled during the runoff season. Water will be funneled to the turbines through an intake structure and two 10.5- m (34.5-ft) diameter, concrete-lined Penstock Tunnels. A 10-km (6.2-mile) transmission line will connect the powerhouse to existing electrical grids. Redpath/FKCI Waneta Tunnelers (RFK) was subcontracted by the heavy civil contractor, the Aecon/SNC Lavalin (ASL) joint venture, to excavate the two penstock tunnels and install the cast-in-place concrete liner. RFK is a joint venture partnership between J.S. Redpath Ltd., an underground mine contractor located in North Bay, Ontario, and Frontier-Kemper Constructors ULC, a heavy civil tunneling contractor based in Nova Scotia, Canada. Since penstock tunnel excavation was planned using drill-and-blast methods with a significant grade of more than 17 percent, the combined experience of these two contractors was a perfect match.

The abstract discusses the use of numerical simulations to investigate roof fall in underground mines. It highlights the advantages of the discrete element method (DEM) in simulating large strain problems and fracturing processes, while acknowledging its computational limitations for large-scale problems. The study presents a 3D numerical model coupling the finite difference method (FDM) and DEM to simulate laminated roof failure in a coal mine. The model represents the laminated roof with bonded particles and discontinuities, while the surrounding rock is represented by continuum zones. The research analyzes the fracturing of the laminated roof as the entry advances, demonstrating the coupled method's ability to reproduce laminated roof failure.

Buckhorn ore is hydrous, argillized basaltic andesite, and is at least 60% clay composed of kaolinite and subordinate montmorillonite. Moisture content runs from 10% to 25%. The original crushing plant was a typical compression type, employing a jaw crusher, and two cone crushers. The system was plagued with constant plugging and unable to meet production plans. The three compression crushers were replaced with a Stamler Feeder Breaker followed by a Hazemag Impactor. Production plans are now exceeded. Agglomeration has progressed from an agglomeration drum to cascading conveyors, to introduction of the lime and cement into the primary crusher.

Gold and silver processing techniques are some of the oldest in the mining industry. Gold mining of high grade veins and deposits has existed for centuries. However, only with the higher gold prices in recent years and heap leaching techniques have the low grade gold and silver deposits become feasible to mine and process economically. By mining and hauling 3,600,000 tons of ore per year at an average grade of 0.03 ounces/ton gold and 0.385 ounces/ton silver, the Zortman- Landusky operations became profitable in 1982. To maintain profitably, a stripping ratio of less than one ton of waste to one ton of ore, and mine run ore placed on the leach pads which will yield approximately seventy percent go1 d recovery.

This paper describes the vibration transmissibility characteristics of mining vehicle seats under dynamic conditions in an opencast iron ore mine. Magnitude and frequency contents of vibration signals on the seat floor as well as on top of the seats were measured to record the change during transmission. The conventional rigid seats were found to resonate at about 4 Hz, which coincides with the resonance of the human spine. The pneumatic suspension seats also proved to be more efficient in attenuating the overall vibration energy transmitted from the vehicle chassis to the human body.

Bismuth, one of the heavier chemical elements, is a pinkish metalloid that is chemically related to antimony. It is a byproduct of lead and tungsten extraction and, to a lesser extent, of copper and tin extraction. Antimony is a metalloid and less heavy chemical element, an extraction coproduct of metals such as lead, silver and gold. While both bismuth and antimony are metalloids, their major uses are as chemical compounds. INTRODUCTION The National Park Service (NPS) conducted a research program from mid-1975 to early 1978 to measure alpha radiation levels in natural caves which it administers. Subsequently, a long-term management program was developed which has conducted routine monitoring of radiation levels and has computed employee exposure accumulations in certain NPS caves. The overall program: research and management; was undertaken to evaluate the possible health hazard to cave visitors, interpreters, researchers, maintenance personnel, concessions employees and other workers and to protect their health. The results of this work have been reported extensively elsewhere (see References 1 through 3, 5, 6, 9 through 13, and 14 through 26). This paper deals with the relation of radon gas and daughter produced radiation levels to the cave air flows which mobilize them. These flows are a function of interior cave and exterior ambient air temperatures and pressures and of the cave&apos;s geophysical configuration. The low-level, ionizing radiation is produced by minute concentrations of radon and thoron gases which emanate from within caves. Because of confinement, the radiation levels are often appreciably higher than in surface atmospheres. Subsequent radioactive disintegration of the gases into their ionized "daughter" products, which are particulates, permits distribution of the alpha radiation throughout a cave system. The extent and character of this distribution depends upon the particular cave and the air flows which it produces. Thus, the alpha radiation serves as a "tracer" to describe the flows. The flow analysis is divided into two parts: 1) A qualitative description with respect to the two basic geophysical cave types over both long-term (annual) and short-term (diurnal to weekly) periods. 2) A quantitative description of the unsteady, uniform and non-uniform, one-dimensional, incompressible motions for both influent and effluent air flow situations in both basic geophysical cave types. A part of the qualitative description presents "Special Measurement" data: Tsivoglou [vs.] Kusnetz working levels, Tsivoglou individual daughter levels and free ion concentrations, radon gas concentrations, and equilibrium ratios. A great deal of important work has been carried out by Mr. Bobby C. Carson, Cave Radiation Technician at Mammoth Cave National Park, Kentucky. He reports these findings later in this conference (Ref. 6). Some of his results have been used here to establish the cave air flow analysis. Other National Park Service personnel have made measurements at others of the caves for which data are reported here. All of this work and cooperation has been vital to the success of this research program. It is very much appreciated. THEORETICAL FLOW DESCRIPTION Previously reported research (See Ref&apos;s. 20, 21, 23 and 25) has established the qualitative relationship between the alpha radiation in caves and their natural air flows. The radiation serves as a representation of these air flows. Changes in radiation with time represent changes in the main forces which produce the air flows. The quantitative data have substantiated that [all caves in which the primary cause of air flow is due to temperature produced gravity (density) gradients and also having minimal man-made disturbances, experience seasonal variations in airborne alpha radiation. The radiation levels increase in summer but decrease in winter], based upon seasonal air movements through each cave system which occur naturally. Two general types of physical cave configurations which control the air flows have been identified as: 1. Those which go up into a hillside or mountainside: Type I ("Upside-down" = USD). 2. Those which go down into the earth; Type II ("Right-side-up" = RSU). These act to control the air flows seasonally. The summer increase in Type I caves is due to increased air flows, whereas in Type II caves it results from stagnation or reduced air flows. This seeming paradox is explained by the physics of the air flow regime in each cave type and has been detailed elsewhere [Ref&apos;s. (20), (22) through (25)]. It[ i] true, in general, that air flow decreases airborne radiation in the [immediate vicinity] in which it occurs. Any paradox results from subsequent distribution throughout the case as to [ how] the air moves through a cave [system] with respect to time and space. Exceptions to the cave air flow "rule" are: 1. Caves in which pressure gradients and pressure fluctuations [predominate] in producing the air flows. 2. Caves in which man-made effects and management practices are superimposed on the natural air flow regime. Man-made disturbances which can alter the natural cave air flows are tunnels, elevator shafts, bore holes, sealed and closed portals, etc. If these are not properly sealed, the natural air flows which they change will totally alter the distribution and seasonal variations of the alpha radiation levels. These exceptions may act separately or in combination.

Electric locomotives powered by extensive electrical cabling systems were prevalent in the mining industry in the early days of the 20th Century [1]. Since the movement of tethered electrical mining locomotives was limited, the advent of diesel-powered mobile mining equipment provided more flexibility. This led the mining industry to be dominated by diesel-powered locomotives for most of the 20th Century and the entire 21st Century, to date. However, diesel power has certain drawbacks. Diesel-powered vehicles produce tailpipe emissions such as diesel particulate matter, carbon dioxide, sulfur dioxide, and nitrogen oxide. Mine workers exposed to these emissions were, and continue to be, subject to health issues such as respiratory problems, increased risk of lung cancer, and cardiovascular disease. [2][3]. Extensive ventilation systems are required to dilute the diesel exhaust and dissipate the heat generated by these vehicles. Moreover, as mines are getting deeper due to depleting resources, ventilation costs in diesel-powered mines are becoming increasingly high. These factors, coupled with the trend towards greenhouse gas (GHG) reduction in mine operations, has allowed zero-emission electric locomotive systems to gain traction. As lithium-ion battery technology is becoming more advanced, battery-powered electric vehicles can now perform duty cycles comparable to those of diesel-powered vehicles. Although battery-electric vehicles (BEVs) are comparable to diesel-powered vehicles in terms of mobility, they have certain limitations. For instance, the amount of onboard energy is limited by the battery energy density and specific energy. The MT42 diesel haul truck from Epiroc, for example, has a fuel tank capacity of 580L, which is equivalent to around 1450 kWh of net electrical energy [4]. The electrified version of the MT42, on the other hand, has an onboard battery with 375 kWh of usable energy weighing around 4.9 metric tonnes [5]. Moreover, storing and refueling of diesel-powered vehicles is simple and quick, whereas battery energy storage and charging systems require extensive infrastructure development. Charging time is mostly limited by battery chemistry and design. Due to these limitations, the benefits of battery-powered mining vehicles are more likely to be realized with proper planning and optimization of the BEV fleet. This includes optimizing mining layouts for BEV use, charging infrastructure design, and management of onboard energy storage systems.

This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

CURD started producing pellets in 1969, with one two-million ton straight grate plant. In the beginning of April &apos;73, the second unit came on stream with an additional capacity of 3 million TPY of pellets. In January &apos;77, the third unit started, bringing the annual capacity to 8 million TPY. For the present year 3 more units, 3 million each, are expected to begin production. CVRD&apos;s experience is given about the use of different binders and additives. Over the years several kinds of pellets have been produced to satisfy the market requirements. General quality information is given regarding each.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska&apos;. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State&apos;s Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

The paper gives an account of the development of a mine health and safety program in China from 1987 to 1996. The project was funded by the United Nations Development Program and managed by the International Labor Office (ILO). The objective was to strengthen the capability of the National Safety Training Center (NSTC), located near Beijing to train more than 2,000 engineers per year, and provide consulting and informational services to 39 safety training centers and coal mines. Presently China has the highest mortality rate in the world for coal mine operations, the greater incidence occurring at the many thousands of small, unlicensed underground mines.

In 1997, Central Contra Costa Sanitary District undertook the design of the Martinez East Side Trunk Sewer Improvements Project. Microtunneling was specified for approximately 1,035 meters (3,400 feet) of 600-mm (24-inch)diameter pipeline to be installed through estuarine soil deposits (San Francisco Bay Mud) and alluvium beneath the congested city streets of downtown Martinez, California. Directional drilling was specified for approximately 275 meters (900feet) of 200-mm (8-inch) diameter pipeline in four separate segments to be drilled through bedrock within narrow utility easements between residential properties. This paper presents a case history for the design and construction of themicrotunneling and directional drilling aspects of the project.

Microscopic evaluation of trace quantities of metalliferous phases in flotation products requires counting large numbers of particles. Particle counts of many thousands may be required for precision, but not obtained practically by conventional microscopic techniques. A less tedious microscopic method for evaluating trace sulfides in mill tailings was developed for the O&apos;okiep Mining Company in South Africa. Hundreds of thousands of particles were evaluated by this method called "gross-counting." Gross-counting consists of counting microscopic fields rather than point-counting individual particles. Total counts are calculated by multiplying the average number of particles per field by the total number of fields examined over the entire mount. Total gross-counts range from about 20,000 particles for +200 to 100,000 or more for -400 mesh size material in lucite mounts. Sulfides and metallic particles in each field are identified and tallied along with field counts. Totals for each type of metallic particle are divided by the total gross-count to give volume percent which is corrected to weight percent by specific gravity factors.

Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915 In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various borate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 400 feet (121.9 m) deep, 3000 feet (914.4 m) long and 1000 feet (304.8 m) wide. The borates in the Boraxo pit consist primarily of three minerals. These are about 50% coiemanite (C2B6O11&apos; 5H2O), about 40% probertite (NaCaB5O9.5H2O), and 10% ulexite (NaCaBcO9.8H2O). The colemanite, along with boric acid and high-grade coiemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder. This provides the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content.which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations.
