Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

"2016 marks an amazing accomplishment in the mining industry as Hecla Mining Company celebrates its 125th anniversary. Mining Engineering sat down with Hecla chief executive officer Phil Baker to gain insight on this tremendous longevity and to get his view on how the company demonstrated persistence, gained perspective and created position for its future.How did Hecla Mining Co. get its start?In 1891, a group of investors formed Hecla Mining Co. to acquire and trade mining claims. No one envisioned at the time that the Coeur d’Alene Mining District would become known as the “Silver Valley” and produce more than 37.2 kt (1.2 billion oz) of silver. Or that Hecla would become the United States’ largest primary silver producer and the last of the pioneer mining companies from this illustrious mining district.What is the origin of the name “Hecla?”That will forever be a bit of a mystery. Some say it was named for an Icelandic volcano. Or that it was the foresight of James Toner, who staked the original claim, that it would go so deep, fulfilling the medieval folklore definition of the word ‘Hekla’ which is the ‘Gateway to Hell.’ I kind of like that one as the Lucky Friday Mine is almost 3.2 km (2 miles) below the surface. It has operated for more than 70 years and has all the markings of being one of only a handful of mines that will exceed 100 years of operations.Is there a common theme, or thread throughout the 125 years?Yes, Hecla has always had a solid core of high-quality and long-lived assets, positioning the company to survive times of low prices and reap the rewards when cycles turn and higher prices are realized. But it is not just assets. Hecla has extraordinary expertise that gives us the perspective of how to acquire, explore, develop and operate mining assets, particularly underground. Hecla is one of the few companies to acquire assets in the last five to six years and we did not have to write down the value of them, which means we paid a fair price for the asset despite the metals price reductions that followed the purchase. And our culture has given us the persistence to develop mines and complete projects despite lower prices. For almost a decade we have been advancing the #4 Shaft project at the Lucky Friday. We will complete this project this year, positioning the mine to operate for decades. We have elected to spend capital on San Sebastian (Durango, Mexico) and Casa Berardi (La Sarre, Quebec, Canada) to start a new mine and increase production, respectively. And we are spending money on new techniques, new equipment and innovations to our operations. Our insistence is on developing for the future, and our persistence in doing so is in contrast to many companies that are reducing investment and shrinking production"

Your assessment of the minerals business. I would first like to express our profound sadness and sincere condolences to the families of the miners who lost their lives in recent mine mishaps particularly in West Virginia, and other locations. Any loss is unacceptable. It is time to review and, if required, re-establish a rigorous health and safety agenda in the mines. It must involve a review of health and safety regulations. And innovative training methods for sensing, awareness and mitigation of health and safety hazards must be developed. As far as the minerals business is concerned, I am excited about the outlook for mining. Over the last 20 years, global demand for minerals has closely mirrored the growth of the gross domestic product. Minerals re-main a major part of the world’s economic foundation. And that will continue to be the case. It is no surprise that the fortunes of the mining industry rise and fall with general economic trends. Globally, mining has been strong — thanks to the explosive economic growth in Asia. The U.S. mining industry has performed reasonably well, with notable strength in the metals, coal and construction and aggregate areas and with some softness in the industrial minerals sector.

The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

This article revisits global projections made in 1981of eight metallic and fertilizer minerals for the year 2000. The objectives here are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 nonfuel minerals covered in the earlier study. An attempt is then made to attribute these (often) large differences to the major determinants of minerals demand — income, technological, regulatory and other policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals covered are aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin. This summary article presents the actual population, gross domestic product (GDP) and per capita GDP changes from 1970 to 2000, compared with the projected rates for these important determinants of mineral use, along with the observed growth rates of minerals consumption for the eight nonfuel minerals included in this study. When the projections are compared with the observed global consumption levels for the year 2000, the differences range from +43 percent for nickel to +229 percent for potash.

Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent. Mining Engineering, 2011, Vol. 63, No. 11, pp. 73-79. In order to better understand the relation- ship of underground and surface oil shale processing systems, a block flow chart is presented in Fig. I. From this figure only modified in-situ and Room and Pillar underground mining are currently committed and into the Detailed Design and Construction phases. Figure II illustrates the times required (Federal land site) to bring oil shale operation into production. As this example shows, only those companies having progressed beyond the exploration stage have a chance to obtain oil shale production within the next 10 years. A more detailed breakdown of the oil shale development for those on private lands or having already obtained Federal lease lands is shown in Fig. III for shale oil development (without major regulatory changes).

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

Underground heat issues are mainly focused on the detrimental effects to a workers health. However, working in hot, humid conditions has other negative effects. Studies have shown that safety, productivity, workforce morale and operating cost are also worsened in these conditions. The human body has several mechanisms for rejecting heat and remaining cool. However, once the air temperature exceeds about 34°C, the only effective mechanism is by evaporation of sweat from the skin. This is assisted by acclimatisation which is the human body?s enhanced ability to combat extended exposure to heat. The body has to remain well hydrated when working in heat as even small degrees of dehydration cause significant decreases in the ability to work in heat. There are two ways in which heat load can be reduced: Through use of refrigeration/vent/cooling to reduce thermal stress on workers; Reduce the contribution that heat sources have to underground heat load (e.g. reduce idle time, fleet size, etc). Some of the sources of underground heat have the potential to be more manageable than others. Geothermal heat and heat from autocompression will be found in all mining situations in varying degrees depending on geothermal gradient and surface temperature, however, the use of equipment and blasting may be streamlined to reduce the underground heat load. It is through a combination of the available options that most mines will successfully control their heat related problems. Mt Isa, which has been a focus for heat related study in Australia, has successfully implemented protocols for working in heat. Through combining these with the installation of a surface bulk air cooling plant, Mt Isa has consistently reduced the incidence of heat illness. This is likely to be the most cost effective method of reducing heat load for deep mines in Australia. Shallower mines which may only occasionally encounter hot conditions should consider more portable cooling options. This study will review the heat issues in underground Australian metalliferous mines.

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. The pregnant solution is processed by a conventional closed circuit Merrill-Crowe system. The pregnant solution is clarified through three 158 L/sec (2500 gpm) US Filter Auto-jet clarifiers. The liquid–liquid extraction behavior of lutetium from different acidic solutions was investigated using two extractants, D2EHPA and PC88A, in kerosene. Lutetium extraction reactions with D2EHPA and PC88A from HNO3 and H2SO4 solutions were chemically and thermodynamically analyzed. It was found that each Lu cation was complexed with six monomers of the organic extractant and released three protons. Simultaneously, the Lu cation was instituted in the P–O–H group of the extractants. Thermodynamic analysis of reactions between extractants and acidic solutions showed that the D2EHPA-HNO3 system is the most favorable for extracting lutetium. It is noted that the calculated equilibrium constant of the reaction in this system was approximately six times larger than that of the D2EHPA-H2SO4 system. However, the value of the equilibrium constant for the D2EHPA-HNO3 system was evaluated to be approximately 200 times greater than that of the PC88A-HNO3 system. Therefore, one can conclude that the extraction behavior of lutetium is more influenced by the extractant type than the solutionmedium. The synergistic effect of different mixtures of extractants on the solvent extraction of lutetium was also examined, and the highest synergistic factor was obtained for a binary mixture of PC88A:D2EHPA at the ratio of 4:1 for both aqueous solutions.

"Since 1994 the Bureau of Reclamation (BOR) has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has, to a limited extent, applied risk analysis to inactive and abandoned mines to evaluate tailings dams, pit lakes and flooded underground mines. Case histories of potential failure mode analysis, as applied to mine impounded water, illustrate what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first.IntroductionImpounded water and high water content wastes at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (4.1 million m3 or 5.4 million cu yd) release, the Mt. Poly Tailings Dam failure in British Columbia in 2014 (4.4 million m3 or 5.8 million cu yd) release, and the Samarco Fundao Tailings Dam failure in Brazil in 2015 (59 millon m3 or 78 million cu yd) release have renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originate not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes and flooded underground mine workings.Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the U.S. Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984, the agency developed and began using risk analysis methods. BOR operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of 100 years. Many of these facilities were designed and constructed prior to the development and adaptation of modern soil mechanics in dam engineering. Diligent observational monitoring, detailed site investigations and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high-risk sites, significant improvements to dam safety have been achieved."

Several studies have been conducted on blastability and prediction of fragmentation. The term blastability is used to refer the susceptibility of the rock to blasting and is closely related to fragmentation. Parameters that determine fragmentation by blasting may be divided into two groups. The first group consists of blasting design parameters. The blast design parameters are controllable parameters and determined by the explosive engineers. The burden, spacing between holes, bench height, drillhole diameter, stemming height and explosive density are all design parameters. The second group consists of rock mass parameters that are referred to as uncontrollable parameters. The uncontrollable parameters are physical and mechanical properties of rock and rock mass structure. The strength, modulus of elasticity, density of rock, number of joint sets, joint orientation and joint spacing are among uncontrollable parameters. The rock mass parameters and blast design parameters should be considered together to explain fragmentation process. In this study, a blast database was accumulated to use for multivariate analysis. The blast database contains the blasts performed near Istanbul region quarries and the blasts that were preformed in various mines in the world by the blasting researchers. The cluster analysis was used to separate the blast data into different similarity groups. Group memberships were analyzed and checked by the discriminant analysis. Then, the multivariate regression analysis was used to develop a prediction equation for blast fragmentation for each group. Finally, a validation of the suggested models was performed for various mines. The model comprises blast design parameters, mechanical properties of rock and rock mass structure.

All mining operations are superimposed on natural hydrologic systems. As a result, mining operations are influenced by natural hydrologic processes and require water management systems to successfully conduct mining activities. Managing water and mining-related solutions is a critical task at all stages of the mine life because of the time-dependent nature of natural and mining-related flows. Effective operation of the mining water management system requires a “systems” approach that integrates the time-dependent effects of all water and mine solution handling components. This paper discusses the concept and application of dynamic systems modeling to address the time dependent nature of mining water management systems.

The paper describes a variety of existing techniques and equipment which when combined together permit faster and cheaper drilling of shafts in soft to medium strength formations. Drilling fluid circulation, methods of hole stabilisation and bit design, including the advantages of flat bottomed and conical bits, shrouds and skirts, tungsten carbide, long tooth and disc cutters are considered. The principles of rock chip transportation and bottom hole cleaning are described together with a new and very efficient fluid circulation system which was invented by the author.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

Our national interests are best served by having well-trained first responders available for rapid response to emergency situations in underground mines. However, recent mine disasters have indicated that focused training on hazard recognition, decision making, leadership, and incident command center protocols needs to be incorporated into a comprehensive training plan for all personnel involved in a mine rescue. Currently, there are very few training opportunities for the mining professionals responsible for making the crucial decisions needed during a mine emergency. With recent technical advances, it is now feasible to use a computer-based simulator to train mine rescue personnel for mine emergencies in their mine or any other mine at a convenient location without interrupting normal mining operations. This simulated environment teaches underground search and rescue procedures, communications, and decision making based on real-time information and hazard recognition. Since 2010, the Colorado School of Mines (CSM) has offered computer simulated mine rescue training using an incident command center (ICC) directed towards enhancing decision making and communication skills. To support this training, CSM partnered with Rite Solutions, Inc. to modify, enhance, and create simulation software for mine rescue applications. The focus of this partnership is to modify existing simulation technology to address the unique nature of underground rescue operations, make it applicable to any underground operation, create generic scenarios, and develop customized computer simulations, including scenarios, for specific sites. Need The CSM mine rescue computer simulator helps mine rescue teams train for mine disasters where they would be deployed for the rescue and recovery of a mine. It provides additional, readily accessible opportunities to train without affecting mining operations. While the simulator lacks the physical demands of a rescue situation, it is very effective for teaching mine rescue procedures as rescuers seamlessly walk through the process and work out issues before going underground. The mine rescue simulator also introduces students to coordination through an ICC which stresses the use of effective communication and hones decision making skills. Most of the mine rescue teams participating in this study had never trained with an ICC controlling the actions of the mine rescue team making this an extremely valuable training opportunity. In addition, the mine rescue computer simulator allows instructors to modify mine rescue scenarios and tailor the scenarios to each team?s individual needs resulting in a more versatile training experience. The goal is to ensure that all teams receive the maximum benefit from each training session.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

Part I describes the general geology of the Florida deposits. As the lucrative Bone Valley Formation is depleted, replacement production will move progressively into areas of total Hawthorn production. The reserves of the immediate future are a mixture of two distinct ore types referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation that has been Florida's source of production for the past 100 years and will respond favorably to present beneficiation practices. By contrast, the lower zone ore contains significant quantities of dolomite that must be removed in order to produce an acceptable grade pebble or flotation sized product. Part II reviews past practice and describes future trends in mining and ore transportation. This presentation (Part III) is confined to the problems of beneficiation, waste disposal, and environmental regulation.
