In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. The real gross national product (GNP) advanced at a annual rate of 3.1 % during the second quarter, following a revised 3.4% increase in the first quarter (see table 1). Export growth continues to play an important role in the rising output. Combined with the decline in imports, it resulted in a noticeably improved trade position. Imports of consumer goods, including automobiles and food, fell while exports rose. Imported cars have been losing ground to domestic cars. The foreign car share of the U.S. market fell from 36% in October 1987, to 29% in May 1988. Business spending for new plant and equipment contributed strongly to the GNP increase. Equipment purchases, particularly of computers, rose at a 14.8% annual rate, following a large first-quarter gain. Purchases of structures rose 11.8%. The other key component of business spending, change in business inventories, declined from the first quarter. Inventory buildup in late 1987 had been considered excessive.

Concentration profiles of low-pressure, slightly lean CH4-02-Ar flames have been measured in situ for the following unstable species: oxygen atom, hydrogen atom, hydroxyl radical, methyl radical, and formyl radical. The observed maximum mole fractions were 2.0X10-2 for H, 1.1X10-2 for OH, and 0.8X10-2 for 0; the maxima occurred in the recombination zone. Methyl and formyl radicals have maximum mole fractions in the reaction zone of 2.2x10-3 and 6x10-5, respectively.

A factorially designed, hydraulic fragmentation experiment using a high-pressure water jet was conducted on concrete blocks. Three levels of pressure, standoff distance, and impact angle and two levels of traverse time and surface condition were used. Three variables were measured: depth of penetration, volume of material removed, and width of slot. Three stepwise linear regression equations were developed from the jet parameters and the physical properties of the concrete. The three basic equations, describing the significant jet parameters and physical properties, were developed into 15 predictor equations, five for each variable investigated. Direct regression equations were also developed for each variable investigated to show the result of increasing or decreasing each significant variable. Energy efficiencies were developed for the experiment and for each significant factorial variable.

This paper describing the mining methods employed by the Federal Mining and Smelting Co., operating the Morning mine at Mullan, Idaho, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The daily tonnage produced at the Morning mine, including that mined by leasers, is 1,100 tons. Mine run of ore will average 9.1 per cent lead, 5.8 per cent zinc, and 4.4 ounces silver per ton. A stull set and fill method of mining is employed.

This report is the 17th of a series originally issued annually, and more recently bienially, to acquaint the reader with the work of the Division of Explosives Technology, Federal Bureau of Mines. It differs from preceding reports in that its material is presented in two parts: Part I reviews briefly the overall activities of the Division during fiscal years 1955 and 1956;4/ part II presents in abstract form, the publications of the Division during that period. As it is not unusual for research completed in the course of one report period to be published only in the following period, the Bureau believes that the present approach will give a more accurate presentation of its work for the period considered. The performance of the U.S. economy in 1977 was similar to that in 1976 which, in turn, had been a considerable improvement over 1974-75. In 1977 real gross national product (GNP) showed a similar, but some-what slower, growth pattern compared with 1976. Real GNP increased sharply in the first quarter of the year followed by smaller increases for the remaining three quarters. With only two exceptions, the monthly unemployment rate declined or remained steady throughout 1977, falling to a low for the year in December. The inflation rate in 1977 was slightly higher than in 1976, but the rate still remained far below that of 1974-75. Total U.S. output as measured by GNP in current dollars rose 10.8% in 1977. Real GNP in constant 1972 dollars increased 4.9%, and inflation, as measured by the implicit price deflator, rose 5.6%. In real terms, gross private domestic investment for residential structures increased 19.3% in 1977, only slightly below the 22.9% rise in 1976; State and local government expenditures increased 1.1 % in 1977; and personal consumption expenditures for services rose 4.5%.

Researchers at the National Institute for Occupational Safety and Health, Spokane Research Laboratory, studied technology and methods that could reduce accidents involving surface mining equipment that collides with other vehicles or workers, or drives over an unseen road edge. These accidents are partially attributed to the lack of full visibility around these large pieces of equipment. Blind areas can be extensive and this report presents plots of blind areas for five pieces of surface mining equipment. Several technologies designed for detecting obstacles in blind areas and providing a warning to the operator were evaluated on off-highway dump trucks. These proximity warning systems included radar, sonar, GPS, radio transceiver tags, and combinations of radar and cameras. A summary of test results is presented in this report, along with guidance on effective proximity warning technology, installation and maintenance considerations, and recommendations for effective implementation. This study found several commercially available systems that could effectively warn an equipment operator of an impending collision. Several new technologies also show promise for reducing these accidents. In most applications, it is recommended that sensor-based systems be combined with video cameras to provide important alarming functions along with an actual view of the blind area.

The Bureau of Mines has studied the electrochemical parameters important to the preparation of coatings of the platinum-group metals. Using molten mixtures of sodium and potassium cyanides in an inert atmosphere, techniques have been developed that permit the preparation of baths for platinum, rhodium, and iridium electrodeposition. Cyclic voltammetric and slow sweep rate linear polarization techniques have been utilized to determine optimum potential and current values for preparation of plating baths and for the electrodeposition of coatings. Techniques are described for the deposition of platinum and rhodium coatings at near 100 percent anode and cathode current efficiencies, and for iridium at approximately 80-percent efficiency. Palladium deposition from these molten cyanide baths remains un-satisfactory. The chemistry of the palladium-containing cyanide bath is discussed. Examples of scanning electron microscope photomicrographs of typical platinum coatings are presented. Techniques are described for the preparation of platinum coatings on large objects.

Analysis of the size consist of broken coal has been extended in recent years beyond the mere representation of the relative quantities of the various sizes present in a given lot of the material. Fundamental characteristics of the coal related to the process of breakage fix the distribution of sizes, and it has been found by Rosin and Rammler4/ that a relatively simple law-governs this property. Benhett5/ has described a graphical method of expressing the relationship, and by its use considerable simplification in the expression of size distribution is possible.

PRODUCTION of bituminous coal and lignite increased substantially in 1963 compared with 1962 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. For the fourth year there was no upward trend in mechanization; the percentage of total tonnage mechanically loaded remained the same as in the 3 previous years and the percentage of total tonnage mechanically cleaned was smaller than in the previous year. Furthermore, the percentage of total production mined by stripping and by augers increased. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1963--459 million tons-was 9 percent greater than the 422 million tons produced in 1962. Production was greater in 1963, largely because of expanded consumption by the electric utilities and an increase in exports.

Reports that set forth the pertinent facts of existing secondary-recovery operations are an integral part of the work of the Bureau of Mines in promoting conservation and efficient utilization of the petroleum resources of the Nation. Knowledge of the success or failure of waterflood projects in an area is very useful to other operators. Although projects will not have identical results, information concerning the flood performance, method of operation, and difficulties encountered on one project will help operators to determine the feasibility of flooding a similar sand and to select the methods of operation most likely to prove successful. The increasing cost of discovering and developing new oil reserves, as well as the unending effort to reduce operating costs and increase ultimate oil recovery from known petroleum reservoirs, has required the petroleum industry to evaluate continuously the performances of various secondary-recovery methods. Waterflooding was recognized early by the petroleum industry as a possible means of increasing oil recovery. From the early accidental floods in Pennsylvania and through many haphazard attempts to inject eater into oil-bearing formations, waterflooding emerged as one of the more important methods of oil recovery. Waterflooding is important not only to the oil industry but also to the economy of the area concerned.

The Bureau of Mines developed a hydrometallurgical method for recovering mercury metal from mercury sulfide concentrates. Sulfide flotation concentrate from the McDermitt Mine was leached in a cupric chloride solution at 80° C. The redox potential of the solution was maintained at 850 mV during leaching by chlorine sparging. Mercury extractions exceeded 99 pct in 3 h of leaching. After leaching, the pH of the solu-tion was increased from 1 to 4.5 to precipitate copper as atacamite. The pregnant solution typically containing 100 giL Hg was sent to elec-trolysis to produce high-purity mercury metal and chlorine for recycle. In a 200-A electrolytic cell operated for 24 h, current efficiency was 99 pct and the energy requirement was 0.9 kW·h/lb of mercury produced. Mercury removal from the waste stream was also investigated. Iron or zinc cementation, sulfide precipitation with H2S, and activated carbon adsorption all decreased the mercury concentration from 10 giL to 0.01 mglL, which is less than the Environmental Protection Agency limit on wastewater of 0.02 mg/L.

Kettlebottoms are columnar masses of rock--the preserved casts of ancient tree stumps--embedded in coal mine roof strata (of which they are a part). Because unsupported kettlebottoms can detach from a mine roof without warning, they are a hazard to miners. The primary objectives of this investigation were (1) to better define and describe kettlebottoms and (2) to evaluate kettlebottom support techniques in terms of safety and effectiveness. A telephone survey of mine operators, interviews with Mine Safety and Health Administration (MSHA) personnel, and underground mine visits were conducted in Pennsylvania, West Virginia, and Kentucky. Information gathered during this investigation indicates that the size and frequency of kettlebottoms in mine roof are dependent upon past geologic events and biological processes active during the deposition of roof sediments. To ensure the safety of mine personnel, all undermined kettlebottoms should be supported. The roof should be bolted next to kettlebottoms less than 3 ft in diameter, close enough to allow a portion of a wood or steel header to be extended beneath each kettlebottom for support. Two bolts and a wood plank or steel strap should be employed to support kettlebottoms over 3 ft in diameter.

The Government's ban on all commercial mining operations, except for small-scale artisan exploitation of alluvial gold deposits, continued throughout 1985. Minerals produced were kaolin and lime for agricultural uses, and experimental peat harvesting for energy applications. The total value of the minerals produced during the year was estimated at $1.1 million .2 In early 1985, an agreement between the Government and Amoco International Oil Co. was ratified for a petroleum exploration concession covering 248,000 hectares of Lake Tanganyika. Onshore exploration in the Ruzizi Plain was already under way the last half of 1985. By yearend, enough seismic information was available that Amoco hoped to complete data analyses, determine onshore drilling sites, and begin drilling operations before the end of 1986. Also to begin in the latter part of 1986 were seismic studies of Lake Tanganyika. Throughout 1985, Amoco officials were negotiating with the Government of Zaire for expanding the exploration acreage into that country's portion of northern Lake Tanganyika and the Ruzizi Plain. An agreement between Amoco and Zaire could have important beneficial economic implications for both Zaire and Burundi, and onshore seismic work in Zaire logistically supported from Bujumburi could begin almost immediately.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . In this Bureau of Mines investigation, the electrochemical polarization behavior of Fe and Fe-1BCr has been characterized in rigorously controlled 1[N] H2S04 solutions stirred with oxygen or an inert gas. Samples that under-went various levels of corrosion or passivation were examined using Auger electron spectroscopy (AES) and ion sputtering. Passivation of iron occurred at a potential of approximately 0.6 volt (1) in poorly stirred, oxygen-saturated solutions for forward polarization (scanning from cathodic to anodic potentials); (2) in pH-adjusted (increased), well-stirred, oxygen-saturated solutions for forward polarization; and (3) in well~ and poorly stirred, oxygen-and helium-saturated solutions for reverse polarization. Passivation of Fe-18Cr occurred at a potential of approximately -0.1 volt in helium-, nitrogen-, and oxygen-saturated solutions for all cases of forward polarization and most cases of reverse polarization. Elemental depth profiles obtained from AES sputtering measurements indicated that films or adsorbed species were present on iron samples in solution subjected to open-circuit, active, and transpassive corrosion, cathodic reduction, and passivation. This conclusion was reached by considering the distribution of the solution species, primarily sulfur, in the films, which were composed primarily of iron and oxygen. Sulfur was present throughout the films on actively corroding samples, in the outer regions of films of passive and transpassive samples, and on the film surfaces of open-circuit and cathodically reduced samples. For Fe-18Cr, sulfur was found on the surfaces of films on passive samples only, indicating that only the passive samples had films on their surfaces in solution. The films on electropolished and passive Fe-1BCr samples had the largest chromium concentrations, estimated to be approximately 45 at. pct, with less chromium in films of cathodically reduced, active, and open-circuit samples, in that order.

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). "A complete list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1947, was published as Information Circular 7432. 3/The present list is a supplement thereto that includes all of the equipment approved during the calendar year 1947.The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7432 showed six air compressors on the active list; two additional compressors, Nos. 7 and 8 in this category, were approved during 1947.Items 2 and 7, unmounted loader and power unit, respectively, under Loading and Conveying Equipment, item 2, rubber-mounted mining machine and item 8, distribution box, appear in Information Circular 7432. They are repeated to show that approvals of these four equipments were extended to cover an additional voltage rating which requires material change in design.Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining. The present paper, with Information Circular 7432, gives the complete list of permissible mine equipment that is available under the various classifications."

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. A downward plane em wave polarized with the electric field parallel to the linear coastline, and two of the islands coast, is incident downward. This, of course, requires that the incident electric field is perpendicular to the other faces of the idealized Cartesian island. The significant equation used by Jones for his finite difference calculations is [ ] where n2 = sµ? . is the conductivity, µ=µo is the permeability of the appropriate medium, and w is the angular frequency of a Fourier component of the incident field. We see that the displacement current term is omitted, which is an excellent approximation for the parameters of interest in this model. In the similar equation for the y- component of the diffusion equation, the same considerations which we are about to discuss are equally valid. It can be seen from the equation that the field components are related and thus any errors introduced will be propagated into all three components.
