As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

Limestone formations in the United States can be subject to relatively high horizontal stresses owing to the existence of tectonic loading of the limestone strata. Underground limestone mines use the room-and-pillar method, in which 12- to 18-m-wide rooms are typically excavated. The stability of these excavations can be compromised by the horizontal stress, resulting in a rock fall hazard. Rock falls are the cause of 15% of all reportable injuries in underground limestone mines. Horizontal stress related damage can occur in the form of guttering along one or more sides of an excavation, roof beam buckling or oval shaped roof falls, with the long axis perpendicular to the major horizontal stress. Numerical analyses show that the pillar layout and orientation of the mine workings has an effect on the horizontal stress distribution within the roof. The effects of high horizontal stresses can be mitigated by orienting the heading development direction parallel to the maximum horizontal stress, reducing the number of cross-cuts and off-setting the cross-cuts to limit the potential lateral extent of horizontal stress related roof falls. The modeling approach described in this paper can be used as a tool to evaluate potential roof failure and optimize the stability of room and pillar layouts.

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

To provide a faster means to open and close permissible electrical enclosures. Approach: An inspection and repair port with a multiple start thread which provides a permissible joint has been developed and tested. How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. To prevent Its unauthorized opening, the port cover has a bolt guarded by ears which accept a padlock. The threads are designed to tolerate a reasonable amount of grit without binding, although wipe-off cleanness is necessary during reassembly. The Bureau of Mines conducted a mineral investigation of the 177,000-acre Secesh study area; most of the area had been proposed as wilderness. Bureau personnel mapped and sampled several hundred mine and prospect workings; 1,715 rock, soil, and placer samples were taken during the investigation. The study area is centered about 25 mi east-northeast of McCall, Idaho, in the Payette National Forest. Five mining districts extend into or are adjacent to the study area. There have been more than 3,000 mining claims located inside the study area, 884 are current. In excess of $17 million (historical value) in placer and lode gold has reportedly been produced from the Warren district alone. The study area contains gold, silver, copper, lead, zinc, tungsten, and antimony. At least six properties that would be in the proposed wilderness contain gold resources; more than 18 million tons averaging 0.038 oz/ton gold have been identified. Additional resources may be located at 4 other localities. The 4th of July mine is currently producing gold/silver/lead ore. Similar resources may be located on at least 3 other properties. Placer samples from the study area contained up to 0.34 oz gold/yd3 ($120/yd3). The samples are representative of relatively small occurrences and do not constitute resources; small quantities of gold may be recovered by recreational placer miners.

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. The use of Diesel fuel as a source of power is continuing to increase in the United States. The latest available figures indicate that refineries are delivering in excess of 10,000,000 barrels of this type of fuel per month. Factors contributing to this increased consumption are conversions by a number of railroads from steam to Diesel locomotives and the growing use of Diesel engines in buses, trucks, tractors, earth-moving machinery, water craft, and stationary power plants. The increasing importance of Diesel fuel has led to a need for more information on its characteristics, particularly on the grades and qualities currently being marketed. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under a cooperative agreement, are conducting annual surveys of Diesel fuels produced in refineries in this country. Samples of Diesel fuel were analyzed by the manufacturers in accordance with instructions from the Motor-Fuels Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines where the data were studied am compiled as shown in the tables of this report. The first survey was made in 1950 and was published as a Bureau of Mines report. The present report shows the results of a similar survey made during 1951.

Sand and gravel mines were the largest mining sector, comprising 48.2% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

Although faced with a slowdown in the world economy, continued inflation, and rising costs, the mining industry exceeded its 1974 raw mineral production value of $55.1 billion by 13%. The increase was due to value increases in the production of fuels and nonmetals; metals reported a decrease in value. Of 23 metals produced, 14 showed value increases; of 44 non-metals produced, 26 reported value in-creases. Because of increasing costs and depletion of high-grade reserves, the mining industry continued to rely on new technologies to maintain its profit margins. In the surface mining sector, the development of new tools and equipment played a large part in increasing production and maintaining this goal. Some of the types of equipment developed were instrumentation for control of pit slope stability, shovel power transmissions, electric wheel trucks, and single-flight conveyor systems.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue. 1. Domestic Production and Use: In 1982, 13 companies operated 30 primary aluminum reduction plants, with 3 firms accounting for 55% of production. Washington, Oregon, and Montana accounted for 34% of the production; Texas, Louisiana, Missouri, and Arkansas 18%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central and eastern States 34%. Based on published producer prices, output of primary metal in 1982 was valued at over $5.5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 39% of domestic consumption in 1982, transportation 20%, building 14%, electrical 8%, consumer durables 8%, and other uses 11%.

Zinc is thought of as a cause of accretions in the shaft of the blast furnace, of hot tops, of the formation of "zinc mush" in the crucible and forehearth, of leach rich slags, of viscous slags, and of low capacity in smelting.

The Bureau of Mines evaluated corrosion resistance of Split Set friction rock stabilizer mine roof bolts to aid in better prediction of useful service life. Electrochemical corrosion testing was conducted utilizing an automated corrosion measurement system. Natural and/or synthetic mine waters from four uranium and two copper mines were the test media for the two types of high-strength, low-alloy (HSLA) steels from which Split Set stabilizers are manufactured, and for galvanized steel. Tests were conducted with waters of minimum and maximum dissolved oxygen content at in-mine water temperatures. Retrieved Split Set stabilizers were also evaluated for property changes. Galvanized steel was found to be far superior to the unprotected steel in general corrosion resistance; limited tests indicate little ten.dency to pitting, contrary to behavior for the uncoated steel. Copper-bearing HSLA steel was slightly more corrosion resistant than non-copper-bearing HSLA steel. Statistical analyses resulted in development of equations relating dissolved oxygen, chloride, sulfate, and magnesium contents of mine waters to corrosion rates of the two HSLA steels (nongalvanized). An equation was developed that relates corrosion rates of galvanized steel to mine water temperature and dissolved oxygen content. Variable conditions in mine environments make corrosion damage difficult to predict and emphasize the need for corrosion prevention and control.

The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

The lack of an iron-smelting industry in the Pacific Northwest places the ferrous metals industries under an economic handicap. No iron-smelting enterprises, now dormant, had been operated successfully. Iron made at both of hoes installations proved to be satisfactory for normal pig-iron uses. Electric power and reductants acre available in the area. Power from the dames now completed and. those being constructed insures present and future needs for basic industries. Subbituminous coal, close to the main supply of iron ore, insures ample reluctant for all smelting requirements.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties.
